For Canadian immigration purposes the definition of "work" is very broad and is defined as an activity for which wages are paid or commission is earned, or that competes directly with activities of Canadian citizens or permanent residents in the Canadian labour market, no matter the duration of the intended activity. Generally speaking, a Labour Market Impact Assessment (LMIA) is required, indicating that the proposed employment will not adversely affect Canadian workers. In most cases a job offer from a Canadian employer is required to apply for a Canadian Work Permit. In limited situations, Canadian immigration regulations allow for Open Work Permits , which are not employer-specific. A work permit is always temporary in nature, but can often be extended from inside Canada. Below is a guide on how you can pursue a Canadian temporary work permit.

Step 1: Employer applies for a Labour Market Impact Assessment, if necessary

The Canadian government has two categories of work permits. A work permit either needs a labour market test or is exempt from requiring it. In some cases, the labour market test is required to demonstrate that the issuance of a work permit to a foreign national will not have a negative impact on the employment and wages of workers in Canada. 

What is an LMIA?

The name of the labour market test is called a  Labour Market Impact Assessment (LMIA). The federal government department that oversees the LMIA process is called Employment and Social Development Canada (ESDC). A positive or neutral LMIA is issued by ESDC when it is satisfied that there is no Canadian citizen or permanent resident available to do the job. A negative LMIA is issued when it believes there are domestic workers available to do the job and hiring a foreign national will harm workers in Canada.

Typically, employers in Canada that wish to hire a foreign national are required to get a positive or neutral LMIA from ESDC. Once this is granted, the foreign national can then go to the federal department of Immigration, Refugees and Citizenship Canada (IRCC) to get their work permit. Once they get their work permit, they can go ahead and move to Canada to begin working for the employer. 

Further, if the Canadian employer is hiring for a position located in the province of Quebec, the foreign worker will need to obtain a Certificat d'acceptation du Québec (CAQ) in order to work temporarily in Quebec. The CAQ application will have to be submitted to Quebec’s Ministère de l'Immigration, Francisation et de l'Intégration (MIFI) at the same time as the LMIA is submitted to ESDC.

ESDC and MIFI have made available to employers a streamlined LMIA process to fill selected positions in Quebec without having to include proof of recruitment efforts.

When is an LMIA not required?

In a limited number of situations foreign workers may obtain a work permit without the need for a LMIA. These work permits are typically referred to as LMIA Exempt Work Permits and include the following:

  • International agreements, such as the North American Free Trade Agreement (NAFTA ), Comprehensive Economic and Trade Agreement (CETA), or Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP);
  • Canadian interest:
  • As a result of significant economic, social or cultural benefits to Canadians;
  • As a result of reciprocal agreements Canada and its provinces/territories have entered into with other countries, such as youth and teacher exchange programs;
  • To allow international students studying in Canada to fulfill academic requirements known as co-op placements;
  • To allow the accompanying spouses/common-law partners of certain work permit and Study Permit holders residing in Canada to work in Canada;
  • To allow for charitable or religious work;
  • In recognition that certain persons in Canada for reasons other than the above-mentioned, such as the making of a refugee claim, need to support themselves;
  • Certain permanent residence applicants in Canada;
  • Certain migrant workers and their dependents in Canada on employer-specific work permits who are experiencing abuse, or who are at risk of abuse.

Once a positive or neutral LMIA is granted, the Canadian employer must provide a copy of the LMIA approval letter along with a detailed job offer letter to the foreign worker, who will need those documents to apply for a work permit.

With the LMIA approval letter, the job offer letter (and the CAQ if applicable), the foreign worker can submit an application for a Canadian temporary work permit to Immigration, Refugees and Citizenship Canada (IRCC). Depending on their country of citizenship, the foreign worker may need to obtain a temporary residence visa (TRV) to travel to Canada, and would therefore need to submit the temporary work permit application at a Canadian visa office abroad.

The Canadian temporary work permit, will be issued at the point of entry by a Canada Border Services Agency (CBSA) officer at the time the foreign worker arrives in Canada.

A temporary work permit may be issued for a period of time ranging from a few days to a few years.

Most Canadian work permits are employer specific, otherwise referred to as “closed” work permits, and are granted for a specific job in Canada. Consequently, a foreign worker may only work for the employer specified on the work permit. As such, if the foreign worker finds a different employment and does not yet have permanent resident status, the foreign worker must apply for and receive a new work permit prior to changing employers or their position in Canada.

Note that a Canadian Temporary Work Permit is for those foreign workers who plan on working in Canada for a finite period of time. To work and live in Canada on a permanent basis, foreign workers must undertake the Canadian permanent residence process. However, a temporary work permit may be a stepping stone to Canadian permanent residence. Once in Canada on a temporary work permit, a foreign worker may qualify for Canadian permanent residence under the Canadian Experience Class (CEC) , through a Skilled Worker category, or through one of the Provincial Nominee Programs.

