Last week marked the completion of MStep testing for our students. This is a significant milestone, and we want to commend our students for their hard work and dedication throughout the testing period. We also want to extend our appreciation to our staff for their efforts in preparing our students for these assessments.

We hope you are enjoying the blossoming spring season. We wanted to take a moment to update you on some recent events and activities at our school.

Firstly, we're thrilled to report that on Monday, our students had the incredible opportunity to witness the solar eclipse. Thank you to the staff members who ensured students had approved solar glasses for safe viewing. It was truly a breathtaking event that left us all in awe of the wonders of the universe. Mrs. Bukosky and Mr. Mason showered staff members with Cosmic Brownies and Star Crunches as a small token of appreciation for everything they do to support our students and our school community, and of course to celebrate the solar eclipse!

As we settle back into our school routine, I wanted to provide you with an update on what happened during our first week back. Our 8th-grade students have hit the ground running with preparations for the PSAT digital test. This week, they engaged in valuable practice sessions where they familiarized themselves with the digital testing platform and took a practice test. These activities are integral to helping them feel confident and prepared for the upcoming assessment. We appreciate their dedication and focus during these sessions.

The project serves as a neighborhood and community hub, built around its primary function as a performing arts center for the Santa Monica-Malibu Unified School District in collaboration with Santa Monica College. The program includes an 800 seat multi-purpose hall and stage, backstage support spaces, a multi-use rehearsal room, a music rehearsal room, and lobby, arranged around a shared courtyard. The building siting and massing are configured to maximize integrated programmatic use between the facilities’ diverse constituencies to create an open and inviting destination connected to the community. Equally important was how the building responded passively to environmental conditions of sound, wind, and sun, and celebrated the unique atmospheres of its place within a visual language that harmonized with the existing campus. Exterior glazing systems were maximized for flexibility to support an expanded range of indoor/outdoor uses coupled with landscape strategies that enhanced the urban forestry agendas of the broader city.

Neighbors, surplus land committee visit shuttered Adams Middle School

Neighbors concerned about the future of the Adams Middle School property joined the West Contra Costa Unified School District 7-11 Committee for a site tour Tuesday evening.

The school, which has been empty since 2009, is one of four unused properties the committee will evaluate for the district.

Over the years, different groups have floated plans for the nine-acre property at 5000 Patterson Circle in unincorporated Richmond. Plans to sell the property to a charter school fell through in 2016. More recent ideas for workforce housing for teachers or other developments have been proposed.

The  7-11 Committee  was formed to review and assess the properties owned by the West Contra Costa Unified School District. Their task is to identify the existing properties no longer required for educational purposes. After an evaluation, the committee will provide a report outlining their recommendations for the surplus property.

Committee member Don Gosney said that Adams Middle School was closed more than a decade ago largely because it is on the Hayward Fault.

“A lot of people have a lot of ideas about what Adams should be repurposed for: including soccer fields, dog parks, workforce housing, low-income housing, businesses, regular parks, charter schools, and a host of other uses,” Gosney said.

According to former teacher James Sanders, chair of the district’s 7-11 Committee, the committee must discuss Adams’ potential uses.

“The idea, generally, is that we would find a way of creating some revenue for the district for the long term,” Sanders said.

The Adams Middle School site is in an active fault zone. Building on it would require approval from the Division of the State Architect and the California Geological Society. Evidence of earthmoving is visible a few streets up from the school on Olive Avenue.

The one purpose the district can’t utilize it for is a school—the property is located in an active fault zone and sits on the edge of the Alquist Priolo  zone.

“We are prohibited from rebuilding a school on this site,” Sanders said.

Although eerily quiet, many windows have been boarded up, graffiti painted over, and the weedy playgrounds cleared so the 67-year-old school looks much as it did when it was filled with 7th and 8th graders. 

Sanders said high-achieving kids went to Adams when it was a magnet school in the early 90s.

“All the people in the hills were fighting to get their kids into this school. Once the bankruptcy hit it stopped being a magnet school and went back to just being a middle school,” Sanders said.

