ROC government expands Travel Authorization Certificate eligibility for nationals of New Southbound Policy target countries

June 1, 2017 No.085 As part of the second wave of visa rule relaxation for nationals of New Southbound Policy target countries, the ROC government is introducing new measures on June 1, as follows: 1. Nationals of Cambodia, India, Indonesia, Laos, Myanmar, the Philippines, and Vietnam who possess an entry visa or alien resident certificate issued by the ROC at any point in the past 10 years and have no record of immigration irregularities or law violations in Taiwan are eligible to apply online for an ROC Travel Authorization Certificate. (This excludes holders of entry visas bearing the remark FL (i.e., foreign laborer) or X (i.e., others), as well as holders of alien resident certificates with stated purpose of residence being foreign laborer.) 2. Nationals of the seven aforementioned countries who have previously engaged in blue-collar work in Taiwan or have a record of immigration irregularities or law violations in Taiwan must submit visa applications in person at a relevant ROC overseas mission. The online application system for the ROC Travel Authorization Certificate was launched in 2009. Those who meet relevant criteria may apply at no cost for a multiple-entry visa that is valid for three months and allows for a maximum stay of 30 days through a dedicated website run by the National Immigration Agency ( https://niaspeedy.immigration.gov.tw/nia_southeast ). Currently, this conditional visa waiver mechanism facilitates 160,000 visits to Taiwan each year by nationals of New Southbound Policy target countries. The new measures, which could facilitate up to 1.35 million trips to Taiwan and aim to boost people-to-people exchanges between Taiwan and New Southbound Policy target countries, mark a further continuation of the expansion of eligible countries and easing of application conditions initiated on September 1, 2016. They were approved at an interministerial meeting hosted by the Ministry of Foreign Affairs on April 10 this year, and are now being implemented following administrative coordination between MOFA and the National Immigration Agency. Even though people who have not been issued an ROC visa in the past must still submit an application in person at a relevant ROC overseas mission, they immediately become eligible to apply online for an ROC Travel Authorization Certificate for a period of 10 years following that first-time application. Updated COVID-19 Response Actions

From August 15, 2023:

  • If you have suspected symptoms of COVID-19 or receive a positive quick test, please follow the "0+n self-health management" approach. Under this system, no quarantine is required, but such individuals should avoid any unnecessary departures from their residence/hotel room and they should wear a mask at all times when they go out. These procedures should be followed until a negative quick test is received, or 5 days after the most recent positive test.
  • Individuals with severe risk factors should seek medical attention as soon as possible.

Foreign travelers may obtain tourist visas if they hold foreign passports or travel documents valid for more than six months in the Republic of China for purposes of sightseeing, business, family visits, study or training, medical treatments, or other legitimate activities. Visa requirements included one completed application form, incoming and outgoing travel tickets, one photo, documents verifying the purpose of the visits, and other relevant documents. The Visitor Visa Application Form can be downloaded from the website of the Bureau of Consular Affairs, Ministry of Foreign Affairs. The completed form should be submitted to an Embassies and Mission Abroad of the Republic of China for visa issuances.

Traveler Luggage Clearance

Foreign Currencies: value over US$10,000 should be declared. New Taiwan Currency: under NT$100,000. A traveler should apply for the permission to the Central Bank for amounts over such value. There is no restriction on the amount of gold that a traveler can bring out of Taiwan; however, a traveler should declare to the customs office. When carrying out gold valued over US$20,000 out of Taiwan, a traveler should apply for an export permit to the Bureau of Foreign Trade, MOEA (Tel : +886-2-2351-0271 ext. 352) and apply for customs clearance to the customs office.

Taiwan Travel Authorization Certificate: Requirements and Application Process

The Taiwan Travel Authorization Certificate (TAC) is an easy way for travelers from Cambodia, India, Indonesia, Laos, Myanmar and Vietnam to visit Taiwan.

You are eligible for the TAC if you have or have had a visa or residence permit from Australia, Canada, Japan, South Korea, New Zealand, any of the EU or Schengen countries, the United Kingdom, the United States, or a previous visa for Taiwan.

