Learn more about South Korea

Geograhy and environment.

South Korea is located at the south end of the Korean Peninsula, between the Sea of Japan and the Yellow Sea. Separated from   Japan   by the Korean Strait and demarcated from the state of North Korea by Korean Demilitarized Zone (DMZ), South Korea's terrain is a mix of flat lowlands and forested mountains. The coasts of South Korea are rocky and jagged, with thousands of islands (mostly inhabitable) scattered off the coastline.

Culture and customs

South Korea draws some traditions and customs from other neighbouring countries in Asia with a culture that stems from Confucianism. This system of philosophical and ethical teachings was introduced to South Korea in the 4 th century through Chinese scholars and was quickly embraced by the wider population until it officially became the state ideology in the early 1900s.

Confucianism emphasises respect for aging, elders and ancestors, an intrinsic hierarchy that runs through work and social life, and upholds traditional family roles so you’ll often see families living together in one house.

During your travels around South Korea, you’ll also see plenty of traditions such as the act of bowing when greeting people, women wearing traditional dress (hanbok) and the practice of taekwondo (Korean martial arts). As well as ancient beliefs, new generations of South Koreans are embracing a modernised culture, one full of K-pop, Korean cosmetics and popular foods like kimchi and tteokbokki.

History and government

South Korea’s had an often turbulent history dating back to around 8000 BC when it was known as just Korea, but the country’s most impactful conflict began in the 1500s with the attempted Japanese invasion. Korea went on to become a Japanese colony in 1910 following its annexation of the Korean Empire, which ended in 1945 at the conclusion of World War II.

The country was then divided into two parts, the northern part which was protected by the Soviet Union and the southern part which was protected largely by the United States. Both the northern and southern parts of Korea officially became North and South Korea in 1948 when the two regions failed to agree on forming one, united government.

In 1950, North Korea set in motion the Korean War which was intended to unify the two countries under communism. But after much destruction to infrastructure and loss of human life, a cease-fire was called in 1953 with both countries signing the 1953 Korean Armistice Agreement. The two countries have since agreed to work towards a final settlement (The Peace Treaty on the Korean Peninsula) to formally and officially end the Korean War.

South Korea now enjoys a fully prosperous economy with a similar capital economic standing to countries such as the United States, Japan and various countries in Western Europe.

You can’t go to South Korea for shopping and not stop in Seoul – the country’s premier destination for all things fashion, electronics, street food and skincare. In this shopper’s paradise of a city, you’ll find traditional Korean items perfect for souvenirs to tech gadgets not yet available on Australia’s shores.

Some notable districts/destinations where you can shop ‘til you drop include:

  • Myeongdong (shopping district)
  • Dongdaemun Market (shopping centre)
  • Cheongdam-dong (luxury boutique area)
  • Pyeonghwa (wholesale market)

Top 5 culinary delicacies of South Korea

1. bibimbap.

As one of Korea's standout dishes, bibimbap is a tasty concoction of meat, vegetables, egg and rice. Soy sauce, chilli paste, garlic and sesame oil all add flavour to this amazingly colourful dish found everywhere in Korea.

Kimchi is hailed as a nutritional powerhouse - packing a healthy punch of nutrients, vitamins and beneficial bacteria that makes it one of the world's healthiest superfoods. But most people don't eat these fermented vegetables for health reasons - it's the uniquely, tasty flavour and versatility that makes kimchi so popular in Korean cooking.

These delicious, savoury pancakes are a standard of Korean cuisine. With hundreds of different varieties, jeon can be served with red meat, chicken, seafood, vegetables, tofu and even edible flowers.

Similar to sushi, these highly popular rice-based morsels feature fish, beef or crab, wrapped in seaweed with pickled or fresh vegetables. Available all over Korea, they are the perfect snack on the run or quick, cheap lunch to enjoy between sightseeing.

Arriving in Korea by the way of Mongolia, mandu are essentially boiled, steamed or pan-fried dumplings. A cheap, street food favourite, mandu can be filled with everything from pheasant to tofu, cucumber, beef and beyond.

