Can you travel from Pakistan to India?

A lot of travelers want to know if it’s possible to travel from Pakistan to India (or India to Pakistan). I’m here to say yes—yes it is! Here are ways to travel from Pakistan to India, border crossing tips, and more.

India and Pakistan are like brothers. Despite their tensions and occasional fights, they’re cut from the same cloth, and there are just as many similarities between the two as there are differences. It makes sense that curious travelers are always interested in visiting both countries!

But before they do, they always ask the same questions: can you travel from Pakistan to India? Is it allowed to travel from India to Pakistan?

By now, I’ve spent literal years in both countries, acquired several visas for both countries, and have traveled between the two multiple times. So yes, it’s possible. Here’s what you need to know if you want to travel from Pakistan to India or India to Pakistan.

Most important: visas to travel between Pakistan and India

How you travel from Pakistan to India depends primarily on one factor: which visas you have for the two countries.

Visas to travel from Pakistan to India

Traveling from Pakistan to India is more complicated; India has more strict requirements about what visas can be used where.

If you’re in Pakistan already and you have an e-visa for India , the only way you can enter India from Pakistan is to fly in. There are no direct flights to India from Pakistan—surprise surprise, the countries don’t get along!—so the cheapest way to fly from Pakistan to India is to go to Dubai with one of the many budget airlines operating in Pakistan, then look for a Dubai to New Delhi flight.

However, if you have a sticker visa for India in your passport, you can enter India from Pakistan by land at the Wagah Border. You must apply for this visa in an Indian embassy, either in your home country or on the road. It is possible to apply for an Indian visa in Pakistan; you can apply for an Indian visa through a visa service in Islamabad, Pakistan.

Visas to travel from India to Pakistan

This direction is much easier! If you’re already in India, no matter what Indian visa you have — e-visa or sticker visa—you can enter Pakistan by land. Pakistan uses an e-visa system, but once you have your e-visa, you can use it at any airport or land border. If you want to come back to India after visiting Pakistan, make sure your Indian e-visa is a multiple-entry visa!

Still need to apply for your Pakistan e-visa? I work together with a local company in Pakistan to offer some of the cheapest Pakistan letters of invitation on the market.

Yes, at the time of writing, it’s extremely safe (and common) for tourists to travel from Pakistan to India or vice versa. Though the two countries do not get along, the area near the Wagah Border is very safe and secure. There’s a border closing ceremony that happens every day in front of thousands of local and foreign tourists; if it wasn’t safe, they wouldn’t let us watch!

There are occasional skirmishes along other parts of the India-Pakistan border. However, most of them are in the Kashmir region, and foreign tourists are not allowed to go close to the border—also known as the Line of Control, LOC—in those areas. Not that you need to, anyway; the only border crossing between Pakistan and India is the Wagah Border near Lahore.

As for travel within either country, yes, definitely safe enough to travel. Travel in Pakistan can be a bit more complicated than travel in India—India sees way more tourists, after all, unless you’re in offbeat destinations in India —but both are a treat to travel for those who don’t mind a little bit of chaos every now and then.

Alex traveling in India after visiting Pakistan

I’ve traveled extensively in both Pakistan and India over the years, and never had a problem with obtaining visas for either!

Will I have visa problems if I say I want to travel from Pakistan to India?

Many travelers hoping to go from Pakistan to India are afraid that future visa applications will be rejected if they visit the neighboring country… or that they’ll face scrutiny inside either country once there.

Not quite! As I said already, I’ve traveled from Pakistan to India and India to Pakistan multiple times without serious issues.

Occasionally at the Wagah border, I was regarded with some curious looks… but I’d gone on several visa runs from Pakistan to India, some lasting as little as 5 minutes. Any customs official would be confused if they saw someone turn right around 5 minutes after entering the country!

When entering India for the very first time (by air at that time), the customs officer gave me a look when he saw my Pakistan visa. He asked me about my visit there, but more as a segue into trying to convince me that India is better than Pakistan (sigh) rather than creating problems for me. He ended up stamping my passport—right over the Pakistan stamp because petty—so in the end, all was well.

