Prepaid credit cards aren’t technically credit cards because you’re not borrowing the money. Instead, they function similarly to debit cards and gift cards in the sense that you can only spend the money you already have.

You might hear them referred to as “reloadable credit cards”, “pay-as-you-go credit cards” or “prepaid cards”, but they generally all work the same way.

How do prepaid cards work? 

Instead of borrowing money, you load funds onto a prepaid card and then use it to make purchases. How much money you load onto the card determines the total amount you can spend.

There are two varieties of prepaid cards: 

  • Closed-loop cards, which have a set amount of money already loaded, much like a store gift card. 
  • Open-loop cards, which can be used anywhere, and are typically reloadable..

Once you’ve received a prepaid card and added funds to it, you can use it to make online and in-person purchases wherever the card’s payment merchant (Visa, Mastercard or American Express, for example) is accepted. 

Types of prepaid cards

There are several different types of prepaid cards available, so it’s a good idea to know what they are and how they work.

  • Prepaid Mastercards can be used everywhere Mastercard is accepted, including Costco, which does not accept Visa and American Express for in-store purchases.
  • Prepaid Visa Cards can be used anywhere Visa is accepted. Visa also makes gift cards, which are sold (and accepted) at many retailers.
  • Prepaid Amex Cards come in set amounts and are not typically reloadable. You can only use them at merchants that accept American Express.
  • Prepaid travel cards are generally reloadable cards that may hold multiple foreign currencies or offer travel perks. A card loaded with multiple currencies allows you to know the exchange rate upfront, and you won’t need to carry different physical currencies. Some also allow you to withdraw funds at foreign ATMs and limit foreign transaction fees .
  • Prepaid gift cards may be available for a specific merchant or network of retailers, or as a general Visa, Mastercard or Amex card that can be used anywhere. These cards are usually not reloadable.

Prepaid card maintenance

Using a prepaid credit card requires a little work on your end. You’ll have to:

  • Activate your card. Most are activated as soon as you load funds, but others may require you to register your card before activation. 
  • Check your card’s balance. Some prepaid cards have a website where you can check your balance. Others have an app.
  • Reload your card. You can typically add more funds to your reloadable prepaid card via an app, your online account or e-Transfer. A few cards let you reload your balance at select locations like the post office. You may be able to transfer the balance of one gift card to another if they’re from the same merchant.

Prepaid cards that have set limits can be purchased at some grocery stores, drug stores and gas stations. A few banks and credit unions offer reloadable cards online and in person. 

The most common way to obtain a prepaid card is by securing one through an online-only bank. These cards tend to carry more features, like rewards and spending insights. You can generally apply for these cards online in a few minutes, and they get shipped right to your address, so there’s little effort on your end.

How much does a prepaid card cost?

Closed-loop cards, such as gift cards, generally have no fees: you just need to pay for the amount you load onto the card.

Open-loop cards, however, typically charge some sort of fee. Some may come with an activation fee, charge an annual or monthly fee regardless if you’ve used your card or not, or require you to pay a fee whenever you reload funds to the card. 

The essential features to consider when choosing a prepaid credit card include:

  • Network. Some merchants do not accept cards from every network (Visa, Amex or Mastercard, for example), so choose a network that works at most of the places you shop.
  • Fees . Some prepaid cards may have monthly fees and costs associated with activation and reloading funds, as well as foreign exchange and foreign ATM fees.
  • Limits . Many prepaid cards have daily load, spending, cash withdrawal and transaction limits. 
  • Rewards . A few prepaid cards earn rewards, such as cash back .
  • Loading options. Every prepaid credit card has different loading options, such as in-person, online or via an app. Make sure the one you opt for makes loading your card convenient and quick.

