SINGAPORE: The United States on Monday (Oct 18) raised its COVID-19 travel advisory level for Singapore to the highest risk category, asking visitors to avoid travel to the country.

The US Centers for Disease Control and Prevention (CDC) adjusted its advisory for Singapore by one rung to Level 4, which indicates a “very high level of COVID-19”.

"Because of the current situation in Singapore, even fully vaccinated travellers may be at risk for getting and spreading COVID-19 variants," said CDC.

The US' health protection agency said those who must travel to Singapore should be fully vaccinated, and that they should follow the country's recommendations or requirements, including wearing a mask and observing safe distancing measures. 

The US Department of State issued a similar notice on Monday, urging people not to travel to Singapore due to COVID-19.

CDC uses travel health notices to alert travellers to health threats around the world, via a four-level advisory system.

The system categorises destinations by taking into account factors such as the number of recent COVID-19 cases and the trajectory of new cases.

Other destinations currently at Level 4 include Brunei, Malaysia, Thailand and the United Kingdom.

The CDC advisory comes as Singapore began welcoming more fully vaccinated travellers on Tuesday, after extending its vaccinated travel lane scheme to eight more countries .

Fully vaccinated travellers from Canada, Denmark, France, Italy, the Netherlands, Spain, the United Kingdom and the United States will be able to enter Singapore without having to serve quarantine.

More than 2,400 people from these countries have been issued travel passes to enter Singapore as of Oct 13 , with about 40 per cent of the passes issued to travellers from the United Kingdom.

Singapore launched its first two vaccinated travel lanes with Brunei and Germany last month. Its travel lane with South Korea will open in Nov 15.

Other destinations.

South Korea is among countries with a “high level of COVID-19” currently at Level 3. Others in the same category include Australia, Indonesia, Japan, and Vietnam.

The travel advisory for India is at Level 2, indicating a “moderate level” of COVID-19. Unvaccinated individuals at risk of severe illness are advised to avoid non-essential travel to these places. 

Among the Level 1 destinations identified by the CDC are China, Hong Kong, Taiwan and New Zealand.

Singapore Airlines Announces New Quarantine-Free Flights from the U.S.

If the Lion City has been on your bucket list, you're in luck! Starting yesterday, Oct. 19, travelers from select U.S. airports can visit Singapore without the hassle of quarantine. Singapore Airlines' new Vaccinated Travel Lane (VTL) flight service covers Los Angeles, New York, San Francisco, and Seattle flights.

Additionally, travelers making multi-stops within the VTL corridor—which includes destinations in Canada, Denmark, France, Italy, the Netherlands, South Korea, Spain, the United Kingdom, Brunei, and Germany—will be able to avoid quarantine upon arrival in Singapore as long as they have spent at least 14 days within one or more countries within the VTL.

"The SIA Group supports all measures to reopen Singapore to quarantine-free international travel," said Lee Lik Hsin, executive vice president commercial for Singapore Airlines. "This will enable the safe and gradual recovery of Changi Airport as a major air hub, backed by rising vaccination rates and confidence in the robust health and safety measures across the end-to-end customer journey."

"Singapore's expansion of the VTL arrangements to 11 countries is great news for our customers, who can now reunite with their loved ones more easily or finally go on that overseas holiday," he added.

However, the country isn't rushing anything. Singapore's VTL was trialed in early September, with safe travel corridors opened between Singapore, Brunei, and Germany.  Over 3,100 travelers entered Singapore between Sept. 8 and Oct. 8. All travelers were required to show proof of vaccination or a negative PCR test taken before their flight, followed by repeated testing once they touched down in Singapore. Only two positive cases were identified and subsequently isolated, preventing further spread to the general population.

In place of quarantine, travelers from the U.S. arriving on VTL flights will also need to show proof of complete vaccination or produce a negative PCR test result taken within 48 of the flight and then again once they've landed in Singapore.

Currently, Singapore holds a "Level 3: Reconsider Travel" advisory from the U.S. Department of State due to COVID-19 case levels. According to John Hopkins University data, Singapore's new daily case rate has rapidly increased for the last month and has a seven-day average of 3,145 new daily cases. By comparison, the country reported a seven-day average of 255 new daily cases on Sept. 8, 2021.

