He received degrees from the University of Pennsylvania and the MIT Media Lab.

His 16 years of government service spanned portions of the Koch, Dinkins, Giuliani, and Bloomberg administrations. In 2015, he was appointed President of the Real Estate Board of New York, serving until 2019. He joined the Board of New York Cruise Lines one year ago. EXCLUSIVE: City Council set to pass bill requiring cruise ships connect to shore power while idling – or sail away

The City Council is expected to pass a bill Thursday requiring cruise ships to connect to shore power instead of burning dirty diesel fuel at port in New York City — lest they be made to walk the plank out of the Big Apple, amNewYork Metro has exclusively learned.

The bill, Intro 4-A of 2024 , would condition access to the city’s two cruise ports at Red Hook and Hell’s Kitchen to only those ships that connect to the city’s power grid to keep the lights on while at berth, instead of burning diesel fuel. Operators will also be required to create plans for mitigating traffic associated with cruise departures.

Brooklyn Democratic City Council Member Alexa Avilés confirmed to amNewYork Metro the bill’s impending passage at the Council’s March 7 stated meeting; she is one of the two prime sponsors of the bill whose district includes the Brooklyn Cruise Terminal, as well as a spokesperson for Speaker Adrienne Adams.

The move comes after years of organizing in the communities around the cruise terminals, particularly in Red Hook, where residents have long complained of cruise ships belching toxic fumes into the atmosphere despite that terminal already being equipped with clean power. The sponsors of the legislation, Erik Bottcher of Manhattan as well as Avilés, say just one cruise ship emits as many pollutants into the atmosphere as 34,000 big rig trucks.

“Our city should be setting standards for all kinds of things. Among them, if you want to come to New York in your ship, you must plug in,” Avilés said in an interview with amNewYork Metro. “There’s no Planet B. We have one planet, one shot.”

Brooklyn became the first port on the East Coast to be equipped with shore power back in 2016, but the system has been significantly underutilized, partially because it was specifically designed for the Cunard Line’s Queen Mary 2 and Princess Line ships.

Not in ship shape

In 2022, Mayor Eric Adams announced a $100 million deal to bring the MSC Meraviglia , one of the largest ships in the world, to berth in Brooklyn year-round. The Meraviglia is over 1,000 feet long and 171,000 gross tons, has space for 5,500 passengers and 2,500 crew, and features 12 restaurants, 20 bars, a waterpark, and a Formula 1 simulator.

But what the Meraviglia lacks is a shore power connection calibrated for Brooklyn’s plugin, and so the Meraviglia powers itself by spewing fossil fuels into Red Hook’s air, which is also polluted by a  concentration of last-mile trucking facilities .

The Economic Development Corporation, the quasi-public city agency tasked with overseeing ports, says by the end of this year it will have installed a “mobile jib,” the “first step” in a new cable positioning system that will ultimately enable the Meraviglia to connect to Brooklyn’s shore power. A spokesperson for MSC Cruises, Field Sutton, told amNewYork Metro that the company intends to connect the Meraviglia to shore power “as soon as the Brooklyn Cruise Terminal is equipped with the capabilities necessary to accommodate all ships.”

Sutton also noted that MSC ships connect to shore power across the world, and said the Meraviglia is equipped with scrubbers “that remove sulfur oxides from ship’s engine and boiler exhaust gases.”

Last year, EDC reached a deal with major cruise companies that gives them until 2035 to retrofit their existing fleets for shore power capability. That is largely in line with the cruise industry’s own self-set goals , which would have all new ships be shore power-capable by 2028 and existing ships be retrofitted by 2035.

“2035 is not an acceptable standard, that is an industry set date based on I don’t know what,” said Avilés. “I’m not interested in appeasing an industry that is quite frankly making billions of dollars profit and where there is like no real local and tangible investment.”

Besides pollutants being emitted from the ship, like harmful particulate matter and sulfur oxide, cruises also draw a huge number of trucks to port to supply ships and cars as passengers drive to the berth. A study conducted last year by EDC and consulting firm WSP found that hundreds of additional vehicles enter Red Hook each day when the Meraviglia is at port in Brooklyn.

Residents of Red Hook say traffic problems have been particularly fraught since the arrival of the Meraviglia, causing buses to be rerouted, emergency vehicles to be stuck in gridlock, and cyclists and pedestrians to be put in dangerous situations.

The pollutants spewed from the ships and the vehicles they draw have had a profound impact, community members say. Adam Armstrong, a longtime shore power advocate who long lived in Red Hook but recently left, partially due to the pollution, said kids growing up on his block were getting asthma and being hospitalized multiple times per week and that “cancer clusters” developed in his area; he suspects that is the result of ship emissions.

