All passengers arriving in Hong Kong airport required to submit health declaration forms

HONG KONG (REUTERS) - All passengers arriving in Hong Kong from Sunday (March 8) will be required to complete and submit a health declaration form, said the Hong Kong health authorities as the government warned the city's residents to consider deferring all non-essential travel outside of the territory amid the coronavirus outbreak around the world.

According to local broadcaster RTHK, the Health Department said travellers from the mainland can fill in the declaration on their mobile device, and this will be extended to all incoming travellers from 0000 hours on Sunday. Previously, this requirement only applied to travellers from mainland China.

The Hong Kong government had already placed a red alert - the second-highest warning in Hong Kong - on travelling to South Korea and Italy's Emilia-Romagna, Lombardy and Veneto regions.

However, the government said all travellers out of Hong Kong should now contemplate putting their plans on hold.

Hong Kong has reported 106 cases of coronavirus and two deaths in the past six weeks, according to the city's health officials.

Just three of the territory's 13 borders with mainland China remain open following the announcement of closures by Hong Kong chief executive Carrie Lam on Feb 3.

Covid-19 is the name of the illness caused by the new coronavirus.

"As the transmission of Covid-19 virus has been increasing around the world, they are advised to consider delaying all non-essential travel outside Hong Kong," the Centre for Health Protection said in a statement published on a government website on Friday.

SINGAPORE: From Wednesday (Dec 14), international passengers arriving in Hong Kong will no longer face COVID-19 movement controls following the axing of a mandatory mobile application.

Travellers were previously issued an "amber code", which meant they could not visit venues like restaurants or bars for their first three days in Hong Kong. 

Health Secretary Lo Chung-mau said on Tuesday that "international arrivals don't have any restrictions" after the easing of COVID-19 rules.

"So the same day they step off the aircraft, they are free to enter any premises," he added.

While arrivals no longer face restrictions on moving around - provided they test negative for COVID-19 -  there are still several regulations in force.

Inbound travellers to Hong Kong have to be fully vaccinated and undergo a pre-departure Rapid Antigen Test (RAT) within 24 hours before the scheduled time of departure.

After submitting their negative test result and vaccination records via a health and quarantine declaration form, a green health declaration QR code will be generated for visitors for presentation at their airline check-in counter. 

Upon arrival, they must take a polymerase chain reaction (PCR) test at the Hong Kong International Airport and on their third day in the city. 

The PCR tests can be conducted at community testing centres, mobile specimen collection stations or any recognised local medical testing institution.

Travellers are also required to undertake RAT testing for the first five days of their visit and report the results through Hong Kong's electronic COVID-19 Medical Surveillance System.

Masks are also still compulsory both indoors and outdoors, unless engaging in exercise or in country parks, while group gatherings are currently capped at 12 people. However, people are able to go to nightclubs and banquets. 

For those intending to visit eateries or drinking establishments, Mr Lo said visitors will "need to show a photograph or paper record of their COVID-19 vaccines at some venues which require it".

Hong Kong has followed closely in China's footsteps in enforcing a zero-COVID policy but began scaling down the tight regulations in the last few months. 

COVID-19 rules that travellers to Hong Kong must continue to follow:

Inbound travellers to Hong Kong have to be fully vaccinated and undergo a pre-departure RAT test within 24 hours before the scheduled time of departure.

Two PCR tests - one at the airport and one on the third day of their visit.

RAT testing for the first five days of their visit, with results to be submitted online.

Mask-wearing remains largely compulsory both indoors and outdoors.

Group gatherings of more than 12 people in public places are not allowed.

Entry requirements

This advice reflects the UK government’s understanding of current rules for people travelling on a full ‘British citizen’ passport from the UK, for the most common types of travel.

COVID-19 rules

There are no COVID-19 testing or vaccination requirements for travellers entering Hong Kong.

You may have to pass a temperature check when you arrive.

Passport validity requirements

Your passport must be valid for at least one month after the date you plan to leave Hong Kong.

Check with your travel provider that your passport and other travel documents meet requirements.  Renew your passport  if you need to.

You will be denied entry if you do not have a valid travel document or try to use a passport that has been reported lost or stolen.

Visa requirements

Hong Kong is part of the People’s Republic of China, but it is a Special Administrative Region ( SAR ) with its own immigration controls.

You can visit Hong Kong for up to 6 months without a visa. For information on entry requirements see the Hong Kong SAR government website .

To stay longer (to work or study, for business travel or for other reasons) you must get a visa. For further information contact the nearest Chinese mission with visa issuing facilities or the Hong Kong Immigration Department .   