Try out these foods on our 8 day South Korea Real Food Adventure.

Welcome to South Korea

South Korea is a charming nation situated on the southern half of the Korean Peninsula. It is well-known for occupying one of the world’s most heavily militarized borders; that it shares with North Korea. However, South Korea is a peaceful country covered in green, hilly countryside, UNESCO World Heritage Sites, tea plantations, centuries-old Buddhist temples and coastal fishing villages. It has an eclectic mix of ancient culture and modern technology and can trace its history back half a million years.

These days most cities consist of a new fashionable area with coffee shops and karaoke bars, but in these same cities you will also find the Korea of old; alleyways and street markets in an intriguing maze where vendors sell everything, just as they have done for hundreds of years.

South Korea also bursts with magical pink blooms in March for Cherry Blossom season and is often less crowded than the Japanese season.

Our  Scenic South Korea tour takes in all the sights and wonders of this fascinating country which is emerging as one Asia's bucket list destinations.

FAQ about Holidays in South Korea

Any time from March to May is a lovely temperate climate to explore. If a cooler climate is your preference, then a visit between September and November will allow you the opportunity to watch the autumnal colours change across the landscape. Did you know that South Korea also has a spectacular Cherry Blossom season? The Best time to see this is in March.

Did you find this helpful?

Korean cuisine is delicious, colourful and healthy. Meals are usually served with a bowl of rice and a bowl of soup and consist usually of banchan (side dishes) including Kimchi (seasoned and fermented vegetable), fish and meat. Most food is eaten with chopsticks so best get practicing as cutlery is not always available at restaurants. Korean food is generally hot and spicy compared to Chinese and Japanese cuisine.

South Korea is the ultimate destination for exploration, be that independently or with a guide. If you like having an expert at your side for the duration of your trip, we would highly recommend having a guide for your tour. They will be able to take you to the iconic sights as well as the hidden gems with no troubles as well as share their passion, and love for their local region. A guide will be your local resource throughout your trip, whether that be to talk about the history of a place or to suggest an excellent restaurant! South Korea can of course be done independently but we would still recommend a guide or local to be on hand to point you in the right direction or help recommend where to go.

South Korean society and culture is built on intricate social etiquette and customs. As foreigners, we are not expected to be knowledgeable about all etiquette, but it will make your time in South Korea more enjoyable if you are respectful of local customs. Some examples of scenarios you may encounter include removing your shoes and hats when entering a temple or house (some restaurants as well). You may be supplied with slippers at some places, but please come prepared with plenty of spare socks, and shoes that are easy to take off for the fairly regular occasions when they must be removed. It is also more polite to use both hands when giving or receiving things, such as money or change. Your Local Guide will advise you of some of these other customs at the beginning of your tour.

An Electronic Travel Authority (ETA) is required for Australian passport holders and is included in all of our escorted group tours.

There are few trips as underrated as a tour of South Korea. For many, little is known outside of Gangnam Style or the phone in their pocket. In recent years however generalisations are beginning to change. Korean art, films, TV and pop music have global fanbases. The food – among the most unique of all Asian cuisines – is creeping into Europe and could be the next big dining trend. The Land of Morning Calm is stirring.

Few lands have seen such transformation in the past half century. At the end of the Korean War not many would have thought this largely destitute nation would in a few decades become one of 20 largest economies on the planet. Tellingly, South Korea remains the only country worldwide to have graduated from former recipient to current donor of global aid – a process begun in 1953, and ended in 1995. The intermediate years saw economic development on an industrial scale; the so-called ‘Miracle of the Han River’ has led to a global stereotype of South Korea as somewhat grey: lacking the cultural or historical import of China to the West, or the technicolour futurism of Japan to the East.

