How to Find Last-Minute Cruise Deals

With the rising cost of hotels and airfare, cruises are still one of the most affordable ways to travel.

Cruising on a budget? There are many resources available for travelers looking to save money.

Cruising is back – in a big way – after all the turmoil and shutdowns in the industry during the COVID-19 pandemic.

According to Cruise Lines International Association's 2023 State of the Cruise Industry report, the intent to cruise is higher now than it was in December 2019, before the pandemic. About 85% of travelers who have been on a cruise will cruise again, which is 6% higher than it was pre-COVID.

John Lovell, president of the Travel Leaders Group division of Internova Travel Group, tells us, "Cruising has roared back since the pandemic and the lifting of sailing restrictions. It's a true success story! That means that we will see (and are seeing) full ships, even more so than pre-pandemic." He adds, "While Caribbean cruises remain popular, travelers are embracing river cruises, expedition cruises, smaller ships and off-the-beaten-path ports. There really is a cruise for everyone."

CLIA's report also states that passenger volume for 2023 is projected to reach an astounding 31.5 million passengers – 106% of the volume in 2019. In addition, the cruise industry is seeing higher numbers of solo travelers and people with mobility challenges – and there are more Gen X and millennials booking cruise vacations.

Chris Gray Faust, the executive editor of Cruise Critic, says that cancellation policies have also returned to normal with cruise bookings back to pre-pandemic levels, particularly for mainstream lines like Royal Caribbean International and Carnival Cruise Line . You also probably won't find many deals on sailings in high season and on the most anticipated new ships .

With more demand for cruise travel – one of the fastest-growing sectors of tourism – how can you find a last-minute cruise deal in 2023? Read on to find out how to book your dream cruise vacation for less.

When to find the best cruise deals

Scoring a great cruise deal depends on several factors, including the type of experience you're looking for ( adults-only or family-friendly , for example), the destination, the length of the sailing, the time of year and your flexibility to travel.

Lovell recommends booking early for the best pricing. "For many cruise lines, especially the expedition products and with some luxury lines, the best time to find deals is when they open new sailings," he says. "The cruises fill up quickly, so usually the best offer is the first offering in terms of pricing. Some of the larger cruise lines will have pricing and value-added promotions on sailings that still have open space about 100 days prior to sailing."

Summer 2023

If you're planning on traveling within the next few months, you may be able to score a last-minute cruise deal to some destinations, such as Alaska . According to Bob Levinstein, CEO of CruiseCompete.com, "There are still some great deals for the summer, especially in Alaska, which is particularly soft right now."

A representative from Priceline notes that the travel agency is also offering great deals for summer cruises to Alaska, the Caribbean and the Mediterranean.

When you're looking at pricing for cruises, be sure to compare fares that include the same costs, Levinstein advises. Some advertised fares that seem like an incredible deal don't include the port taxes and fees, which can substantially raise the price of your vacation.

Within 90 days of sailing

Gray Faust says the window for finding last-minute cruise deals is within 90 days of a sailing. "That three-month mark is when final deposits are due on a cruise, and historically the last point you could cancel your cruise without financial penalty," she says. "At that point, cruise lines try to fill those vacant cabins, usually in the form of slashed fares to entice people to book."

Levinstein agrees. "While the market has heated up, the closer-in the sailing the more likely you will find a bargain." He adds, "But as last-minute deals are based on how full a particular sailing on a particular ship might be at a given time, shopping around is often rewarded regardless of overall market conditions."

Fall or spring

You may find cheaper cruise fares if you're able to book a last-minute cruise departing in the spring or fall when most families with children in school can't travel. As such, cruise lines typically have more availability and lower pricing during these times.

Wave season

If you're willing to book a cruise during the promotional period known as "wave season" – which spans early January through the end of March – you may be able to find a last-minute cruise deal that fits your budget.

Planning a last-minute cruise during hurricane season in the Caribbean and Mexico – from June 1 to Nov. 30 – is another option. These months coincide with the shoulder season in those regions, so it can be a great time to find cruise savings. If you do book a cruise during hurricane season, consider investing in a travel insurance policy that has trip interruption and trip cancellation benefits. You'll also want to make sure that all of your prepaid and nonrefundable expenses are covered in the policy.