Vaccination requirements

At least 8 weeks before your trip, check the vaccinations and certificates you need in TravelHealthPro’s Hong Kong guide .

Customs rules

There are strict rules about goods you can take into or out of Hong Kong .  

You must declare anything that may be prohibited or subject to tax or duty. Children aged 3 and over must follow the same rules as adult travellers unless otherwise stated.

Bringing restricted items into Hong Kong

It’s illegal for visitors arriving in Hong Kong International Airport to carry items including:

  • objects with sharp points or edges (for example, samurai swords)
  • martial arts equipment (for example, knuckledusters)

Electronic cigarettes

It’s illegal to bring electronic cigarettes or other smoking products, such as heated tobacco products and herbal cigarettes, into Hong Kong. If you are travelling through Hong Kong and do not pass immigration control, you’re exempt. See further information from the Hong Kong Police Force .

Powdered baby formula

There are restrictions on the amount of powdered baby formula allowed to be taken out of Hong Kong. If you do not follow the rules, you could face a fine or imprisonment for up to 2 years.

The authorities of  Hong Kong updated its electronic health declaration system for all travelers entering the jurisdiction  starting 28 July 2022. All travelers entering Hong Kong will be required to complete an online  Health and Quarantine Declaration form  prior to arrival. After submitting the form, travelers will receive a QR code that is scanned prior to boarding a flight to Hong Kong. The QR code will remain valid for 96 hours and the form can be submitted three days prior to the scheduled arrival time in Hong Kong. Within the form, travelers will need to include information on vaccination status and designated quarantine hotel reservations.   

What are the Changes?  

Inbound travelers to Hong Kong will be required to submit a health declaration form through the  Health and Quarantine Declaration system  beginning 28 July 2022. The new system is expected to streamline the processing of arrival quarantine procedures according to the officials of Hong Kong.

Hong Kong lawmakers, organization leaders and experts familiar with cross-border affairs said on Thursday that the existing health-declaration procedure for travel between Hong Kong and the Chinese mainland needs to be improved if not abandoned completely, as it is cumbersome and impedes the immigration clearance process.

Currently, cross-boundary passengers need to complete an electronic heath declaration form and generate a “black QR code” on their smartphones every time they enter or leave the mainland.

Although staff members have been deployed over the past few months to assist passengers, the declaration process has repeatedly caused long lines at border checkpoints during peak hours

As the number of people traveling between the two places has continued to climb since Jan 8, when quarantine-free cross-border travel resumed, many residents and civic leaders believe that the declaration mechanism is time-consuming and not user-friendly for some travelers, including the elderly, who are not good at using cellphones.

Although staff members have been deployed over the past few months to assist passengers, the declaration process has repeatedly caused long lines at border checkpoints during peak hours.

Hong Kong lawmaker Edward Leung Hei told China Daily on Thursday that the black QR code played an important role during the COVID-19 pandemic , but as both the Hong Kong and mainland societies have returned to normal, it is time for the black QR code to wrap up its “historic mission”, he said. There is a need to discuss its cancellation to facilitate cross-boundary travels, he added.

Leung said that many neighboring regions, such as Japan, have already lifted their health declaration requirements for cross-boundary travel, and this has received positive feedback from passengers. Such arrangements do not trigger significant resurgence of the pandemic, too, Leung said, adding that he believes the cancellation of the “black QR code” is appropriate at this time.

Timothy Chui Ting-pong and Fanny Yeung Shuk-fan, two representatives of the Hong Kong travel industry, both agree that the “black QR code” has imposed a lot of inconvenience on travelers, especially to the elderly.

Chui, executive director of the Hong Kong Tourism Association, told China Daily that elderly travelers are usually unfamiliar with smartphones, not to mention phone apps. As a result, these groups may give up traveling, he said.

Yeung, executive director of the Travel Industry Council of Hong Kong, said the current health declaration process has cost travelers significantly more time as everyone must line up to get their black QR code scanned at checkpoints. She said she believes that the cancellation of the black QR code can greatly improve passengers’ travel experiences.

The unstable Wi-Fi signal at checkpoints also makes it difficult for travelers to fill in information and generate the black QR codes quickly

Wen Yajing, deputy director of the Institute of Hong Kong, Macau and Regional Development, China Development Institute, said the black QR code is unsuitable at this stage as most of the QR codes designed for anti-pandemic work on the mainland have been canceled.

The black QR code now looks odd as almost all of the anti-pandemic restrictions were lifted in both Hong Kong and the mainland, Wen added.

