Nashville's hotel development among strongest in the nation. Who will fill the rooms?

These days, it seems like everyone is investing in Nashville's hotel market — even Dolly Parton is developing a stop for tourists downtown.

There are 13,225 hotel rooms in the development pipeline in Nashville, where tourists spent more than $10 billion in 2023 .

Among those under construction is the 210-room Caption by Hyatt in the Gulch and the nearby 181-room Canopy by Hilton Downtown. Next door to the JW Marriott, Tennessee’s first ever St. Regis is set to rise an impressive 46 stories, making the tower among the tallest in Nashville.

But, as national trends indicate a slowdown in tourism throughout this year, who will be staying in all those rooms?

According to Nashville’s chief tourism executive, Deanna Ivey of the Nashville Convention and Visitors Corp., there’s still plenty of demand for hotel rooms. And it won’t all come from leisure travelers.

“Nashville is a very desirable destination,” Ivey said. “It will slow down, it’s more moderate growth right now. But we feel good about our destination.”

Growing crowds of tourist drive new hotel construction

Nashville's tourism industry benefits from more than just leisure travelers — those who come for everything from spring break to bachelorette parties. It's also a magnet for large-scale conventions and business travel. And as a subcategory in the leisure sector, visitors come to the city for events ranging from CMA Fest to the city's July 4 celebration.

On May 3 and 4, for example, Morgan Wallen's Nissan Stadium concert, a Predator's playoff game, several university graduations and a concert at the Ryman Auditorium converged to create massive demand for downtown hotel rooms throughout the weekend. More than 75,000 hotel rooms were booked that weekend, breaking a record for the city.

"It was mind-blowing," Ivey said.

And one of the strongest sectors over the next year, according to Ivey, will be business travel. She said companies pulled back on employee travel immediately following the pandemic, but that demand has been growing ever since.

In turn, the high demand has resulted in more rooms in development over the past several years.

Nashville ranks sixth in the nation for the highest number of hotel rooms under construction, according to commercial real estate services firm CoStar Group.

In addition to the return of business travel, Ivey's office is focused on increasing international travel to Nashville, especially from Canada, the U.K., Germany, France and Australia, which have all been strong markets in the past.

New direct flights to Canada and England have helped that effort. Nashville International Airport officials are aggressively pursuing additional direct routes to Europe and Asia .

But the strongest travel demand, Ivey said, is coming from the nation's highest earners. That's why the NCVC has made a concerted effort over the past several years to market Nashville as a luxury destination. High-end hotels like the Four Seasons, JW Marriott, the Joseph and more have helped that effort.

"We want to keep our core demographic, the people who have come here for years and continue to come here, but we have to continue getting creative about how to market our city," Ivey said.

Hotel developer: Nowhere compares to Nashville

Michael Coolidge of HRI Properties has watched Nashville's tourism industry explode. HRI recently opened Tempo by Hilton in the downtown area. Caption by Hyatt, co-developed by HRI Properties, is currently under construction in the Gulch at 3127 Rosa L. Parks Blvd.

Tempo by Hilton has 306 rooms, the Bluestone Lane cafe and other eateries, a large gym, event spaces and an outdoor pool at 3127 Rosa L. Parks Blvd.

In 2017, the company also opened the boutique hotel Holston House in the 1920s-era James Robertson Hotel building.

"As we continue to look at projects in Nashville, there’s not a lot of other places we feel as strongly about," Coolidge said.

Coolidge said he looks for tourism demand to come from group or convention travel as well as business and leisure. Nashville, he said, is one of the few U.S. markets that has demand across the board.

Coolidge also said he expects the new Nissan Stadium and surrounding real-estate development will have a significant impact on several facets of tourism demand in Nashville.

'We know how fast the city can transform'

The newly-opened Drift Hotel is strategically located near the East Bank, where hospitality executive Philip Bates feels confident demand will increase.

Bates, co-Founder and CEO of TMC Hospitality, also opened Bode in the SoBro area, which opened in 2017. That hotel has apartment-style rooms, aimed at small group travelers. Drift, meanwhile, is a higher-end boutique hotel with a selection of unique food and beverage options.

