Heavy rains cause flooding, power outages throughout Philadelphia region

The weather closed roads, delayed flights and knocked out peco service. several counties remain under a flood warning.

A radar image from the National Weather Service shows flooding across Southeastern Pennsylvania and South Jersey following a deluge of heavy rains throughout the region.

The Philadelphia area woke up to a host of weather-related disruptions on Monday after heavy rains drenched the region.

Flooding, road closures, power outages and flight delays were reported throughout Philadelphia and several nearby counties in Southeastern Pennsylvania and South Jersey as the rain continued to fall Monday morning. As of 11:30 a.m., a Flood Warning is in effect for Philadelphia,  Bucks,  Burlington,   Camden , Delaware, Gloucester, Mercer and  Montgomery  counties until 1:00 p.m.

For many, the Monday morning commute proved more challenging than normal as rain flooded roadways throughout the region. In Philadelphia, a stretch of Delaware Avenue between Christian and Race streets was closed early Monday due to flooding, the city’s Office of Emergency Management said in a  post on X, formerly Twitter . 

Driving conditions along a stretch of I-76 near Montgomery Drive also  were  impacted by the rainy weather.

Flooding also led to road closures and traffic delays across the Philadelphia suburbs and South Jersey. In Camden, a  fire truck  that was dispatched for water rescues got stuck in the floodwaters in the early morning, according to 6ABC . Rising floodwaters also shut down roads in Lower Moreland Township in Montgomery County and multiple locations in Bucks County, according to CBS Philadelphia . The rain also complicated efforts to repair a large sink hole that recently formed on Route 202 in King of Prussia.

Several parts of South Jersey closer to the coast were under a Wind Advisory as officials said wind gusts of up to 60 mph were possible, according to 6ABC’s AccuWeather report .

As of 11:30 a.m., there were a total of 47 flight delays and two cancellations at Philadelphia International Airport, according to live data from Flight Aware .

Flooding is ongoing in several areas this morning with 2 to 5 inches of rain reported so far. DO NOT drive through flooded roadways or go around barricades where roads are closed. PennDOT continued issuing warnings of several potential travel delays throughout the morning, including additional flooding on Delaware Avenue near Richmond Street.

The wet, windy weather also had an impact on utility service throughout the region. As of 11:30 a.m., PECO reported 119  active power outages  with over 6,000 customers affected; around 8:00 a.m., PECO reported 123 power outages affecting nearly 2,500 customers. In South Jersey, Atlantic City Electric customers are grappling with over 200  outages  and 1,300 affected customers, though those numbers are lower than they were around 8:00 a.m., when 300 outages   and nearly 2,500 affected customers were reported.

The rain is expected to continue throughout the day.

For the second week in a row, travelers spent hours waiting on bags, or on planes, after severe weather caused a mess at Philadelphia International Airport .

NBC10 started getting multiple calls and emails from people Sunday night saying they were stuck on a plane or stuck in baggage claim waiting for their luggage to arrive. 

Hundreds of flights were delayed at PHL Sunday and more than 150 flights were canceled. Many people told us they were told weather was to blame.

The delays meant some flight crews timed out -- meaning they couldn’t work any more hours because of federal regulations. 

Passengers told us they were stuck sitting on a plane on the tarmac for hours -- with no food, water or immediate answers.

However, the big issue with a lot of travelers was that when they finally got off their planes their luggage didn’t get off with them. 

"We still have not gotten our bags yet," a frustrated passenger said Sunday night. "No one is coming to talk to us, we haven't heard anything about what's going on with our luggage. And it's horrible. You hear them chanting, they's like 'free our bags!' Why won't they let us know where are our bags?"

As of early Monday morning, dozens of bags were lined up in baggage claim, many people with final destinations in Philadelphia having left them behind rather than continuing to wait. There were also dozens of carts of bags taken off canceled flights that would need to be claimed.

While most if not all airlines dealt with weather cancellations and delays, most of the people with the baggage confusion we talked to flew on American Airlines, which operates around 60% of PHL flights. 

Later on Monday, American Airlines said that a four hour ramp closure due to lightning caused delays. Airline employees worked to assist customers and get crews into place.

Storms cause flooding, downed trees and power outages

N BC10's First Alert Weather team issued a First Alert for Sunday as storms -- and severe weather -- moved through the region during the afternoon.

Damaging winds, flooding and power outages were seen in some parts of the region like the Lehigh Valley and Montgomery County.

Storms leading into Sunday

The weekend kicked off with cloudy skies and warmer temperatures before severe thunderstorms passed through on Saturday night.

The National Weather Service issued a severe thunderstorm watch for our region that was in effect until 11 p.m. Saturday night but canceled it just before 10 p.m.

This round of severe weather pushed to Philadelphia into Sunday morning.

The system weakened as it made its way down into southern New Jersey and northern Delaware.

Of greater concern for our entire area are the storms that are forecasted to arrive Sunday later in the afternoon and evening.

Severe weather Sunday

Sunday started mostly cloudy but sporadically became sunny. This charged up the atmosphere for severe weather later in the day.

The NBC10 First Alert Weather team issued a First Alert for the threats of damaging winds, hail and a potential tornado.

A silver lining in the forecast was the persistent cloud cover over the region. With clouds hanging tough, temperatures were held down a bit, and energy in the atmosphere was reduced. However, humidity remained high.

As expected, stormy weather moved in during the late afternoon, bringing downpours and lightning strikes.

Storms spread from the northwest to the southeast.

Higher temperatures on Sunday will easily reach mid-90s with feels like temperatures reaching over 100 in some neighborhoods.

The storms spread to South Jersey and Delaware after tearing through the Lehigh Valley, Philadelphia and the Pennsylvania suburbs.