This is a misconception: South Korea is buzzing. Nowhere is this epitomised more than the capital Seoul, a sprawling urban mass of juxtaposition: neon-lit shopping arcades are crammed in amongst traditional markets; multi-lane highways lead to expansive parks; domino-like rows of tower blocks are broken by ancient temple complexes. Outside of Seoul, the bulk of the country is largely mountainous and quite stunning. A broad range of adventure awaits - particularly around national parks in Seoraksan, Songnisan, and Odaesan. Smaller cities of Busan, Gwangju, Jeonju each have their own unique personality and offer something different, while one is never far away from a rich and varied history - particularly in the cultural hubs of Andong and Gyeongju.

At equal points futuristic and reverent, always surprising and never dull, a holiday to South Korea will greatly reward the curious traveller. Find out more by taking a look at our sample tours, or contact us directly for a tailor-made itinerary.

What Are ‘Dumping Tours’ and Why Is South Korea Cracking Down on Them?

Peden Doma Bhutia , Skift

July 2nd, 2024 at 12:35 PM EDT

Ever snagged a dirt-cheap tour package and thought you hit the jackpot, only to find your guide dragging you from one souvenir shop to the next? Well, guess what? You’ve just been on a dumping tour.

Peden Doma Bhutia

South Korea is taking action to combat the practice of “dumping tours,” when tourists are pushed into shopping at specific locations, often at inflated prices.

The South Korean government has said it would crack down against travel companies that attract tourists with low-priced packages and then make up for the loss by including frequent shopping activities, from where they earn commissions from vendors.

These travel packages are also sold on social media.

The tourism ministry also plans to meet with travel agencies next week to explain the new guidelines, review 215 agencies specializing in group tours in July, and welcome new applications for licenses in August. Companies that present innovative and ethical tour programs will receive extra credits, the government has said.

The Problem with Dumping Tours

Dumping tours have long been a source of frustration for visitors to South Korea. These tours often lure tourists with attractive, low-cost packages, only to compensate for the discounted prices by incorporating numerous shopping stops. Travel companies earn commissions from these stops, which frequently include duty-free shops and souvenir outlets.

Korean media had reported that these tour guides often usher tourists into shops to buy overpriced items such as cosmetics, nutritional supplements, and other goods.

Some companies also charge tourists extra for “optional tour activities” at sites that are usually free to enter, undermining the promise of all-inclusive package tours that should guarantee visits to major tourist sites.

These tours often employ unlicensed guides, known as “tour conductors,” who earn commissions from the shops instead of regular wages.

Government’s Response

In a landmark move, the South Korean government suspended a travel agency for a month after a Chinese tourist reported to the Tourist Complaint Center that he was being forced to shop during their tour.

This marked the first time that the government had suspended a travel agency’s operations due to such practices.

The Seoul metropolitan government has been vocal about the negative impact of dumping tours on the city’s reputation and how it could damage the recovery of its tourism sector post-pandemic.

Efforts to curb these practices began last year in October with inspections of illegal tour guides and accommodations, as well as the establishment of an illegal tourism report center in December.

The government this year also announced that it would target unlicensed tour guides, particularly in popular areas like Myeong-dong in central Seoul.

Focus on Chinese Market

South Korea is focusing heavily on one of its largest tourism markets: China. There are also plans to survey other countries.

An earlier survey of nearly 3,100 Seoul travel packages sold on four major online platforms in China revealed that 85 of the 100 lowest-priced packages were likely promoting dumping tours.

Of these 85 tours, 45 included six to eight shopping trips during a five-day tour, with the package tours priced lower than the combined cost of airfare and accommodations.

South Korea Tourism Numbers

In 2023, South Korea saw a significant rebound in tourism, with 11 million international visitors — a 241% increase from the previous year. This surge brought the country’s international arrivals to 63% of the pre-pandemic level of 17.5 million visitors recorded in 2019.

Around 2.1 million of these tourists came from China, which had by then lifted its stringent travel restrictions. While Chinese arrivals were still at 33% of the 2019 level, it represents a considerable recovery. Back in 2019, more than 400,000 Chinese travelers visited Korea each month, peaking at 578,112 in August that year, according to the Korea Tourism Organization (KTO).