Early December

Levinstein says the first two weeks of December are also a great time to take a cruise. Early December is typically when families are preparing for the holidays at home or getting ready to travel at the end of the month for Christmas and New Year's, so it's an ideal time to go on a cruise for less.

Cruise line sites

If you're internet-savvy and don't mind perusing the cruise lines' websites individually, check out their advertised discounted fares, included amenities and special bonus exclusive offers. These special fares often include free upgrades, airfare and credit for onboard spending. The types and level of perks may increase depending on the stateroom category.

For example, Norwegian Cruise Line offers a number of Free at Sea offers. These deals include unlimited open bar, shore excursion credits, dining at specialty restaurants, complimentary Wi-Fi and discounted rates for the second guest. Third and fourth guests staying in the same stateroom even get to sail for free with some deals.

In addition to the Free at Sea offers, Norwegian features CruiseFirst, a special bonus offer that essentially allows cruisers to earn free money. For example, if you purchase a $150 CruiseFirst certificate today for a six-day or longer voyage, it will double in value and you'll have $300 to spend on a cruise that you can take as early as 120 days from the purchase date. The certificates expire within three years.

If you're looking for reduced fares on a luxury cruise, it'll likely be more challenging to find a last-minute deal, with even lengthy – and expensive – world cruises selling out within hours. Levinstein explains this is because there's more demand than supply, when compared with the entry-level market.

If you prefer to use cruise deal aggregator sites, you can find last-minute cruises across the industry all in one place. "Some lines began steering away from last-minute fare drops a few years ago, so keep an eye out for value-add deals as well," Gray Faust says. "While you might not get a super cheap base fare, things like free gratuities, drink packages and/or shore excursions could actually save you even more than you'd save on a slashed price."

'Kids sail free' fares

Some cruise lines allow kids to sail free , greatly reducing the total price of and/or adding value to your cruise. MSC Cruises allows guests ages 17 and younger to cruise for free year-round when they're the third and fourth passengers in the same stateroom with their parents. If you're considering a family cruise, check out the other cruise lines that offer similar promotions where children sail free, including Holland America Line and Norwegian.

Cruise line loyalty programs

Consider joining your preferred cruise line's loyalty and membership programs for free upgrades. These are some of the best options:

  • Carnival Cruise Line's VIFP Club:  This program features up to 40% discounts off fares, up to $50 in onboard credits, access to exclusive deals and other perks. Carnival VIFP members receive a loyalty number and can watch their points and rewards accrue online.
  • Viking Cruises ' Explorer Society:   Viking's program offers past cruisers travel credits to use on future voyages, as well as members-only cocktail parties on the ship. Members are also privy to new itineraries and limited-time offers.
  • Princess Cruises ' Captain's Circle:  Benefits with the Captain's Circle are based on the number of cruises you've taken. Some perks include early access to new itineraries, discounts for the onboard retail shops and excursions, complimentary minibar setups, priority disembarkation, access to the Platinum and Elite lounges, complimentary wine tasting events, and more.
  • Norwegian Cruise Line's Latitudes Rewards:  This tiered program allows cruisers to earn discounts on select Norwegian products and services, such as beverage packages and signature spa treatments. You also get priority check-in, an exclusive cocktail party while on board, laundry service and more.

Cruise deal aggregator loyalty programs

You can also find loyalty programs through sites such as Expedia. An Expedia Rewards membership is free and offers discounts on travel; depending on your level (Blue, Silver or Gold), there are additional perks and benefits. You also earn rewards points to use toward booking future trips.

"On the Expedia website and through nearly 300 Expedia Cruises retail locations across North America, Expedia offers Member Prices, saving travelers up to 10% on last-minute deals, along with exclusive promotions on a variety of cruises," a company spokesperson says. "Expedia also secures special rates in advance on the most popular itineraries and cruise lines through the Expedia Exclusive Staterooms program. Most of all, travelers can reach out to one of Expedia's Vacation Consultants who can help navigate the current environment, answer any questions and help find the best value on their ideal vacations."

Travel advisors

Enlisting the help of a knowledgeable travel advisor can make planning easier – and it's one of the best ways to find last-minute cruise deals. Advisors, especially those specializing in cruises, usually have unique access to perks and discounts for big savings with cruise lines that can further enhance the value of your vacation and/or lower the total price.