The requirements for obtaining the Taiwan Travel Authorization Certificate are very specific. I have detailed all the requirements in this article.

TAC validity

The Taiwan Travel Authorization Certificate is valid for 90 days from the issue date. Once your TAC has expired, you can apply for a new one. There are no limitations on how many times you can apply. 

Duration of stay

You can stay up to 14 days inside Taiwan on each entry. The day you land in Taiwan is not counted. The 14 days start from the next day after you enter.

Allowed number of entries

The TAC is multiple-entry. You can enter Taiwan as many times as you want within the 90-day validity of TAC. 

IMPORTANT Keep in mind that you can only enter Taiwan 6 times within a calendar year using TAC. The limit resets on 1 January.

Allowed ports of entry

Using TAC, you can enter Taiwan from any international airport or seaport. There are no restrictions.

When to apply

TAC applications are processed instantly! You will get the TAC confirmation immediately after submitting your application. 

The actual document checks happen at immigration when entering Taiwan. You may be asked to show the supporting visa (US, Canada, etc.) and return ticket at immigration or airport check-in.

Here is the summary of when to apply for TAC.

  • Latest: 1 hour before traveling
  • Earliest: 90 days before traveling

TAC extension

Extensions of the allowed stay are not possible.

Extending the TAC validity is also not allowed but you can easily get a new one after the first expires.

Travel Authorization Certificate Requirements

Taiwan Travel Authorization Certificate (TAC) Eligible Countries

TAC eligibility

Must be a citizen of these 6 countries:, must fulfill all of these basic requirements:.

  • Your passport must be valid for at least 6 months beyond the date of arrival in Taiwan
  • You must have an onward or return ticket (air or ferry) out of Taiwan
  • You must have never been employed as a blue-collar (migrant) worker in Taiwan

MUST meet at least 1 of these special requirements:

  • Valid visa (can also be electronic visa)
  • Valid resident or permanent resident card
  • Visa or resident card that expired less than 10 years before the date of arrival in Taiwan
  • You must have an entry visa or resident card issued by Taiwan in the past 10 years and have no record of overstaying, breaking the conditions of your visa, or breaking any law in Taiwan.

However, having held any of the following Taiwan visa types makes you ineligible for the TAC :

  • FL or L (migrant worker)
  • P with “Special permission from MOFA” (visa or eVisa for “Project for Simplifying Visa Regulations for High-end Group Tourists from Southeast Asian Countries, also called “Project Kuan-Hong”)
  • ROC resident cards where the stated purpose of residence is to be a migrant worker (移工)

Important conditions:

The above requirements come with a fair number of conditions and niche cases.

  • If you want to use a visa issued by Japan or South Korea, you must also present proof of entering the said country. That means UNUSED Japan or South Korea visas are NOT accepted.
  • Visas with stamps “Void”, “Canceled”, or “Canceled without Prejudice” are NOT accepted 
  • Your visa must be a STICKER in the passport unless it’s an eVisa from Australia or New Zealand. If the sticker visa is in your old passport, you must carry it with you when traveling to Taiwan.
  • If using an Australia or New Zealand eVisa, you must print it to present at immigration
  • If there is no expiry date or validity period on the residence card or visa, the 10-year period is calculated from the issue date instead. In all cases, it’s calculated on the date of arrival in Taiwan, not the TAC application date.
  • Nationals of Indonesia holding valid Japan Visa Waiver Registration are eligible for Taiwan Travel Authorization Certificate if they have proof that they have entered Japan.
  • You can enter Taiwan using TAC only six times within the calendar year (from January 1 to December 31).
  • If you are Vietnamese you can use a Japan or South Korea visa for the TAC. The rule changed on September 14, 2023, to allow it. You may still see warning messages about this that haven’t been updated yet.

Documents required

The following documents are required for TAC.

