De gaulle’s trip to moscow.

[The following article has been translated from the July 9 issue of the Belgian left socialist weekly La Gauche.]

“As to alliances, we would think that they ought to be constructed ‘in three stages’: a Franco-Russian treaty procuring a first degree of security; the Anglo-Soviet pact and an agreement to be concluded between France and Great Britain constituting a second degree; the future pact of the United Nations, in which America would be a capital element, crowning the whole and serving as the ultimate recourse.” It was in these terms that Charles de Gaulle in December 1944, at the time of his first trip to Moscow, defined his concepts concerning European security, according to his Memoirs. (Volume III, p. 83, “Livre de Foche” edition.) Many things indicate that he has not changed his mind twenty-two years later. Wasn’t his second trip to Moscow designed to advance this concept?

Those with a more dour outlook will immediately object. The head of the Fifth Republic had something much more Machiavellian in mind. What he is aiming at is the predominance of France in Europe, or at least Western Europe if he is unable to extend it “from the Atlantic to the Urals.”

Since France doesn’t have the necessary economic weight, it must neutralize the drive of German industry through military superiority and diplomatic ruses. Hence it has two interests in common with the Kremlin—to block the Bundeswehr from getting nuclear arms and to break the American grip on “little Europe.” Thus the trip to Moscow was a power play against Washington and Bonn.

No doubt these analysts are right on the long-range aims of the general. But the nature of things is such that the designs of men—no Tatter how imbued with their own “grandeur”—are not at all sufficient to shape the destiny of the world. This is determined by the relationship among the big social forces. More than once in history, the diplomatic maneuvers of a power that was too weak have ended in serving the ‘big ones” despite the best intentions in the world. Didn’t this happen once again with the trip to Moscow?

Thus in the United States, the most cunning, like the servile tools of the (Johnson administration, carefully refrained from denouncing the general. “De Gaulle in Moscow served the United States despite the United States,” said some. ‘He worked for the whole West,’ others said approvingly. In Bonn, after weeks of glacial chill, the barometer of Franco-German relations again points to “fair weather.”

The truth is that de Gaulle, contrary to the groundless fears of some, did not betray his West German class brothers any more than he did his Polish class brothers at the time of his first trip.

In December 1944, Stalin dangled a “good, firm alliance,” real support against the Anglo-Saxons, in return for immediate recognition of the Lublin committee. But de Gaulle was not deceived. This would moan betraying a perhaps ‘democratic’ but certainly bourgeois Poland in behalf of a perhaps despotic but certainly noncapitalist Poland. And he did not want to take responsibility for an act contrary to “honor and honesty.” (Memoirs, Volume III, p sa.)

In June 1966, Brezhnev and Kosygin dangled an offer of just as real support against the United States, even genuine political leadership in Europe. In exchange they asked for recognition of the German Democratic Republic; that is, “of the two German states.” Be Gaulle brusquely replied that there could be no question of recognizing this “artificial construction. And with that rejoinder the serious conversation came to an end. The balance was nothing but decorations and fine talk.

Of course, the differences between Paris and Washington, between Fans and Bonn, are real in relation to the political future of our continent, its relations with the United States and the best strategy to follow to block the rise of the anti-imperialist and anticapitalist forces in the world.

Be Gaulle seeks a Europe freed largely from American supremacy. He seeks an Atlantic alliance on the basis of equality between North America and a Western Europe combined under his guidance. He favors a more supple policy, with regard to the USSR, which in his opinion should be definitively separated from China and the “extremists” among the revolutionists of the Third World, through some indispensable concessions.

He holds that it is necessary to “relax” the tensions to be able to resolve the questions in dispute, such as the reunification of Germany, while the Americans and the Germans of Bonn maintain that without this reunification no real relaxation is possible in Europe. But at bottom, they all defend a common cause—the cause of Big Capital. They all seek to hold back the enemy—socialism and the peoples of the Third World who are rising and seeking to break out of the capitalist world market. They all seek refuge under the “nuclear umbrella” of the Pentagon, without which they cannot counterbalance Soviet military power on the European continent (if anything confirms this, it is the explosion of the ridiculous French nuclear device in Polynesia which amounts to nothing in face of the power of the USSR). The means may differ, the aim is the same.