Lovell agrees with this tip. "Demand for cruising is very high. I would always recommend booking early and working with a travel advisor," he says. "While there are lots of new ships, they often fill up quickly since travelers are eager to try out the latest and greatest the cruise lines have to offer."

Some aggregator sites also have their own travel advisors to assist in your search. Head of Priceline Cruises Denise Bialek says, "We highly recommend calling one of our Priceline Cruise advisors, as they are the most knowledgeable about the best rate options, know how to combine promotions to get the best deal and will save you time navigating the plethora of cruise lines, cabin categories, pricing, port charges and more." She adds, "An advantage of booking with one of our Priceline Cruise advisors is access to all cruise line offers and loyalty perks, in addition to our many Priceline exclusive deals, all supported by 24/7 service."

Additionally, keep in mind that travel advisors have insight into additional restrictions and the condition of each cruise line.

All-inclusive cruises

Though it may seem counterintuitive, you may be able to score a better value by booking an all-inclusive (or mostly all-inclusive) voyage than a budget cruise with a cheaper base fare. While these options are primarily in the luxury cruise line category, some fares are especially attractive thanks to included airfare costs, transfers to the ship, meals at all dining venues, premium wines and spirits, Wi-Fi access, and more.

When you book one of these cruises, you'll know the total cost upfront, and there won't be any unwanted surprises when you close out your shipboard account at the end of the cruise. Some of the traditional extras on noninclusive cruise lines – like bottled water, snacks, specialty coffee, gratuities or even beach equipment rentals on the line's private island – can add up quickly, diminishing the impact of your original fare savings. These are some of the all-inclusive cruise options:

  • Viking Ocean Cruises:  On  Viking Ocean Cruises , travelers enjoy veranda staterooms; all meals (including alternative dining); beer, wine and soft drinks with lunch and dinner; one complimentary excursion in every port; and more, all in the base fares.
  • Silversea Cruises:  Silversea Cruises  boasts door-to-door all-inclusive fares that encompass private transfers, gourmet meals, butler service, beverages and at least one complimentary excursion in every port.
  • Regent Seven Seas Cruises:  Regent Seven Seas Cruises  offers two-for-one all-inclusive fares that also feature business class airfare on international flights, free two- or three-night land programs, a one-night pre-cruise hotel stay, free unlimited beverages and open bars, complimentary dining in specialty restaurants, unlimited Wi-Fi, shore excursions, prepaid gratuities, and more.

Short cruises

Three- to five-night cruises generally equate to instant savings since they have lower fares than voyages lasting a week or longer. You may also be able to drive to the port, saving on airfare and other travel expenses. If you sail from ports in Florida or Texas, you can visit destinations in the Bahamas, the Caribbean and Mexico; ports of call may include stops at private, cruise line-owned islands like Royal Caribbean International's Perfect Day at CocoCay in the Bahamas.

If you're in the northeast U.S., you can book a short sailing to Bermuda  aboard a few different lines. Bermuda sailings with Carnival Cruises depart from New York City and Norfolk, Virginia, while Royal Caribbean sails to the nearby island from New York City and Baltimore .

From Los Angeles , embark on four-night Royal Caribbean cruises to Catalina Island and Ensenada, Mexico. With Celebrity Cruises , passengers can book six-night voyages that call on select California cities and Vancouver . The line also offers six-night, round-trip sailings from Los Angeles to Cabo San Lucas, Mexico.

Shorter itineraries are less expensive not only because of their length, but also because they typically don't use the cruise lines' newest, largest vessels. Still, some ships have been updated, including Royal Caribbean's Freedom of the Seas, which underwent a $116 million amplification in 2020. Its upcoming itineraries make short trips between Miami and the Bahamas.

Repositioning cruises

Repositioning cruises are another option for booking a great cruise deal. The price on these voyages is less expensive since most of the days are spent at sea as the ships move from one region of the world to another. The itineraries are longer, so you'll need to have a flexible schedule for extended travel.

One of the pros of booking these cruises is that you'll get to see incredible destinations like Hawaii, Australia, Fiji, Portugal, Spain and Italy – with considerable savings. If you enjoy spending time on board the ship and don't need a port of call to explore every day, then this may be a great cost-saving option to consider.