Which border crossing should I use for overland travel from Pakistan to India?

The Wagah border is the only open border crossing to travel from Pakistan to India. It’s about 1 hour away from Lahore and is easily accessible by taxi or rickshaw.

If crossing from India to Pakistan or vice versa, make sure to get to the border by the early afternoon; the border closes around 3 PM so they can prepare for the border closing ceremony that happens around sunset every evening.

Check out my guide to the Wagah border crossing between Pakistan and India for more detailed information on how to cross the border overland.

Are there trains that travel from Pakistan to India?

There used to be one train route running between Pakistan and India… but alas, at the time of writing, the Pakistan-India train line is closed. Security tensions between the two countries were one reason for the closure, and a lack of traffic was another. Trains in Pakistan and India are always a delight, so I’m hoping the train line will reopen to tourists, families, and business travelers sometime in the coming years!

Travel from Pakistan to India - AC Standard class in a Pakistan train

Train travel in Pakistan and India is a delight… but you can’t travel from Pakistan to India by train at the moment, unfortunately.

Are there flights from Pakistan to India?

Years ago, PIA (Pakistan International Airlines) operated flights to and from India. These days, that option is out; there wasn’t enough demand. There are currently no direct flights between any destinations in Pakistan and India. If you want to fly from Pakistan to India, you need to connect somewhere else in the Middle East. It’s very easy to find budget flights to Dubai, Qatar, or Abu Dhabi from Pakistan. I recommend taking a budget flight out of Pakistan to Dubai, then booking a Dubai to New Delhi flight so you can avail India’s easy e-visa services.

Can vehicles travel from Pakistan to India?

Yes, it’s possible to cross the Wagah border and travel from Pakistan to India or India to Pakistan in/on your own vehicle!

If you’re on a bicycle, it’s extremely easy to cross; the process is the same as crossing the border on foot.

If you’re traveling by car, motorcycle, or some other motorized vehicle, you’ll need to have a Carnet de Passage for both Pakistan and India. The border is not particularly complicated in regards to customs; just make sure that you get the correct exit and entry stamps on your CdP before leaving the border area.

Thanks. It was good to read it. Lots of good info and tips. I am interested to visit India and this article was very informative and helpful. I was born in India before the partition and I yearn to visit my place of birth before I breathe my last. .Zaki Sabih

Thank you very much for this article! Very informative read! I am planning on arriving overland through Pakistan and then crossing into India. It will not be possible for me to get an Indian visa in my home country as it will run out before I get there. Can you share which visa service you were mentioning in Islamabad? Thanks!

If I Travel from uk to pakistan by flight with a British passport and then go India via wagah border by road . Can I select : wagah rail station as my Departure port on my Pakistan e visa application . Or will it be a problem. Please tell me as I no one seems to have the answer to this .

Hi! I plan to go to India for a month, then Pakistan for few days and then back to India for a bit more before flying back to Thailand.

I’d do both crossings over Wagah border but you said in case of Pakistan-India crossing it’s not possible – need sticker visa instead of e-visa.. How long is the process to get a sticker visa for India in embassy in Islamabad?

But then you said it’s also ok with multiple entry tourist e-visa for India to cross Wagah border back to India? So no need for sticker visa? Multiple entry tourist visa will do it on Wagah border crossing from Pakistan back to India?

Bit confused 😅 Looking forward to your feedback!

Thank you 🙏🏽

Can Indians Visit Pakistan? How to Get a Visa for Pakistan?

Because I’ve been to Pakistan three times from India and vlogged the entire trip , a common question I get from Indians is, “How can I visit Pakistan?”

Many Indians are interested in visiting what used to be part of India. And likewise, Pakistanis are inquisitive about going to India – when I was there many asked me what India is like .

Can Indians Get Tourist VISAs for Pakistan?

The short answer is no.

Indians are only eligible for business, pilgrim or visitor visas to Pakistan.