Wen told China Daily that she frequently takes high-speed trains between Shenzhen and Hong Kong for meetings as bullet trains can take her to destinations in a very short time. However, she now has discovered that she needs to allocate at least 45 minutes of extra time to complete the health declaration process and other border clearance procedures, which is extremely inconvenient and not conducive to the integration of the Guangdong-Hong Kong-Macao Greater Bay Area .

Fung Wing-cheong, deputy director of the Hong Kong Federation of Trade Unions’ Shenzhen consulting service center, told China Daily that the black QR code mode is inconvenient, especially to the elderly and those with physical disabilities or carrying heavy luggage. He suggests canceling — or at least simplifying — the procedure.

Fung said that the limited number of employees at checkpoints makes it difficult to provide timely help given that the number of passenger is so large. The unstable Wi-Fi signal at checkpoints also makes it difficult for travelers to fill in information and generate the black QR codes quickly.

Foreigners are required to complete the declaration at manual counters, which also takes extra time, he added.

Non-Chinese citizens’ travel card set

The Hong Kong Special Administrative Region Government today welcomed and expressed gratitude to the country for announcing that non-Chinese Hong Kong permanent residents will soon be eligible for Mainland Travel Permits for Hong Kong & Macao Residents (non-Chinese Citizens).

The card-type document will enhance convenience of clearance at control points of the Mainland, facilitating non-Chinese Hong Kong permanent residents’ visit to the Mainland for business, travelling, and visiting relatives. The country’s Exit & Entry Administration will start issuing the card on July 10.

               

Chief Executive John Lee said that at this important moment when Hong Kong residents celebrate together Hong Kong’s return to the motherland, he is grateful to the central government for introducing  the measure in support of Hong Kong again, demonstrating the country's care and support for the city all along.

Under the new measure, individuals holding the card will be able to enjoy self-service clearance at control points of the Mainland, significantly enhancing clearance efficiency.

Mr Lee noted that many non-Chinese Hong Kong permanent residents have deep roots in Hong Kong, working diligently and making significant contributions to its development.

Among them, foreign talent working in Hong Kong are particularly keen to better seize the historic opportunities of the country's rapid developments, especially envisioning greater involvement in the building of the Guangdong-Hong Kong-Macao Greater Bay Area as a world-class bay area, he said.

International talent of Hong Kong companies can enjoy the long-awaited clearance convenience for northbound travel with this card, he added.

The Chief Executive pointed out that the measure is not limited to any nationality or industry, which fully highlights Hong Kong's unique status under “one country, two systems” and greatly helps the city maintain its international character and diversity, thereby providing a significant incentive for companies and talent from around the world to settle here.

All non-Chinese Hong Kong permanent residents will be able to make applications to China Travel Service (HK) entrusted by the Exit & Entry Administration for travelling to the Mainland multiple times within a five-year validity period, with a stay not exceeding 90 days for each visit, without the need to apply for a separate visa for entry.

The card’s application, approval, and issuance fall within the remit of the Mainland authorities. The facilitation arrangement complements the "northbound" multiple-entry visa initiative as announced in the 2023 Policy Address, meeting the aspirations of various sectors of the Hong Kong community on all fronts.

Do I need a vaccine to travel to Hong Kong?

When considering, traveling to Hong Kong you will be pleased to hear that Malaria and Yellow Fever are not common in the country, unless infected before arrival. You are encouraged to check if your standard vaccines are up-to-date, including Hepatitis A and B, Tetanus, and Rabies for those who may be at risk when working with animals.

Currently, the only mandatory vaccination is for COVID-19. You will need to show a vaccination certificate to enter the country.

All travelers aged 12 and above must be fully vaccinated, except those coming from China, Macao or Taiwan.

Hong Kong now allows foreign visitors who have been fully vaccinated at least 14 days before arrival. A vaccination certificate in English or Chinese must be presented, along with a written confirmation in English or Chinese.

COVID-19 vaccination certificates are mandatory if you are coming from any country except mainland China, Taiwan, or Macao. However, unvaccinated children under 12 accompanied by fully vaccinated parents are exempt from this requirement.

Accepted vaccines are: AstraZeneca, Anhui Zhifei Longcom, Covaxin, Pfizer, CanSinoBIO, Sputnik V, Vero Cell, Janssen, Moderna, Nuvoxavid, Covishield, Covovax, Sinopharm, and Sinovac.

3rd July 2024 – (Hong Kong) Starting 10th July, non-Chinese permanent residents of Hong Kong and Macao will have a streamlined process for visiting Mainland China, thanks to the new Mainland Travel Permit for Hong Kong and Macao Residents. The permit, valid for five years, allows multiple entries with each stay capped at 90 days and simplifies travel by removing the need for repeated passport presentations, fingerprint verifications, and customs declaration cards at each entry.