The importance of Chinese tourists to South Korea’s tourism sector is clear. In 2019, over one-third of all foreign visitors to Korea were from China. However, this ratio dropped to one in five from 2023 to March 2024.

However, the number of Chinese visitors is rising sharply, with a 470% increase from January to April this year compared to the same period in 2023, as reported by the Korea Times. About 10% of these travelers arrived as part of large group tours.

Useful information for planning your vacation in South Korea

South Korea’s fresh, complex, spicy food is a trip highlight, and you should try Korean barbecue, the national staple kimchi (spicy fermented cabbage), and the country’s signature fried chicken while here. Fish is another mainstay and is often served raw, and you’ll also find plenty of dishes made from beef, pork, and chicken, with almost everything served with kimchi and gochujang (red chili paste).

For a culinary treat, seek out temple food. A food movement with its roots in the country’s Buddhist temples, it champions a vegan, slow-food ethic and is often made with foraged ingredients lovingly formed into healthy dishes with rich layers of vegetables, herbs, and spices.

The national drink, soju, is a strong rice wine with a widely variable alcoholic content. You’ll also find beer served throughout the country, especially alongside fried chicken.

The official language of South Korea is Korean. English is often spoken in Seoul, but the further from the city you go, the less likely you are to encounter English.

The currency of South Korea is the won (KRW). You’ll find ATMs in cities and larger towns, and credit cards are accepted in hotels, and in larger restaurants and stores. In small businesses, markets, and in rural areas you’ll need to pay in cash.

Tipping isn’t expected in South Korea.

For the latest travel advice for South Korea, including entry requirements, health information, and the safety and security situation, please refer to the State Department website .

Royal palaces and temples, volcanic peaks, avant-garde cities, traditional markets, a poignant history, and lively contemporary culture collide in South Korea. It’s a country where ancient traditions sit alongside cutting-edge technology, and temple visits are as popular as karaoke bars and cat cafes.

You could wander city markets for a taste of everyday life, take a tour of Seoul’s street food stalls , or explore K-pop culture on a tour of modern Seoul. Learn about the Korean War and its lasting legacy on a tour of the North Korean border zone , or hike up volcanic cones, around basalt cliffs, and through lava tubes on eastern Jeju island .

You can learn about ancient history in the Bulguksa Royal Temple Complex, a UNESCO World Heritage Site, explore a whole town dedicated to art and crafts, or simply relax on the beach in designer style.

South Korea’s hotels have a sleek design and lofty standards and range from themed boutique hotels to modern, minimalist retreats, and international chains. For example, you could stay in a stylish, five-star hotel with a Michelin-starred restaurant in Seoul, a high-rise, high-tech tower on the waterfront in Busan, a large, international-style hotel with spa, gym, and pool, or a boutique hotel with a silver-screen theme.

You’ll also find large waterfront resorts on the coast with contemporary design and pools, spas, and often water sports. For more ideas take a look at our places to stay in South Korea .

South Korea’s highlights include the dynamic capital Seoul, beachfront Busan, imperial Gyeongju, and volcanic Jeju island. Most visitors arrive in Seoul , a multi-faceted city where 14th-century palaces butt up against massive malls, traditional markets, karaoke bars, and gleaming skyscrapers.

From here, you can take a trip to the Demilitarized Zone (DMZ), the no-man’s land that separates North and South Korea, to learn about the region’s complex history. Head to Gyeongju , the imperial capital for almost 1,000 years, to visit palaces, pagodas, and temples, or Busan for markets, hot springs, and time on the beach.

For more outdoor activities, Jeju island offers the chance to hike up South Korea’s highest peak, explore volcanic craters and lava caves, or watch the island’s female free divers harvest oysters, abalone, and clams right off the beach.

It takes around 16 hours to fly from the East Coast of the US to South Korea, and around 13 hours from the West Coast.

