In Modi’s sked in Russia, a private meeting and dinner at Putin’s country home

NEW DELHI:  Prime Minister Narendra Modi arrived in Russia on Monday for his first visit to the country in almost five years, during which he will hold extensive talks with President Vladimir Putin to take stock of bilateral ties and chart a roadmap for future cooperation.

The two leaders last met in September 2022 on the margins of a Shanghai Cooperation Organisation (SCO) Summit in Uzbekistan, months after Russia invaded Ukraine, triggering Western sanctions that complicated the relationship between New Delhi and Moscow. It was at that meeting that Modi nudged Putin to end the conflict, declaring that “today’s era is not of war”.

On his arrival at Moscow’s Vnukovo-II VIP airport, Modi was received by first deputy prime minister Denis Manturov and accorded a tri-services guard of honour. Manturov is senior to the deputy prime minister who received Chinese President Xi Jinping on a recent visit to Moscow, and accompanied PM Modi from the airport to his hotel, people familiar with the matter said.

Ahead of holding the 22nd India-Russia Summit on Tuesday, Putin would host Modi for a private meeting and dinner at his dacha or country home in the suburb of Novo-Ogaryovo on Monday night – a rare honour reserved by the Russian president for only a handful of visiting leaders.

The people said this would be an opportunity for the two leaders, away from the public glare, to focus on more sensitive issues on the agenda, such as the Ukraine conflict and its fallout, and the repatriation of Indian nationals recruited into the Russian Army.

In a statement issued on his departure from New Delhi, Modi said he looked forward to “reviewing all aspects of bilateral cooperation with my friend President Vladimir Putin and sharing perspectives on various regional and global issues”. He added: “We seek to play a supportive role for a peaceful and stable region.”

The special and privileged strategic partnership between India and Russia has advanced over the past 10 years, including in the areas of energy, security, trade, investment, health, education, culture, tourism and people-to-people exchanges, Modi said.

On Tuesday, Modi’s engagements will begin with an interaction with the Indian community. He will lay a wreath at the Tomb of the Unknown Soldier at the Kremlin, and then visit the Rosatom pavilion at an exhibition venue in Moscow highlighting the latest advances in nuclear energy. As part of the annual summit, Modi and Putin will hold restricted discussions, which will be followed by delegation-level talks.

In a marked departure from the convention of Indian prime ministers beginning a fresh term with a visit within the neighbourhood, PM Modi chose Russia as the destination for his first bilateral trip in his third term, weeks after travelling to Italy for the outreach session of the G7 Summit. The move is being seen in diplomatic circles as an assertion of India’s policy of “strategic autonomy” in its foreign policy and the importance attached by New Delhi to its relations with Moscow.

External affairs minister S Jaishankar has said the annual summit, last held in 2021, will be an opportunity for Modi and Putin to hold direct talks on crucial issues such as the imbalance in two-way trade. While India and Russia had set a bilateral trade target of $30 billion by 2025, the figure ballooned to $65.7 billion in 2023-24, largely on the back of India’s purchases of discounted Russian crude after the imposition of Western sanctions and a price cap. Trade is skewed completely in Russia’s favour, with Indian exports worth less than $5 billion.

The people said the Indian side is expected to press Russia to expand and diversify its imports, and the two sides will also focus on streamlining payments in national currencies and overcoming the restrictions caused by Western sanctions on Russia’s banking system.

The early discharge of Indian nationals “misled into the service of the Russian Army” is also expected to figure in the discussions, foreign secretary Vinay Kwatra said. Though the exact number of Indians serving with the Russian military is not known, it is estimated to range from 30 to 45. Following the death of four Indians on the frontlines of the war with Ukraine, India sought a “verified stop” to further recruitment by the Russian Army.

However, India will continue to walk the diplomatic tightrope on the issue of Ukraine. At almost the same time that Modi and Putin will hold their summit, US President Joe Biden will host leaders of the 32 members of the North Atlantic Treaty Organization (NATO) to commemorate 75 years of the alliance. Ukrainian President Volodymyr Zelenskyy, who met Modi on the sidelines of the G7 Summit last month, has been invited to the meet in Washington.

From Russia, Modi will travel to Austria, becoming the first Indian premier to visit the country in more than four decades. He said he will meet President Alexander Van der Bellen and Chancellor Karl Nehammer for discussions to take the bilateral “partnership to even greater heights in new and emerging areas of innovation, technology and sustainable development”. Modi added, “Austria is our steadfast and reliable partner and we share the ideals of democracy and pluralism.”

Modi and Nehammer will also exchange views with business leaders from both countries to explore mutually beneficial trade and investment opportunities. He will also interact with the Indian community in Austria.

Prime Minister Narendra Modi flew into Moscow on Monday and warmly hugged President Vladimir Putin on a visit that treads a fine line between maintaining a longstanding relationship with Moscow and courting closer Western security ties.

The visit is Modi's first since Russia launched its campaign in Ukraine and since he was returned to power last month as leader of the world's most populous country.