Bates said Drift has already attracted a large number of leisure travelers, selling out multiple weekends after its March opening. But business travelers who visit Nashville monthly or quarterly have also been a target market for the hotel.

Those regular business travelers know the city and may want to visit restaurants and bars in the various neighborhoods of East Nashville.

"We're very well located for them," Bates said.

Drift opened on the same day the new Nissan Stadium broke ground, which Bates said was encouraging.

"We’re not building this to flip it in two years," he said. "We’re building this because we believe in the long term nature of Nashville. We know how fast the city can transform."

14,000 new hotel rooms are currently planned for Nashville. Can our tourism boom sustain that?

NASHVILLE, Tenn. (WTVF) — If it feels like there's a new hotel popping up left and right in Downtown Nashville, it's because... that's pretty much true. "There’s 2,000 rooms under construction now, 14,000 total in the pipeline," explained Deana Ivey, President and CEO of the Nashville Convention and Visitors Corporation.

That's on top of the 40,000 hotel rooms Nashville already has in use. "It’s a lot of hotel rooms," admitted Ivey.

Ivey says hotel developers seem to love humming Music City's tune right now. "When you talk to them, they all want to be in Nashville. They know it’s a great destination, they know the demand is here," she said.

While all of those 14,000 planned hotel rooms, Ivey thinks some may fall through, but most will likely come to fruition.

There's no question that Nashville's tourism industry is hot right now. The question becomes — will it always be like this and can we sustain such a big portfolio of hotel properties? "That’s a good question, and we’ve been saying that for the last 10 years. You don’t want to get to the point where you can’t absorb the supply but it’s bound to happen at some point, which is why we have to get creative and just keep coming up with ideas and ways to bring people to town," said Ivey.

Ivey says the new domed Nissan Stadium, slated to open in 2027, will be a huge shot in the arm. "So we’ll be able to attract a Super Bowl, we’ll be able to attract an NCAA Final Four," she said.

She also thinks, that with all the new upscale hotels, Nashville is starting to attract new upscale tourists they haven't attracted before. Business travel is also ticking back up after a major pandemic slump. "It’s picking up. The forecast this year and into next year is that it will increase even more," she said.

Ivey says the city is also seeing an uptick in international travel. To that end, both the NCVC and Nashville International Airport are putting in bids to get international nonstop destinations to pick Nashville for expansion. The airport has also made it clear, that they hope to expand their runway to attract more non-stop Asian flights.

All of that may help, but Ivey says as the hotels continue to rise, so do the high expectations of her office. "We have to be creative. We’re competing with every destination in the world, honestly," said Ivey. "So we have to make sure Nashville is out there, upfront, top of mind and people want to come here for a reason."

New grocery stores, shops, distilleries, hotels and more opening around Louisville in 2024

Louisville continues to grow and evolve as the city has seen dozens of new developments in the past few years, many aimed at entertainment, tourism and retail, including projects like Derby City Gaming Downtown , Hotel Genevieve and Cedar Creek Crossing .

Nearly 20 such projects are expected to be completed in 2024, including numerous hotels, distilleries, and distillery expansions, sports complexes, and more.

Locations that opened in 2024

1. Publix , 2500 Terra Crossing Blvd . ― The popular Florida-based supermarket opened its first Kentucky location in far eastern Jefferson County on Jan. 10. Construction on the nearly 56,000-square-foot supermarket, near the intersection of Old Henry Road and Interstate 264, started in the summer of 2022.

2. Paul's Fruit Market , 4990 U.S. 42 ― This new location of the family-owned specialty grocer opened in late February. The company closed its location at 4946 Brownsboro Road, citing a need for more space for products and parking.

3. Puttshack , 7900 Shelbyville Road — Puttshack , an "upscale, tech-infused mini golf experience," opened in March at the Oxmoor Center, at 7900 Shelbyville Road. It occupies a 25,000-square-foot space inside the mall with an outdoor patio that can seat up to 56 people along with a private event space and two full-service bars.

4. South Seas miniature golf , 1301 Story Ave. — South Seas , a tiki- and Southern California-inspired bar and restaurant in Butchertown added a nine-hold mini-golf course to its space. The nine-hole golf course contained within the existing two-story building opened in April.