In this respect the Soviet Union represents something else again. The means are perhaps the same, but the aim is entirely different. Thus treaties on mutual consultation can be concluded—even by means of a direct telephone line!—treaties on technical cooperation, or whatever cultural and commercial exchanges are desired; the fundamental opposition between the interests of the French bourgeoisie and the Soviet leaders will by no means make it possible to form a genuine alliance in the present world context.

The Soviet leaders are aware of the weakness of the present Communist parties in Western Europe (for which they are in part responsible). They are aware of the temporary stabilization of caitalism in this part of the world (which they largely contributed to). From this they draw the conclusion that it is necessary to return to a policy that seeks to ‘exploit the interimperialist contradictions,” as before the second world war. They commit an error in believing that de Gaulle is ready to follow them into a têtei-tête, when he seeks in reality only to increase his power and prestige within the Atlantic Alliance

The French Communist leaders would obviously make a still greater error in concluding that the time has come for an ‘agonizing revision” of their political orientation in France, as in 1935 or 1944.

It is true that the policy of the USSR places them before a cruel dilemma; they no longer know if they should applaud or complain when the Soviet crowds cheer the person who remains, until proved otherwise, the fiercest and most dangerous class enemy of the French workers. If they oppose him, they are tempted to make an alliance with de Gaulle’s pro-American adversaries like Nollet and Nitterrand—and then the capitals of Eastern Europe are not very contented. And if they approve, what remains of their role as an opposition in France? There remains the socialist perspective which stands in complete opposition to the politics of de Gaulle; but the leaders of the French Communist party do not think this is any more “realistic’ than do the Social Democratic leaders of the SF10, or even the technocratic ideologists of neocapitalism.

That will the practical results of the trip amount to? The American Newsweek summarized the situation as follows: “At least he will have succeeded in engaging the Russians in a new diplomatic dialogue with the West.” That puts it in a nutshell. At a time when the intensification of the American aggression against the Vietnamese people makes a public dialogue between Moscow and Washington more difficult, de Gaulle is playing, objectively, the role of go-between for the Atlantic Alliance as a whole Thanks to him, the head of one of the capitalist states in this alliance has been acclaimed by crowds in the Soviet Union. For the first time in many years they have been shown a face of capitalism which their own leaders now say is benevolent, attractive, peaceful, full of good intentions toward the peoples of the world.

Pravda in connection with this trip, talks about an ‘irreversible process.” Let them beware of certain processes, which while still reversible, bode nothing good for the USSR. By attending mass in Leningrad, de Gaulle, like a good politician, was already prepa:ing for his coming trip to Poland. Rumania, ceaselessly increasing its trade with the West, already told the Russians in Bucharest that it would like to see the Warsaw pact modified just as de Gaulle wants to modify NATO. Decidely, if things are in movement, thanks not a little to the general, not everything is stirring in favor of socialism and not everything is stirring against the interests of American imperialism.

Hungary's PM meets Putin for talks on Ukraine

  • Oops! Something went wrong. Please try again later. More content below

Hungary's Prime Minister Viktor Orban has arrived in Moscow to meet Russian President Vladimir Putin for talks on the war in Ukraine.

The visit has been criticised by EU leaders, who have emphasised that Mr Orban is not acting on behalf of the bloc.

Mr Orban is the EU's only head of national government to have kept close ties to the Kremlin following its full-scale invasion of Ukraine in 2022.

He described the trip as a "peace mission" in a post on X. It comes days after he visited Kyiv.

In footage of the meeting, Mr Putin said the Hungarian prime minister was visiting "not just as a long-time partner" but as a European Union representative.

Hungary has just taken over the EU's rotating presidency, and will hold it to the end of the year.

Viktor Orban, speaking in the meeting, said: "Hungary will slowly become the last European country that can talk to everyone."

Some European leaders openly condemned the Moscow trip. Finland's Prime Minister Petteri Orpo called it "disturbing news", while Polish Prime Minister Donald Tusk tweeted: "The European Council is clear: Russia is the aggressor, Ukraine is the victim. No discussions about Ukraine can take place without Ukraine."

