Plymouth MA is a town in Massachusetts USA (Plymouth County, in the state's South Shore region) with population around 60,000. The town is approx 40 mi (64 km) south of Boston . known as "America's Hometown" (historically known as Plimouth/Plimoth), the town is popular for its rich history and folklore.

A seasonal fast-ferry service links to Provincetown MA , being provided by Captain John Boats, with a roundtrip cruise operated daily between June-September. The boat docks at State Wharf (downtown). In Plymouth Harbor are also offered scenic boat tours, along with whale watching tours and deepsea fishing trips.

Pilgrim Hall Museum is the USA's oldest continually operating museum. Plymouth is on the Pilgrims Highway (part of US Route 3/linking Cape Cod and Boston). The town is also the eastern terminus of US Route 44 (the western terminus is Kerhonkson NY). Plymouth Municipal Airport is approx 5 mi (7 km) southwest of downtown.

The settlement (as Plymouth Colony) was founded in 1620 by the Mayflower Pilgrims, making it New England's oldest. The town is best known for the First Thanksgiving feast. In 1691, the Plymouth Colony merged with the Massachusetts Bay Colony. The area was named after Plymouth England by John Smith (1580-1631, English explorer, colonial governor, Admiral of New England) in 1614.

Pilgrims (English families) arrived here in 1620 on the Mayflower ship which spent 10 weeks at sea, carrying 102 passengers (Puritans/English Protestants) plus 30 crew. The ship Mayflower arrived in November 1620 (disembarked the ship on December 21). Due to the harsh winter, only half of the unprepared colonists survived. For the help received from the Indians (Wampanoag Tribe taught them food gathering/survival skills), in 1621 the colonists celebrated their first harvest together with the Indians - which event was later declared as the first Thanksgiving feast.

In the 19th century, the town's economy was based on rope making (Plymouth Cordage Co was the world's largest rope-making company), fishing, shipping. The current economy is based mainly on tourism and industries like healthcare, real estate, technical-scientific research, education, telecoms.

Cruise ships will make 23 visits to Plymouth this year

Plymouth Harbor will become a regular port of call for cruise ships this coming summer after the select board Tuesday night approved a deal with American Cruise Lines.

The unanimous vote came despite threats of a lawsuit from local lobstermen. 

The one-year agreement calls for a cruise ship to dock in the harbor 23 times between May 1 and Oct. 25. 

The lobstermen, who were only able to make their case during the public comment period after the vote had been taken, said they don’t oppose the whole plan; they just don’t want the ships here in May and early June, when whales have left the area and they first are legally allowed to fish.

Under the contract with the town, the company will pay it $74,000 for the right to dock in the harbor — $3,000 each time it stops in Plymouth between May 11 and June 15, and $2,000 for each stop between June 18 and Oct. 25.

If a ship docks for more than 29 hours, the company will have to pay the town $3,000.

The plan appeared to be a done deal even before the select board vote — the American Cruise Lines website already listed Plymouth on its itinerary for 2024. 

Their cruises aren’t cheap — prices start at around $5,000. Plymouth stops are part of the company’s Yankee Seaports Cruise (which goes to New York City), its 14-night Grand New England Cruise (with prices starting at $11,740), and the line’s Cape Codder Cruise.

Town officials tried to accommodate fishermen by making sure they still have access to three winches on the pier — mini cranes used to get their fishing gear off and on their boats.

Town manager Derek Brindisi said the ships will generate revenue for local businesses — and the town is projecting that passengers will spend $175 each, visiting local landmarks, restaurants, and shops, he said.

Brindisi also said the town was prepared to enter into a 20-year agreement with American Cruise Lines, but didn’t out of deference to the fishermen.

Select board member Charlie Bletzer acknowledged the fishermen’s concerns but said cruise ships will draw tourists and residents to the waterfront, generating economic benefits for the town.

“You have to remember, this harbor is not just for one industry. It’s for the good of the whole town,” he said.

Unpersuaded, the lobstermen threatened to file a lawsuit.

In a letter read at the meeting, Curt Holmes, president of the Plymouth Commercial Fishermen Association, asked the select board to table the vote, alleging that by approving the plan, the town would be reneging on an agreement it made with the fishermen to keep the cruise ships out of the harbor between May 1 and June 15.