Both Council Districts 3 and 38, where the cruise terminals are located, have above-average levels of air pollution compared to the rest of the city, according to Spatial Equity NYC . Local resident Kiki Valentine suspects that her 9-year-old son Hart developed asthma and had childhood lead poisoning as a result of living across the street from the cruise terminal. Hart’s good friend from elementary school also has asthma, and their downstairs neighbor has cancer, Valentine noted.

The bill is not a “silver bullet,” admits Avilés. For one, there are no fines or other penalties associated with failing to connect to shore power, and Avilés says this means the Council will need to exercise rigorous oversight of the cruise companies and the EDC.

After EDC’s initial snafu with shore power at Brooklyn, residents and advocates aren’t quite ready to trust that the agency — under an administration that has supported the cruise industry — will hold companies’ feet to the fire, but they say having the requirement in law is nonetheless a step in the right direction.

“The bill doesn’t answer everything but it’s a big step towards getting shore power more used,” said Carolina Salguero, executive director of waterfront advocacy group PortSide NY. “It sends a message that the EDC , their performance was so bad that a legislative corrective needed to be enacted.”

In a statement, EDC insisted it was already implementing many aspects of the law, a point reps had made to the City Council before and had been disputed by advocates, but said they will work with the lawmakers on fostering a sustainable cruise industry in the city.

“NYCEDC looks forward to continuing to work with Council Member Alexa Aviles, Council Member Erik Bottcher, and their constituents to ensure the equitable and sustainable future of the cruise and tourism industries in New York City,” said EDC spokesperson Jeff Holmes. “NYCEDC is already implementing new processes and procedures that reflect the requirements outlined in Intro. 0004, including ensuring more ships are capable of connecting to shore power while in port and continuing to develop and implement traffic mitigation plans to reduce congestion while ships are in port.”

He also noted that EDC, MSC, and other stakeholders had initiated traffic mitigation efforts aside from WSP’s study, including contracting crossing guards, adding lanes at the terminal to improve traffic flow, and beefing up ferry and charter bus service.

“We are committed to working with all stakeholders to ensure that local businesses are also benefitting from the growing tourism industry,” Holmes continued, “including the economic impact from the cruise industry.”

Other ports around the world are embracing shore power at a faster clip than New York, critics charge. Miami, which has the world’s second-largest cruise terminal, expects to have a large shore power apparatus by the end of this year. The port of Seattle has had shore power since 2004. In California, all cruise ships were required to plug into shore power at Golden State ports starting last year, and all ships, including cargo vessels, are required to use it by 2027.

Manhattan’s cruise terminal, which sees about 10 times the traffic as Brooklyn, is not shore power equipped at all. At a hearing last month, EDC officials said the agency is nearly done with a feasibility study on shore power at that port. Whether or not the terminal has the electrical infrastructure needed for a shore power apparatus, agency honchos said it would take many years and millions of dollars to retrofit the facility.

American Cruise Lines Highlights 2024 New England Season

American Cruise Lines has highlighted its 2024 summer season of New England cruises.

The summer 2024 collection features eight- to 15-day itineraries, including brand new Yankee Seaports cruises between Boston, MA, and New York City, and new Hudson River Summer Classic cruises, roundtrip from New York City.

Calling on over twenty New England Ports from May through September, itineraries include visits to Plymouth, Bar Harbor, Bangor, Nantucket, Martha’s Vinyard, Block Island, Newport, Gloucester and more. Sailings also begin and end in regional ports like Boston, MA; New York City; Providence, RI; Bar Harbor, ME; and Bangor, ME.

New York City Council Votes to Require Cruise Ships to Connect to Shore Power When Docked at Terminals

Council also votes to expand electric vehicle charging infrastructure, rename Animal Care Center in Queens in honor of former Council Member Paul Vallone, and call for State to reform home care regulations

City Hall, NY – Today, the New York City Council voted to pass legislation requiring cruise ships with shore power capability to connect to shore power, where such connections are available and it is safe and practicable to do so. Cruise ships docked at the City’s terminals often run dirty diesel engines while idling, generating harmful emissions that impact surrounding communities. Shore power allows ships to shut down engines and plug into electrical grid power while stationary.

The Council also voted to expand the requirements for electric vehicle supply equipment, and to designate the Animal Care Centers of NYC facility in Queens as the Paul A. Vallone Queens Animal Care Center. Former Council Member Paul Vallone was a passionate advocate for animals, and advanced numerous pieces of legislation related to animals in his time as a Council Member.