  • ATM access. If you need access to cash, you can use some prepaid cards to withdraw funds from ATM s. Fees likely apply.
  • Security features. Some prepaid cards have enhanced security features like chip and PIN and the ability to freeze your card. Gift cards typically do not have any security features.
  • Spending insights. Prepaid credit cards offered by online-only banks and fintech companies may give you spending insights to help you understand where your money is going, or tools to boost your money management skills .
  • Referral bonuses . Some prepaid cards have a cash referral bonus when you sign up and load funds. In most cases, both the referrer and the referee get a reward.
  • Direct deposit. A few prepaid cards allow you to set up direct deposits to have payments, like your paycheque , sent right to your prepaid card.
  • Payment options. Some also let you pay bills, use foreign currencies, send Interac e-Transfers or send money directly to other users as you would with a mobile payment app .
  • Virtual use . Fintech prepaid cards typically have a virtual card (usually available in the app), so you don’t need to carry your physical card. Some are compatible with digital wallets , like Google Pay.

A prepaid card can come in very handy for both online and in-person shopping. And since using one doesn’t typically affect your credit score, it can be a relatively low-risk way to make purchases.

Who can benefit from using a prepaid card?

  • Someone unable to obtain a traditional credit card due to their credit history , and want to take advantage of credit building services offered by some prepaid card providers. 
  • Newcomers to Canada who are ineligible for a traditional credit card and haven’t yet set up a bank account. 
  • Unbanked or underbanked consumers struggling to qualify for a traditional credit card or bank account.
  • Kids or teens who aren’t old enough for a credit card or bank account and want to practice budgeting their money .

Pros of prepaid cards

  • No overspending. Because you have to load a prepaid credit card before using it, you can’t spend money you don’t have. Just make room in your budget for the cash you plan to spend.
  • Safer than cash. If you lose the money in your wallet , it’s usually gone forever. Some reloadable prepaid cards may allow you to recover your funds even if your card is lost.
  • Easy to reload. Reloads on prepaid cards can often be done in-person, online or via a mobile app.

Cons of prepaid cards

  • No credit building. Since prepaid cards aren’t credit cards, your credit score won’t improve while using them unless the provider offers a credit-building program.
  • Limited rewards. While some prepaid cards give you cash back, you won’t get the attractive additional benefits that come with traditional credit cards, such as airport lounge access , travel insurance and mobile device insurance.
  • Potential fees. Some prepaid cards have activation and monthly fees that can eat into your balance .

Alternatives to prepaid cards

  • Use debit. Physical and virtual debit cards, which are tied to a bank account, give you direct access to your chequing account . Just be wary of how much you’re spending — you might run through your entire cash supply quicker than you think.

Once enrolled, redemption is quick and easy. Make a purchase and you’ll receive a text asking if you want to use points to redeem immediately. Reply “REDEEM” to complete the redemption. You must have enough points to cover the entire purchase to receive the text message to redeem. To start, all cards on this list charge either a variable monthly fee, fixed monthly fee or a one-time account fee. As many prepaid cards have monthly fees, we identified those with limited additional costs and hidden fees.

More important to these cards’ scores and their inclusion in our list is how their fees influence their overall value. We consider card fees in two ways — how it ranks relative to the fees you’ll find on other cards in the category and how it impacts a card’s overall value. 

Cards with high fees will always be at a slight disadvantage in our scoring system since fees inherently cut into any rewards value the card may offer. However, if a card offers terrific value in other ways, such as perks or convenience it can earn a spot in our list even if it carries high fees.

Flexibility and perks

Along with cost and rewards value, we consider other factors that could give cards great long-term usefulness. 

We considered how widely a card is accepted, and we sought options that are likely to be accepted anywhere you spend. Our team considered the size of each card’s network, the trustworthiness of each financial institution and the accessibility of reload options.

Due to the nature of prepaid and debit cards, additional perks such credit-building tools can be difficult to come by. If a card offers a path to improving your credit score, we’ve factored that into our scoring.

For rewards-earning cards, we consider any restrictions they impose on earning and redeeming rewards when deciding on a card’s inclusion in our list. 

These restrictions could include only allowing users to earn a high rewards rate on a small amount of spending or requiring users to meet a certain earning threshold before they can redeem rewards. Rewards value

Since many cardholders looking for a prepaid card are eager to earn rewards, a key criteria for a card’s inclusion in our list is its rewards value. Rewards value factors in a card’s average rewards rate, estimated annual rewards earnings, sign-up bonus value and reward redemption value.

To estimate a card’s average annual rewards earnings, we calculate its average rewards rate based on how much it earns in different bonus categories, as well as how closely those categories match the average person’s spending habits. In other words: Does the card earn rewards at a high rate in the most popular spending categories?