If you plan to live and work in Canada and you are not affiliated with the country, you're legally required to have a work permit - for example, Canadian citizens or permanent residents do not require a work permit. However, there are many types of work permits, and knowing which one you need is important before you start your Canadian journey. The following factors below will determine your eligibility for the type of work permit you require:

  • the type of employment you have;
  • the Canadian employer you can work for;
  • where you're allowed to work;
  • how long can you continue to work and
  • the times or periods of work.

Now, let’s take a look at the type of work permits and its categories.

All canadian work permits fall into one of two categories:, the open work permit.

This permit or work visa allows you to work for any Canadian employer, anywhere in Canada, over a set period. You will not lose your work permit if you change jobs.

This permit is generally reserved for specific streams like the International Experience Canada (IEC) Working Holiday Program or the  International Mobility Program , which allows young people from certain countries to work and travel in Canada to build international experience.

The Employer-Specific Work Permit

This permit allows you to live and work in Canada for a specific employer for the length of your employment. Therefore, you may have to return to your home country if you lose your job.

Here are a few breakdowns of some of the specific work programs that fall under these two categories:

Temporary Foreign Work Permit (TWFP)

Temporary foreign workers are issued employer-specific/ closed work permits under the TWFP. This allows them to only work for the employer specified in their work permit application

Post-Graduate Work Permit - The PGWP is for international graduates from tertiary Canadian Designated Learning Institutions (DLIs) who want to stay in Canada to work. Not all DLIs have PGWP eligible programs, so it is important that you check your institution's status before applying for this type of work permit. The duration of the permit is directly linked to the duration of your studies, which must have been for a minimum of eight months.

Global Talent Stream - This program allows innovative Canadian companies on the GTS Occupations list to hire highly specialized foreign workers in certain fields without an LMIA. Eligible candidates for this program must hold an advanced degree in their field and have at least five years of specialized experience. The program falls under the TFWP and has a very short processing time; you could have your employer-specific work permit in as little as two weeks!

International Mobility Program - The IMP serves Canada’s broader economic and cultural interests by allowing employers who wish to hire foreign workers to do so without an LMIA. The employer and foreign worker must qualify for one of the LMIA-exemption categories, such as the Atlantic Immigration Pilot or CETA, and jobs must be posted via the Employer Portal of the IRCC’s official website

How Can I Ensure I'm Eligible for a Canada Work Permit?

There are three primary sets of eligibility requirements for a Canadian work permit. The first, is for you as the applicant. The second, is for your Canadian employer. Each must fulfill a specific set of criteria.

Your Eligibility Requirements

To be eligible for a work permit, you must:

  • Prove to an officer or governing body that you will leave Canada once your employment ends;
  • have no criminal record, and commit no crimes for the duration of your work permit;
  • not pose as any danger to Canada's security;
  • be in good health (as shown via a medical exam);
  • only work for eligible Canadian employers;
  • not work for an employer that offers escort services, striptease, erotic dance or erotic massages and
  • have sufficient documentation to prove your admissibility to Canada.

Your Employer's Eligibility Criteria

Your employer must complete a Labour Market Impact Assessment ( LMIA ). This document proves that they cannot fill the vacancy locally, and therefore, hires talent abroad to fill Canada's local job market. 

Your employer must also be on the list of Canada's eligible employers, which you can find on the Government of Canada's website.

Applying From Inside Canada

Then it’s a short waiting game to receive the actual, physical work permit to your mailing address. It is activated when you receive it, so you have nothing left to do (except enjoy working in Canada, of course).

Applying From Outside Canada

If you applied for your Canadian work permit online and from outside Canada , you will, if approved, receive an approval letter (the POE letter of introduction) by email. This contains instructions about how to obtain your actual, physical work permit at a Canadian port of entry.

IEC Work Permit Activation

If you receive your POE letter of introduction for your working holiday or other IEC program while you are in Canada, you will need to flagpole to receive your work permit.

A reminder: flagpoling is the practice of leaving Canada (usually via a land border to the US) and then immediately re-entering Canada.

An Important Note About Flagpoling

If you plan to leave and re-enter Canada through the United States, you must meet US immigration requirements.

For many people, this will mean you need an ESTA. Note that there are a lot of scammy websites that advertise ESTA services and then overcharge for an application that is quite simple. Beware of any paid ads offering ESTA services.

Activate Your Canadian Work Permit: Paper Applications

Submitting a paper application at the border used to be popular, but most (almost all) temporary work permits must now be submitted online. The situations where a paper application is available are extremely limited, with one exception being if the applicant has a disability preventing them from applying online.