5. Tempo by Hilton hotel , 710 E. Jefferson St. — A six-story, 130-room hotel opened on the northern end of the Phoenix Hill neighborhood, near NuLu. This Hilton-brand hotel opened in early May just ahead of Kentucky Derby 150. Later this summer, Moonsong Café and High Stakes Grill, a full-service rooftop restaurant, are set to open this summer.

6. Five Iron Golf , 836 E. Market St. — A Louisville location of the New York City-based indoor golf and entertainment company opened in April in NuLu. It features 10 golf simulators, a bar, and food menu highlighting sharable options.

7 . Iroquois Park sports complex courts , 1000 Amphitheater Road ― Six tennis courts at Iroquois Park were renovated and turned into four pickleball courts, two new tennis courts, and a futsal court, which opened in May.

8 . Progress Park , 4501 Progress Blvd. — This 12-acre glamping resort in the Buechel neighborhood added  a 10,000-square-foot event center that allows for events year-round. The expansion opened in June.

Developments anticipated in 2024

1. AHOY, the Adventure House of You Children's Museum , 2308 Portland Ave. ― AHOY is a progressive addition to the Portland Museum focused on creating an immersive, experiential children’s space. AHOY will include outdoor play areas as well as indoor play areas within a renovated Victorian property adjacent to the Portland Museum. It's expected to break ground in 2024.

2. Aldi/ Citadel Self Storage , 200 Juneau Drive — Aldi and a storage facility are slated to open on the site of the former  East Government Center  off Shelbyville Road in Middletown sometime in 2024. The 22,000-square-foot grocery store will be situated on the east side of the site, currently a parking lot for the former library and government center. A mixed-use building ― containing 4,400 square feet of first-floor retail and office space with two additional floors of climate-controlled storage units ― would be located on the western side of the property, where the old government building still stands.

3. Angel's Envy Distillery , 418 E. Main St. — Angel's Envy  recently  announced a second expansion , which will add 60,000 square feet across the street from its Louisville Main Street flagship headquarters, complete with a proposed pedway connecting the two buildings. The first expansion was completed in 2022, added five tasting rooms, and doubled its annual guest capacity.

4. BJ's Wholesale Club , 4801 Outer Loop — A  BJ's Wholesale Club  is coming to Jefferson Mall. The Massachusetts-based warehouse store company is set to build its first location in Kentucky on the site of the former Sears department store anchor of the mall. The one-story, 103,100-square-foot “retail center” will include a fuel center. Construction is set to begin in 2024 with an opening set for early 2025.

5. Brough Brothers Distillery , 1250 River Road — More than a year in the planning stages, a new venture from  Brough Brothers Distillery  along River Road is aiming for an April opening. The Louisville-based, Black-owned distillery plans to start construction in January on its second Louisville location which will have rentable rooms for events, retail space, an outdoor game yard, and a full bar open throughout the week. Distillery tours will be offered on-site, as well.

6. Derby City Hotel , 133 W. Market St. — This 168-room, $60 million six-story hotel will operate under the Canopy by Hilton brand. Plans for a hotel at the site have been in the works since 2019. It will join a nearby Aloft hotel that opened in 2015 and a Cambria that opened in 2021. The Derby City Hotel will have a ground-floor restaurant, as well as a rooftop bar and eatery. It's slated to open in the latter half of the year.

7. The Fresh Market , 4055 Summit Plaza Drive — A location of  The Fresh Market  grocery store is planned for the  Paddock Shops off Brownsboro Road. The Fresh Market, founded and based in North Carolina, operates 160 stores across 22 states, including Kentucky. It's slated to open in fall 2024.

8. Hampton Inn & Suites Oxmoor , 400 Bullitt Lane ― A new hotel is opening next to Oxmoor Center in 2024. It will have five floors with 111 rooms — 69 standard rooms and 42 suites — an indoor pool and a small meeting space.

9. Heaven's Door Spirits , 600 E. Market St. ― Heaven's Door Spirits, co-founded by singing-songwriting legend Bob Dylan, is set to open a brand center in NuLu in 2024. Called The Last Refuge, the space will include a restaurant, whiskey bar and live music venue housed within the former Refuge of Kentucky Church. As of May, parts of the attraction were operating with limited hours, with a full opening targeted for summer.