He went on: "The rumours about your visit to Moscow cannot be true, @PM_ViktorOrban, or can they?"

"Appeasement will not stop Putin," European Commission head Ursula von der Leyen wrote on X.

"Only unity and determination will pave the path to a comprehensive, just and lasting peace in Ukraine."

In a statement, High Representative of the EU for Foreign Affairs Josep Borrell said the trip "takes place, exclusively, in the framework of the bilateral relations between Hungary and Russia".

Who is Viktor Orban, Hungarian PM with 14-year grip on power?

Russia's president told Mr Orban he would be happy to discuss "the nuances" of his recent Ukraine settlement plan, in which he offered talks if Ukraine pulled out of Russian-occupied regions.

The Kremlin leader voiced a number of tough pre-conditions for negotiations, but Kyiv and its Western allies say these would be tantamount to Ukraine's capitulation.

Earlier this week, Mr Orban visited Kyiv, saying "a quick ceasefire could be used to speed up peace negotiations".

Ukrainian President Volodymyr Zelensky - who has had frosty relations with Mr Orban - did not publicly respond to the proposal.

Many Ukrainians believe any ceasefire would simply cement Russia’s hold over territory it has seized from Ukraine and, if negotiations were to take place, they would prefer them to be conducted from a position of strength rather than on the back foot.

Mr Orban has been a vocal critic of Western support for Ukraine. He previously slowed agreement on a €50bn ($54bn; £42bn) EU aid package designed to support Ukraine in its defence against Russia.

Tuesday's visit to Kyiv was his first in 12 years, while he met Mr Putin repeatedly during that time.

During Mr Orban's joint appearance with Mr Zelensky, the body language between them was not warm, and neither took questions from the media after they gave their statements.

But for the next six months Mr Orban's position as head of the Council of the European Union means he has an influential role as a figurehead for Europe.

He came to Ukraine on his second day in that role for discussions, saying there was a need to solve previous disagreements and focus on the future.

Starting out in 1935 as the ‘All-Union Agricultural Exhibition’, VDNKh has slowly morphed over the years into the fascinating open-air museum of today. Remarkably, over 400 buildings can now be found within its confines.

The huge park complex has numerous pavilions representing former Soviet republics on show, such as those of Armenia and Turkmenistan and the distinctive architecture of each of the buildings is always interesting to gaze upon. Decked in marble and with frescoes covering the walls, the stations are amazing to gaze upon and are part of one of the longest metro systems in the world, with the first stations opened in 1935.

Using the metro is the quickest and easiest way to get around Moscow and braving the crowds of commuters is well worth it for the beauty all around you.

12. Arbat Street

Arbat Street

An elegant yet lively street, Arbat is full of impressive architecture and was once a popular place to live for aristocrats, artists, and academics.

A historic place, it is down Arbat Street that Napoleon’s troops are said to have headed on their way to capture the Kremlin.

Nowadays, there are many cafes, restaurants, and shops, as well as various monuments and statues to former residents such as Alexander Pushkin who was reputed to be a lover of the Russian Empress due to his massive influence in court.

11. Novodevichy Convent

Novodevichy Convent

Drenched in history, the Novodevichy Convent is located in a striking building that was once a fortress. This captivating place is well worth visiting when in Moscow.

Founded in 1524, the convent houses four cathedrals; Smolensk Cathedral is the undoubted highlight due to its delightful 16th-century frescoes.

Wandering around the grounds is like stepping back in time. The Novodevichy Cemetery is where many famous leaders of the Soviet Union are buried, such as Yeltsin and Khrushchev.

10. Pushkin Museum

Pushkin Museum

Despite its name, the Pushkin Museum of Fine Arts actually has no connection at all to the famous poet other than that it was named in his honor after his death. A delight to visit, its extensive collection focuses on European art with masterpieces by Botticelli, Rembrandt, and van Gogh all featuring.

Sculptures, graphic art, paintings and more can be found in its beautiful galleries; various sections look at themes and epochs such as the Renaissance, the Dutch Golden Age, and Byzantine art.