The time zone in South Korea is UTC+9 hours. Daylight Savings Time isn’t observed.

The best way to get around in South Korea is by high-speed train. The high-speed rail network links major cities and is efficient and comfortable. Combined with a private driver and guide to take you to regional destinations, you’ll be able to get to all the main attractions with ease.

US citizens don’t need a visa to enter South Korea for stays up to 90 days, but you may be asked for evidence of an onward or return ticket. Citizens of other countries should check their visa requirements. We recommend our partner Visa Central .

US citizens are currently exempt from the requirement for a Korean Electronic Travel Authorization (K-ETA) and will be until December 2024. Prior to this, electronic travel authorisations could be obtained cheaply and easily online. You can check up-to-date requirements on the K-ETA website .

Your doctor can give you immunization advice for travel to South Korea, but you should also ensure you’re up to date with the recommended vaccinations at home. You can also check the suggested vaccinations on the  Centers for Disease Control and Prevention website .

Your passport should be valid for a minimum of six months from the date you arrive in South Korea and have at least two blank pages.

What to know about Nikki Hiltz, the trans and nonbinary runner who’s Olympics-bound

Nikki Hiltz looks on ahead of competing in the first round of the women's 1500 meters

Middle-distance runner Nikki Hiltz competed in the U.S. Olympic Trials on June 30, where they clocked the second fastest time ever recorded by an American in the women's 1500-meter race.

The history-making run has solidified Hiltz's place as a force to be reckoned with on the global stage. The transgender and nonbinary runner will be heading to the 2024 Paris Olympics to compete among the world's elite athletes.

Nikki Hiltz celebrates crossing the finish line to win the women's 1500 meter final

Here's everything to know about Nikki Hiltz.

From collegiate to professional success

Raised in Aptos, California, Hiltz discovered their passion for running early, claiming the California women's 1600-meter state title as a junior in high school in 2012 before earning a track scholarship to the University of Oregon , which they told Runners World in April 2021 .

After two years running for the Oregon Ducks, during which Hiltz and their team became a 2015 NCAA Division 1  &  Pac-12 Conference , Hiltz transferred to the University of Arkansas , according to Hiltz's Runners World interview.

Hiltz told the outlet that from there, they cemented their reputation as a rising star in the NCAA, capturing seven All-American honors and two runner-up 1500-meter finishes at the NCAA Championships, laying the foundation for a career that's been nothing short of extraordinary.

After graduating, Hiltz signed a contract with Adidas in 2018 , officially becoming a professional runner. They had a successful first season in 2019, placing first at the USATF 1 Mile Road Championships and setting a new course record, taking third in the 1500 meter at the USATF Outdoor National Championships and qualifying for the IAAF World Track and Field Championships .

Hiltz finished 12th in the world in October 2019, writing on Instagram , "Not the race I wanted but I'm so stoked I got to be apart the fastest 1500 final in World Championship history! Letting this experience light my fire for next year! I hear there’s like an Olympics or something...."

How the athlete has embraced visibility

But Hiltz's journey isn't just about medals and records. On International Transgender Day of Visibility in March 2021, they announced on Instagram that they are transgender and nonbinary.

"It’s complicated and complex and something I’m still trying to navigate myself, but I’ve decided it’s time to share my gender fluidity with you all," Hiltz wrote in the post. "Posting this is both exciting and terrifying but I am and always will be a firm believer that vulnerability and visibility are essential in creating social change and acceptance."

As a proud member of the LGBTQ+ community, they've become a symbol of visibility and advocacy, on and off the track. Their openness has sparked conversation about inclusivity and representation in sports. However, transgender athletes still face restrictive policies within their sports.

Last year, the World Athletics Council, the governing body of track and field, barred transgender women from competing at the highest levels of sport.

As a result, Hiltz cannot receive gender affirming care, including taking testosterone.