Singapore Started Welcoming Vaccinated Americans Today — A Day After CDC Warned Travelers Against Going

The Centers for Disease Control and Prevention has added Singapore to its highest travel warning level just as the Southeast Asian country is beginning to welcome American visitors again.

The CDC upgraded Singapore to a "Level 4" on Monday, warning all Americans "to avoid" traveling there. The "Level 4" indicates a "very high level" of COVID-19 transmission in the country. The Department of State similarly upgraded the country to its highest warning level, telling people "do not travel" there.

"Because of the current situation in Singapore, even fully vaccinated travelers may be at risk for getting and spreading COVID-19 variants," the CDC wrote in its advisory.

The CDC designates destinations as a "Level 4" if there are at least 500 COVID-19 cases per 100,000 people.

The warnings come as Singapore started welcoming vaccinated travelers from several countries to enter quarantine-free under a "Vaccinated Travel Lanes" program on Tuesday, including from the United States.

Travelers who do head to Singapore must be fully vaccinated with an approved vaccine, have spent the past 14 days in one of the approved countries, show proof of a negative COVID-19 PCR test taken within 48 hours of their departure, arrive on a designated VTL flight, and fill out an SG Arrival Card within three days of their arrival. Travelers must also pre-pay for an arrival test and isolate until they receive a negative result, and short-term travelers must obtain travel insurance.

Singapore is currently seeing a spike in new coronavirus infections, reporting more than 3,000 new cases per day, according to Reuters . When it comes to vaccines, the wire service estimates the country has vaccinated about 86.5% of its population.

The latest CDC and State Department warnings — which are reviewed on a weekly basis — also come as the U.S. prepares to open its borders to vaccinated foreign tourists next month, accepting people who have been inoculated with half a dozen COVID-19 vaccines which have been approved by the World Health Organization.

Singapore Airlines has offered $10,000 to passengers who got hurt when their flight hit severe turbulence

Singapore Airlines has offered injured passengers upwards of $10,000 in compensation after their flight hit severe turbulence and plunged 178 feet in under five seconds.

In a Facebook post on Tuesday, the carrier said that those who had sustained minor injuries on Flight SQ321 from London's Heathrow Airport to Singapore's Changi Airport were entitled to compensation.

It added that passengers with more serious injuries requiring long-term medical care would receive larger offers.

"Passengers medically assessed as having sustained serious injuries, requiring long-term medical care, and requesting financial assistance are offered an advance payment of US$25,000 to address their immediate needs," the carrier wrote in the Facebook post.

The airline also offered a full airfare refund to all passengers on the flight, even those who were completely uninjured.

The Boeing 777-300ER aircraft was cruising at an altitude of 37,000 feet when it was thrust rapidly up and down for 62 seconds some 10 hours into the flight, per Singapore's Transport Safety Investigation Bureau .

The plane was then forced to divert to Bangkok.

The turbulence on board SQ321 was so bad that it also injured over 100 other people — making it one of the worst turbulence incidents in recent history.

One passenger, Geoffrey Kitchen, a 73-year-old British national with a pre-existing heart condition, died of a suspected heart attack.

On June 4, the airline wrote in a Facebook post that 20 passengers were still receiving medical care in the hospitals in Bangkok.

A Singapore Airlines spokesperson told BI that as of 1 p.m. Singapore time on June 11, 11 passengers from the flight were still in Thai hospitals.

Ade Tan and Amos Chan, a Singaporean couple on board the flight, described the chaos and horror on board when the plane plummeted.

"I must have been thrown off because when I next opened my eyes, I was actually on the aisle," Chan, 28, told BI's Kwan Wei Kevin Tan. "I had slammed into another passenger two rows behind us."

"There were a lot of oxygen masks dropped from above where people had crashed into the ceilings. Many were injured, people had blood on their heads, and some were lying in the aisle as well," Tan, also 28, added.