Among the many highlights are the clownish characters which can be found in Cezanne’s Fastnacht (Mardi Gras) and the twirling ballerinas who look so elegant in Degas’ Blue Dancers. Picasso’s Young acrobat on a Ball is also well worth checking out for its interesting use of shapes and colors.

9. Christ The Savior Cathedral

Christ The Savior Cathedral

This gorgeous Russian Orthodox cathedral is located on the banks of the Moskva River, just a stone’s throw away from the Kremlin.

The church as it stands today was consecrated in 2000, as the original church that stood here was destroyed on the command of Josef Stalin in 1931 due to the anti-religious campaign.

With its delightful golden dome, spires and dazzling white facades, the Christ the Savior Cathedral is stunning. The interior is just as captivating to wander around, with its beautifully tiled floors and impressive altar.

8. Lenin Mausoleum

Lenin Mausoleum

Opened to the public in 1924, Lenin’s Mausoleum is one of the most popular tourist attractions in Moscow. The red granite structure is located at the heart of the city in Red Square.

Lenin’s embalmed body lies in a glass sarcophagus; it is a somewhat eerie experience walking past the former leader of the Soviet Union but is well worth doing as you understandably can’t do it anywhere else in the world.

After visiting the mausoleum, head to the Kremlin wall right next to it for more graves of important communist figures such as Stalin and Brezhnev.

7. Tretyakov Gallery

Tretyakov Gallery

Home to the most extensive and impressive collection of Russian fine art in the world, the State Tretyakov Gallery is definitely worth visiting when in Moscow for the wealth of amazing art pieces that it has on display.

Having started out as the private art collection of the Tretyakov brothers, there are now over 130,000 exhibits. Highlights include the iconic Theotokos of Vladimir which you will almost certainly recognise despite probably not knowing the name and Rublev’s Trinity which is considered to be one of highest achievements in Russian art.

An absolute must for art lovers, the State Tretyakov Gallery will delight visitors with all that is has to offer.

6. Kolomenskoye

Kolomenskoye

Once a royal estate, Kolomenskoye is now a museum-reserve and lies a few kilometers outside of the city center. A captivating place to visit, there is a plethora of history on show and the site overlooks the Moskva River.

Consisting of four historical sites, there are extensive gardens for visitors to explore, as well as loads of interesting old buildings, the former village of Kolomenskoye itself and the impressive Palace of the Tsar Alexey Mikhailovich – once considered the Eighth Wonder of the World by contemporaries.

Among the many stunning sights, it is the brilliantly white Ascension Church that is the undoubted highlight – dating back to 1532.

5. Gorky Park

Gorky Park

Lying alongside the Moskva River, the huge Gorky Park is a lovely place to visit. Its extensive gardens are home to numerous cultural institutions and visitors should definitely check out the Garage Museum of Contemporary Art and while the eclectic exhibits may not always feature such incredible sights as a balloon-covered rider on a zebra; they certainly always succeed in pushing back the boundaries of art.

Pop-up exhibitions and festivals can be found from time to time in the park itself and there is an open-air theatre and numerous eateries alongside a plethora of leisure activities.

Whether it’s cycling, table tennis or yoga that you are after or beach volleyball and rowing, Gorky Park certainly has it. In winter, there is a huge ice rink for visitors to enjoy.

4. Bolshoi Theatre

Bolshoi Theatre

The Bolshoi Theatre is the main theater in the country. The amazing opera and ballet performances it has put on over the centuries go a long way in explaining Russia’s rich history of performing arts.

While the Bolshoi Ballet Company was established in 1776, the theater itself was opened in 1825. The glittering, six-tier auditorium is lavishly and decadently decorated; it is a fitting setting for the world-class performances that take place on its stage.

Spending a night watching a performance of such classics as The Nutcracker or Swan Lake at the Bolshoi Theatre is sure to be a memorable experience and the beauty all around you only adds to the sense of occasion.

3. Moscow Kremlin

Moscow Kremlin

This famously fortified complex is remarkably home to five palaces and four cathedrals and is the historic, political and spiritual center of the city. The Kremlin serves as the residence for the country’s president. It has been used as a fort, and this fact is made clear by its sheer size. The Kremlin’s outer walls were built in the late 1400s.