  • Passport valid for at least 6 months beyond the date of arrival in Taiwan
  • Visa or residence permit that you will use as a special requirement

You don’t need to upload any of these documents. You only need these documents to fill out the information in the TAC application. 

Your documents will be inspected at check-in at the airport and immigration at the port of entry. You must carry the following documents when you travel to Taiwan.  

  • A printed copy of your approved Taiwan Travel Authorization Certificate
  • The visa or residence permit that you’re using as the special requirement
  • Old or expired passport (if your visa or residence permit is in your old or expired passport)

TAC application fee

The TAC is completely free of charge.

Processing time

TAC applications are processed instantly. You will receive your approval right after submitting the application. You can then click on “Print” and download the PDF file.

IMPORTANT There have been instances where TAC applications were refused instantly. Even though TAC applications are processed instantly, a quick information check happens in the background. In most instances, the applications were auto-refused based on the passport number. If your passport number is flagged for whatever reason in their database, your TAC will be refused instantly.

How to apply for the Taiwan Travel Authorization Certificate

The online application for Taiwan TAC takes about 10 minutes to fill out and receive approval. Follow the below steps to apply for TAC. 

Step 1: Navigate to the online TAC application portal . Select your language and click “Next”.

Step 2: Skim through the flowchart and read through the requirements, then click “Next”.

Step 3: Fill out the form.

Step 4: Confirm the information and submit.

Step 5: You will immediately receive the approval of your TAC. Click on the “Print” button and download the PDF file. Print this file and bring it with you when you travel to Taiwan.

How to download approved TAC

The last page in the online application process is the TAC confirmation. You will see a “Print” button. Click on the “Print” button to download your approved TAC.

IMPORTANT DO NOT CLOSE the confirmation page. If you close this page without printing the TAC, you must go through the application again and fill out a new form.

What to do if your TAC application is refused

There have been instances where TAC applications were refused. Even though TAC applications are processed instantly, I believe a quick information check happens in the background.

In most instances, the applications were auto-refused based on the passport number. If your passport number is flagged for whatever reason in their database, your TAC will be refused instantly. You will be asked to contact the nearest Taiwanese embassy or mission to apply.

If your TAC application is refused, there is no point in trying over and over again. If you use the same passport number, your application will be refused again anyway.

If your TAC is refused, your options are to apply for a regular Taiwan tourist visa from the embassy or Taiwan eVisa if traveling part of a tour group

How to contact TAC customer service

Unfortunately, there is no customer service specifically for the TAC. There is not much information online either if you encounter any issues. The only option is to contact your nearest Taiwanese embassy.

Entry Procedure at the Border

Taiwan has phased away from filling out physical arrival cards. Before proceeding to an immigration counter, fill out your Taiwan Arrival Card online. 

At immigration, present the following documents.

  • Your passport
  • Printed Travel Authorization Certificate
  • The visa or residence permit you’re using for the special requirement
  • Old or expired passport (if your visa/residence permit is in your old or expired passport)

If your documents are in order, you will receive a 14-day entry stamp. 

Personal experience

Frequently Asked Questions (FAQs)

How many times can i apply for a tac.

There is no limit on how many times you can apply and obtain Taiwan travel authorization certificate.

The TAC is valid for 90 days. You don’t need a new TAC if your previous one is still valid.

Remember that you can enter Taiwan only 6 times within a calendar year using TAC.

I made a mistake in my TAC application. What should I do?

If your TAC is already approved, you cannot change any details. You will have to fill out a new application and print the new TAC. Use this new TAC for your travel to Taiwan. 

I forgot to print my TAC after I applied. How can I access it?

Unfortunately, once you close your TAC confirmation page, there is no way to get back to it. You will have to complete and submit a new application and make sure to download your approved TAC this time.

The Tourism Administration on Monday launched a limited-time round-the-island travel package called the “Taiwan Pass,” priced at NT$2,800 for two travelers.

The package, which integrates Taiwan Railway Corp services, local metro systems and tourist buses, would be offered through Sept. 30, the agency said.