“Today, the Council is passing critical legislation to protect and support residents who live in communities surrounding our city’s terminals,” said Speaker Adrienne Adams . “By requiring cruise ships to connect to shore power, this law will limit harmful emissions and mitigate pollution, noise, and other impacts on local neighborhoods. I’m also proud to enact my bill to rename the Animal Care Center in Queens after my dear friend and former Council Member Paul Vallone, a passionate advocate for animals and their care. Council Member Vallone championed efforts to ensure that full-service animal shelters are operated in all five boroughs, and this renaming is a fitting tribute to his longstanding commitment to animals and our city. I thank my colleagues for their support in passing today’s legislation.”

Requiring Shore Power and Community Impact Mitigation at City Cruise Terminals Introduction 4-A , sponsored by Council Member Alexa Aviles , would alter the terms of the contract between the City and the NYC Economic Development Corporation (EDC) to require EDC to compel cruise terminal operators to mandate cruise ships with shore power capability to connect to available shore power systems when docked. EDC would also be required to create and regularly update community traffic mitigation plans in the neighborhoods around each terminal, in consultation with the Department of Transportation, the Police Department, and residents of the surrounding neighborhoods. The plans would outline strategies to reduce pollution, noise, and other disruptions from passenger movements to and from cruise terminals. By altering EDC’s cruise terminal operating contracts, the bill intends to reduce emissions from ships at berth while addressing community impacts through traffic mitigation plans.

The Port of New York, which encompasses the cruise terminals in Red Hook and in Midtown Manhattan, is the third largest cruise market in the U.S. and one of the busiest cruise and shipping ports in the nation. While the Brooklyn Ferry Terminal has the capacity to handle shore power, it remains underutilized, and the Manhattan Terminal lacks shore power capability altogether. Support for shore power capacity would greatly lower emissions, reduce the carbon footprint, and create an advantage to the ship operator by reducing the overall costs in the field.

“From the jump, the effort to pass Introduction 4-A, the Our Air Our Water Act, was organized by and for Red Hook first and to the benefit of the city as a whole,” said Council Member Alexa Aviles . “This is a community-led victory that’s been years in the making, a step toward righting historical wrongs, and I’m grateful to play a part in its passage. I’m also grateful to Majority Leader Farias and Speaker Adams for prioritizing it so early in the term, as well as co-sponsor Bottcher for his partnership on the legislation. With our air and water at stake, I remain committed to putting community health needs over the corporate greed of the cruise ship industry and last mile polluters. This fight is far from over.”

Expansion of Electric Vehicle Charging Infrastructure     Introduction 17-B , sponsored by Council Member Justin Brannan, would require the installation of electric vehicle supply equipment (EVSE) in open parking lots and parking garages with 10 or more spaces that are licensed by the Department of Consumer and Worker Protection (DCWP), and future requirements for all other lots and garages with 10 or more spaces. The existing public charging network for electric vehicles throughout New York City is small and this poses a barrier to accelerating electric vehicle adoption.

This bill would break out requirements for installing EVSE based on whether the parking garage or lot is licensed by DCWP. For those licensed by DCWP, the lots and garages would be required to install EVSE in 20 percent of parking spots, and 40 percent of parking spots would need to be capable of supporting EVSE by 2035. Additionally, various City agencies would conduct a study and issue a report on the requirements for remaining lots and garages to install EVSE. Certain exemptions and modifications of these requirements would be available in particular circumstances. The Department of Buildings would also be required to issue an annual report on the progress of installing EVSE in subject parking garages and open parking lots. This legislation would take effect on the same date the Electrical Code update takes effect.

“Electric cars will drive us to a sustainable future,” said Council Member Justin Brannan . “But we can’t expect drivers to make the switch from fossil fuel-powered to electric vehicles if our city is not built out to support them. I believe we have a responsibility to make it easier to own and operate electric cars in this city. My bill will make electric vehicle charging stations more widely available than ever before, ensuring that wherever you live, visit, or work in New York City, you can charge your electric vehicle. We can reshape our infrastructure in a way that empowers New Yorkers to make the switch and drive vehicles that will reduce greenhouse gas emissions, combat climate change, and promote energy independence. If we build it, they will come.”

Renaming Paul A. Vallone Queens Animal Care Center

Introduction 1-B , sponsored by Speaker Adrienne Adams , would designate the Animal Care Centers of NYC facility in Queens as the Paul A. Vallone Queens Animal Care Center. Former Council Member Paul Vallone was a passionate advocate for animals, and advanced numerous pieces of legislation related to animals in his time as a Council Member. This includes the passage of his bill establishing Local Law 123 of 2018, which requires the Department of Health and Mental Hygiene to ensure that full-service animal shelters are operated in all five boroughs.