Luis Freese, associate superintendent of facilities, maintenance, and bond, said the committee is an advisory group that surveys the district’s properties.

“They will make a recommendation or findings, and the board will make a decision on how they will deal with the properties in the end,” Freese said.

In 2015, neighbors and charter school opponents challenged plans to turn over the property to  Caliber Beta Academy .

The site is listed in the Contra Costa County 2045 General Plan sites inventory with a proposed housing unit density between zero and 30 units per acre. However, 50 lower-income units are listed as a realistic option.

“All five parcels are adjacent and are parking lots or underutilized. They are all owned by the West Contra Costa Unified School District. This site is a former middle school site, which has been closed for several years,” according to the site inventory. “These parcels don’t allow 100 percent residential development, so realistic units on the site assume 60 percent of development is residential.

The general plan says the school district is interested in developing this site with residential units during the planning period.

The report states that the number of units projected on this site assumes redevelopment of the whole site. There are no existing leases or contracts in place for this site that would perpetuate the existing use or prevent additional residential development.

The school site’s large size has raised concerns among East Richmond and East Richmond Heights neighborhood residents, who fear increased traffic congestion in the area.

Jim Hanson, President of the East Richmond Neighborhood Council, said neighbors are concerned about the school site’s development's effect on traffic on Arlington Avenue.

“The planning decisions about what happens here are really important to the neighbors,” Hanson said. “We want to stay in touch with what the conversations are and have a say.”

Caroline Kingsley and Alan Nelson, who live above the school, thought it would be fun to walk around the normally locked campus. Kingsley said most people want reasonably sized housing options, not high-rise buildings that cause traffic jams.

“We don’t want to put 10-story buildings down here and apartment houses. It is a wonderful nature area, and if it gets built up, we are going to see fewer birds and things like that,” Kingsley said.

Nelson supported a proposal for housing for teachers in the school system. 

“It could still be school property, but I don’t know what the economics of that would be,” Nelson said. “That would be great for the school district.”

Nelson also suggested the district could make use of the property as a solar farm.

“They could put solar panels on the roofs and provide electricity for the whole school district,” Nelson said.

Sir Keir Starmer heads to Washington for a NATO summit tomorrow, and we've just had confirmation his visit will include face-to-face talks with US President Joe Biden.

The White House said Mr Biden would host the new prime minister on Wednesday.

It comes after the pair spoke on the phone on Friday evening - a clip of which was released by Number 10.

Sam Coates , our deputy political editor, has given his thoughts on the Tory shadow cabinet reshuffle which just took place (see 19.12 post).

He says it appears to come from a place of "low energy" from Rishi Sunak, who has confirmed he will shortly resign as leader.

Sam adds: "I certainly think the Tories are going to spend some time struggling to adjust to a new political tempo.

"That's what this reshuffle Rishi Sunak has just done this evening says.

"Looking at some of the heavyweights backing out like Lord Cameron, you do wonder just how much some of them are up for the fight."

But the appointment of Kemi Badenoch is one to watch.

She is now shadowing deputy prime minister Angela Rayner on the levelling-up brief - moving from business.

"That looks like a promotion - it puts her up against one of the biggest figures in the government," Sam says.

"It's the reshuffle that Rishi Sunak has essentially had to do because he has so few cards to play," he adds, as the former PM only has 121 MPs to choose from.

Peter Kyle, the science and technology secretary, is then asked if Labour has started a war on the NIMBY - which stands for "not in my backyard".

Chancellor Rachel Reeves today promised to get Britain building, with more houses and wind farms on Labour's agenda - and asking councils to review greenbelt land.

Mr Kyle says this is simply central government "using its power assertively, but respectfully, to get things moving".

"We made pledges in the election campaign and already today you're seeing them being honoured," he says.

He adds Labour wants to ensure the UK is breaking down "barriers to investment, not putting them up" as he says the previous government did.

Government an 'assertive partner' for local authorities

He disputes the suggestion central and local government "are in conflict".

