Speech by MOS Alvin Tan at the Singapore Tourism Awards 2022

Ladies and gentlemen, Distinguished guests, Mr Chaly Mah, Chairman, STB Mr Keith Tan, Chief Executive, STB 1 Good evening. It is really good to be here and meet in person.  2 As I shared during the Tourism Industry Conference, it has been incredibly difficult for the tourism sector in the past two years. All of you in the tourism and hospitality sectors – it is in your DNA to be open, to be hospitable, to show people around your hotels, your attractions, your offerings. But for two years, you have had to go against that entire grain of who you are, what you are brought up with and what you sought to achieve. We have had to close up, social distance and close our airports to the world. We had to do things very differently.  3 I remember in those days, not too long ago. We were on the ground, visiting many of the tour operators and the hotels. In the early days, we had to take our vaccination together with our tourism sector colleagues, to show that it is safe, that we can take the lead, and it is just a start for us to try to overcome the challenges of the pandemic. 4 There were times we had to work very closely with many of you to tweak some of the policies. We had the SingapoRediscover vouchers to help Singapore tourist attractions to come up with new offerings, to help people rediscover Singapore. We also worked with you, the tourism sector, to see how we can support you with the Jobs Support Scheme. The tourism sector got the highest tier because you were the hardest hit. And we tweaked it so that as many of you could get that as possible to help retain your staff. 5 We also visited the Singapore Hotel Association to make sure that our young and aspiring hoteliers and hospitality players were able to get the skills required. So that when there is an uplift, they can be ready to take it on.  6 It was a very difficult time but thank you from the bottom of our hearts for working so closely with us. You bore with all the challenges, and all of the rules, which sometimes were not so straightforward. We had to pivot from time to time.  7 What is the outcome? The outcome is that we have one of the highest rates of vaccination in the world at 97%, and one of the highest boosted rates in the world. We have one of the lowest fatality rates in the world, particularly – and I say this proudly – among our seniors. We protected the most vulnerable and we protected most of our people. This gave us the foundation to emerge from this crisis on a stronger footing. Now we are open and we are making sure that we can offer the world what we have built over the last two years.  8 We could not have opened to the world without every single one of you, including many of you who have played your part behind the scenes to keep Singapore safe. Tonight, is your night, tonight we recognise, honour and celebrate you.  9 Congratulations to the tourism sector and congratulations to each and every one of you.

Marina Bay Sands Earns Top Recognition Among Tourism Companies at Singapore Tourism Awards 2022 with Five Recognitions

Marina Bay Sands recently earned five honors – the most of any nominee – at the Singapore Tourism Board’s annual Singapore Tourism Awards (STA) on May 24. Accolades included three special distinctions for Most Exemplary Employer, the Special Award for Community Care and the Special Award for Sustainability.

Considered one of the Singapore tourism industry’s most prestigious honors, the Singapore Tourism Awards also recognized Marina Bay Sands for delivering best-in-class experiences at the Sands Expo and Convention Centre with its eighth Outstanding Event Venue Experience award. The Shoppes at Marina Bay Sands won its fifth Outstanding Shopping Mall Experience award.

“These awards recognize the unparalleled business and leisure experiences Marina Bay Sands offers visitors, as well as the resilience of our team as we navigated through the pandemic challenges over the last two years and the emphasis we place on responsible business performance,” said Paul Town, Chief Operating Officer, Marina Bay Sands. “To receive the largest number of STA wins since our opening is a tremendous endorsement of the elevated experience we deliver to guests, the outstanding dedication of our Team Members and the impact we provide in good corporate citizenship.”

Marina Bay Sands’ efforts around protecting jobs and the livelihood of its nearly 10,000-strong workforce during the pandemic earned the resort one of the biggest accolades of the awards celebration – the Most Exemplary Employer Award. During the pandemic, the property retained jobs without salary cuts, while providing impactful programs that actively encouraged Team Members to increase their skills and remain engaged.