The business visa is for business activities – for example, Royal Enfield manufacture products in Pakistan so they would get a business visa to visit the manufacturing plants.

The pilgrim visa allows Indians to visit 15 sites in Pakistan for religious tourism.

The visitor visa is granted if you have close family members or friends in Pakistan and you can only visit a maximum of 5 cities for 3 months.

While the pilgrim visa sounds easy, it’s not guaranteed, and according to reports , Pakistanis have had their requests rejected when they wanted to visit India as pilgrims. Unfortunately, visa policy is usually tit-for-tat so such denials will likely limit Indians wanting to visit Pakistan for pilgrimage too.

Faisal Mosque, Islamabad, Pakistan

Why Can’t Indians or Pakistanis Get Tourist VISAs?

It’s to do with India and Pakistan’s relationship. Their relationship has been plagued by hostility and suspicion since partition. Until that changes, it’ll be difficult to travel to each other’s countries.

Both countries are paranoid about each others’ citizens being spies.

Visa agreements are reciprocal. Pakistanis can only get the same visas available to Indians. For full information, see the India-Pakistan Visa Agreement, 2012 .

Your Only Real Option to Visit Pakistan

All Indians and OCI cardholders can visit a small slice of Pakistan with the Kartarpur Corridor. I’ve written a full FAQ on how to visit Kartarpur .

Update: Many people are commenting asking how they can visit their Pakistani friends. You can try for a visitor visa, if that fails then you also have the option of meeting in the UAE.

Misinformation Online About VISAs

An Official Pakistan Government website says, “Tourist Visa: A non-extendable tourist visa valid for 14 days is issued by Pakistan High Commission, New Delhi” This is out of date, and the information is not valid anymore , we called the Pakistan High Commission, New Delhi and verified that.

Let’s hope that one day this agreement gets updated, and Indians and Pakistanis can enjoy each other’s countries! The more we meet each other and realise we are brothers, the better the relationship will become.

Can Non-Resident Indians (NRIs) get a VISA for Pakistan?

NRIs have a much easier time getting a visa for Pakistan!

They can at least apply with their reason for wanting to visit Pakistan. If the immigration officer is satisfied with the purpose of a visit, they’ll be issued an appropriate visa.

If you want to read more about that process, visit your country’s Pakistan High Commission website. Or check out the High Commission for Pakistan (Wellington) website for information on that process in New Zealand.

Hey Manpreet. Pakistan will check and they will likely interview that person too. I know a few people whose sponsors have been interviewed. Don’t risk it.

Yes it could be possible if he has Canada visa or passport he can apply for a tourist visa

hi i just want to share my experience. i’m indian born canadian. in the past it was possible to visit both countries – when i was 18 and travelled to india on own for the first time – my ticket to bombay was with PIA and i had a stopover in karachi! anyways both countries are very petty and any restriction one place the other does the same. pakistani origin people (even if born in the US/Canada with foreign passports) are not allowed in india and even i had to show all my canadian passports for the past 50 years to prove i’m not pakistani and get an indian visa (i’m muslim). after watching all of karl’s pakistan videos i’m planning a trip to pakistan this september and have run into issues getting a visa because i’m indian born! i need to find a sponsor in pakistan who will send me a notarized letter of invitation and a copy of their shinaqti card before the embassy will give me a visa (thankfully i have some friends here who will get their relatives to do this) for indian passport holders it’s impossible to get a pakistani visitor visa unless they are sikh pilgrims or academics attending a conference

I would like to visit Pakistan, I live in Germany and have traveled to many Asian countries to my astonishment is it for international air travel still required that you need 2 Covid vaccinations to enter the country does anyone know more?

Can I get a visa to visit my ancestral village in Pakistan left behind during partition? Do I need to be sponsored by a facilitator organisation for this purpose such as an NGO?

Hey, the only way I know is to get proof of your ancestry and go to a Pakistan High Commission and show them and tell them the reasons you want to visit. If you’re in contact with family there it maybe be easier. There’s a family visa type you should look up on their visa website. Best of luck.