Under Taiwan Pass, available to both Taiwanese and foreign nationals, passengers can travel an unlimited number of times on Taiwan Railways trains over a five-day period either alone or with a companion.

In addition, travelers can select one regional metro travel service to use: a two-day Taipei FunPass, round-trip rides on the Taoyuan Metro, a 48-hour tourist pass for the Taichung Metro, or a two-day pass for the Kaohsiung Metro, which includes the city’s light rail service.

Travelers can also choose round-trip tickets to one of four Taiwan Tourist Shuttle routes: Nantou County’s Cingjing Farm (清境農場) or Sun Moon Lake (日月潭), Chiayi County’s Alishan (阿里山), or scenic areas in the Kenting (墾丁) area of Pingtung County.

The Taiwan Pass must be purchased at designated outlets, Klook or Lion Travel, and be used by Nov. 30, the Tourism Administration said.

Travelers can download the Taiwan Pass mobile phone app and enter the redemption code they receive from the outlets to activate their passes, it said.

However, as the pass aims to aid the economic recovery of eastern Taiwan following a massive earthquake measuring 7.2 on the Richter scale that struck Hualien County on April 3, passengers would be required, when redeeming their Taiwan Railways service, to reserve a trip anywhere between Toucheng (頭城) and Dawu (大武) stations on the Eastern Line.

Those railway trips can be booked through the Taiwan Pass App at one of 18 designated train stations, it said.

Taiwan tells its citizens to avoid unnecessary travel to China

T AIPEI (Reuters) - Taiwan's government raised its travel warning for China on Thursday, telling its citizens not to go unless absolutely necessary, following a threat from Beijing last week to execute those deemed "diehard" Taiwan independence supporters.

Liang Wen-chieh, spokesperson for Taiwan's Mainland Affairs Council, told reporters the raised travel warning also applied to the Chinese-run cities of Hong Kong and Macau.

Taiwan tells citizens to avoid travel to China after execution threats

Taiwan's Mainland Affairs Council has elevated its travel alert for China, Hong Kong and Macau to the second-highest orange level , advising citizens to avoid unnecessary travel due to increasing safety concerns. This decision stems from recent amendments to national security laws in these regions and new Chinese legal guidelines threatening to execute Taiwan independence advocates. The guidelines, effective since last Friday, mandate the legal system to “severely punish Taiwan independence diehards for splitting the country and inciting secession crimes” to defend national sovereignty and territorial integrity.

The Council’s advice: The Council noted that if residents must travel to these regions, they should “avoid getting involved in or discussing sensitive issues and affairs, photographing ports, airports, military exercise venues, and carrying books on politics, history, religion.”

China-Taiwan tensions: China has intensified pressure on Taiwan since President Lai Ching-te's inauguration last month, branding him an “obstinate separatist.” Lai has stated that Taiwan and the People's Republic of China are "not subordinate to each other." Beijing has not ruled out using force to assert control over the island, which it claims as its territory. While most countries do not recognize Taiwan as independent, the U.S. opposes any forcible takeover and is legally obligated to supply Taiwan with defensive weaponry.

Mainland Affairs Council Deputy Minister Liang Wen-chieh (梁文傑) yesterday reiterated the council’s call to Taiwanese to be mindful when traveling in China due to increased safety concerns.

In a radio interview, talk show host Huang Wei-han (黃暐瀚) asked Liang to comment on the council raising its travel alert for China to “orange” — the second-highest alert — and its effect on Taiwanese who operate businesses in China or need to visit China.

The government uses a four-tier travel advisory regarding safety and security risks in other countries and territories.

The council on Thursday last week raised the travel alert for China, Hong Kong and Macau to “orange,” advising Taiwanese to avoid unnecessary travel to these areas.

Liang yesterday said that for Taiwanese businesspeople based in China, raising the alert was meant to remind them about China’s amended Counter-Espionage Law and Law on the Guarding of State Secrets.

The amendments to the espionage law took effect yesterday, and enable Chinese national security authorities to inspect travelers’ smartphones and other electronic devices.