The permit is designed for non-Chinese citizens who are permanent residents of Hong Kong and Macau and seek to enter the mainland for short-term activities such as investment, tourism, family visits, or business. This development is expected to enhance cross-border exchanges and economic activities between the regions and the mainland.

Applicants must provide several key documents:

  • A fully completed Application Form for Mainland Travel Permit for Hong Kong and Macao Residents (Non-Chinese Citizens).
  • A valid Hong Kong permanent identity card. For those under 11 without a card, a Notice of Application for Access to Information from the Hong Kong Immigration Department confirming permanent residency status is required.
  • A valid ordinary passport with at least six months of remaining validity, excluding passports not recognised by the Chinese government.
  • Recent nationality certificates issued within six months prior to the application date.

The application is processed within 20 working days after submission, and the permit can be collected at designated application offices. Applicants must pick up their permits within 12 months from the scheduled date of collection; failure to do so without valid reasons will result in cancellation. For applicants under 18, legal guardians must accompany them during the application and can collect the permit on their behalf.

The cost of applying for the permit is HK$260 in Hong Kong or Macao, and RMB 230 for renewals or replacements in Mainland China.

Applicants should apply in person at the China Travel Service (HK) Ltd and be accompanied by their guardians if under 18. It is crucial to note that the permit does not authorise the holder to work, study, or engage in journalistic activities within mainland China. For such activities, a separate visa or permit is required.

This new permit represents a significant easing of travel restrictions and should be a boon for the thousands of residents who regularly commute between these regions and the mainland, fostering greater connectivity and understanding between the areas. Travellers using Hong Kong’s airport will not have to unpack their carry-on luggage as they pass through security with the phased introduction of a new smart security screening system starting next month.

From July 2, the introduction of three-dimensional and 360-degree CT-based X-ray scanning technology will mean that passengers using the new smart channels need not remove their laptops or liquids from their bags, as they are currently required to do, the Airport Authority Hong Kong announced on Wednesday. Trays come with built-in sterilisation and will automatically be recirculated to passengers waiting to clear security.

Additionally, a new full-body scanner will replace a search using a hand-held metal detector for anyone who fails to clear the archway metal detector.

By the time all 50 smart channels and 32 body scanners are installed, the Airport Authority estimated that the new system would increase the average throughput by 20 per cent, it said in a statement .

“The upgrades of the security screening system at [Hong Kong International Airport] not only further enhance the overall screening performance, but also make mandatory airport procedures more pleasant to passengers, with the existing aviation security standards and requirements remaining intact,” Steven Yiu, executive director of airport operations at the authority, said in Wednesday’s statement.

The new security scanning system, which was announced by Chief Executive John Lee in his policy address last year , will make Hong Kong’s airport the first in the world to operate smart screening channels throughout the airport, according to the Airport Authority.

Once one of the busiest airports globally, the airport suffered as a result of strict Covid-related travel restrictions for close to three years. Since the city fully reopened its borders in February 2023, its tourism industry has struggled to recover to pre-pandemic levels.

In May, the airport handled 4.07 million passengers and 29,855 flight movements, compared to 6.2 million and 36,305 in May 2019. This reflects the trend in visitor arrivals to the city, which have yet to reach the heights seen in early 2019, before protests and unrest impacted the tourism figures, despite government efforts to attract travellers and spending through “mega events.”

In recent weeks, the airport has suffered from negative press after a broken-down cargo plane closed one of its runways for almost nine hours on June 17 and a nine-hour flight display system failure on Sunday.

China Offers Foreign Permanent Residents of Hong Kong, Macau Five-Year Visas

BEIJING (Reuters) - Foreigners who are permanent residents of Hong Kong and Macau and are looking to visit mainland China can apply for multiple-entry travel visas with validity of five years, China's National Immigration Administration said on Monday.

From July 10, foreign permanent residents of the two Chinese-ruled cities will be eligible to apply for such visas to enter the mainland, according to the administration.

Each stay shall not exceed 90 days.

Foreigner permanent residents intending to work, study, or engage in news reporting on the mainland, must apply for other visas or residence permits, the administration said.

The move, announced on the 27th anniversary of Hong Kong's handover to Chinese from British rule, is one of many steps taken since China reopened its borders post-COVID to woo back foreign tourists and business travellers.

The special travel permit is also a reward for foreigners who are permanent residents in Macau and more so for Hong Kong, whose international appeal has waned due to criticism over the city's handling of the pandemic and Beijing's crackdown on street protesters in 2019-2020.