For example, Celebrity has a 16-night Mediterranean Passage Transatlantic sailing from Rome to Tampa, Florida , in November 2023. The sailing includes eight ports and nine sea days, with fares starting at $899 per person.

Easy to set up and convenient for a cruise from the Miami port. This is the least expensive covered parking for cruising. I recommend it over an uncovered lot as the elements are brutal in Miami.

I would give this place Zero but I'm not able to. Horrible, unorganized don't care about you at all. Upon arriving at the garage you have to be Indiana Jones to follow the parking signs for cruise parking. Going to the cruise it's an adventure no communication from the staff, they have your money they don't care.Vans you ride in must be hand me downs, dirty, disgusting, but they want tips! Now the pick up is the best part. They don't come, you look like a moron holding this blue paper that means nothing. You call and call they pick up once lie to you then never answer the phone again. You have to take a cab (additional expense) back to the garage because they never come, the group waited 1 1/2 hours, 3 different customers this happened to. When you get back no one speaks English now, (they did before I left) and the office is closed DO NOT use this location I warned you if you do.

DO NOT park here!!! They truly deserve negative stars! Our truck was stolen from this parking garage while we were on our cruise, somewhere between the time we left it April 7 and April 14 when we returned. Security is a joke one camera(maybe it works?) and no 24 hour attendant. If you have a car or truck you like do not trust this garage to keep it safe. Also Miami PD does not have time to look into thefts, so you are up a creek. Lesson learned, hope no one else has to experience what we did, an awful way to end our vacation!

We chose this location over the terminal Parking due to reviews on a Cruising site. Big mistake! Paid $18.xx deposit online and then had to pay rest at the location. They accept cash only! They had a driver right away take us to the terminal which was great. The return was a disaster! We waited from 7:50am to 9:15am for a pick up: We saw the same van three times and it was full! We finally were picked up by the 4th van. Meanwhile my sister parked at the Cruise Terminal D and only paid $66 in total and hit the road an hour before us. You have been warned.

To the port: I was pleasantly surprised with this parking experience. We found the parking pretty easily and drove up to the 7th floor. I recommend to have one person get dropped off at the shuttle pick up with all the luggage. This will save you the hassle of taking the elevator or stairs. There was a pretty long line but shuttles were coming back to back to bring us to the port. We got on within 10 minutes and the driver was friendly. Back to car experience: When we got off the cruise, we arrived at about 9:15am. One shuttle arrived at 9:52 and there was another couple that had been waiting since 9:00. This shuttle filled up so we had to take the next shuttle. the next one arrived at about 10:06, so roughly 15 minutes. I'm not sure if they didn't have many shuttles running or traffic was just so bad that they couldn't get through. However during this period of waiting, I did see 3 shuttles for safe cruise parking. We may try that next time depending if the prices are comparable. Overall, we would use this again.

I wish I had read the reviews prior to my husband booking, because this was the worst shuttle experience ever. Aside from the kind drivers, there is nothing else nice to say. Ridiculously long waits (to and from the port). You have to leave your luggage before parking, which makes no sense and isn't safe. We had a 3-year old as well, so waiting a hour to leave (both ways), was horrid! Insanely inefficient directions. Don't waste your time reading the blue sheet -- the cruise porters will get you where you need to go because without them you'll be lost! We will pay the extra money next time and park for the week with anyone but this company. Three words - A Hot Mess!

There was a long wait to get to Miami Port. When I first got in line they had vans lined up, and they took people quickly. However after the 4th van, the rest of the line just waited for awhile.... over 35 minutes. But they got us there. Where it went bad, was for pick up. There were two vans that picked up.... we waited over an 1... some other people longer. Several people including myself called and they responded someone will be there soon. However, no one came... and all the passengers had to call an Uber. This was very disappointing and costly. I do not recommend Premier Cruise Parking. However, I will send a HUGE SHOUTOUT to Valdimar the parking lot attendant... wonderful young man who went the extra mile to help me.

If I could give this no stars I would. Unfortunately I need to leave a review. We were outside Terminal V @9:27a the van goes right by us, as we were waving the blue paper as instructed. The driver was looking at his phone. I called 3 times & finally they answered. The rudest person on the phone wouldn't let me speak! He said last pickup was 9am. That is not what is stated in the instructions. Then he stayed while yelling that the van was every 15 mins. Again not what is stated on the paper. He said you need to understand it's music fest. I said then you need more drivers & more vans to keep up. Long story short as we went back & forth we are waiting for Lyft to take us to the parking lot. Avoid the time, stress and their rudeness @ park elsewhere!!