Dear Karl, Good informative article. Basically if you are a citizen (and passport holder) of these two contries then chance of visiting each other is almost nil and with current tensions and Pakistan’s financial situation it has become harder. I am Indian born but naturalized citizen of the USA and I had no problem in getting the visa. I went for the darshan of Ma Hinglaj (Nani Bibi) in 2006 and I was treated like a prince by everyone. You can read about this at http://offroadpakistan.com/2011/06/jay-shahs-pilgramage-to-mata-hinglaj/ The PK High commision in ~2009 told me that if there is a group and want to go to just one place of pilgrimage that is not on the original agreement of pilgrimage visa https://en.wikipedia.org/wiki/Protocol_on_Visits_to_Religious_Shrines_1974 then they may consider. But, in general, people (even Pakistanis are concerened about safety in the Northwest Frontier – Balochistan.

Hope and pray that the peace prevails between the two countries soon and both propser. Love Jay Shah

Congrats bro. That must’ve been an incredible experience. Even I haven’t been there because Balochistan requires more permissions these days. Thanks for commenting.

I have pak pilgrimage visa for 15 days from canada .so should i report to police in pak while visit

Call the Embassy that issued you the visa and ask what you have to do.

India, Pakistan Foreign ministers in UAE on separate bilateral visits

While Jaishankar will be in Abu Dhabi on Sunday, Qureshi was in Dubai on Saturday on a three-day bilateral visit.

can a pakistani visit india from uae

Days after a top diplomat from the United Arab Emirates confirmed that the country was playing a role in bringing Delhi and Islamabad to the talks table, External Affairs Minister S Jaishankar and Pakistan Foreign Minister Shah Mahmood Qureshi are visiting the UAE for what is being described as separate bilateral visits.

can a pakistani visit india from uae

Sources in New Delhi and Islamabad, however, said there are no bilateral meetings scheduled so far between the two.

This is the second time they will be in the same country for a visit in less than three weeks – both were in Tajikistan’s capital Dushanbe for the Heart of Asia meeting on March 30.

Jaishankar has been invited to Abu Dhabi by UAE Foreign Minister Sheikh Abdullah Bin Zayed Al Nahyan.

Festive offer

“At the invitation of his counterpart, EAM @DrSJaishankar will be visiting Abu Dhabi on 18th April 2021. His discussions will focus on economic cooperation and community welfare,” MEA spokesperson Arindam Bagchi tweeted Saturday.

Qureshi tweeted, “Good to be in the #UAE and to have met the Pakistan Business Council Dubai for a constructive session on #EconomicDiplomacy. The Pakistani community in UAE continue to play a positive role across all echelons of business & work with great contributions to the development” of Pakistan-UAE ties.

Jaishankar and Qureshi will both meet their UAE counterpart.

Earlier this week, the UAE’s envoy to the US had said that his country is mediating between India and Pakistan to help the beighbours reach a “healthy and functional” relationship. Ambassador Yousef Al Otaiba said: “We try to be helpful, where we have influence with two different countries, so India-Pakistan was the most recent one.”

He cited media reports which he said “highlighted the role the UAE played in bringing the Kashmir escalation down and sort of created a ceasefire, hopefully, ultimately leading to restoring diplomats and getting the relationship back to a healthy level”.

In a conversation on Wednesday with former US National Security Advisor H R McMaster under the aegis of Stanford University’s Hoover Institution, the UAE envoy, in response to question whether his country was trying to help the two countries have a better relationship, said: “Absolutely. They might not sort of become best friends, but at least we want to get it to a level where it’s functional, where it’s operational…that’s our goal.”

Officials say India and Pakistan have been “carefully optimistic” of the steps taken in recent months. The February announcement to adhere to the ceasefire pact, the Indus Water Treaty talks in March after over two years, and demands within Pakistan to import cotton and sugar from India have made the two sides look at the next steps of engagement.

This official confirmation from the UAE came the day Reuters reported that top intelligence officers from India’s R&AW and Pakistan’s ISI held secret talks in Dubai in January in fresh effort to calm military tensions over Jammu and Kashmir.