But that’s about the application stage; our focus here is on activating your Canadian work permit having submitted by paper.

If you applied for your Canadian work permit by paper and from within Canada, you will, if approved, received a letter in the mail from Immigration, Refugees and Citizenship Canada (IRCC) informing you that your Canadian work permit application has been approved. Thereafter it’s simply a short waiting game to receive the actual, physical work permit to your mailing address. When you receive it, you can consider it activated. You have nothing left to do (except enjoy working in Canada, of course).

If you applied for your Canadian work permit by paper and from outside Canada, you will, if approved, receive an approval letter (the letter of introduction) with instructions on how to obtain your actual, physical work permit upon presentation of this letter and other key documentation at a Canadian port of entry.

Applying At The Border

You may be eligible to apply for a work permit at a Canadian border in very limited circumstances, and you must be from one of the visa exempt countries listed on the table below. If this applies to you, you will need to bring all the supporting documents showing that you are eligible for the permit. This is risky compared to an online application.

Online applications undergo a completeness check quite quickly, and many applications fail these checks. Applicants then need to go and get the missed documents and reapply. If you’re applying at the border, you’re likely a long way from home if you need any additional documents or information.

That being said, if you are eligible and you apply at the border, you will likely receive your work permit on the spot and you can start work immediately once you enter Canada.

Practical steps: tips for crossing the canadian border.

When you enter Canada, tell the Canadian border services officer that you have come here to work.

If you have received a Port of Entry (POE) Letter of Introduction indicating that you are approved to work in Canada, bring it with you. This letter is not a travel document or a work permit, but you must show it when you arrive in Canada.

If you’re coming into Canada on an employer-specific (closed) work permit, you should also have supporting documents, such as:

  • proof that you meet requirements of the job, such as proof of work experience and education, and
  • a copy of your employer’s positive Labour Market Impact Assessment.

Once the Canadian border services officer has checked your documents and confirms that you can enter Canada, the officer will print the actual Canadian work permit for you.

LMIA-exempt, employer-specific Canadian work permit

You should also have supporting documents, such as:

  • the offer of employment number your employer received when they submitted the offer of employment through the Employer Portal.

IEC Working Holiday

When your International Experience Canada (IEC) working holiday application is approved, you’ll receive a port of entry (POE) letter of introduction in your account. You’ll need this letter of introduction to receive an IEC work permit when you enter Canada.

The letter does not guarantee entry into Canada or guarantee a work permit. You’ll need to bring this letter with you to Canada and show it to a border services officer at the port of entry (airport or land border).

Your letter of introduction will have a clearly marked expiry date. You must show your letter at a Canadian port of entry  on  or  before  this date to get your work permit. The expiry date of the letter of introduction cannot be changed or extended under any circumstance. You cannot transfer your letter to any other person or name.

Step 1 Confirm your eligibility

If you want to immigrate to Canada, start by learning about the different programs you can apply for. Each immigration program has different application and eligibility requirements.

If you have a lot of work experience or training in a specific field, you could be eligible to apply through Express Entry.

Express Entry allows highly skilled workers to apply for multiple immigration programs at once, resulting in faster processing times.

If you are not eligible to immigrate to Canada permanently, you might still be able to work here temporarily. In that case, you usually need a work permit.

Before applying to jobs in Canada, you need to find out if you are eligible to get a work permit.

Step 2 Check if your qualifications are recognized

Before you search for jobs in Canada, you should find out if the type of work you want to do requires a professional licence or certification.

You can use the Foreign Credential Recognition Tool to learn:

  • If the occupation is regulated.
  • The time and cost to get your credentials recognized.
  • If there are available jobs in your field, or alternative jobs you could work in while you wait for the review of your credentials.

Step 3 Search and apply to jobs

When starting the process to immigrate to Canada or get a work permit, you should only apply to jobs from employers who are recruiting international candidates.

I always encourage my readers to get their US visas at some point. Having a US visa will open up many doors. Of course, you can travel to the US, but you can also travel to 53 countries VISA-FREE with US visa .

But, many fear that the US visa is the most difficult to get.

Well, there is an alternative – CANADA VISA.

Canada visa is the second-best visa. You can travel 38 countries VISA-FREE with Canada visa.

The best thing about a Canada visa is that there is NO VISA INTERVIEW.

The US visa interview process is frightening to many. If you have been to one, you would know what I mean. The high security at the consulate, lining up in the street outside the building, intimidating visa officers, questions that you were not prepared for, and the list goes on.

If you do not have a US consulate in your city, you have to travel to the nearest city where the US consulate is. The visa fee itself is quite steep and on top of that, these travel expenses can add up.