“Going to the Olympics is such a dream of mine,” Hiltz said in an interview with Runners World in June 2023. “But it’s also such a dream of mine to take testosterone or grow facial hair or have top surgery, and so I think sometimes I can really resent this sport.”

Their road to the 2024 Paris Olympics

Fortunately, Hiltz is finally going to see out their Olympic dreams next month in Paris.

After failing to qualify for the Olympic Trials in 2021, Hiltz was determined to come back stronger , and stronger they did, punching their ticket to Paris with a blazing 3:55.33.

"This is bigger than just me," Hiltz told NBC Sports in a post-race interview . "All the LGBT folks, yeah, you guys brought me home that last hundred (meters). I could just feel the love and support.”

Leading up to the trials, Hiltz won their first USATF Outdoor National Championship title in the 1500 meter in July 2023 . They broke the American mile record at the Monaco Diamond League with a time of 4:16.35.

Nikki Hiltz crosses the finish line to win the Women's 1500m Final during the 2023 USATF Outdoor Championships at Hayward Field on July 08, 2023 in Eugene, Oregon.

Hiltz attributed their success to the love and support they've received from the LGBTQ+ community.

"Queer people can thrive when we make a space for them, love them, and embrace them for who they are. Thank you to everyone who does this for me," Hiltz wrote in an Instagram post . "Your love allowed me to run free last night and break a 38 year old American record. That’s powerful stuff."

Off the track, Hiltz is also a race organizer. Since 2020, they've hosted an annual Pride 5k event, which they describe on the Pride 5k's website as "a safe space for people to show up as themselves."

"Our goal is to make sure that every transgender person knows that there is an entire community of runners who love and support them and believe they belong everywhere they decide to be."

In its first three years, Pride 5k has raised over $172,000, according to the website, with proceeds donated to the Trevor Project, an organization that provides crisis and suicide intervention for LGBTQ+ youth.

What people love about South Korea Tours in Spring

great overview of Korea, guide was knowledgable and friendly, value for money as many delicious and authentic meals were included. Hotels were modern and comfortable. My only complaint was the hotel in Seoul was not as well located as it could have been a bit far from the main sites. However for the price this was an extremely good value tour and I enjoyed it very much and would have no hesitation in recommending it.
We had an amazing time at the premium 10 day South Korean tour. Our tour guide Jin was very nice. He made sure we had a great experience in every location. The accommodation was excellent including the Hanok village and especially the Grand Josun. Korean food is so healthy and delicious. We saw a lot in this trip - Seoul City, Gyeongju, Gamcheon, Busan, Jeju . Each place is so unique and beautiful. The highlights for us were visiting the DMZ, the night yacht with fireworks in Busan and the fishing in Jeju. We even caught tuna and enjoyed tuna sashimi on the boat. Thanks to the captain and his crew. This is a truly memorable vacation. We are planning to return to South Korea in the future.
I did this tour with Mr Jay in June 2024. Mr Jay was very knowledgeable, helpful and provided me and our tour group with great insight in Korean culture, food, history, and way of life. He was always ready to help whenever we required. His personality and the way he made each one of us feel safe, happy is to his credit. I can only highly recommend and Hana Tour for once again going above and beyond expectations!

Holidays to South Korea

South korea somehow escaped the attention of international travellers for far too long, but the secret is now out – people are now coming from all over to see and enjoy this charming, quirky, super-friendly little slice of the far east..

Our holidays to South Korea offer a journey into the rarest of the rare: a country that’s packed to bursting with quirks, charm and cultural riches, but that still – for now – feels like something of a joyous secret.

Of course, with its K-pop megastars, Oscar-winning films, and a cuisine becoming more popular by the year, it’s only a matter of time before Hallyu, the so-called “Korean Wave”, sweeps the globe. And now could be the perfect opportunity to ride on its crest with our tailor-made South Korea holidays.

Spend some time travelling the peninsula and you’ll find that South Korea – or just plain “Korea”, to absolutely everyone here – is by turns ambitiously hi-tech and captivatingly traditional, densely populated while mostly mountainous and covered in pine trees. You know that old “land of contrasts” cliché? Well, this is one country where it really does pass muster.