Unfortunately, I have to give this a negative review as others need to be warned about this. Also, beware, if you book with parking2cruise, you will still be directed to premier parking. We booked with them for a Thanksgiving cruise. I never got an email confirmation except for the receipt. The day of the cruise I get a call from a guy asking about my arrival time and telling me I need to arrive before noon because it's a holiday and they're only open half day (please put that in your holiday hours then!). He also insisted that I "follow the instructions on the email confirmation." When I told him I never got one, he insisted that I do have it and he's looking at it. I asked him to resend it, and he didn't have my email on file (interesting). So, on the already stressful drive to Miami, he calls me twice and tells me to hurry up (I'm already on my way?? Do you want me to speed?) Upon arrival, one of the instructions is to get a ticket from the machine and proceed to their area. They made us park on a different floor and wait for the shuttle where a grumpy driver barely acknowledged us and drove quite scarily to the port. The van has a huge sign on tipping (literally saying DONT JUST WALK AWAY). The driver did visibly warm up after we gave him a tip (yay). The wait time for pick up was relatively fast and otherwise uneventful. What earns this a bad review is the fact that when we were leaving the parking garage, we were charged $160 usd on top of the $70 we already paid. I called immediately and there was no answer. I tried emailing, and they didn't respond. Eventually, after months of calling and emailing, i got ahold of someone, and they wanted pictures of the front and back of the receipt "otherwise I can't help you." When I sent that, they came back with arbitrary requests like front and back of the ticket --- IT LITERALLY GOES INSIDE THE MACHINE. The guy just said he can't help me. So anyways, it might be worth it to get a rideshare or park right next to the port. This ended up being $160+70 for 4 night parking + the headache and inconvenience of dealing with incredibly rude people.

DO NOT PARK HERE. The wait time is horrid. It took over two hours to park before our cruise, and over two hours to be picked up after our cruise. When he finally did pick people up, he driver did not park in the assigned bay, and he picked up people who ran ahead of the line. He wouldn't listen to anyone, threw the luggage into the van and stuffed as many people in as possible. He was very angry and miserable. I will definitely pay to park at the cruise terminal from now on to avoid this awful experience. This was the worst shuttle experience ever. Avoid parking here!! I only gave it one star because I have to. They deserve no stars at all.

INDIANAPOLIS -- — Indiana Fever rookie Caitlin Clark tossed the ball high into the air as time expired Saturday. Veteran guard Kelsey Mitchell just started clapping.

Finally, after four consecutive home losses, the Fever were celebrating.

In the latest matchup between college rivals Clark and Angel Reese, and on a day former South Carolina star Kamilla Cardoso made her regular-season pro debut in front of another sellout crowd at Gainbridge Fieldhouse, Clark finished with 11 points, eight rebounds and six assists in a 71-70 victory over the Chicago Sky on Pride Day.

“It was great, and I think it came at a really great time," Clark said after winning the inaugural Commissioner's Cup game. “Our fans were awesome. They were energized. You know we really didn't shoot the ball well at all collectively as a team and you know sometimes that's hard for the fans, like that's what they come to see. But I think they really appreciated our great defense tonight.”

Clark had plenty of help from her teammates even before Marina Mabrey missed the first of two free throws for the Sky with 6.6 seconds left to make it a one-point game before Clark's ball toss.

Mitchell scored 18 points, NaLyssa Smith had 17 points and nine rebounds while Kristy Wallace and Aliyah Boston each scored 10. Boston, Cardoso's former teammate at South Carolina, also had eight rebounds as the Fever (2-8) snapped a three-game losing streak.

This contest was about much more than scores or stats, though.

It featured three of the top seven picks from this year's draft — three players in a generational rookie class who could all become the new faces of the WNBA — and a week in which Fever fans were treated to seeing each of the top four draft picks and five of the top seven.

This time, Clark got the upper hand on two of the women who prevented her from winning an NCAA championship even as she took a shoulder shot from Chennedy Carter before an inbound pass during the third quarter. The refs called it an away-from-the-ball foul.

Carter said she wouldn't take any questions about Clark.