“I’m here to ask you to honor your agreement,” the letter said. “If you don’t, you will be compounding hardships for the lobster industry here…We will take legal action if we have to.”

Last summer, the cruise ships came to Plymouth three times — as part of a trial run. 

The first time it docked, the ship was greeted by fishermen. They were accused of harassing the crew, which was trying to deliver welcome gifts to the passengers and onlookers. Crates filled with rotting lobster bait were stacked up on the pier, according to someone who was there. Lobsterman Tom O’Reilly told the select board that the incident never happened.

American Cruise Lines ship to dock in Plymouth Harbor this summer

PLYMOUTH – The town and American Cruise Lines have agreed to schedule overnight cruise ship visits to Plymouth Harbor this summer.

The pilot program will consist of three small-ship cruises to Plymouth on Aug. 19, Aug. 26 and Sept. 2 on the cruise line’s “Cape Codder” itinerary. Stops also include ports in Boston, Gloucester, Martha’s Vineyard, New Bedford, Provincetown and Newport, Rhode Island. More stops in Plymouth are planned for 2024.

This summer's cruises will be aboard a new ship, the 100-passenger American Eagle. The first cruise, leaving Boston on Aug. 14 and landing in Plymouth on Aug. 19, will be the ship's inaugural cruise.

The Plymouth port calls represent the next step in an ongoing relationship between the town and the cruise line, which has been offering regularly scheduled visits to Plymouth via motorcoach from Massachusetts Maritime Academy in Buzzards Bay.

The door was opened to visits from major cruise lines after harbor dredging was completed ahead of the 400th anniversary of the landing of the Mayflower in 2020. The U.S. Army Corps of Engineers began dredging in 2018.

“Plymouth is proud to expand our partnership with American Cruise Lines and appreciate the support from our maritime community,” Town Manager Derek Brindisi said. “Docking in the harbor and spending the night will increase business in our downtown waterfront area and give passengers the opportunity to explore Plymouth."

Lea Filson, president/CEO of See Plymouth, said, “This is a great opportunity to grow tourism, the No. 1 industry in the town and county of Plymouth. We welcome the additional visitors who will dine in our restaurants, visit our shops and attractions and enjoy our history.”

The American Eagle lands in Plymouth Harbor for the first time

PLYMOUTH − The cruise line ship American Eagle made its inaugural overnight visit to Plymouth over the weekend for the first of three dockings in Plymouth Harbor this season. 

Ship owner American Cruise Lines added the stop to its Cape Codder itinerary, which also visits ports in Boston, Gloucester, Martha’s Vineyard, New Bedford, Provincetown and Newport, Rhode Island. 

The company said in a release that it plans to include more Plymouth dates beginning in 2024. Plymouth will also be added to the Boston-to-New York Yankee Seaports cruise. 

The cruise line had been offering regularly scheduled visits to Plymouth via motor coach from Massachusetts Maritime Academy in Bourne. 

The American Eagle is the first of 12 100-passenger “Coastal Cats,” which the company describes on its website as “a fleet of catamaran-inspired small ships” that “can go anywhere.”  

The introduction of the cruise line to Plymouth Harbor was not met with universal excitement. Fishermen are worried what other boats would be squeezed out – and for how long – when the ship is in town. 

The U.S. Army Corps of Engineers began a major dredging of the harbor in 2018 ahead of the 400th anniversary of the landing of the Mayflower. That project allowed larger ships like the American Eagle to dock.

‘It’s disheartening’: Plymouth Harbor lobstermen brace for impact of cruise ship surge

Cruise dockings are set to surge this summer in plymouth, where lobstermen are concerned a short season could grow even shorter.

P LYMOUTH — On a cold, rainy afternoon last month, lobstermen Tom O’Reilly and Kurt Holmes walked out to a nearly empty pier overlooking Plymouth Harbor.

It’s quiet here in the winter, but the public pier quickly becomes crowded in the warmer months as fishermen, lobstermen, shellfishermen, and charter boats crowd in, all vying to load and unload catch at the three publicly provided winches.

This spring, users of the pier will often have a new obstacle to face: a cruise ship. And they worry the tourist vessels could upset the delicate balance of Plymouth’s working waterfront.

“We’re very functional right now,” said Holmes, president of the Plymouth Commercial Fishermen Association. “But it doesn’t take much to shake that up.”