Why should you get a Canada tourist visa?

Though a Canada visa doesn’t offer as much VISA-FREE travel as a US visa, a Canada visa has its advantages.

  • Canada visa application has no visa interview.
  • Canada tourist visa is also a long-term visa. Usually issued for 10 years or until the expiration of your passport.
  • The fee for Canada tourist visa is much lesser. It’s only 100 CAD.
  • India and China passport holders can even take advantage of the CAN+ expedited program.
  • Last but not least, Canada itself is a beautiful country. Have you ever seen the pictures of Banff National Park? Just Google it. It’s spectacular. That’s just one example. The country is vast, diverse and a nature lover’s paradise. It’s also culturally diverse and the people are the most polite in the world.

Depending on the country, any of the below Canada visas can be used.

  • Canada Visitor Visa (V-1)
  • Canada Work Visa (W-1)
  • Canada Student Visa (S-1 and SW-1)
  • Canada Transit Visa (VH-1)

Refer to each country below for permitted Canada visa types. Some countries require the Canada visa to be multiple entries and have been used at least once to travel to Canada.

A Canadian PR card can also be to used for some of these countries. However, some countries only accept Canadian visas. Refer to my article on VISA-FREE countries for Canadian PR holders for more information.

Personal experience : I entered Costa Rica at San Jose airport with my India passport and Canada visa. The immigration procedure at the airport took about 10 minutes due to the long lines. I was given only a 15-day entry.

  • Both arriving and departing flights in Singapore must be on the same itinerary
  • Canada visa must be valid for at least 1 month at the time of arrival

Yes. However, a work permit isn’t a travel document. It doesn’t give you the right to travel to Canada. Along with your permit, you need either:

  • a temporary resident visa or
  • an Electronic Travel Authorization (eTA)

Having an eTA or a visa, along with your work permit, doesn’t guarantee that we will let you back into Canada. You must show the border services officer that you meet all the requirements before we will let you re-enter.

International students remaining in Canada for the summer may have some questions about finding employment while they wait for the fall semester.

International students are only allowed to work in Canada, without a separate work permit , if they have work authorization on their study permit. This work authorization will indicate if the study permit holder is permitted to work on campus, off campus, or both.

Note: International students without work authorization are not permitted to work in Canada.

What is Canada’s policy for work hours as an international student?

International students should start their job search by understanding the work hours policy implemented by Immigration, Refugees and Citizenship Canada (IRCC) changes. These changes are dependent on the time of year.

More specifically, it is important to know that the summer months are typically considered a “scheduled break” in the academic calendar unless an international student chooses to (or must) take classes over this period.

The reason this distinction is important is because IRCC allows international students to work 40 hours or more per week during scheduled academic breaks. As of right now , the policy is back to 20 hrs a week and it goes to 24 hrs in the fall.

IRCC’s new 24-hours-per-week policy will replace the temporary policy enacted in October 2022, which allowed international students with an off-campus work authorization to work more than 20 hours per week while classes were ongoing. IRCC’s temporary policy came to an end on April 30, 2024 .

Accordingly, international students are often keen on gaining an understanding of how summer employment works in Canada, so that they may capitalize on this time to earn money to support themselves.

What types of work can I do?

As long as they meet the eligibility requirements for working on or off campus (more details to follow below), international students can pursue any type of employment during the summer.

Do I need a work permit?

No. Instead, to be eligible for on-campus work without a work permit, international students must:

  • Have a valid study permit or maintained status
  • Have started their studies*
  • Have work authorization on their study permit
  • Be a full-time post-secondary student at an eligible institution
  • Have a social insurance number (SIN)

Meanwhile, international students looking to work off campus without a work permit must meet the following conditions to be eligible:

  • Be a full-time student at a designated learning institution (DLI)
  • Be enrolled in a qualifying** study program that is at least 6 months long and leads to a degree, diploma or certificate

*According to IRCC policy, international students can only start working in Canada when their study program has started. This means they cannot work before they start their studies.

**To be eligible, international students must be enrolled in either a post-secondary academic, vocational or professional training program or a secondary-level vocational training program (Quebec only)

What documents do I need to work in Canada?

Typically, international students will need many of the same documents as any other job applicants in Canada, with some exceptions.

Beyond resumes and cover letters, which are two important components of the job searching process for international students. They may need to show proof of their work authorization to verify that they are legally allowed to work in Canada as part of their job interview or onboarding process.

What is a SIN and how do I get one?

Most importantly, however, is that international students remember they require a SIN to work in Canada.

SINs are individual, unique nine-digit numbers provided to eligible Canadians, permanent residents and temporary residents. While this is not a “document” in the same way that a resume is, all workers in Canada require a SIN to secure employment.