The Singapore Tourism Awards also recognized the emphasis Marina Bay Sands places on addressing social issues and supporting people in need through the Sands Cares community engagement program. In 2021, Marina Bay Sands contributed more than 8,300 volunteer hours through 34 community events, supporting more than 24,600 nonprofit beneficiaries. Volunteer hours more than doubled 2020 hours, despite a more restrictive environment due to safe management measures. Team Member volunteer projects included participating in food drives, tackling social isolation among seniors and packing more than 20,000 hygiene kits for seniors, low-income families and migrant workers in Singapore.

Earning the Special Award for Sustainability speaks to Marina Bay Sands’ leadership in seamlessly blending unrivaled accommodations and leisure amenities with a deep commitment to protecting natural resources and reducing impact on the environment. Guided by the Sands ECO360 global sustainability program, Marina Bay Sands has adopted industry-leading green practices that reduce its overall environmental impact, from leveraging smart technologies in its buildings to significantly reducing carbon footprint through a variety of conservation initiatives. For example, the Sands Expo and Convention Centre is the first carbon-neutral large meeting and convention venue in Singapore.

Marina Bay Sands Sweeps Record Haul at the Singapore Tourism Awards 2022

singapore tourism awards 2022

Marina Bay Sands emerged as the biggest winner at the Singapore Tourism Awards (STA) 2022 organised by the Singapore Tourism Board, with a record haul of five prestigious awards. They include three notable recognition accolades – 'Most Exemplary Employer', 'Special Award for Community Care' and 'Special Award for Sustainability.'

One of the most prestigious awards in the country's tourism industry, the annual Singapore Tourism Awards also honoured the Integrated Resort (IR) for delivering best-in-class experiences at the Sands Expo & Convention Centre with its eighth 'Outstanding Event Venue Experience' award and The Shoppes at Marina Bay Sands with its fifth 'Outstanding Shopping Mall Experience' award, a testament to its unrivalled demonstration of business and leisure experiences.

"It is humbling to be recognised by our industry peers at this year's Singapore Tourism Awards. The resilience and adaptability of the Marina Bay Sands team stood the test of time as we navigated through the most challenging period for the tourism industry in the last two years. To emerge victorious with our biggest STA win since our opening is a big encouragement as we move forward to deliver an elevated experience for our guests," said Paul Town, Chief Operating Officer, Marina Bay Sands.

With sustainability at the core of its business, Marina Bay Sands has paved the way for adopting green practices in the tourism and hospitality landscape to reduce overall environmental impact, from leveraging intelligent technologies in its buildings to lowering its carbon footprint. Sands Expo & Convention Centre, the IR's MICE offering, is also Singapore's first carbon-neutral MICE venue.

Over the last two years of the pandemic, the IR remained committed to protecting the jobs and livelihood of its nearly 10,000 employees, retaining jobs without salary cuts and employing impactful policies that actively encouraged employees to upskill. Employees were also given opportunities to help the community through Sands Cares, Marina Bay Sands' community engagement programme built on the foundation of driving impact and inspiring change.

Throughout 2021, over 8,300 volunteer hours through 34 community events were funnelled into supporting over 24,600 beneficiaries with different needs. This is more than double the volunteer hours in 2020 despite a more constraining environment due to safety management measures. Team Members were involved in activities such as alleviating food insecurity via food drives and tackling social isolation among seniors, packing over 20,000 hygiene kits for seniors, low-income families and migrant workers in Singapore and supporting disaster resiliency beyond the shores.

SINGAPORE: Singapore has maintained its gross domestic product (GDP) growth forecast for the year at a range of 1 to 3 per cent as its economy grew by 2.7 per cent year-on-year in the first quarter of 2024. The first quarter growth was in line with the Ministry of Trade and Industry's (MTI) advanced estimates  and faster   than the 2.2 per cent growth recorded in the last quarter of 2023.

The 2.7 per cent growth was stronger than the 2.5 per cent forecast by economists in a Reuters poll. It was also the quickest pace in 18 months since the economy grew 4.1 per cent on a year-on-year basis in the third quarter of 2022.

The GDP growth in Q1 2024 was primarily driven by the finance and insurance, transportation and storage and wholesale trade sectors, MTI said on Thursday (May 23).