Last summer, cruise ships came to Plymouth for the first time in decades, with three pilot dockings by American Cruise Lines , a “small ship” cruise operator that’s adding Plymouth to its itinerary of summer stops in New England coastal towns.

To the town, it’s an injection of tourist dollars — American Cruise Lines claims its average passenger spends $175 per day at restaurants and stores on dry land. But to fishermen like Holmes, the ships represent wasted time and lost product by making it even harder to access the narrow passage to the harbor’s three winches.

After pleading with the town and American Cruise Lines to make accommodations, the Plymouth Commercial Fishermen Association, which has 85 boat members, felt left in a lurch as neither the town nor American Cruise Lines granted their concessions.

In January, the Plymouth Board of Selectmen voted unanimously to allow the cruise line to come more often, permitting 23 visits between May and the end of October. As part of the agreement, the cruise line will pay the town $3,000 per stop between May 11 and June 15 and $2,000 per stop thereafter when the prime fishing season is through. But Holmes’ fisherman’s group urged more accommodations to enable fishing to coexist with cruises. They got nowhere.

So now, the Plymouth association is threatening legal action.

“I’ve been so upfront in the forefront of this — I’m just so tired,” said O’Reilly. “Fighting everything, constantly.”

The main cause for concern, O’Reilly said, is clogging up the pier at the beginning of what is a relatively short season. Fishing grounds are closed for about three months beginning in February due to whale activity in Cape Cod Bay, after which the lobstermen scramble to get their traps into the water before lobsters begin their molting season in June and are no longer as active in the water. Lobstermen also find it highly profitable during this period due to a winter shortage, with the supply yet to recover in the summer.

But even the date they can return, Holmes said, is fluid, hard to predict, and depends largely on the whales. As they prepare their equipment, they wait for an email from the state that gives them the go-ahead at 9 p.m. the night before the closure ends. The reopening date is typically anywhere from May 1 to May 16.

Initially, O’Reilly said, the town promised a blackout on cruises from May to June 15. But the cruise line argued they would lose out on a third of their season.

The fishermen then asked if the cruise ship could dock in the harbor and ferry passengers in rather than pulling up to the pier. That didn’t work either: the cruise line argued that their clientele tends to be older, and getting on and off a small boat would be difficult.

Now, the cruise line says it would not interfere with the town winches. Both O’Reilly and Holmes said they would wait and see.

O’Reilly questioned if the town was looking out for the economic input the fishermen create each year. Plymouth’s commercial lobster fleet brings in over $4.3 million alone, he said, with fishing overall generating over $10 million.

“We are not against the cruise ship at all,” said O’Reilly. “But how many people can go that long without a paycheck?”

American Cruise Lines, the largest river cruise line in the country, says there shouldn’t be much overlap. Alexa Paolella, a spokeswoman for the company, says American Cruise Lines are not the massive vessels that big cruises evoke. The vessel visiting Plymouth is compact, holding only 100 passengers interested in curated experiences on land. Two of its itineraries — the Yankee Seaports Cruise and the Cape Codder Cruise — will stop at Plymouth, part of an eight-day voyage that costs between $5,000 and $7,000.

According to Chad Hunter, the Plymouth harbormaster, in preparation for the town’s 400th anniversary in 2020, the harbor was dredged to allow historic tall ships and other large vessels to enter. The $18 million federally-funded project followed a town-funded project to redo the nearly 100-year-old pier in 2017.

Town Manager Derek Brindisi said adding a cruise line to the port is part of Plymouth’s economic vision and plan. Ultimately, they want to expand cruise visits by taking ownership of the harbor’s state-owned pier, which holds the Mayflower II and is steps from Plymouth Rock.

He acknowledged that things could get tight this summer but said the impact should be minimal.

“There may be a stressful day or two during that period,” said Derek Brindisi. “The Selectmen say we can overcome one or two days. We are not trying to overcome an entire six-week window. I think people lose sight of that.”

But to lobstermen like Dan Holmes — Kurt Holmes’s cousin and a former president of the Commercial Fisherman Association — it’s not just about a few days but a way of life. He grew up lobstering with his grandfather and uncle, and his family still owns five boats in Plymouth Harbor, but he’s not sure he’d recommend his children, who are in college, continue with it.