10. MaybeItsFate , 1425 Story Ave. ― MaybeItsFate, "an inclusive and unpretentious community cultivating an art gallery, social club and gateway to the artistic sub-cultures of Louisville," filed plans to complete renovations and additions to the three-story building that will ultimately boast a public art gallery and a members-only social club. It is expected to open sometime in 2024.

11. Oldham County Public Library , Highway 42 and N.W. Highway 1793 ― Oldham County is moving and  upgrading its library , located for the past 40 years inside a repurposed dairy farm at 12505 Harmony Landing Road in  Goshen, Kentucky . The new library will have more technology, bigger book collections, outdoor events, larger meeting rooms and study areas along with additional programming. It's expected to open in 2024.

12. Pickle and Social , 8100 Lyndon Park Lane ― Pickle and Social is coming to Louisville by the fall of 2024. The chain of pickleball-centered hangout spots will be situated on sprawling four acres in Lyndon. Pickle and Social will have 14 pickleball courts, with nine that are indoor climate-controlled, three outdoors, and two covered by pavilions. Yard games, including cornhole, will be available as well.

13. Rainbow Blossom , 4946 Brownsboro Road — A planned sixth location of the locally owned grocer is set to open in summer 2024 at the space formerly held by Paul's Fruit Market. The new storefront is expected to sell organic produce, grocery and wellness products, gifts, supplements and prepared meals.

14 . Retail hub on Zorn Avenue , 1041 Zorn Ave . — A 60,000-plus square-foot retail hub is planned for Zorn Avenue just off River Road. The development is set to include retail, office, and restaurant space spread over multiple buildings, according to plans filed with Louisville Metro's Planning and Design Services. Construction has yet to get underway at the site at 1041 Zorn Ave. and no completion date is noted, though commercial foundation and new construction permits were recently filed with the city.

15. Rhinestone , 1004 Barret Ave . — Rhinestone, a tequila-forward bar, situated inside a mixed-use space, is planned for a growing commercial stretch in  Germantown . Local mortgage broker Todd Mercier, along with business partner and longtime friend Bobby Blair, are re-developing the building, built in 1936, into a mixed-use concept to include both the bar and office space sometime in 2024.

16. Wawa , 1354 Veterans Parkway (Clarksville, Indiana), 9650 Preston Crossing Boulevard, 4314 Bardstown Road — The popular convenience store chain Wawa is setting up shop in several spots in Kentucky and surrounding areas, including Clarksville, Indiana. These sites will be under construction in 2024 and will include a convenience store and fuel station and are set to open in the late second quarter of 2025.

Projects announced in 2024

1. NuLu Marketplace expansion , 808-814 E. Main St. — NuLu Marketplace, the collection of eateries, offices, short-term lodging and retail in the 800 block of East Main and East Market streets, is getting an addition. A new construction three-story, 47,000-square-foot building is planned along Main Street. It will feature a similar tenant mix as the original marketplace and is set to open by the first quarter of 2026.

*2. Unnamed boutique hotel , 1140 Cherokee Road — The former Highland United Methodist Church in the Highlands is slated to become a 26-room boutique hotel with preservation of the building's exterior and sanctuary a priority, according to project developer Star Auerbach. Attached to the century-old church is a 1960s educational building addition in which Auerbach plans to locate the bulk of the 26 guest rooms, spread across its three floors. With the project still pending some key city approvals, Auerbach anticipates construction to start sometime this summer and last a year.

3. Unnamed boutique hotel , 726, 730, 734, 736, S. 7th St. and 707 York St. — The southeast corner of the 700 block of Seventh Street between Broadway and York Street would become a 2-story, 48-room boutique hotel, according to a development application filed in mid-January with Louisville Metro Planning and Design Services. The proposed hotel would have a nearly 27,000-square-foot footprint. Surface parking is included in a site plan submitted as part of the filing.

4. Kroger grocery, retail and housing development , 6803-6805 Beulah Church Road — The estimated $100 million development south of Interstate 265 has been approved by Louisville Metro Council to be developed into hundreds of residential units, retail and dining offerings, and a Kroger Marketplace and fuel center.