In parts of Montgomery county, power was knocked out, tree limbs were downed and there was some localized flooding.

The biggest concern for these storms on Sunday was a high potential of causing wind damage. This system had the highest likelihood of producing a tornado that we've seen so far this season. There was a 1 to 2% tornado risk.

Should you be in the path of a tornado warning, seek shelter immediately in a basement of interior room with no windows until the threat passes.

People should make sure to weigh down outdoor furniture and trashcans. You should also be prepared for possible power outages.

Heat advisory in effect for Philadelphia region today, feels-like temperatures to top 100 degrees

PHILADELPHIA (CBS) -- A heat advisory is in effect today through Tuesday, meaning the heat and humidity will combine to make it feel between 100 and 102 degrees and up to 103-105 tomorrow.

Because of the heat and humidity, we've declared Monday and Tuesday as NEXT Weather Alert Days.  

While rain chances may not give us much relief, there is a small chance of a pop-up shower or storm on both days. Severe weather is not likely.

Jersey shore-goers will see a reprieve from the heat Monday. Highs there top out around 82 degrees with mostly cloudy skies. In the city and Lehigh Valley, we're looking at highs in the mid-90s with partly cloudy skies.

On Tuesday, those feels-like temperatures will be even higher, topping out closer to 104-105 degrees.

Code Red hot weather emergency issued for Montgomery County

Officials in Montgomery County on Monday afternoon issued a Code Red hot weather emergency for the entire county. The Code Red will take effect from 1 p.m. to 7 p.m. today and 11 a.m. to 8 p.m. Tuesday.

There will be several cooling resources available for residents including:

  • Norristown Hospitality Center, 530 Church St., Norristown
  • Montgomery County-Norristown Public Library, 1001 Powell St., Norristown
  • Pottstown Regional Public Library, 500 East High St., Pottstown
  • TriCounty Active Adult Center, 288 Moser Rd., Pottstown

Montgomery County officials say a Code Red weather emergency is issued "when the heat index is expected to be at or above 100 degrees for two hours or more."

Code Orange air quality alert issued for Greater Philadelphian area

A  Code Orange air quality alert  was issued for multiple parts of Pennsylvania Monday, including several counties in the Philadelphia area.

According to the Pennsylvania Department of Environmental Protection (DEP), Philadelphia, Bucks, Montgomery, Delaware and Chester counties are all included in the Air Quality Action Day due to ozone pollution, which happens frequently with a prolonged heat wave as pollutants become trapped near the Earth's surface. 

Air quality in the "orange" category is considered unhealthy for sensitive groups of people, including children, the elderly and those with lung conditions like asthma, according to the Environmental Protection Agency's Air Quality Index.

Rain from Beryl later this week

By the middle of the week, remnants of Beryl cross the Delaware Valley. The once powerful hurricane, which was downgraded to a tropical storm over the weekend, made landfall Monday as a Category 1 hurricane near Matagorda, Texas around 5 a.m. ET.

Heavy rain and flooding are the primary concern with up to 10 inches of rain in some areas. Beryl will then move quickly to the northeast and weaken to a remnant low by Tuesday morning.

That remnant low will merge with a cold front and be steered toward the Ohio Valley by Wednesday and eventually bring rain and thunderstorms to the Philadelphia area Wednesday night to Friday. We could also see some heavy downpours continue into Saturday.

Record holiday travel expected as people take to the sky, roads for July 4

Worst days to travel start now but gas prices are similar to last year, AAA says

PHILADELPHIA (WPVI) -- Holiday travelers in the Philadelphia area are making final preparations as they get ready to put rubber to the roadway and head to their 4th of July destinations.

We spoke with several drivers as they were fueling up and making the necessary preparations to begin their journeys, hopefully without delay.

Troy Burgess said he was getting his car ready today so he and his wife could have an easy trip to Atlantic City where he said they'll be indulging in a little rest and relaxation for the holiday.

"I'm going to leave early enough to get down there and hopefully avoid most of the traffic," Burgess said.

The busiest travel days are expected to be Tuesday, Wednesday and Thursday.

Elvis Delfi, of Clearwater, FL, said he'd already gotten a taste of holiday travel on his 18-hour drive from Clearwater, Florida to our area. He said the drive was good, but he expected that to change as he and his family traveled further north to their final destination in Connecticut.

"It's actually been not too bad. Not too much traffic," Delfi said. "But I know once we hit Jersey and get close to the George Washington Bridge, it'll be a lot of traffic."

Travelers can try to avoid peak travel in the next day, which is likely between 2 p.m. and 7 p.m. when the afternoon commute mixes with people getting out of town.

In Philadelphia's five-county area, more than 972,000 residents are predicted to travel during this July 4 holiday period, which is up 5% from last year. The majority of those travelers-808,000 people-will be traveling by car.

In Pennsylvania, gas prices are roughly the same as this time last year and nowhere near the highs from two summers ago. However, they are on the rise with the price of regular unleaded gas up 10 cents in the last week, averaging out to $3.61 per gallon.

Jana Tidwell, AAA Public Affairs, said she doesn't expect gas prices will hold anyone back from traveling.

"The price of gas will be a non-factor in terms of whether people travel, take that road trip or not," Tidwell told Action News. "People are ready to go."

If you want to skip driving, there are certainly other options to get folks to where they're going, including trains and buses. Tidwell said about 72,000 people in our area would be relying on those modes of transportation.

Sequitta Wells said she and her kids could not sit in holiday traffic this year so she decided to take Amtrak to our area from Washington D.C.

She said they would be relying on the train throughout the holiday weekend to get them from point A to point B.

"It was nice, but it was long," Wells said. "It's also cheaper."