Establishing Minimum Ad Revenue in For Hire Vehicles Introduction 172 , sponsored by Majority Leader Amanda Farías , would amend Local Law 33 of 2024 to clarify that any driver of a for-hire vehicle with an approved tablet in their vehicle would receive a minimum of 25 percent of the gross revenue generated by such tablet in their vehicle. It also would set the fee for the interior advertising company license at $500.

“Today we passed an amendment to Local Law 33 to ensure drivers get a fair share and so companies are clear in their role,” said Majority Leader Amanda Farias . “Introduction 172 clarifies what was solely a 25% compensation rate to instead be a minimum of 25% rate of gross revenue generated. The revenue sharing model outlined within this bill will allow for a more competitive market to give drivers to truly reap the benefits of the ad revenue that will be generated by the advertisements played on in-car tablets. I worked with the Administration to establish a $500 license fee for all contracting companies to pay NYC, not the drivers. This amount is based on the Administration’s user cost analysis and is in line with similar fees companies already pay, like livery base fees. This bill continues to put New York City rideshare drivers first and I am incredibly proud to have gotten this done for drivers across the City.”

Calling for State Legislation to Improve the Working Conditions of Home Care Aides Resolution 202 , sponsored by Speaker Adrienne Adams , calls on the New York State Legislature to pass, and the Governor to sign, legislation to increase the wages and improve the working conditions of home care aides to support the essential workers in New York’s vital home care workforce.

Home care shifts are long and demanding, sometimes totaling 24 hours—known as a “live-in shift”—only 13 of which are compensable in most cases under regulations of the State Department of Labor. In order to address this and improve wages and working conditions for home care workers without harming their employment and ability to provide care, changes must be made to state Medicaid reimbursements, labor regulations, and other policies.

Together, state legislation, the “ Fair Pay for Home Care Act ,” and “ Home Care Savings and Reinvestment Act, ” would increase wages for home care aides and repeal the partially capitated Medicaid-managed long-term-care program and replace it with a fee-for-service model to cut down healthcare administration costs, as well as ensure continuity of care for patients and adequate reimbursement for providers. 

“Home care aides are essential workers who often work long hours and provide critical care to patients, particularly older adults and people with disabilities,” said Speaker Adrienne Adams . “They deserve improved wages and safe working conditions that reflect the value of their labor. It is critical that we work with our state counterparts to pass existing legislation in Albany that can change the state regulations blocking this vital and growing workforce from being paid beyond 13 hours and advancing fair work standards.”

230 Kent Avenue Rezoning – Kent Riverview LLC seeks a zoning map amendment from an M1-4 district to an M1-4/R7X (MX-8) district, and a zoning text amendment to designate a Mandatory Inclusionary Housing (MIH) area. These actionswill facilitate a new 8-story; 32,800 square feet mix-used residential, commercial, and community facility building. It will include 40 housing units, approximately 12 affordable units and 20 bicycle parking spaces The Council is modifying the application to strike MIH Option 2 (therefore requiring MIH Option 1) and remove the ConEdison utility property from the rezoning area , Council Member Lincoln Restler’s district. 

Timbale Terrace – NYC Department of Housing Preservation and Development seeks designation and project approval of an Urban Development Action Area Project (UDAAP) and disposition approval of City-owned property to facilitate a development of a 19-story; 228,997 square feet building. It will include 330 affordable housing units; 97 supportive units, 10,000 square feet of ground-floor community facility theater and community programs, offering a permanent home to the Afro Latin Jazz Music & Arts Center. There will be private outdoor recreation space for building tenants, a green roof, a laundry room, a fitness center and 75 parking spaces, in Council Member Yusef Salaam’s district.

A new approximately 547- Seat Primary School Facility – The New York City School Construction Authority (NYCSCA), proposed site selection for property located at 6389-6393 Broadway, in the Riverdale neighborhood of the Bronx. These actions will facilitate the construction of a new primary school with about 547 seats serving Community School District 10, in Council Member Eric Dinowitz’s district.  

The Landmarks Preservation Commission’s designation of Joseph Rodman Drake Park and Enslaved People’s Burial Ground – in Council Member Rafael Salamanca, Jr.’s district is a New York City Park of approximately two and a half acres in size, which contains two colonial-era cemeteries within its bounds. The Hunt-Willett-Leggett cemetery for those early settler families; and an enslaved people’s cemetery, for those forced to labor for these families in the Hunts Point neighborhood of the Bronx. 