In the finance and insurance sector, a surge in transaction volumes across most asset classes, improved credit intermediation activity and firm growth from the insurance and other auxiliary activities segments helped see growth of 6.5 per cent year-on-year, an improvement from the 5.4 per cent growth in the preceding quarter. The transportation and storage sector picked up to 6.8 per cent year-on-year, from 2.8 per cent in the fourth quarter. Contributing factors included robust growth in the air transport segment, with the total number of air passengers handled at Changi Airport during the quarter coming in above its pre-COVID level. Meanwhile, the water transport segment also expanded, supported by an increase in container throughput and sea cargo handled at Singapore’s ports. The wholesale trade sector grew by 1.5 per cent year-on-year, faster than the 0.2 per cent growth in the previous quarter. The fuels and chemicals segment saw increased output in both the petroleum and petroleum products and chemicals and chemical products sub-segments, as well as the “others” segment, which comprises a diverse range of products including metals, timber and construction materials, and household equipment and furniture. MTI added that "on a quarter-on-quarter seasonally adjusted basis, the economy expanded by 0.1 per cent, moderating from the 1.2 per cent growth in the preceding quarter".

Economic outlook for 2024.

MTI said that the external economic environment has remained resilient since the Economic Survey of Singapore in February 2024.

It pointed to "better than expected" economic growth in the United States and China in Q1 2024 that was due largely to stronger-than-expected domestic demand and external demand respectively.

"Growth in regional economies like South Korea and Taiwan was supported by the global electronics recovery, led by strong demand for AI-related chips," said MTI.

The trade ministry predicted that GDP growth in the major economies would "taper gradually in the immediate quarters due to tight financial conditions, before picking up alongside anticipated policy rate cuts later in the year".

MTI said that the US' growth outlook improved slightly on account of the resilience in its labour market and an AI-led boom in investments.

"However, the robust performance of the US economy in the first quarter, coupled with sticky inflation, is likely to lead to a delay in policy rate cuts by the US Federal Reserve."

Higher interest rates lasting longer will weigh on the US economy in the immediate quarters, before easing monetary policy in the later part of the year supports a pickup in growth, said MTI.

In the Eurozone, investments and industrial activity are expected to remain weak given restrictive financial conditions and sluggish external demand.

On the other hand, consumer spending is projected to see a firmer recovery in the second half of 2024 due to a gradual improvement in consumer confidence and anticipated policy rate cuts by the European Central Bank as inflationary pressures ease, MTI said.

Due to the introduction of more government support measures, China's GDP growth is likely to be stronger than expected.

In particular, its manufacturing investment is expected to remain robust as a result of government support for strategic manufacturing industries and the announced trade-in programme, while infrastructure investment will be boosted by government infrastructure spending.

"In addition, recently-announced property market support measures are likely to help stabilise the property market, which should lead to a modest recovery in consumption in the later part of the year," said MTI.

GDP growth in the majority of Southeast Asian economies is projected to be supported by resilient domestic demand, the continued recovery in tourism demand, as well as a pickup in external demand, it added.

The trade ministry said that there are still downside risks in the global economy, pointing to geopolitical tensions in the Middle East and the war in Ukraine, which could disrupt global supply chains and commodity markets.

Additionally, disruptions to the global disinflation process "could lead to tighter financial conditions for longer, and potentially trigger latent vulnerabilities in banking and financial systems".

Vulnerabilities in emerging markets arising from a desynchronisation of their monetary policy cycles with that of advanced economies could lead to greater volatility in capital flows and currency fluctuations, said MTI.

"Against this backdrop, Singapore’s manufacturing and trade-related sectors are expected to see a gradual pickup in growth over the course of the year," it said.

Within the manufacturing sector, the electronics cluster is projected to recover gradually in the coming quarters, supported by demand for semiconductors for end-markets such as smartphones, PCs and AI.

"Growth in the electronics cluster will in turn have positive spillover effects on the precision engineering cluster, as well as the machinery, equipment and supplies segment of the wholesale trade sector."

The chemicals cluster is expected to expand, due in part to capacity expansions such as that in sustainable aviation fuel.

MTI said that the stronger-than-anticipated recovery in air travel and tourism demand will continue to boost the growth of the sectors relating to aviation and tourism, including accommodation, air transport and aerospace, as well as consumer-facing sectors such as retail trade and food and beverage services.