A Taiwanese businessman for unknown reasons was recently accused of contravening China’s National Security Law, Liang said.

In related news, Taiwanese senior security officials on Friday told a briefing in Taipei that Beijing is likely to detain more Taiwanese under a law that targets supporters of Taiwanese independence in a bid to pressure President William Lai (賴清德).

They were referring to a set of new legal guidelines issued by Beijing on June 21 that allow courts in China to try “Taiwan independence separatists” in absentia, with “die-hard” advocates of independence convicted of inciting secession and causing “grave harm to the state and the [Chinese] people” potentially facing the death penalty.

The move by Beijing to flesh out the law amounted to weaponizing its legislation against Taiwan, said the officials, who asked not to be identified.

The officials were speaking based on assessments made by Taiwan’s national security apparatus, rather than any intelligence they had gathered.

China has detained 15 Taiwanese over the past few years, the officials said.

Beijing sees Lai as an independence advocate, and has vowed unify with Taiwan, by force if necessary.

After Lai won the presidential election in January, Nauru switched diplomatic recognition from Taipei to Beijing, and just days after he took office on May 20, China held its most expansive military drills in a year around Taiwan.

It also hit five Taiwanese political commentators with largely symbolic sanctions, saying they had “incited hostility and confrontation between the two sides of the Taiwan Strait.”

From January to May there were 74 personal safety-related complaints and 13 property rights-related complaints filed with the Straits Exchange Foundation by Taiwanese businesspeople operating in China, foundation data showed.

China’s relatively weak economic recovery, combined with low consumer spending, has prompted local governments in the country to scrutinize the taxes of businesses operating there, a source said on Sunday.

The situation has prompted many Taiwanese businesses to withdraw from the Chinese market, but those exiting the market are finding it hard to get their funds out of China, the source said.

“China has control over the remittance of funds, so some Taiwanese businesspeople choose to use back channels,” the source said.

“In some cases, the money is embezzled and is difficult to recover even when the victim reports the matter,” they said.

The standard is for back channel services to take a 30 to 40 percent cut of the funds they are handling, and anyone using such services can risk losing all of their money, the source said.

“Taiwanese businesspeople in China who use these services tend to do so because they urgently need their money accessible to them in Taiwan,” the source said. “But the risk is very high, and anyone not in a hurry would refuse to pay such a high commission.”

In some cases, businesspeople encountering trouble in China can get assistance from the foundation, which would communicate with its Chinese counterpart, the Association for Relations Across the Taiwan Straits (ARATS), the source said. However, contacting ARATS is not an option when back channels have been used to transfer money out of China, they said.

“Even if ARATS could be contacted in such cases, it would not be in the Taiwanese person’s interest to do so, as that would incriminate them,” the source said. “From a legal perspective, it is also difficult to prove how much money was originally transferred and how much money was embezzled. There is no receipt for this kind of thing.”

There have also been cases in which Taiwanese businesspeople have defrauded other Taiwanese businesspeople in China, they said.

For example, the person committing fraud might accept a sum of money and promise to transfer it to a third country before transferring it to Taiwan through private channels, but never transfer the money to Taiwan, the source said.

“We have seen some people who, in a bid to avoid risk, will just move money out of China using Chinese UnionPay cards, slowly withdrawing it in Taiwan through several ATM transactions per year,” the source said. “In other cases people have transferred money to Southeast Asia in the name of reinvestment, and then transferred it from there to Taiwan.”

TAIPEI (Reuters) -Taiwan's government raised its travel warning for China on Thursday, telling its citizens not to go unless absolutely necessary, following a threat from Beijing last week to execute those deemed "diehard" Taiwan independence supporters.

Liang Wen-chieh, spokesperson for Taiwan's Mainland Affairs Council, told reporters the raised travel warning also applied to the Chinese-run cities of Hong Kong and Macau.

China, which views democratically governed Taiwan as its own territory, has made no secret of its dislike of President Lai Ching-te, whom it views as a "separatist", and staged two days of war games after he took office last month.