Under Ivan III, better known as Ivan the Great, the Kremlin became the center of a unified Russian state, and was extensively remodeled. Three of the Kremlin’s cathedrals date to his reign that lasted from 1462-1505. The Deposition Church and the Palace of Facets were also constructed during this time. The Ivan the Great Bell Tower was built in 1508. It is the tallest tower at the Kremlin with a height of 266 feet (81 meters).

Joseph Stalin removed many of the relics from the tsarist regimes. However, the Tsar Bell, the world’s largest bell, and the Tsar Cannon, the largest bombard by caliber in the world, are among the remaining items from that era. The Kremlin Armory is one of Moscow’s oldest museums as it was established more than 200 years ago. Its diamond collection is impressive.

The Kremlin’s gardens – Taynitsky, Grand Kremlin Public and Alexander – are beautiful. The Kremlin has also served as the religious center of the country, and there is a tremendous number of preserved churches and cathedrals here. The collections contained within the museums include more than 60,000 historical, cultural and artistic monuments. Those who enjoy the performing arts will want to consider attending a ballet or concert at the State Kremlin Palace. Completed in 1961, it is the only modern building in the Kremlin.

2. Red Square

Red Square

Lying at the heart of Moscow, Red Square is the most important and impressive square in the city. It is one of the most popular tourist attractions due to its wealth of historical sights and cultural landmarks.

Drenched in history, the huge square is home to incredible sights such as the Kremlin, St. Basil’s Cathedral and Lenin’s Mausoleum, among others. Consequently, it is not to be missed when in Moscow as it really is home to the city’s most stunning monuments.

It is here that many important moments in Russian history took place; the former marketplace has hosted everything from Tsar’s coronations and public ceremonies to rock concerts and Soviet military parades. Wandering around the massive square is a humbling experience and undoubtedly one of the highlights the city has to offer.

1. Saint Basil’s Cathedral

Saint Basil's Cathedral

Located in the impressive Red Square, St. Basil’s Cathedral is gorgeous; its delightful spires appear as if out of a fairytale. The most recognizable building in the country, the cathedral is very much a symbol of Russia. No visit to Moscow is complete without having taken in its unique and distinctive features.

Ivan the Terrible ordered the cathedral’s construction in the mid-16th century, and legend holds that Ivan put out the architect’s eyes so that he would be unable to build another cathedral more glorious than St. Basil’s. Designed to resemble the shape of a bonfire in full flame, the architecture is not only unique to the period in which it was built but to any subsequent period. For various reasons, both Napoleon and Stalin wanted to destroy the cathedral but fortunately did not succeed.

Known for its various colors, shapes and geometric patterns, St. Basil’s Cathedral houses nine different chapels that are all connected by a winding labyrinth of corridors and stairways. On the lower floor, St. Basil’s Chapel contains a silver casket bearing the body of St. Basil the Blessed.

Throughout the cathedral are many beautiful murals, frescoes, wooden icons and other art works and artifacts. Outside the cathedral is a lovely garden with the bronze Monument to Minin and Pozharsky, who rallied an all-volunteer Russian army against Polish invaders during a period of the late 16th century known as the Times of Troubles.

Hungary's Orban talks Ukraine peace with Putin, stirring EU outcry

By Vladimir Soldatkin and Anita Komuves

MOSCOW/BUDAPEST (Reuters) - Hungarian Prime Minister Viktor Orban held talks on a potential Ukrainian peace deal with Russian President Vladimir Putin on Friday, angering some European Union leaders who warned against appeasing Moscow and said he did not speak for the EU.

Hungary assumed the six-month rotating presidency of the bloc on Monday. Five days in and Orban has visited Ukrainian President Volodymyr Zelenskiy in Kyiv and formed the "Patriots for Europe" alliance with other right-wing nationalists.

Then he went to Moscow on a "peace mission", days before a NATO summit that will address further military aid for Ukraine against what the Western defence alliance has called Russia's "unprovoked war of aggression".

It was the first meeting of an EU leader with Putin in Moscow since April 2022, two months after Moscow launched its full-scale invasion of Ukraine, and Orban's first since then, although the two have met elsewhere.