"At the same time, the finance and insurance sector will be supported by higher tourist spending which will benefit the payments segment, as well as the projected peaking of global policy interest rates which will support the banking and fund management segments through higher commissions and fees," it said.

"Taking into account the performance of the Singapore economy in the first quarter, as well as the latest global and domestic economic developments, the GDP growth forecast for Singapore for 2024 is maintained at 1.0 to 3.0 per cent."

STB expects 4 to 6 million international visitor arrivals for 2022 as tourism recovery gains momentum

Easing of border restrictions and pent-up demand lead to encouraging growth in visitor arrivals to Singapore

Singapore,14 July 2022 –The Singapore Tourism Board (STB) today announced its forecast for international visitor arrivals (IVA), following the city’s reopening of the borders under the Vaccinated Travel Framework launched on 1 April 2022. With global travel picking up pace, Singapore expects to receive between 4 and 6 million visitors in 2022.

In the first half of 2022, Singapore clocked 1.5 million visitor arrivals, nearly 12 times more compared to the same period in 2021 (119,000). Tourism receipts (TR) reached an estimated S$1.3 billion in the first quarter of the year. While IVA and TR remain a fraction of Singapore’s pre-pandemic numbers, STB remains of the view that tourism flows will recover to pre-COVID levels by the mid-2020s.

Mr Keith Tan, Chief Executive, Singapore Tourism Board said, “The encouraging growth in visitor arrivals and tourism receipts signals strong pent-up demand, and underscores Singapore’s continued appeal as a vibrant and attractive destination for leisure and business travellers. While the pandemic is certainly not over yet, we are confident that Singapore’s very rich calendar of events, as well as new and refreshed tourism offerings, will continue to attract visitors for the rest of 2022 and beyond.”

International Visitor Arrivals (IVA)

Indonesia (282,000), India (219,000), Malaysia (139,000), Australia (125,000) and Philippines (81,000) were Singapore’s top five international visitor-generating markets, accounting for 56 per cent of total IVA from January to June 2022.

Indonesia (+268,000, +1996%), India (+204,000, +1344%) and Malaysia (+132,000, +2000%), registered the largest absolute year-on-year growth.

Notably, the average length of stay for visitors more than doubled in the first half of 2022 – approximately 7.1 days compared to 3.4 days in 2019.

Tourism Receipts (TR)

TR in the first quarter of 2022 reached $1.3 billion, a 213% year-on-year increase over the same period last year.

TR By Markets

Excluding expenditure on Sightseeing Entertainment & Gaming (SEG), Indonesia, India and China were the top three TR-generating markets in Q1 2022, contributing 32 per cent of TR (excluding SEG). Among the top 10 TR markets, Indonesia (+$95 million, +187%), and India (+$97 million, +376%) registered the highest year-on-year absolute growth in TR (excluding SEG).

TR By Major Components

Growth was recorded across all major components, with Shopping (373%) and Accommodation (344%) recording the highest year-on-year growth.

Looking Ahead

Tourism flows will face some headwinds for the rest of the year because of the volatile global political and economic environment, as well as the evolving health situation.

STB will continue to monitor the situation closely and calibrate its forecast and plans accordingly. We remain cautiously optimistic and anticipate a strong performance from key source markets this year, given a strong pipeline of events such as the Formula 1 Singapore Airlines Singapore Grand Prix 2022 and the Bloomberg New Economy Forum. New and rejuvenated offerings like Hell’s Museum at Haw Par Villa, the Museum of Ice Cream, SkyHelix Sentosa, and the “Avatar: The Experience” at Gardens by the Bay later this year, are also set to attract more visitors.

STB will continue to develop the tourism sector with new offerings and refreshed concepts to strengthen Singapore’s appeal as an attractive destination. This includes growing our capabilities in the emerging areas of wellness and sustainability.

For example, STB held the inaugural Wellness Festival Singapore in June, with a 10-day line-up of over 100 activities and experiences to promote holistic well-being. In October, Singapore will be the first Southeast Asian country to host the Tour de France Singapore Criterium, a premier sporting event that aligns with Singapore's sustainability goals, as well as our ambition to be an urban wellness haven. Sail Grand Prix (SailGP), the first climate positive sports and entertainment property, will also make its Asian debut in Singapore in 2023.