While the cherry blossoms viewing spots, the hiking trails and the tantalising food that may draw you here, it’s the unprepared-for things – the intriguing folklore, 5,000 years' worth of palpable history , and the gregarious, garrulous locals that’ll really capture your heart during one of our South Korea holidays. Beyond the mainland's vibrant culture, natural beauty and breathtaking landscapes, your journey wouldn't be complete without a detour to experience the unique charm of South Korea's beloved gem; visit Jeju Island promising an unforgettable addition to your South Korean adventure. Putin Came to Asia to Disrupt, and He Succeeded

His embrace of North Korea and deal making with Vietnam injected more potential threats into a region already strained by Taiwan tensions and South China Sea clashes.

  • Share full article

Vladimir Putin walks past a line of flags.

By Damien Cave

Reporting from Sydney, Australia

Four days in Asia. That’s all President Vladimir V. Putin of Russia needed to anger Washington, undermine Beijing and rattle a collection of Indo-Pacific nations already scrambling to cope with a jumbled world order.

After stops in Pyongyang and Hanoi this week that were draped in Communist red, Mr. Putin left behind a redrawn map of risk in Asia. North Korea sat at the center: a rogue nuclear state that regularly threatens its neighbors, suddenly empowered by Russian promises of sophisticated military aid and a mutual defense pact.

Mr. Putin also signed at least a dozen deals with Vietnam — a country of growing importance for both China and the United States as they vie for influence — where he insisted that “reliable security architecture” could not be built with “closed military-political blocs.”

The trip was both defiant and disruptive. It showed that the jockeying for power sometimes framed as a new Cold War between the United States and China is less binary than it might seem, and many countries in the region seemed to emerge from the week with a deeper sense of unease.

Mr. Putin’s presence and his threats, bold one minute, vague the next, have added even more complexity to their already difficult calculations around security and Great Power competition.

Over the past few years, the Indo-Pacific has been knocked around by a geopolitical shoving match between the United States and China, primarily over China’s claims on Taiwan, and increasingly over heightened Chinese militarization in the South China Sea.

In May, China launched two days of intense navy and air force drills around Taiwan in what it called a form of “strong punishment.” The exercises came after Taiwan’s new president pledged to defend the sovereignty of the self-governing island that Beijing sees as lost territory.

Just this week, another flashpoint — the South China Sea — edged closer to conflict. After months of bitter standoffs in the middle of a turquoise choke point for global trade, a Philippine Navy sailor was injured Monday after ships from China and the Philippines collided near a disputed archipelago. Widening the potential ramifications, the Philippines is an ally the United States is treaty-bound to help in case of war.

Many countries in the region were already beefing up their militaries to deal with China’s pressure and the uncertainty over how far the rivalry between the United States and China might go.

Add to those concerns a wave of jitters in the region over the U.S. presidential election, not to mention a new report this month showing that China is in the midst of a “significant” expansion of its nuclear capabilities, and headaches have become common in the region’s foreign policy circles.

Now Mr. Putin has induced a few more. With his embrace of North Korea, including his open threat to better arm Kim Jong-un’s military, he has effectively added another potential crisis to Asia’s list of concerns, reigniting old hostilities on the Korean Peninsula.

Officials in South Korea and Japan — North Korea’s avowed enemies — were especially alarmed. Both countries had already been talking about toughening their defenses and growing closer to the United States and each other, particularly since Mr. Kim’s rhetoric has become markedly more hostile toward them in recent months.

Rahm Emanuel, the U.S. ambassador to Japan, described Mr. Putin’s burst of activity in Asia as “your worst fears come true.”

“What Russia just did is they told us they are going to be the principal organizers of rogue states that develop nuclear weapons, violate nonproliferation treaties, and allow countries under U.N. sanctions to get outside those sanctions,” he said.