Orban's trip drew strong rebukes from fellow EU leaders and Ukraine said it had not been consulted beforehand.

European Commission President Ursula von der Leyen said that only unity and determination within the 27-nation EU would pave the way to a just and lasting peace in Ukraine".

"Appeasement will not stop Putin," she said on X.

Putin, who received Orban in the Kremlin, said the talks had been useful, but accused Ukraine of not wanting to end the two-and-a-half-year-old war and said his own ideas on how to end the conflict - which Ukraine has said are tantamount to surrender - were the way forward.

"Their implementation, it seems to us, would make it possible to stop hostilities and begin negotiations," Putin told reporters.

"I have repeatedly said that we have always been and remain open to discussing a political and diplomatic settlement.

However, on the other side (of the conflict), we hear about the reluctance to resolve issues in this particular way."

Putin said last month that Russia would end the conflict, which Moscow calls a special military operation to protect its own security, if Kyiv agreed to drop its aspirations to NATO membership and hand over the entirety of four provinces claimed by Moscow - demands Kyiv swiftly rejected as unacceptable.

Ukraine sees its 10-point peace plan and a recent international summit based on it as the only realistic path, and said Orban's trip to Moscow was not coordinated with Kyiv.

"We remind you that for our state, the principle of 'no agreements on Ukraine without Ukraine' remains unshakable and (we) call on all states to observe it strictly," Kyiv's foreign ministry said in a statement.

'SCEPTICISM' OF HUNGARY'S MOTIVATIONS

Orban, a critic of Western military aid to Ukraine who has the warmest relations of any EU leader with Putin, said he recognised he had no EU mandate for the trip, but that peace could not be made "from a comfortable armchair in Brussels".

"We cannot sit back and wait for the war to miraculously end," he wrote on X.

Orban told reporters after the talks that Hungary viewed its temporary presidency of the EU over the "coming half a year, and the work that will be done then, as a peace mission".

"This war is also reflected in the destruction of our economic development and the decline of our competitiveness. In short, I told the President (Putin) that Europe needs peace."

Although many steps were needed to end the war and Moscow's and Kyiv's positions remained far apart, Orban said his trip had been the first step to restore dialogue.

An EU diplomat, speaking on condition of anonymity, said Orban's trip meant that scepticism within the bloc about Hungary's presidency was "unfortunately justified – it's all about promoting Budapest's interests".

Lithuanian President Gitanas Nauseda accused Orban of undermining the EU presidency. "If you truly seek peace, you don't shake hands with a bloody dictator, you put all your efforts to support Ukraine," he wrote on X.

Estonian Prime Minister Kaja Kallas, who is set to become the next EU foreign policy chief, said Orban was exploiting the EU presidency position to sow confusion. "The EU is united, clearly behind Ukraine and against Russian aggression," she said.

Hungarian Foreign Minister Peter Szijjarto hit back.

"Hungary is an independent country so I don't think we should pay attention to such kind of criticism. Time has proven...that without dialogue, without keeping the channels of communication open, there is no solution to this war," he said.

Hungary launched its EU presidency with a striking call to "Make Europe Great Again", echoing former U.S. president Donald Trump, an Orban ally and sharp critic of the EU.

"We intend to leave a mark," Orban's spokesman Zoltán Kovacs said on Thursday before reports of the Moscow trip emerged. "The prime minister is going to use the presidency in a political way."

Hungarian leader Orbán’s visit with Putin in Moscow draws condemnation

Hungarian Prime Minister Viktor Orbán’s visit to Moscow to discuss prospects for a peaceful settlement in Ukraine with Russian President Vladimir Putin was a rare trip to Russia by a European leader and it drew condemnation from Kyiv and European leaders.

Orbán’s visit Friday came only days after he made a similar unannounced trip to Ukraine, where he met with President Volodymyr Zelensky and proposed that Ukraine consider agreeing to an immediate cease-fire with Russia.

“The number of countries that can talk to both warring sides is diminishing,” Orbán said. “Hungary is slowly becoming the only country in Europe that can speak to everyone.”