Dubai: Pakistanis and Indians have been warned against flying in to Dubai for job hunt on tourist/visit visas after hundreds ‘job seekers’ were denied entry at the airport for not meeting visa requirements.

Responding to the ongoing issue of passengers on tourist/visit visas getting stranded at Dubai International Airport, the Pakistani and Indian missions in Dubai have asked job seekers from their countries to refrain from coming to the UAE on these visas.

Denied entry

According to the Pakistan Consulate, 1,374 passengers were denied entry in Dubai since Tuesday. “A total of 1,276 of them were sent back and 98 are remaining at the airport,” a consulate spokesperson told Gulf News on Tuesday afternoon. He said the remaining passengers would be flown back home in the next 12 hours.

Meanwhile, the Indian Consulate said around 300 Indian passengers had been stopped at the airport so far. “Around 80 were allowed entry later. Right now, 49 are still at the airport and we are trying to send them back by tonight or tomorrow. But there is a huge rush on flights,” a consulate spokesperson told Gulf News on Tuesday evening.

Stop job hunters from flying as tourists

The Pakistan Consulate official said the mission has given informed the relevant authorities back home to stop ‘job seekers’ coming to Dubai on visit/tourist visas. “There are now two check points, at the check-in counters and at the immigration counters. If the officials suspect that a passenger on tourist visa is flying to Dubai seeking job, he will not be allowed to fly.”

The official confirmed that passengers are denied entry in Dubai if immigration officials are convinced that they have flown in to look for jobs. “The mission has also asked authorities back home to ensure that passengers on tourist visas have valid return ticket, hotel booking and show money,” the official said.

Genuine tourists

Indian Consulate said the mission has also given instructions to ensure that only genuine tourists come on tourist visas. “If you are on a particular visa category, you have to satisfy that that you are a bona fide visa holder. No country will accept travellers without proper documents and those who do not fulfil the requirements. We have to respect the immigration authorities’ rules and nobody should travel from India to the UAE on a visit or tourist visa looking for a job.”

The official reiterated that Indian blue-collar workers should be recruited only through the e-Migrate online recruitment portal and employers and employees should follow all the regulations. “We request our fellow Indians to come on proper visas. If they are genuine tourists, they should possess sufficient means to cover their expenditure also. And if they are coming for a purpose other than tourism, we will request them to get the right visa.”

Deportation

The missions stated that discussions with local authorities have been ongoing to resolve the crisis. They have also sought to expedite the deportation procedures for those who do not fulfil the entry requirements. Why this trend now?

Both local authorities and diplomatic missions of labour-sending countries have been discouraging people from travelling on tourist/visit visas for job hunt.

Though the trend of jobseekers coming to the UAE on visit or tourist visits had seen a lull in the initial months after the flight services resumed following the suspension due to COVID-19, it has been picking up again as economies have opened, industry experts said.

A senior airline source told Gulf News that blue-collar workers seeking jobs in the UAE have again resorted to flying on tourist visas since economic activities in the country are coming back to normal.

  • UAE travel alert: New rules for visitors to Dubai from India, Pakistan, Afghanistan, Bangladesh and Nepal

Return ticket for Bangladeshis

Meanwhile, Bangladeshi national flag carrier Biman Bangladesh Airlines on Tuesday announced that all passengers holding visit visas and waiting for their journey must have Biman return ticket (one ticket with two coupons) for travelling from Bangladesh to the UAE to avoid any deportation.

The airline has asked travel agents and other partners to disseminate the information for strict compliance, said Dilip Kumar Chowdhury, regional manager, Dubai and Northern Emirates, who issued the circular.

Though the airline had only received the circular from immigration authorities that Bangladesh is included in the list of five countries tourists from where should carry valid return tickets, he said it has also been informing passengers verbally that they should have hotel bookings and sufficient funds to support their stay.

“Though no Bangladeshi passengers have been denied entry in Dubai so far, we are ensuring that everyone is following the rules as there are many expats from Kuwait who are flying from Dhaka to Kuwait via Dubai after spending quarantine here and sometimes they are unable to book their onward tickets,” he said.

