• Transport Planning for Development

A Travel Plan is a package of practical measures and objectives, aimed at promoting sustainable travel and reducing dependency on single occupancy car use. PJA offers a three-stage approach to travel planning including:

• Stage 1  – Outline (Framework/interim/outline Travel Plans)
• Stage 2  – Reserved Matters (Detailed Travel Plans)
• Stage 3  – Delivery (Travel Plan Coordination)

PJA can prepare a Framework, Outline or Full Travel Plans to accompany a planning application. We are also experienced in preparing comprehensive Travel Plans for operational needs where management of the existing travel demand is required, often in relation to large commercial operators, hospital sites or university campuses.

This can often be accompanied and complimented with car park management strategies to identify what policies/interventions would result in reducing demand for parking spaces to align with Travel Plan mode share targets.

Travel Plan Coordination

  A key part of any Travel Plan is the appointment of a Travel Plan Coordinator (TPC) whose role and responsibilities will be to deliver the plan and will often include:

• Liaising with users of the development and promoting sustainable travel
• Liaising with stakeholders, including the Local Planning and Transport Authorities
• Monitoring the effectiveness of the Travel Plan, including Travel Surveys
• Reviewing the Travel Plan and preparing Action Plans

The PJA team can act as Travel Plan Coordinator on your behalf whilst our in-house graphic design team can also prepare Travel Information Packs for new house purchasers or employees in the case of commercial developments.

WNBA to begin charter travel for all teams this season

The WNBA will begin charter travel for all 12 of its teams this season “as soon as we logistically can get planes in places,” Commissioner Cathy Engelbert told sports editors at a league meeting Tuesday afternoon, confirming a report on X by USA TODAY sports columnist Christine Brennan.

This very significant change in the way the world’s best women’s basketball players will travel to games will end the league’s long-standing policy of mandated regular-season commercial flights for its players. 

“We intend to fund a full-time charter for this season,” Engelbert said. "We're going to as soon as we can get it up and running. Maybe it’s a couple weeks, maybe it’s a month … We are really excited for the prospects here.”

The WNBA’s decision comes as the league is seeing unprecedented growth, ticket sales and interest as the most recognizable rookie class in WNBA history, led by Caitlin Clark — arguably the best-known athlete in the nation — begins regular-season play May 14. 

It also comes as Clark and the rest of the WNBA rookies had to take their first commercial flights as professional athletes for preseason games last weekend and be exposed to members of the public walking near them, approaching them and taking photos and videos of them, including in unsecured airport areas. All teams are traveling with security personnel this season. 

"It was all right," Angel Reese said of flying commercial to Minneapolis for last Friday's game against the Minnesota Lynx.

"We have a great security team. Chicago has done a great job being able to put in place some great guys and they've been amazing for us," Reese said before the Sky's preseason game against the New York Liberty on Tuesday night.

In June 2023, Phoenix star Brittney Griner , who spent nearly 10 months in Russian custody in 2022, was harassed in the Dallas airport by a right-wing YouTube personality who yelled at her and tussled with Phoenix Mercury security in an airport concourse. The WNBA allowed Griner to fly private charters the rest of the season.

This season, the league was already planning to allow teams to charter when playing back-to-back games as well as during the playoffs but otherwise fly commercially. The league hasn’t allowed charter flights over the years because it said that would create a competitive advantage for teams that wanted to pay for them over those that did not. 

Flying commercial has been a part of the WNBA’s current collective bargaining agreement with its players, which was signed in 2020. Ironically, many WNBA newcomers flew on charters throughout their college careers.

WNBA player reaction

During a call with reporters on Tuesday, New York Liberty stars Jonquel Jones and Breanna Stewart weighed in on what charter travel would mean to players.

"As we continue to add more games into the season and change the way the Commissioner's Cup is being played this year, it just adds a little bit more travel into our schedules and stuff," Jones said. "If we can try to find some kinds of help with our recovery and, you know, just being able to get rest so that we can put our best product out there on the court."

Stewart agreed with Jones.

"It's exactly that, obviously. Understanding (it’s) player health and wellness but also player safety, and making sure that we can get from point A to point B and have the focus be our jobs and our team," Stewart said.

Las Vegas Aces coach Becky Hammon, who had been an outspoken proponent of adding charter flights after spending eight years as an assistant with the NBA's San Antonio Spurs, said the immediate reaction from everyone is "great!"

"This is something that the league has been pushing for for a long time for its players," Hammon said. "I look at it as we can put a better product out there."

Data of 270,000 service personnel ‘exposed in Chinese MoD hack’

Hackers access payroll information of serving members, reservists and veterans during attack on system operated by external contractor

Around 270,000 service personnel may have been hit by China’s hack on the Ministry of Defence , it has emerged.

The hackers gained access to payroll information including names, bank details and some addresses of serving personnel, reservists and veterans in the data breach.

The Telegraph understands that a personal data protection service has been made available to all service personnel. 

Those affected have been referred to a government website providing advice and support, including how to use data monitoring services to track personal data across the web.

Both serving and retired personnel have also been advised that, if they do see their data online, they need to report it immediately via a helpline and not engage with the website owner.

On Tuesday, Grant Shapps, the Defence Secretary, will make a statement to the Commons about the hack, which Beijing has denied.

Asked about the reports, China’s ministry of foreign affairs said it opposed all forms of cyber attacks and was against “the use of cybersecurity issues to smear other countries for political purposes deliberately”.

Attack thought to have happened recently

An investigation has been launched into how such sensitive information could have been accessed.

The cyber attack is thought to have been on a payroll system operated by a contractor external to the MoD. The system – the main mechanism for administering pay and expenses for service personnel – is separate from the wider MoD infrastructure. It was immediately taken offline.

It is not known whether the contractor is responsible for any other part of the MoD infrastructure or whether the company was targeted specifically because of a known vulnerability in its systems.

The attack, thought to have taken place in recent days, would not have been able to access any personal details of special forces personnel because they are administered through a separate system. However, some veterans who have left the Armed Forces in recent years may have been affected.

Tobias Ellwood, a former chairman of the defence select committee, urged the Government not to “understate the severity of this hack”.

He said it had been conducted “most likely to secure the banking details of personnel who might be leant upon in return for financial gain – perhaps even unaware China sits behind this”.

He added: “Whilst the MoD has robust resilience firewalls in place, it’s clearly not the case with third party contractors, which I am sure will now be addressed by the Defence Secretary.”