Hungary assumed the rotating presidency of the EU at the start of July and Putin suggested that Orbán had come to Moscow as a top representative of the European Council. Several top European officials dismissed that suggestion and said Orbán had no mandate for anything beyond a discussion about bilateral relations.

The Hungarian prime minister, widely seen as having the warmest relations with Putin among EU leaders, has routinely blocked, delayed or watered down EU efforts to assist Kyiv and impose sanctions on Moscow for its actions in Ukraine. He has long argued for a cessation of hostilities in Ukraine but without outlining what that might mean for the country’s territorial integrity or future security.

That posture has frustrated Hungary’s EU and NATO allies, who have denounced Russia’s actions as a breach of international law and a threat to the security of countries in Eastern Europe.

Speaking after the Kremlin talks, Orbán said he told Putin that “Europe needs peace,” adding that he asked the Russian leader for his thoughts on existing peace plans and whether he believed a cease-fire could precede any potential peace talks.

Standing alongside Orbán, Putin declared that Russia wouldn’t accept any cease-fire or temporary break in hostilities that would allow Ukraine “to recoup losses, regroup and rearm.”

The Russian leader repeated his demand that Ukraine withdraw its troops from the four regions that Moscow claims to have annexed in 2022 as a condition for any prospective peace talks. Ukraine and its Western allies have rejected that demand, suggesting it is akin to asking Kyiv to withdraw from its own territory.

Putin said they also exchanged views on the current state of Russia-EU relations, which are “now at their lowest point.”

Hungary at the beginning of the month took over the six-month rotating presidency of the EU Council, a largely formal role that can be used to shape the bloc’s policy agenda.

Orbán said that he looks at his six-month presidency of the EU Council as a “peace mission,” saying the fighting in Ukraine had burdened Europe’s security and economy, and that only dialogue and diplomacy could bring an end to the hostilities.

“I wanted to know where we can find the shortest road to peace,” Orbán said of his visit, adding that he’d also asked Putin on his view on Europe’s long-term security after hostilities end in Ukraine.

Kremlin spokesman Dmitry Peskov noted that the visit to Moscow was Orbán’s idea and was agreed to only on Wednesday, adding that Moscow valued Orbán’s ”strong, clear and consistent course” aimed at trying to resolve the conflict.

Ukraine’s Foreign Ministry said in a statement that Orbán’s decision to visit Moscow was made “without approval or coordination” with Kyiv. It added that “the principle of ‘no agreements on Ukraine without Ukraine’ remains inviolable for our country” and called on all states to strictly adhere to it.

European officials have heavily criticized Orbán’s trip to Moscow, the first such visit by a European leader since Austrian Chancellor Karl Nehammer met with Putin in the Kremlin in April 2022, just weeks after Russia sent troops into Ukraine.

“This is about appeasement. It’s not about peace,” European Commission spokesperson Eric Mamer said.

The EU’s foreign policy chief, Josep Borrell, said in a statement that Orbán’s visit to Moscow “takes place, exclusively, in the framework of the bilateral relations between Hungary and Russia.”

“Prime Minister Orbán has not received any mandate from the EU Council to visit Moscow,” Borrell said, adding that his “position excludes official contacts between the EU and President Putin. The Hungarian Prime Minister is thus not representing the EU in any form.”

Orbán quickly shot back on the social media platform X, dismissing Borrel’s statement as “the Brusselian bureaucratic nonsense that yielded no results in finding a way to peace.”

White House Press Secretary Karine Jean-Pierre voiced concern about Orbán’s trip to Moscow, noting that it “will not advance the cause of peace and is counterproductive to promoting Ukraine’s sovereignty, territorial integrity, and independence.”

NATO Secretary-General Jens Stoltenberg said Orbán informed him in advance about his travel to Moscow but that he “is not representing NATO at these meetings.”

Kaja Kallas, the outgoing Estonian prime minister nominated to become the next EU foreign policy chief, accused Orbán of “exploiting” the presidency and said the Hungarian leader is trying “to sow confusion.”

“The EU is united, clearly behind Ukraine and against Russian aggression,” Kallas, a staunch supporter of Ukraine, wrote on X.