“I wasn't expecting it,” Clark said initially. “It is what it is. It's a physical game. Go make the free throw and execute on offense, and I feel like that's kind of what we did.”

Still, the rematches between Clark, a two-time NCAA player of the year and two-time Division I national runner-up, against Cardoso, who won her second title with the Gamecocks in March, and especially Reese, who led LSU to the 2023 national title, captivated the crowd.

Reese did not take questions from reporters following the game.

Before the game, Fever coach Christie Sides attempted to play up the rivalry between the two Midwestern teams, but the loud pregame ovation for Clark and a smattering of boos that were quickly drowned out by cheers for Reese during pregame introductions typified the showdown.

Reese finished with eight points and 13 rebounds in her latest round against Clark while Cardoso played for the first time since injuring her right shoulder in a preseason game May 3. Cardoso had 11 points and six rebounds in 18 minutes but was called for a foul that led to Boston's three-point play with 1:19 left, which proved the difference.

“First game back and she played pretty well, too,” said Carter, who had 19 points and six assists to lead the Sky (3-4). “She hasn't been in this position, closing the game, so let's give her some time.”

Marina Mabrey finished with 15 points and nine rebounds for Chicago.

Cardoso entered for the first time midway through the first quarter and wasted no time making an impact. She had six points and four rebounds during a six-minute stint in which the Sky erased a 22-16 deficit, took the lead and sustained the momentum to complete a 15-4 spurt after Cardoso departed midway through the second quarter.

Clark helped ignite Indiana’s response, a 9-0 run just before halftime, to give the Fever a 35-31 lead.

Chicago charged back to tie the score at 37 early in the second half, but Indiana answered with six straight points and closed the third quarter with a 54-49 lead. The Sky rallied again late after falling into a 68-58 deficit and closed the game on a 12-3 run — but couldn't quite come all the way back.

“I thought earlier this season if we would have shot like this, we wouldn't have won the game because we didn't have that resiliency and we would have let it affect our defensive play," Clark said. “So just proud of us, I thought we were really gritty.”

The votes were counted Tuesday after the world's largest election was held in India.

From April 19 to June 1, more than 640 million people cast their vote at polling stations from the high peaks of the Himalayas to the remote jungles of the west.

Prime Minister Narendra Modi  declared victory on Tuesday – but his goal of winning an unassailable majority lay in tatters with early results showing voters reduced the extent of his party’s grip on power.

Analysis: Modi, Ambani and Adani — the men shaping India’s economy

In less than a decade, Asia’s richest man Mukesh Ambani has upended India’s telecom sector and become a top player in sectors ranging from media to retail as chairman of India’s most valuable private company: Reliance Industries.  

His ambition and breathless pace of expansion is matched by Gautam Adani, founder of the Adani group, who helms businesses ranging from ports and power to defense and aerospace. 

Reliance Industries and the Adani Group are sprawling conglomerates worth over $200 billion each, with businesses in sectors ranging from fossil fuels and clean energy to media and technology. 

Investors have been cheering the duo’s ability to adroitly bet on sectors prioritized for development by Prime Minister Narendra Modi. 

As a result, these three men — Modi, Ambani and Adani — are playing a fundamental role in shaping the economic superpower India will become in the coming decades. 

The South Asian country is poised to become a 21st-century economic powerhouse, offering a real alternative to China for investors hunting for growth and manufacturers looking to reduce risks in their supply chains. 

Worth $3.7 trillion in 2023, India is the world’s fifth largest economy, jumping four spots in the rankings during Modi’s decade in office and leapfrogging the United Kingdom. 

Sustained expansion will push India higher up the ranks of the world’s biggest economies, with some observers forecasting the South Asian nation to become number three behind only the US and China by 2027. 

Despite these successes, soaring youth unemployment and inequality remain stubbornly persistent problems. In 2022, the country ranked a lowly 147 on gross domestic product (GDP) per person, a measure of living standards, according to the World Bank. 

To spur growth, the Modi government has begun a massive infrastructure transformation and heavily promoting digital connectivity — with Adani and Ambani becoming key allies. 

Both tycoons are considered vocal champions of Modi, and prominent politicians from opposition parties in India have often questioned Modi’s ties with India’s super-rich.

Analysis: Is India's free press not so free after a decade of Modi?