5. Unnamed mixed-use concept , 18th and Jefferson streets — The retail hub that caught fire in 2022 is being built back up. The new vision is a two-story, mixed-use structure that will feature eight retail spaces on the first level and four to five apartments on the second level. The project anticipates breaking ground later this year.

6. Sunday School Distillery , 629 E. Market St. — A new distillery project is planned for NuLu along Market Street. Developers plan to renovate the building's interior and add a new nearly 4,900-square-foot addition to the rear.

7 . South Campbell/East Jefferson streets hotel , 901 E. Jefferson St. — A 123-room hotel from a major brand is planned for the NuLu district, though details were few as of spring 2024 when the project was announced by local developer Mo Deljoo.

Who watched the eclipse in Erie? Tourists from Nepal, Germany, more

Organizers feared gridlock as crowds descended on Erie for the solar eclipse on April 8 .

But the reality, according to a new report from VisitErie, Erie County's tourism promotion agency , looked a lot more like the empty-streets desolation of the COVID-19 lockdown.

It wasn't that the crowds didn't come. But the cancellation of school for thousands of local students and the fact that many employees worked from home helped to keep traffic off the street .

And when visitors did arrive — as roughly 100,000 did — they spread out, flocking not to one single spot, but to vistas and events across the county.

Even then, a new report released Wednesday by VisitErie determined that the gray skies and light rains might have kept some at home while others headed west in search of better weather .

"It wasn't just Erie," said John Oliver, CEO of VisitErie. "We noted that, along with others along the path of totality , that attendance still wasn't as high as we thought it might have gone. The weather was a factor."

A manageable crowd

Although skies cleared and the sun came out, Oliver said he went home that day without a clear sense of the crowd.

But thousands of motorists, especially those heading south on Interstate 79, drove home with a pretty good perception that the crowd in Erie County had been substantial. Traffic, which began to slow down in southern Erie County , remained slow until somewhere near the Slippery Rock exit, according to witnesses. In some cases, Oliver said, two-hour drives back to Pittsburgh took five hours or more.

Ultimately, VisitErie didn't have to guess at the attendance numbers.

Data provided by Andra, a platform that tracked credit card usage, found that an estimated 100,000 people who lived 50 miles or more from Erie, used their credit cards in Erie County between April 5-8.

Those out-of-town credit card swipes aren't the only way to measure the economic impact that eclipse-chasing visitors had on the local economy.

Based on VisitErie's share of the local hotel bed tax — the tourism promotion agency collects 3%, while ErieEvents receives 4%, — Erie County tallied $9.2 million in hotel receipts during April.

VisitErie's share of the hotel tax was about $90,000 more than in April of the year before. And while April's total hotel receipts fell short of a busy July or August, Oliver said April's numbers were built on the strength of a few days, not 31 days of prime vacation season.

Where's the crowd?

Matt Greene, operations director for Presque Isle State Park, said the park counted 6,550 cars on the day of the eclipse, roughly 23,000 people.

It was a manageable number and the reason why most people were able to drive out of the park in about an hour. But Greene was prepared for more.

So where did those extra 100,000 people spend the roughly four minutes when the moon blocked the sun?

Erie was often identified as the only Pennsylvania city in the path of totality. But unfettered views of the eclipse could be found all over the area.

The VisitErie report suggests visitors spent time in every corner of the county at more than 40 different watch events , including 3,000 at Pennwest Edinboro, 2,500 at Penn State Behrend , more than 1,500 at the Erie Zoo, 2,200 at Port Farms near Waterford, 1,300 at Lake Erie Speedway , 630 at UPMC Park and 500 at Liberty Park.

"With 100,000 people, if they were all at the park we would have had massive congestion," Oliver said. "But the fact that they were in North East all the way to Edinboro showed how we were able to have the crowds dispersed. You didn't have to be in one location. You could be virtually anywhere. Local people could watch from their back yard."

18 months of planning

The eclipse did not not sneak up on Erie.

Led by VisitErie, a broad range of community members, including law enforcement, municipalities, schools and universities, tourism-focused companies and the media took part in an extensive planning process that sought to prepare for every contingency.

In some cases, that might have led to being over prepared. Consider, for instance the matter of eclipse glasses.