"What we want to do is make sure that these are partnerships," he adds.

"There are some local authorities who want to build things but have been prevented from doing so - including onshore windfarms."

Mr Kyle says Labour will lift this block, saying the government will be an "assertive partner" helping to "get things done".

He is then asked specifically if the government would overrule local interests.

"There are powers that central government has that other parts of government don't have - and we will use those powers when it is in the national interest."

Peter Kyle, the new science and technology secretary, is now joining Sophy Ridge on the Politics Hub.

She asks if the election win - and his appointment - have sunk in yet.

Mr Kyle says it "has sunk in" in the sense "we're so deep already" - working through the weekend on a "programme for government" and "making sure we can get the right things cracking from day one".

On the other hand, he admits he "wakes up every morning thinking the previous day was a dream".

'Loving every second'

"It was just so special and so remarkable," Mr Kyle adds.

"The privilege we've been given, and I've been given, by the public and by the prime minister, is something that I take incredibly seriously.

"I am loving every second."

Rishi Sunak has announced his Conservative shadow cabinet - the first the party's had for more than 14 years.

Most of the former cabinet shadow their old roles - like James Cleverly being shadow home secretary, and Jeremy Hunt as shadow chancellor.

But there's no Lord Cameron - instead Andrew Mitchell has been appointed shadow foreign secretary.

He had been the deputy foreign secretary in the last parliament.

Richard Holden is also out as the party chairman.

And Kemi Badenoch has been moved from the business brief, instead shadowing Angela Rayner on housing and levelling up.

But it isn't clear how long these appointments will be in place, as Rishi Sunak confirmed last Friday that he will shortly resign.

The process for appointing a new Tory leader will be decided by the executive of the 1922 Committee, assisted by CCHQ.

A new chair will be elected as soon as this week, our chief political correspondent Jon Craig says.

Our economics and data editor Ed Conway is giving Sophy his view on the chancellor's speech - and one word comes to mind: boring.

He says: "It one sense it was desperately boring because the topic it covers, planning, is boring and perhaps it was intentionally boring.

"I was thinking back to 1997 when Gordon Brown, straight after the election, in that same room, announced that the Bank of England was going to be made independent.

"That was his 'big bang' moment."

However, Ed says that, this time around there is no space for this.

"This time around, I think there's an acknowledgement that it's not like you can do 'big bang' things - you need to do this kind of hard work, of execution and making things happen," he says.

"And planning is the ultimate example of that, you don't just press a button and sort it out."

Well, they're not hanging about, are they? 

A full cabinet, a flurry of policy announcements, a speech from the chancellor and a tour of all four nations by the prime minister. 

No time to sit in a dark room, pour a stiff drink and recover after the general election campaign. 

And to be honest, you can see why. The incoming Labour government has built almost their entire economic strategy around one thing: growth. 

If you ask them how they can possibly improve public services without putting up taxes or breaking their fiscal rules, this is the answer they give. 

No growth? Big problem

The problem is it's quite hard to get growth. You can't just click your fingers and it comes. 

And it's unpredictable - you can do all the right things, but a big international event, or a national crisis, changes everything.

So you can see why Labour aren't hanging around. Today, Rachel Reeves is pulling out all the stops to try to get growth back into the economy. 

She's bringing back housebuilding targets, overhauling the planning system, and ending the ban on onshore wind farms. 

And Labour need it to work. Without growth, they've got a big hole in their economic plans.

Rachel Reeves, who became the UK's first female chancellor when she was appointed to the job on Friday, has hailed smashing "one of the last glass ceilings in politics".

Ms Reeves was shadow chancellor when Labour were in opposition, and was quickly handed the keys to Number 11 by Sir Keir Starmer.

The role "has existed for hundreds of years", Ms Reeves said, but until now had never been held by a woman.

While she's "really proud" to be the first, she said she feels a "big responsibility" to pass on to the next generation a society and economy "that works better for women".

"I'm determined to work with my team to do just that," she added.