Airlines' circular

Airlines, travel agents and diplomats had earlier said that they had been informed that visit and tourist visa holders from Pakistan, India, Afghanistan, Nepal and Bangladesh must hold a valid round trip ticket for the entry in Dubai.

Tourists and jobseekers from five countries in South Asia must meet certain requirements to fly into the emirate, airlines and travel agencies said on Monday.

Pakistanis, Indians, Nepalis, Bangladeshis and Afghans arriving on visit visas must carry at least Dh2,000 ($545) and have a return ticket.

Proof of a hotel stay or the details of a relative's address are also required.

Pakistan International Airlines and several travel agencies shared official documents from Dubai's General Directorate of Residency and Foreigners Affairs immigration service that set out the requirements.

More than 1,200 Pakistanis and up to 200 Indians have been denied entry into Dubai since last Tuesday, after failing to meet these requirements.

"We've been receiving notifications from airlines and immigration authorities about this," Alan Orong, from Dubai's South Travel and Tourism, told The National .

“There are five nationalities who are involved in this – Pakistanis, Nepalis, Bangladeshis, Indians and Afghans.

"They need to a have valid round-trip ticket from their city of departure and sufficient funds. They need to be able to show they have Dh2,000 in hand.”

Mr Orong said Sharjah immigration officials sent the notifications.

Of the 1,225 Pakistani passengers, mostly blue-collar workers on visit visas, more than 1,000 have already been sent home, the General Consulate of Pakistan in Dubai said.

About 200 are waiting for repatriation at Dubai International Airport.

Ibrahim Elshamy, from Dubai travel agency Reds Travel and Tourism, said it had begun to notify its clients about the rules.

He said that for many years passengers were required to produce a return ticket and show they had enough money to live off.

“I think the rule is being enforced heavily now to prevent these workers from being scammed by people who say they will give them a job, if they come on a visit visa first,” said Mr Elshamy.

"This rule has always been there in Egypt. At departure, immigration asks Egyptians to show at least $1,000 and other supporting documents."

Last week, embassy officials told The National  they were concerned that some residents, who were in the country illegally , had shunned a visa amnesty that ended on October 11.

The officials believe some stayed on in the hope of finding a job as the economy recovers.

Staying in the country on an expired residency visa would lead to a daily fine of Dh25, with a further daily Dh20 penalty for failing to renew an Emirates ID, costing a total of Dh315 per week.

There is a separate system for those on expired tourist or visit visas who are hit with Dh200 for the first day, and Dh100 a day after that.

Last week, the General Directorate of Residency and Foreigners Affairs confirmed that travellers from Pakistan were denied entry at Dubai International Airport “due to non-compliance with entry requirements for tourist visas”.

"GDRFA clarified that these travellers did not have a valid hotel reservation or a relative's reference, nor did they have a return ticket booking, as required by UAE immigration rules," it said.

"GDRFA also said that the vast majority of passengers that are compliant with the visa rules and arrive at Dubai International Airport face no delays upon entry."

List of documents required:

- Passport with six months' validity from the date of entry into UAE

- Valid visit / tourist visa

- Return airline ticket

- Negative PCR test result, as issued by a recognised lab

- Sufficient funds to stay in the UAE

- A hotel booking or proof of address of a sponsor or relative

Joint Statement: Visit of PM to the United Arab Emirates (February 13-14, 2024)

facebook

President of the United Arab Emirates, His Highness Sheikh Mohamed bin Zayed Al Nahyan and Prime Minister of India Shri Narendra Modi met in Abu Dhabi on February 13, 2024. President His Highness Sheikh Mohamed bin Zayed Al Nahyan welcomed Prime Minister Narendra Modi to the UAE and expressed his appreciation for accepting the invitation to speak at the World Government Summit 2024 in Dubai on February 14, 2024.