“The fishing industry is there if they choose it. We haven’t given up hope yet,” Holmes said. “But, honestly, the way the regulations are going, I would not push them but encourage them to go in a different direction. It’s a great life, but it’s a hard life.”

And he worries the cruise ships will make it harder. For two years, he has sat in late-night meetings, voicing concerns not just about the ships’ impact on lobstermen but on the harbor itself, to no avail. Lobstermen like him have had to deal with new regulations, new gear, fishing ground closures, and now this in their own home port.

“We’re fighting the feds, we’re fighting the state, we’re fighting the whale people,” said Dan Holmes. “You would think the town would have our back, and they don’t, and it’s disheartening.”

CLOSE to 80,000 cruise passengers are projected to arrive in the Philippines from 2024 to 2026, based on a partial report from the Department of Tourism (DOT).

The government agency counted 153 port calls by several cruise ships this year until 2025, with 40 to take place from January to June 2025, according to DOT’s cruise schedule report as of May 3, 2024, obtained by the BusinessMirror . For 2024, the actual number of passengers aboard these cruise ships that may make multiple port calls in the country is 50,608, but for January to June 2025, total passengers are seen reaching 23,963. For 2026, only one cruise ship has been scheduled so far, bringing 3,000 passengers to Manila. The DOT continues to update its cruise schedule report.

Data earlier provided by the Bureau of Immigration showed 32 cruise ships dropped anchor in the Philippines last year, bearing 55,442 cruise passengers. In prepandemic 2019, there were 102 cruise ships that visited the Philippines.

Manila is the most  popular destination this year, and will receive 34 ship calls, but for areas outside Manila, the Palawan capital of Puerto Princesa tops the list with 13 calls, followed by Coron, also in Palawan, with 10, and Boracay with eight calls. For 2025 so far, Puerto Princesa is the destination of choice by cruise ships with 14 calls, followed by Boracay, with 10 calls, and Salomague in Ilocos Sur, with four.

Penalized port handler, shore operator

The DOT considers cruise tourism a niche tourism product that needs to be further developed and prioritized in its promotion efforts. 

As this developed, the Norwegian Cruise Line (NCL) will continue to use Ben Line Agencies and Travel People Ltd. as its port handler and shore operator, respectively, despite the heavy criticism levied against the cruise firm by passengers, who were poorly assisted upon disembarkation in the port of Manila last November.

The same cruise schedule report showed NCL was still using both companies on their cruises in the Philippines from February 24 to 27 this year, then again on a forthcoming trip to the country on December 8-29, and all its cruises in 2025.

In its latest press release, NCL noted the growing interest of Southeast Asian travelers in going on cruises within Asia. Japan is the most popular destination, while in Southeast Asia, “Thailand emerged as the top destination, followed by Indonesia and Malaysia.” It added that, “The Asia-Pacific region is set to be the primary driver of travel growth [this year], up 20 percent over 2023,” citing a report from Skift Research.

‘Chaotic’ Manila port

Many of its cruises in Asia this year have gone on sale with a 50-percent discount, according to its sponsored ads on Facebook and other social media accounts.

A Facebook post late last year went viral when a cruise passenger spoke up on the “chaotic” disembarkation procedures suffered by him and fellow passengers on the Norwegian Jewel. He specified the lack of space at the Port of Manila for their processing, inadequate number of porters to handle their luggage, the disorderly fashion in processing their documents, along with taxi drivers hassling foreign tourists with their unreasonable rates.

This resulted in the 30-day suspension of Ben Line and Travel People by the Philippine Ports Authority (PPA) to “give the operators more time to review their processes to further improve their services and ensure that a similar incident does not recur.” The PPA, however, failed to respond to passenger complaints involving government personnel involved in the processing of the former’s documents, and why only one gate was open for passengers’ exit, leading to crowding on the way out of the passenger terminal.  (See, “PPA suspends ship, shore-ex agents of Norwegian Cruises,” in the BusinessMirror , December 22, 2024 .)

There were 2,300 passengers on the Norwegian Jewel, a ship NCL regularly uses on its cruises that include Philippine destinations. The cruise line, however,  continues to snub the BusinessMirror ’s attempts to get its side of the controversy.

The terminal at Manila’s South Harbor Pier 15, is operated by Asian Terminals Inc. Many tourism leaders have a described the terminal as “usually chaotic. It’s a quasi-passenger port that has been converted from a cargo port.”