After meeting Moscow's Indian community, Modi had an informal meeting with Putin at his residence at Novo-Ogaryovo outside Moscow, where the leaders drank tea on a terrace, rode in a golf cart together and visited stables.

The Indian leader told Putin it was a "moment of joy" to visit and thanked him for planning "that we chit-chat here this evening".

"Looking forward to our talks tomorrow as well, which will surely go a long way in further cementing the bonds of friendship between India and Russia," Modi later wrote on X, posting a photo of the leaders hugging.

Moscow remains a key supplier of cut-price oil and weapons to India, but the Kremlin's isolation from the West and blooming friendship with Beijing have impacted its time-honoured partnership with New Delhi.

Western powers have in recent years also cultivated ties with India as a bulwark against China and its growing influence in the Asia-Pacific, while pressuring it to distance itself from Russia.

Modi last visited Russia in 2019 and hosted Putin in New Delhi two years later, weeks before Russia began its offensive against Ukraine.

India has shied away from explicit condemnation of Russia ever since and has abstained on United Nations resolutions censuring Moscow.

But Russia's fight with Ukraine has also had a human cost for India.

New Delhi said in February that it was pushing the Kremlin to send back some of its citizens who had signed up for "support jobs" with the Russian military, following reports some were killed after being forced to fight in Ukraine.

The United States on Monday urged Modi to make clear in his talks with Putin that "any resolution to the conflict in Ukraine must... be one that respects the UN Charter with respect to Ukraine's territorial integrity".

Moscow's deepening ties with China have also been a cause for concern.

Washington and the European Union accuse China of selling components and equipment that have strengthened Russia's military industry -- allegations that Beijing denies.

China and India are intense rivals competing for strategic influence across South Asia.

India is part of the so-called Quad grouping with the US, Japan and Australia that positions itself against China's growing assertiveness in the Asia-Pacific region.

New Delhi and the Kremlin have maintained a close relationship since the Cold War, and Russia was for a long time India's largest arms supplier.

But Ukraine has stretched Russia's arms supplies thin, forcing India to eye other sources for weapons -- including by growing its own defence industry.

Russia's share of Indian imports of arms has shrunk considerably in recent years, according to the Stockholm International Peace Research Institute.

At the same time, India has become a major buyer of Russian oil, providing a much-needed export market for Moscow after it was cut off from traditional buyers in Europe.

That has drastically reshaped energy ties, with India saving itself billions of dollars while bolstering Moscow's war coffers. 

India's month-on-month imports of Russian crude "increased by eight percent in May, to the highest levels since July 2023", according to commodity tracking data compiled by the Centre for Research on Energy and Clean Air.

But this has also resulted in India's trade deficit with Russia rising to a little over $57 billion in the past financial year.

From Russia, Modi will travel to Vienna for the first visit to the Austrian capital by an Indian leader since Indira Gandhi in 1983.

The Indian prime minister's visit to Russia is sure to be watched closely. Concerned about the Kremlin's rapprochement with China, Narendra Modi is scheduled to visit Moscow on July 8 and 9, his first bilateral visit to Russia since the outbreak of war in Ukraine in February 2022.

Both an ally of Russia and a partner of the West, New Delhi has always refrained from condemning the Russian invasion, while calling for a resolution of the conflict and a return to peace – a skilful balancing act in keeping with India's policy of "multi-alignment." The theory defended External Affairs Minister Subrahmanyam Jaishankar aims to forge multiple commitments to best preserve Indian interests and take advantage of the contractions in the geopolitical context.

'We need to reassure Russia'

The exercise is perilous. "India does not support the war in Ukraine and, without condemning it, has made no secret of its dissatisfaction with the Kremlin's position," said Alexei Zakharov, an independent expert and former researcher at the Higher School of Economics in Moscow. Russian and Indian leaders used to meet at annual summits, but since 2021, the tête-à-tête between Modi and Putin has been postponed twice. The last meeting between the two strongmen was in 2022, when, at the Shanghai Cooperation Organization summit in Uzbekistan, Modi remarked to his counterpart that "this is not the time for war." Isolated on the international stage, Russia has turned to India's great rival, China, with whom it has steadily strengthened its ties. It's a rapprochement that New Delhi takes a dim view of.

This trip will therefore be an opportunity for India to signal the importance it attaches to its partnership with Russia. Modi has chosen Moscow for the first bilateral visit of his third term, an honor usually reserved for a neighboring country such as Sri Lanka or the Maldives. "Over the past decade, India has deepened its partnership with the West. It now needs to reassure Russia," said Harsh Pant, director of the Observer Research Foundation, a New Delhi-based think tank with close ties to India's Ministry of Foreign Affairs. "The rapprochement between Russia and China is very bad news for India on the security front, and could be detrimental to it," continued the expert. Relations between India and China have been frosty since a deadly confrontation in 2020 between the two armies in the Galwan Valley in the Himalayas, along the disputed border. China is steadily nibbling away at chunks of Indian territory, with thousands of troops permanently stationed along the Line of Control, the de facto border between the two Asian rivals.