We use consumer spending data from the Bureau of Labor Statistics (BLS) to get a reliable third-party measure of people’s spending habits. The most recent BLS data estimates average total spending in 2021 was $66,928 per consumer. We then narrow our focus to which purchases are likely to be put on a credit card and earn rewards, subtracting expenditures like housing, vehicle purchases and education. This gives us a total “chargeable” annual spend of around $22,500.  

This includes the following spending by category:

  • Groceries: $5,200
  • Dining out: $3,000
  • Entertainment: $2,500
  • Gas: $2,100
  • Apparel and services: $1,700

Using this data, we assign a weighting to each of a card’s bonus categories. For example, a card’s grocery rewards rate receives a 23 percent weighting based on how much of the average person’s budget is spent on groceries. We also estimate the redemption value of points or miles from various issuer, airline and hotel rewards programs.

This weighting and rewards valuation allows us to estimate a card’s average annual rewards earnings — how many points or miles you’d earn with a given card if your spending was about average and you used the card for all of your purchases — as well as what those points are worth. We also use point valuations to determine a card’s sign-up bonus value

With these calculations complete, we assign each card a score based on how its average rewards earnings, sign-up bonus value, rewards rate and redemption value stack up against other cards in its primary category.

The better these values, the higher its score will be, making it more worthy of inclusion in our list and increasing its potential ranking.

According to a recent Royal LePage survey of Canadians living in Toronto, Montreal and Vancouver, half of those polled said they would consider buying a property in one of Canada’s most affordable cities if they could find a job or work remotely. Sixty percent of renters said they would consider relocating, compared to 45% of current homeowners.

Thunder Bay, Ont., tops the list of Canada’s 15 most affordable cities, followed by Saint John, N.B., and Red Deer, Alta. No cities in the provinces of British Columbia or Nova Scotia made the cut. Affordability was determined by the percentage of income required to service a monthly mortgage payment, rather than simply the most affordable homes based on price.

“There’s an old saying in real estate, ‘drive until you qualify.’ As housing affordability continues to deteriorate and Canadians face increasingly higher barriers to entry when buying a home, this adage is becoming more of a reality,” said Karen Yolevski, COO, Royal LePage Real Estate Services Ltd., in a release. “Many aspiring homeowners in the country’s largest and priciest urban centres are seriously considering relocating to less expensive cities in order to get a foot on the property ladder.”

According to the latest statistics by the Canadian Real Estate Association (CREA) , the national average home price was $703,466 in April 2024, down 1.8% year-over-year. While prices have remained relatively stable in most markets across Canada, prices have ticked higher in Calgary, Edmonton and Saskatoon.

The Greater Vancouver Regional District tops the list of the most expensive real estate market in Canada at $1.2 million, up 2.8% year-over-year, with Toronto at a close second at $1.12 million, down 1% year-over-year. While significantly cheaper, a home in Montreal will still set you back $530,300, a 3.3% increase since April 2023.

What’s more, to purchase a property in these markets, you’ll need to make a minimum 20% down payment for a home over $1 million, so that’s $240,000 and $224,000, respectively for the Vancouver and Toronto properties. For that Montreal home, you’ll need to put down 5.28%, or $28,000, plus over $20,000 in mortgage default insurance .

If those numbers make your head spin and you’re looking for a more affordable home in Canada, here are the 15 cities that made the list:

Among those Canadians who said they would consider relocating to a more affordable city, the top three reasons for moving were: a lower cost of living (57%), to be closer to nature and/or live in a less populated area (41%) and to experience aa more relaxed pace of life (40%). (Respondents could select more than one answer.)

“It’s clear that lifestyle is an important factor in Canadians’ decisions about where to buy a home,” said Yolevski. “Unsurprisingly, in addition to lower home prices, some Canadians who are contemplating a move to a more affordable city are also seeking reduced everyday expenses, and a break from the hustle and bustle of urban centres. This is a trend that began prior to the pandemic and was accelerated during the real estate boom of 2020 and 2021, when many homebuyers relocated to smaller communities where they could safely social distance whilst enjoying greater privacy, more living space and better access to the outdoors.”