VisitErie bought 30,000 pair to distribute . That's on top of large orders placed by Penn State Behrend, Country Fair, Pennsylvania State Police, PennWest University Edinboro and Gannon University.

In the end, VisitErie reported, there were more than enough to go around.

New markets for Erie

VisitiErie, which advertises heavily in the Pittsburgh market, saw those efforts pay dividends. Data from credit card sales shows that Pittsburgh accounted for more than a third of all visitor spending between April 5-8.

Other leading markets, in order of the amount they spent, were Philadelphia, Washington, D.C., Buffalo and Harrisburg.

And while Oliver talked to visitors from Nepal, plenty of other businesses welcomed visitors to Erie County for the first time.

A small business in Corry saw new customers from as far away as Las Vegas. A restaurant in western Erie County welcomed visitors from six states. One businesses reported visitors from California, Oklahoma, Poland, Germany and Canada.

Data from Zartico, a national research company that uses cell phone data to track visitor activity, showed a 104% increase in visitor spending during a four-day period.

Oliver said he hopes that the eclipse will provide benefits to Erie that extend well beyond a few days in April.

"That's one of the things that really bodes well for us in the future," he said. "There were a lot of new markets that we never had exposure to in the past."

Why You’ll Pay More and Behave Better When You Travel This Summer

A new tourist fee in Bali. Higher hotel taxes in Amsterdam and Paris. Stricter rules on public drinking in Milan and Majorca. Ahead of the summer travel season, leaders in many tourist spots have adopted measures to tame the tourist crowds — or at least earn more revenue from them.

All of this may pose headaches for travelers, although in most cases, the new fees or tax increases represent only a tiny fraction of the total cost of a trip. The goal is to ensure that tourism functions smoothly for visitors and locals alike, said Megan Epler Wood, managing director of the Sustainable Tourism Asset Management Program at Cornell University.

“All tourism is dependent on beautiful natural and cultural resources. You have to protect those resources in order to be a viable tourism destination — and if you don’t, they degrade,” Ms. Epler Wood said.

In some places, proposals for new fees or visitor rules have drawn opposition from residents, who fear they might scare away the tourists who bolster the local economy. But destinations need to find ways to counteract what Ms. Epler Wood calls “ the invisible burden ” of tourism, which includes strains on a community’s infrastructure, utilities and housing stock, as well as tourists’ carbon footprint and any challenges they might impose on residents’ daily lives.

“You put so much pressure on the place that the people who live there become unhappy, and then they don’t present a very good face to tourists,” Ms. Epler Wood said. “The longer you wait, the higher the cost to fix it.”

New visitor fees

Since February, visitors to the Indonesian island of Bali have been asked to pay a levy of 150,000 Indonesian rupiahs, or about $9.40 per visit. Revenue will be used to support the preservation of cultural and natural assets on the island, where tourism has brought major challenges related to litter, water supply and overcrowding. Visitors are encouraged to pay the new fee online before departure, although it’s also possible to pay on arrival at the airport.

Beginning Aug. 1, most foreign travelers to the Galápagos Islands — which had a record-breaking 330,000 visitors last year — must pay a $200 entry fee, double the current rate. The money raised will be used to support conservation, improve infrastructure and fund community programs.

The change is the first increase to the entry fee since it was introduced in 1998, said Tom O’Hara, communications manager for the Galápagos Conservation Trust . Mr. O’Hara noted that the increase comes a year after the UNESCO World Heritage Committee urged the government of Ecuador to work toward a “zero-growth model” for tourism in the Galápagos.

“It’s quite a complicated topic,” Mr. O’Hara said, noting that the fee increase has been viewed “as part of the solution to overtourism.” On the other hand, he added, “everyone is trying to reassure the local tourist industry that this isn’t going to kill tourism on the islands.

In April, Venice began imposing a fee — 5 euros, about $5.40 — on day-trippers visiting on peak days, with the goal of striking “a new balance between the tourists and residents.”

But the new Venice Access Fee has drawn criticism from residents. “This project is a disaster for us. We are a city, not a park,” said Matteo Secchi, the president of Venessia.com, an association of Venice residents. Mr. Secchi said that a communications campaign would have been more effective.