The two leaders underlined that this was the seventh visit of Prime Minister Shri Narendra Modi to the UAE in the last nine years. The Prime Minister last visited the UAE on December 1, 2023, to participate in the UNFCCC COP28 conference in Dubai, where he met with UAE President His Highness Sheikh Mohamed bin Zayed Al Nahyan on the sidelines. During that visit, India applauded the COP28 presidency for guiding the “COP for Action” and arriving at “The UAE Consensus.” The Prime Minister participated in the COP28 Presidency’s Session on “Transforming Climate Finance”, and together with the UAE President, co-hosted the high-level event on the ‘Green Credits Programme’ on the sidelines of Summit. The leaders also highlighted the four visits of President His Highness Sheikh Mohamed bin Zayed Al Nahyan to India over the past eight years, the latest of which was on January 9-10, 2024, to attend the 10th edition of the Vibrant Gujarat Global Summit, as Chief Guest, and during which he witnessed the exchange of several Memorandums of Understanding on Investment Cooperation, along with Prime Minister Shri Narendra Modi.

The two leaders discussed the India-UAE bilateral relationship, which was formally elevated to a Comprehensive Strategic Partnership during the visit of His Highness Sheikh Mohamed bin Zayed Al Nahyan to India in 2017. They expressed satisfaction on the progress achieved in various sectors, noting that the partnership between the two countries has been significantly expanding over the years.

President His Highness Sheikh Mohamed bin Zayed Al Nahyan, and Prime Minister Shri Narendra Modi witnessed the exchange of the following:

• Bilateral Investment Treaty • Inter-Governmental Framework Agreement on the India-Middle East-Europe Economic Corridor (IMEEC) • Memorandum of Understanding for cooperation on Digital Infrastructure Projects • Memorandum of Understanding in the field of Electricity Interconnection and Trade. • Memorandum of Understanding for cooperation with the National Maritime Heritage Complex, Lothal at Gujarat. • Cooperation Protocol between the National Library and Archives of the UAE and the National Archives of India. • Agreement on interlinking of the instant payment platforms – UPI (India) and AANI (UAE). • Agreement on inter-linking domestic debit/credit cards – RuPay (India) with JAYWAN (UAE).

Ahead of the visit , RITES Limited signed agreement with Abu Dhabi Ports Company and Gujarat Maritime Board with Abu Dhabi Ports Company. These would help in building port infrastructure and further enhance connectivity between the two countries.

The two leaders endorsed the efforts from both sides to strengthen the strong economic and commercial cooperation and explore new areas of collaboration. They welcomed the strong growth witnessed in the UAE-India trade relations since the entry into force of the Comprehensive Economic Partnership Agreement (CEPA) on May 1, 2022. As a result, the UAE is India’s third-largest trading partner for the year 2022-23 and India’s second-largest export destination. India is the UAE’s second largest trading partner, with the bilateral trade rising to USD 85 billion in 2022-23. In this regard, the leaders expressed optimism regarding elevating the bilateral trade to USD 100 billion well ahead of the target year 2030. The two leaders also acknowledged the formal unveiling of the UAE-India CEPA Council (UICC), which stands as an important development in the bilateral trade partnership.

The leaders noted that the Bilateral Investment Treaty will be a key enabler for further promoting investments in both countries across sectors. The UAE was also the fourth largest investor in India in 2023 and the seventh largest source of Foreign Direct Investment overall. They highlighted that India has signed both the Bilateral Investment Treaty and a Comprehensive Economic Partnership Agreement with the UAE, reflecting the uniqueness and depth of the bilateral economic engagement between the two countries.

The leaders underscored the importance of a well-functioning and equitable multilateral trading system in fostering global economic prosperity and resilience, and stressed the importance for the 13th WTO Ministerial Conference, taking place in Abu Dhabi from 26 to 29 February 2024, to achieve a meaningful outcome that serves the interests of all WTO Members and strengthens the rules-based trade order.

The leaders welcomed the decision to create Bharat Mart at Jebel Ali, which will further promote bilateral trade and serve as a platform for enhancing the utilization of CEPA by leveraging the strategic location of Jebel Ali port. They noted that Bharat Mart would support micro, small and medium sector enterprises from India by providing them an effective platform to reach out to international buyers and promote their products across Middle East, Africa, and Eurasia.