Moving can be a very emotional—and expensive—decision, so before you start searching one of these affordable cities for your next home, you might want to consider the following:

  • Cost of living: Your cost of living includes necessities such as housing, food, transportation and childcare. While this poll looks at the cost of living related to housing, it’s important to consider other costs. For example, if you need to commute to your job, gas prices can vary substantially between provinces. If you look at the GasBuddy price map, the average gas price in Newfoundland is currently 186.1 cents per litre, compared to 137.68 cents in Manitoba. To help you compare the cost of a basket of groceries between provinces to give you a sense of food costs, Statistics Canada provides an Average Retail Food Prices Data Visualization Tool . For example, a grocery basket costing $676.42 in Nova Scotia would cost $625.86 in Ontario.
  • Quality of life: Quality of life means different things to different people, so it’s important to be clear on what matters most to you. If you have children, you’ll want to research what the schools are like in the neighbourhoods you favour. Do you want to be closer to nature, parks or playgrounds or are museums and art galleries more your style? Other measures may include whether there are churches nearby, access to health care or hospitals, and the political lean of a particular riding.
  • Job opportunities: If you’re fortunate enough to work from home or can arrange a transfer with your current employer, this is less of a consideration. But if you need to find a new job, you’ll want to consider both how a move will affect your career opportunities and advancement, as well as the paycheque you’ll be taking home.
  • Family: Saving money on your mortgage may be an enticing incentive to move away, but if you currently live close to extended family members, this decision should consider more than just the emotional cost of leaving. If you’re used to having grandparents helping with childcare, for example, you’ll need to replace that support in your new community—and that can be costly. According to StatCan , in 2022 parents paid an average of $7,790 per year for full-time child care. You’ll also need to consider the cost of travel for family occasions such as birthdays and holidays.
  • Taxes: This is less important if you’re moving within the same province, but if you’re moving out of the province, it’s a good idea to consider the different tax rates and the impact on your budget. For example, if you look at the tax brackets and income tax rates by province, income up to $49,231 is taxed at 5.05% in Ontario, but in Quebec, up to $49,275 is taxed at 14%. Then there are also three different sales taxes in Canada: PST, GST and HST. Alberta only charges 5% GST, while Manitoba charges PST (7%) and GST (5%), and Nova Scotia charges 15% HST. You should also compare the property tax between different properties, which should be part of any home’s listing.
  • Closing and moving costs: Your mortgage isn’t the only cost you’ll need to consider when budgeting for a move. Whether you move down the street or across the country, it can cost you thousands of dollars for expenses such as a home inspection, land survey, appraisal fee, legal fees, land transfer taxes, home insurance and moving costs, to name a few.

Home sales activity fell 1.7% between March and April 2024, according to CREA, while the number of new listings rose 2.8% over the same time period. While the national sales-to-new listings ratio came in at 53.4%, indicative of a balanced market, it is slightly in favour of a buyer’s market.

“April 2023 was characterized by a surge of buyers re-entering a market with new listings at 20-year lows, whereas this spring thus far has been the opposite, with a healthier number of properties to choose from, but less enthusiasm on the demand side,” said Shaun Cathcart, CREA’s Senior Economist

However, with many Canadians waiting for interest rates to come down, inventory levels could change quickly as buyers re-enter the market.

In another Royal LePage survey from February 2024, of the 27% of Canadians who have been active in the real estate market since the BoC started raising rates in March 2022, over half of those said they were forced to postpone their search due to raising rates. Among those, 51% said they would start looking for a home again if rates reversed: 10% said a 0.25% cut would be enough to reboot their house search, while 18% said they were waiting for a cut of 0.50% to 1%, and 23% said they needed a rate cut of more than 1%.

On June 5, 2024, the Bank of Canada (BoC) finally cut its key interest rate from 5% to 4.75%—the first policy cut in over four years. This is good news for mortgage holders, especially those with variable-rate mortgages that are tied to the BoC’s rate. If inflation continues to cool, most recently coming in at 2.7% in April, it is likely that we will see further rate cuts this year.

The Big Six Banks have already started cutting their prime rate from 7.2% to 6.95, effective June 6, 2024.