Peter Tesch, Australia’s ambassador in Moscow from 2016 to 2019, stressed that Mr. Putin favors keeping the world chaotic because he believes Russia benefits from keeping other countries off-kilter. Disinformation and partnerships with other provocateurs have become Putin doctrine.

“He’s quite happy for Russia to be the smelliest, farting uncle at the barbecue,” Mr. Tesch said. “The signal is, ‘Yes I am a disrupter. I can act in ways that increase the complexity of what you’re trying to manage.’”

China, North Korea’s largest trading partner and arguably its biggest influence, must also contend with the fallout. That could include pressure to clarify what its “no limits” friendship with Russia means for China’s stated goal of stability on the Korean Peninsula.

Some analysts suggest Mr. Putin had all of this in mind. He may have tightened the bond with Mr. Kim, who greeted him with hugs at the airport, to both scare the United States and signal frustration to China’s leader, Xi Jinping, for not doing more to help Russia win in Ukraine.

“If Putin cannot get everything he wants from Beijing, he will look to get it elsewhere, and there aren’t a lot of supermarkets that cover his wish list — arms, labor and a willingness to pick a fight with Washington,” said Samuel Greene, a professor of Russian politics at King’s College London. “Iran is one. North Korea is another.”

“The point is that, while Putin recognizes his dependency on China, he can’t afford to let Beijing dictate the course of the war effort — because as goes the war, so goes Putin.”

To some degree, Mr. Putin’s trip to Asia was also a potent reminder of Russia’s historic military ties: North Korea, India, and Vietnam are just a few of the countries that have been heavily dependent on Russian hardware for decades, creating links in training and maintenance that keep Moscow deeply embedded in the region.

But even before Russia invaded Ukraine in 2022, those ties were fraying: Russia’s arms sales to Southeast Asia dropped to $89 million in 2021, down from $1.2 billion in 2014, according to independent studies . A clean break or even significant diversification is what Mr. Putin has sought to delay.

And if Mr. Putin’s gestures toward North Korea do end up fueling an arms race in Asia, Moscow also stands to gain: Weapons from Russia do not just intensify the risk of chaos when shared with a country like North Korea. They also bring in revenue, much needed for a Russian economy that has been squeezed by sanctions, war, inflation and 16 percent interest rates.

Mr. Putin’s visit to Hanoi focused on deals. The full scope of what was agreed is not clear, but analysts predicted that some would probably emerge later as defense-related, with financing devised to skirt international sanctions — possibly with payment in the form of oil and gas rights in the South China Sea.

“Vietnam hasn’t made a major upgrade to its land forces in years, but supposedly that’s coming,” said Derek Grossman, a senior defense analyst at Rand. “You may see Vietnam purchase new Russian tanks.”

Nguyen The Phuong, who studies Vietnam’s military affairs at the University of New South Wales in Australia, said Vietnam also needs new fighter jets and bigger warships in line with what Beijing uses to mark territory that Hanoi also claims in the South China Sea.

He added that the high-stakes security dynamics in Asia have put countries like Vietnam in a bind. “Western weapons are expensive and politically sensitive,” he said.

But would Vietnam use new Russian vessels to stand up to China over oil deposits explored with Moscow’s help and claimed by both Beijing and Hanoi?

For many countries, the Putin tour has raised another round of such aggravating questions. Beijing has clearly sided with Moscow over the war in Ukraine. In May, Mr. Putin visited Beijing, and while his trip to North Korea may bother Mr. Xi, analysts do not expect a major rupture in the relationship.

Angering one leader may risk punishment from another, or both.

“I think there’s some concern about Russia-China ties strengthening,” Mr. Grossman said, “and the potential for both countries to gang up on the smaller and medium-sized ones.”

At a defense conference in Singapore this month, President Volodymyr Zelensky of Ukraine said that was already happening. He accused China and Russia of colluding to undermine a peace summit in Switzerland led by Ukraine last week. Only a handful of Asian countries attended.