The Landmarks Preservation Commission’s designation of the Barkin, Levin & Company Office Pavilion – isaminimalist structure that was originally part of a factory that manufactured women’s coats in the late 1950s, in Council Member Tiffany Cabán’s district.

The Landmarks Preservation Commission’s designation of the Modulightor Building – named for the architectural lighting company architect Paul Rudolph founded with business partner Ernst Wagner in 1976. The Modulightor building is a unique and distinguished example of late 20th century modern design. It contains commercial space, an expanded duplex apartment, and two floors used for exhibitions and events in Council Member Keith Powers’ district.

Appointments

The Council voted to confirm the Mayor’s appointment of Amy E. Millard and the reappointment of Milton L. Williams to the New York City Conflicts of Interest Board.

The Council approved the Fiscal Year 2025 proposed operating budget, including $75.7 million dollars for Personal Services and $24.3 million for Other Than Personal Services (OTPS).

City Cruises is seeking a Captain for our City Cruises operation in New York City.

About You :

This person will be adaptable, dynamic, and embody City Experiences' RESPECT Service System.

About the Opportunity :

The successful Captain will greet all guests and ensure each guest is attended to in an appropriate manner ensuring consistently high levels of safety, quality, service, and guest satisfaction, while maintaining a high level of profitability.

Essential Duties & Responsibilities :

  • Rotate as cruise captain on cruises and ensure adherence to procedures detailed in the Product Management Guide. This includes thorough pre-cruise preparation, adherence to cruise scripts, supervision of crew, proper piloting of vessel, adherence to all Coast Guard rules and regulations, and guest satisfaction.
  • Gather pertinent cruise event details from the other departments to ensure special guest requests are fulfilled thereby ensuring complete guest satisfaction.
  • Conduct pre-cruise meetings and communicate to crew all necessary information regarding the cruise (special needs, boarding procedures, etc.).
  • Ensure that staff and guests adhere to all safety standards and procedures.
  • Participate in the execution of the Safety Program, including emergency drills.
  • Participate in the proper maintenance of all ship's systems and boarding facilities including but not limited to gangways, diesel, hydraulic, pneumatic, electrical, water (potable, raw, black, and gray), fire suppression, communications, and navigation.
  • Ensure adherence to Coast Guard rules and regulations, and other federal and local rules and regulations.
  • Ensure strict compliance to Emergency Response Plan.
  • Execute other projects as assigned by management.
  • Recruit non-exempt operations staff (crew) when necessary to fill vacant positions.
  • Deliver training to new crew.
  • Schedule crew according to staffing matrix.
  • Adhere to Company's performance management guidelines for all discipline and termination situations.
  • Develop positive working relationships with city department heads and peers.
  • Develop strong teamwork within the staff.
  • Resolve guest problems in conjunction with the on-duty Restaurant Manager utilizing strong guest service skills and exercising effective communication skills in keeping with company objectives and guest retention.
  • Oversee the implementation and execution of safety programs in accordance with Coast Guard regulations and established Company policies
  • Complete all shift records : checklist, logbook, payroll, and documentation of safety training.
  • Ensure that incident reports are completed accurately and promptly.
  • Participate in administration of payroll system including scheduling, checking, transmitting, and processing.
  • Execute collateral duties as assigned by Marine Management : uniforms, crew training, safety training, recruiting, scheduling crew and routine vessel maintenance.
  • Schedule crew work periods to achieve maximum payroll efficiency.
  • Attend all scheduled meetings.
  • Other duties as assigned.

Requirements & Qualifications :

  • High school diploma or equivalent required.
  • Must currently possess 100-ton license with a satisfactory record.
  • Minimum of five (5) years of marine experience-preferably to include two (2) years as a captain with an outstanding record.
  • Detailed working knowledge of all ship's systems and their proper maintenance : gangways, diesel, hydraulic, pneumatic, electrical, water (potable, raw, black, and gray), fire suppression, communications, and navigation.
  • Must be able to operate vessel in accordance with all Coast Guard rules and procedures.
  • FCC Marine Radio Operator Permit.
  • Vessel handling and navigation knowledge required.
  • Able to communicate effectively in oral and written form.
  • Able to effectively deal with internal and external guests some of whom will require high levels of patience tact and diplomacy.
  • Ability to establish and maintain effective working relationships.
  • Ability to analyze and solve problems.
  • Demonstrated ability to manage multiple priorities / tasks.
  • Proficient knowledge of Microsoft Office applications (especially Word & Excel).
  • Per USCG regulations, must be a US Citizen or Permanent Resident.