India is one of the largest media markets in the world , according to Reporters Without Borders (RSF), with more than 20,000 daily newspapers across the country and about 450 privately owned channels dedicated to news, which broadcast in dozens of languages. 

Yet despite its size and diversity, critics say the media industry is growing increasingly subservient to Modi’s government.  

“There was a blend of public service, public interest and corporate private media that served a burgeoning urban middle class, but also showed interest in issues of rural development. Journalists were respected… Regulatory mechanisms were weak but not completely absent,” said Shakuntala Banaji, media professor at the London School of Economics.  “They have been all but destroyed in the last 10 years.” 

India fell 25 places on the Press Freedom Index between 2015 and 2023, to 161st place — below neighboring Pakistan, Sri Lanka, and Nepal. In the latest index for this year it rose slightly to 159th place but remains below all neighbors except Bangladesh (165th). 

“There has been a sharp deterioration in the status of media over the last 10 years,” Committee to Protect Journalists (CPJ) India representative Kunal Majumder told CNN, adding that this included imprisonment and invoking terror laws to criminalize journalists. 

There has also been an uptick, it said, in the use of anti-terror laws — which allow for detention without trial or charge for up to 180 days — against reporters. 

Prime Minister Narendra Modi has not taken a single solo press conference in his decade-long rule. 

The government of the popular but divisive leader stands accused by opponents of suppressing media pluralism. 

Modi critics fear further erosion of the protections afforded to India’s free press if he is elected. 

Meet the winners of India's economic boom

More than 40% of India’s 1.4 billion people are under 25: a tech-savvy and mostly English-speaking labor force. Like millions of migrants, many of them are drawn to the country’s financial capital Mumbai, full of aspiration and ambition. And it’s stories like these that inspire them.

The tech developer: Growing up in the slums of Mumbai, Javed Khatri never used a smartphone or computer.  

“In the region where I used to stay, one of the best things that one could think of was just to complete 10th grade, and then work at a call center or sell vegetables or work at a garage or do some kind of odd jobs,” says Khatri, now 30. “That was our topmost ambition.” 

But unlike many children in the slums, he completed 10th grade – the first person in four generations of his family to do so – then studied computer science at an engineering college.  

He is now building an online platform to connect tech firms with engineers. He moved his family out of the slum, and supports his parents. Both his siblings went to college and pursued their own careers. 

None of this would have been possible a generation ago, he says.

The influencer: Apoorva Mukhija hadn’t planned to be a content creator, so after graduation she took a job with a tech firm in Bangalore, the southern city known as “India’s Silicon Valley.” 

“Then one day I just woke up, realized … (my job) just didn’t pay as well as content did, and I hated living in that city,” Mukhija, 22, tells CNN from a pastel-pink couch at her new apartment in Mumbai, which she says is her “dream city.” 

Her career has thrived, winning her recognition from local media and amassing 1.3 million Instagram followers. 

The internet holds a wealth of opportunities for young Indians. The country’s influencer marketing industry is expected to be worth more than $281 million in 2024, according to consultancy EY India. Smartphones and social media are fueling this growth.

The shoemaker: At age 13, Jameel Shah ran away from his village in Bihar, India’s poorest state, where his father wasn’t earning enough from farming to send the kids to school.  

In Mumbai, he saw an opportunity in the expensive imported dance shoes required for dance classes. 

He took two samples back to the narrow alleys of Dharavi, a hub for leather and textile manufacturers. With their expertise, and his own experience working in bag and wallet factories, Shah began experimenting. 

The business grew, attracting stylists and choreographers who redistributed the shoes to dance studios. And they even made it onto the big screen. 

Almost two decades later, Shah Shoes has helped support his family. He’s bought a house for his parents and started an education center in his home village teaching literacy to those who can’t afford school. 

A key tool was the rise of social media, particularly Facebook, helping him find customers – which Shah credited to Prime Minister Modi’s push for a “digital India.”

Analysis: Under Modi, India's military has grown stronger

India’s armed forces, the world’s second-largest in terms of personnel, have made big improvements in their abilities under Prime Minister Narendra Modi — but face challenges no matter who wins the election, an analyst said. 

Viraj Solanki, a research fellow at the International Institute for Strategic Studies, said the armed forces have centralized control under Modi while making improvements to joint operations based on the theater where forces are deployed, rather than what each service would like to do. 