The leaders appreciated the deepening of economic engagement in the financial sector. Prime Minister Shri Narendra Modi congratulated His Highness Sheikh Mohamed bin Zayed Al Nahyan for the launch of the UAE’s domestic card scheme JAYWAN, leveraging on the digital RuPay stack shared by the National Payments Corporation of India (NPCI) with the Central Bank of the UAE. They also welcomed the Agreement on interlinking the national payment platforms – UPI (India) and AANI (UAE), which will facilitate seamless cross-border transactions between the two countries.

The two leaders discussed ways to enhance their bilateral partnership in the energy sector, which includes oil, gas, and renewable energy. They acknowledged the recent signing of two new long-term LNG supply agreements between ADNOC Gas and Indian Oil Corporation Ltd and Gas Authority of India Ltd (GAIL) for 1.2 MMTPA and 0.5 MMTPA, respectively. These agreements mark the beginning of a new era in the energy partnership between the two countries, and both leaders encouraged the companies to explore more such opportunities. Furthermore, the two sides agreed to advance their cooperation in hydrogen, solar energy, and grid connectivity.

The leaders acknowledged that the Memorandum of Understanding in the field of Electricity Interconnection and Trade signed today opens a new area of energy cooperation between the two countries, which will also bring to life the Green Grids – One Sun One World One Grid (OSOWOG) initiative launched during by Prime Minister Shri Narendra Modi during COP26. . They expressed confidence that the MoU would further boost energy cooperation and connectivity between both countries.

Prime Minister Shri Narendra Modi thanked President His Highness Sheikh Mohamed bin Zayed Al Nahyan for his personal support and for his graciousness in granting the land for the construction of the BAPS Temple in Abu Dhabi. Both sides noted that the BAPS Temple is a celebration of UAE-India friendship, deep-rooted cultural bonds uniting the two nations, and also an embodiment of the UAE’s global commitment to harmony, tolerance and peaceful coexistence.

Both leaders noted that the cooperation protocol between the National Archives of the two countries and the MoU for cooperation with National Maritime Heritage Complex at Lothal, Gujarat will help in restoring the centuries old roots of India-UAE relationship and preserving the treasures of shared history.

The two leaders appreciated the commencement of the first Master’s program in Energy Transition and Sustainability by the Indian Institute of Technology (IIT) Delhi in Abu Dhabi, the first IIT in the Middle East. They reiterated the shared commitment of both countries for cooperation in education and research with a focus on advanced technologies, Artificial Intelligence, and sustainable energy.

The two leaders reviewed the progress of establishing the UAE-India Culture Council Forum and the membership of the council from both sides. The two leaders also emphasized the role of cultural and knowledge diplomacy in shaping a deeper mutual understanding that benefits both nations.

The leaders welcomed the MoU for creation of an intergovernmental framework between India and UAE on the India-Middle East-Europe Economic Corridor IMEEC, which reflected the lead taken by the UAE and India in furthering regional connectivity. The main elements of the Framework include development and management of a logistics platform, including a digital ecosystem, and provision of supply chain services to handle all types of general cargo, bulk, containers and liquid bulk in order to enable IMEEC. This will be the first agreement under the IMEEC initiative, launched on the side-lines of G20 Leaders’ Summit in New Delhi.

The leaders welcomed the MoU to jointly explore, assess and evaluate investment cooperation in the digital infrastructure sector. This MoU was signed by the Ministry of Investment of the UAE and the Ministry of Electronics & Information Technology of the Republic of India and focuses on creating strong and effective collaboration by building relationships between public and private organisations in the UAE and India. It aims to explore and evaluate the possibility of establishing a supercomputer cluster in India and data centre projects in India.

Prime Minister Shri Narendra Modi thanked President His Highness Sheikh Mohamed bin Zayed Al Nahyan for the warm hospitality extended to him and the Indian delegation.