Analysis-Chinese Outbound Travel Recovery Lags Due to Costs, Visa Snags

BEIJING/SHANGHAI (Reuters) - A recovery in Chinese overseas travel from the COVID-19 pandemic is fading as rising costs and difficulties in securing visas cement a preference for local and short-haul destinations.

The delay in a revival to pre-COVID levels by China's outbound travellers, the world's top spenders on international tourism and airlines, is hitting travel-related companies, hotels and retailers globally.

Eighteen months after China dropped strict zero-COVID policies and reopened its borders, the recovery in overseas travel is lagging behind market expectations and the shape of Chinese travel is changing, with a surge in domestic trips.

Pressured by a prolonged property crisis, high unemployment and a gloomy outlook in the world's second-biggest economy, Chinese consumers have become more frugal since the pandemic, prompting discount wars on everything from travel to cars, coffee and clothes.

Chinese people took 87 million trips abroad last year, down 40% from pre-COVID 2019, and industry observers say the pace has slowed since the Lunar New Year in February. China's travellers spent 24% less last year than in 2019, while U.S. travellers' spending was up 14%, according to U.N. Tourism data. The Chinese lag is bad news for countries like France, Australia and the U.S., which were among the top destinations for Chinese travellers before the pandemic.

Liu Simin, vice president of the tourism branch of the China Society for Futures Studies research institute, forecasts China's international travel might not recover to pre-pandemic levels for another five years.

"The recovery is a lot slower than expected," Liu said. "The devaluation of the Chinese yuan combined with inflation in the U.S. and Europe is a double blow."

The Chinese currency has fallen more than 2% against the dollar since the start of the year, raising costs in yuan terms for Chinese travellers abroad.

Consultancy Oliver Wyman last month pushed its estimates for China's international travel recovery to late 2025, half a year later than it forecast last year.

"I would actually argue that consumers are even more cost-conscious than last year, and you'll also see that feed into travel trends," said Imke Wouters, Hong Kong-based partner at Oliver Wyman.

To be sure, overseas travel is rebounding, with Chinese travellers again the world’s top spenders on international tourism last year after falling behind the United States in 2022, according to U.N. Tourism data.

This summer 8% of flights at Chinese airports have been international, up from just 1% in 2022, according to aviation data provider OAG.

FLIP TO DOMESTIC TRAVEL

That recovery, however, is overshadowed by the surge in domestic trips, which hit a record 295 million during the five-day May Day holiday, up more than 20% from 2019, official data showed.

Domestic airlines seats were up 16% in May from the same month in 2019, while international flights were down 30%, Cirium data shows.

Wouters at Oliver Wyman said 40% of those who travelled abroad in 2023 for the first time since borders reopened had decided not to travel internationally again this year, mainly due to inconvenience and long visa processing times for many European destinations.

Beijing resident Wang Shu, 38, vacationed domestically after cancelling a trip to France because he could not get a visa, despite trying to book a visa appointment months ahead.

"I tried booking the interview in late March, as I planned to attend the French Open tennis in late May, but the earliest date that I could book was June 19," Wang said.

Wang instead vacationed in Changsha, the capital of Hunan province, known for its spicy food.

"The food was great, I watched a concert and spent one-tenth of the money I'd have spent in France," he said.

Australia's top source of tourists before COVID, China is now number four, with arrivals down 53% in March from March 2019, said Margy Osmond, chief executive of Tourism & Transport Forum Australia.

Chinese travellers to France, the most visited country in the world, have reached only 28.5% of 2019 levels, according to airport operator ADP.

Capacity on U.S.-China routes remains down more than 80% from 2019 levels, weighed by intensifying bilateral political tensions. The U.S. National Travel and Tourism Office expects Chinese tourism to the U.S. to recover fully only in 2026.

By contrast, countries with visa-free policies have received strong growth in Chinese visitors.

Switzerland, growing in popularity with high-end travellers on Trip.com, boasts a seven-day visa process, said Jane Sun, CEO of Trip.com Group.

Japan has also received a surge in Chinese travellers this year, boosted by a plunge in the yen's value.

"We are not just seeing a market re-growing, we are seeing a market re-shaping," Gary Bowerman, director of tourism intelligence firm Check-In Asia, told an OAG webinar last month.