Those include setting up integrated battle groups along the country’s borders with China and Pakistan, Solanki said. 

China, whose People’s Liberation Army is the world’s biggest military force, represents India’s biggest worry going forward, he said. 

“India’s ‘military clout’ remains clearly below China’s” and can be expected to remain so, especially since Beijing’s defense budget is three times as large as New Delhi’s, Solanki added.  

The Modi government has stepped up defense ties with the United States, Japan and Australia — members of the Quad partnership along with India — as a way to offset China’s advantages. 

But Solanki said improvements to the Indian military are hamstrung by two key factors. More than half of its defense budget is spent on personnel and pensions, and much of its hardware is of Russian or Soviet origin, meaning spare parts and upgrades may be in short supply as Moscow’s war in Ukraine soaks up those resources. 

Analysis: India has grown closer to US under Modi

Indian Prime Minister Narendra Modi was once shunned by the United States.  

Denied a visa for “severe violations of religious freedom,” he was effectively banned from entering the country for nearly a decade.  

But in the years since that ban was lifted, Modi has been progressively embraced by the White House. 

While the US has positioned itself as a democratic protector in an increasingly populist and polarized era, it has seemingly turned a blind eye to New Delhi’s alleged human rights abuses at home — where the ruling Bharatiya Janata Party has come under scrutiny from rights groups and opposition lawmakers for its increasingly strident brand of Hindu nationalist politics and an ongoing crackdown on dissent. 

Modi and India, the world’s largest democracy, are necessarily a lynchpin in Biden’s strategy in Asia. As the world’s most populous country, no major global challenge, from climate change to advances in technology, can be addressed without India’s buy-in, in Biden’s view.   

Both New Delhi and Washington are becoming increasingly uneasy about Beijing’s growing military might, aggressive territorial claims on land and at sea, and growing economic influence over its smaller neighbors. 

In an era of growing tensions between the US and China, there are few partners that Biden is more eager to cultivate. 

What's changed since India's first election?

India’s first general elections began in October 1951, four years after it gained independence from British rule, and soon after it became a republic in 1950.  

The election lasted about four months and the Indian National Congress emerged victorious in February 1952.  

Population boom: India then had a population of about 361 million people with 173 million registered electors.  

Since then, the population has increased nearly four-fold to 1.429 billion , with more than five times the number of eligible voters, according to the Election Commission of India. 

From paper to voting machines: In the first elections, Indians used paper ballots to cast their votes.  

Electronic voting machines were first used in the state of Kerala in 1982. But because there was no law prescribing their use, the Supreme Court struck down that election. In 1989 laws were amended to allow the use of voting machines after consensus was reached.  

In recent years, the validity of voting machines has again been questioned — this time by opposition parties that say they are being misused to favor the ruling Bharatiya Janata Party (BJP) — an allegation the BJP denies.

At 7 a.m., Rupali Rao Kilare starts getting ready for the day in the cramped home she shares with five family members.

Though the sun has long risen, some alleys remain pitch dark as she weaves through the slum where she lives in Mumbai’s Goregaon West neighborhood, its narrow walls wedged between tightly packed buildings that block the light.

Kilare, 22, must hurry to beat the crowds at the slum’s communal toilets, before taking a three-wheeled auto-rickshaw to her boss’ home for her cleaning shift.

Kilare walks along a crowded alley as she goes back home after her daytime cleaning shift — with more shifts later in the evening.

Just 3 miles (about 5 kilometers) away in Goregaon East, Shreya Verma, 26, stirs awake in her air-conditioned bedroom, pulls back the curtains and takes in the view of greenery and high-rise buildings.

Throwing on a blazer and heels, she hops in an Uber to her marble-floored office at an international tech firm.

Verma plays the ukulele inside her bedroom.

Though the two women are separated by only a few years in age and a 20-minute drive, their starkly different lives illustrate India’s deepening wealth divide – and the inequality that has empowered some to reach new heights alongside the country’s fast-growing economy, while others are left behind.

That inequality has come under particular scrutiny during India's election.

Though Prime Minister Narendra Modi has been credited with advancing India’s $3.7 trillion economy and bringing the country closer to becoming a global superpower, India remains a largely impoverished nation and its wealth gap is more unequal than it was during British rule.