Last week, announcing new legal guidelines, China threatened to execute Taiwan independence separatists in extreme cases, a further ramping up of tensions that drew condemnation from Lai and his government, as well as the United States.

Liang, making the announcement at a regular news conference in Taipei, said those guidelines represented a serious threat to the safety of Taiwanese visiting China, in addition to other measures China has been taking to strengthen its national security laws.

"If it is not necessary to go, then don't," he said, adding this did not amount to a ban on visiting and was about protecting Taiwan's people and reminding them of the risk rather than being a "countermeasure".

China's Taiwan Affairs Office did not immediately respond to a request for comment.

On Wednesday, asked about concerns that the guidelines could cause fear for Taiwan's people and not help improve relations, the office said they were only aimed at a very small number of independence "diehards' evil words and actions".

China has vowed to go after people it views as Taiwan separatists wherever they may be, though Chinese courts have no jurisdiction in Taiwan and it is not clear how China could seek to enforce any judgments outside its borders.

As to whether China could seek to extradite Taiwanese overseas who it accused of separatism, Liang said separatism was a political crime and in this particular case one specific to China, and that developed countries would not cooperate with such a request.

"We can't rule out certain countries would cooperate," he added, without naming any countries.

President Lai has repeatedly offered talks with China but been rebuffed. He rejects Beijing's sovereignty claims and says only Taiwan's people can decide their future.

Beijing released new rules calling for execution of “diehard” Taiwanese independence supporters, as hostilities surrounding Taiwan’s status rise.

Taiwan raised its warning level for travel to China on Thursday, urging its citizens not to visit there unless necessary after Beijing spelled out potential punishments — including execution in extreme cases — for what it called “diehard supporters of Taiwanese independence.”

China regards Taiwan, a democratically governed island of 23 million about 100 miles off the mainland coast, as its territory. It demands that Taiwan ultimately accept unification and has long denounced Taiwanese who oppose its claims to the island.

Last week, China turned up the pressure, issuing legal guidelines that detailed the steps it might take to punish supporters of Taiwanese self-rule. They came as tensions between U.S.-backed Taiwan and China ratchet ever higher. Last month, Taiwan swore in a new president, Lai Ching-te, who has vowed to preserve democracy on the island and is denounced by Beijing.

The new rules adopted by China authorize execution for what it describes as exceptionally severe cases of Taiwanese separatism, though the language stops short of saying exactly what actions might constitute a severe offense.

In response , Taiwan’s Mainland Affairs Council, which deals with policy toward the mainland, said Beijing had “raised the risk to personal safety for nationals traveling to China, Hong Kong and Macau” by “clinging to its own position” on Taiwan.

The new president, Mr. Lai, criticized the new rules. “China has no right to sanction Taiwanese people for their political opinions or pursue prosecution across borders,” he said on social media earlier this week. “Democracy is not a crime; autocracy is what’s truly malicious.”

Mr. Lai called on China to engage in dialogue, and has stopped short of calling for Taiwanese independence. He says he wants to preserve the status quo, with Taiwan enjoying autonomous governance.

Beijing, however, has denounced Mr. Lai, declaring him a separatist and greeting his new government with inflammatory rhetoric and a flurry of military exercises near the island.

Despite Beijing’s escalating antagonism and its military muscle-flexing, many Taiwanese appear sanguine. A recent poll showed that most people on the island believe that the United States would intervene should China invade, but some question whether Washington and their own government have nettled Beijing needlessly.

Beijing has a history of detaining people linked to Taiwan.

In 2023, a Taiwanese-based Chinese citizen, Li Yanhe , who published books critical of the Chinese Communist Party, was charged with crimes against national security. And in 2022, a democracy advocate, Li Ming-che, was released after serving five years in Chinese prison over accusations of subverting the government.

A generational gap in travel has also emerged among Taiwanese, fraying ties to the mainland. A 2023 poll showed that travelers over 40 years old were much more likely to visit China than their younger counterparts, who were more likely to visit Japan.