The possibility of a new tourist fee has also drawn local opposition in Hawaii, where Gov. Josh Green has proposed a “climate impact fee” for visitors to the state. The measure failed during a recent meeting of the State Legislature, but Governor Green has persisted in calling for visitors to help fund the state’s preparation for future climate shocks.

“We have to get this tiger by the tail,” he told journalists in May, adding that $25 per visitor could raise $250 million a year, which the state could use to guard against climate disasters, manage erosion, strengthen infrastructure and protect parks.

Hotel fees and other taxes get a bump

Hotel taxes, also known as occupancy or accommodation taxes, are widespread in the United States and Europe, where they were on the rise for a decade leading up to the pandemic. With tourism’s rebound to prepandemic levels, several destinations have increased or adjusted the tax to capture more revenue.

Like Hawaii, Greece — which also suffered severe wildfires last summer — is looking to steel itself against climate disasters, and the government wants tourists to help foot the bill. Greece is calling the charge a climate crisis resilience fee , and it will be collected by accommodation providers. The tax will be higher from March to October, when it will top out at €10 per night at five-star hotels. The rate drops from November to February, and for hotels with fewer stars. The fee replaces the previous hotel tax, which ranged from €0.50 to €4 per night.

In Amsterdam, the hotel tax, which was already one of the highest in Europe, rose to 12.5 percent from 7 percent on Jan. 1. City lawmakers have also raised the tax on cruise passengers to €14 from €11 per person per night.

The hotel tax in Barcelona also rose this year, increasing to €3.25 per night. The measure was the final step-up in a gradual increase that began before the pandemic. A spokesman for Barcelona City Hall said that further tax increases would be aimed at tourist rental apartments and cruises that make short stopovers, which contribute less to the city’s income. The spokesman also noted that revenue generated by the tourist tax is being used, among other things, to fund the installation of solar panels and air-conditioning in Barcelona’s public schools.

Ahead of this summer’s Olympic and Paralympic Games in Paris, lawmakers in the Île-de-France region have imposed a new tax, on top of the normal hotel levy. With the new tax, which will fund public transportation in the region, a guest in a five-star hotel now owes a total of €10.73 in tax per night stayed, while a stay in a two-star hotel incurs a tax of €3.25 per night.

Though the measure was adopted by the regional government, it was not supported by the leadership in Paris itself. A spokeswoman for Paris City Hall called the move “a democratic power grab” that “in no way benefits the city of Paris.” She noted that even with the funds generated by the new tax, the region still raised the price of tickets for public transportation in the city during the Olympics — a measure that has disgruntled many Paris residents.

Introducing new rules

In other tourist spots, the focus is on curbing behavior that pollutes the local environment or harms residents’ quality of life.

In Japan, authorities at Mount Fuji will cap visitors at 4,000 per day. They have also imposed a new fee of 2,000 yen (about $13) for access to the iconic summit. Elsewhere in the country, a community council in the Gion neighborhood of Kyoto has closed some small roads to tourists, after complaints that the area, home to the city’s geisha district, was suffering from crowds.

“We will ask tourists to refrain from entering narrow private streets in or after April,” Isokazu Ota, a leading member of the community council, told Agence-France Presse in March. “We don’t want to do this, but we’re desperate.”

A spokeswoman for the city’s tourism board described the road closures as “a local initiative,” adding that “neither Kyoto City nor the Kyoto City Tourism Association are aware of any details beyond what is reported in the media.”

Rowdy visitor behavior has been the target of new rules in Milan. In some areas, city leaders have banned outdoor seating after 12:30 a.m. during the week and 1:30 a.m. on the weekend in response to resident complaints. They have also limited the late-night sale of takeaway food and drinks.

And in certain areas on the Spanish Balearic Islands of Majorca and Ibiza that are overrun with drunk tourists, the government has imposed a ban on late-night sales of alcohol and the consumption of alcohol in the street. New restrictions have also been imposed on party boats in the same areas.

“Tourism has negative externalities that must be managed and minimized,” Marga Prohens, the president of the Balearic Islands, told a local gathering this month , according to The Majorca Daily Bulletin. Local tourism, she said, “cannot continue to grow in volume.”
