Home Visits We can provide home visits at the doctors discretion. However, consultation at the clinic is preferred as full equipment and nursing help is available. Home visits will not be scheduled if the request if not safe for the doctors or unreasonable, for example if you request an after-hours home appointment.

Here are some tips to make your experience at out clinic go as smoothly as possible.

Calling your GP Your GP will try to take your call but may be away or busy with patients. Please let us know if it is urgent.

Test Results Please book an appointment to get your test results. Only in rare cases this can be done over the phone, at the GPs discretion.

Specialist Referrals These must be done during a consultation with your GP. Repeat referrals can be requested, at your GPs discretion and you may be charged a fee.

Recalls and Reminders Our reminder system is to tell you about recurring healthcare issues such as annual check-ups, care planning and immunisations. Please advise reception if you want to opt out of reminders.

You may be asked back for a follow up appointment, if your GP advises.

Sonic HealthPlus Joondalup Drive Medical Centre is located in the suburb of Edgewater on the corner of Joondalup Drive and The Gateway. 

The clinic is approximately 5kms from the City of Joondalup and 20 minutes drive from Perth CBD easily accessed via the north bound Mitchell Freeway. Affiliated with one of Australia’s leading health providers, we offer high quality, accurate and individualised treatment for both general practice and injury management.

Bookings and Appointments

Please ring (08) 9300 0055 for an appointment. Every effort will be made to accommodate your preferred time; however emergencies will be given priority.

Appointment times are approximately 10 minutes – please tell the reception staff if you require a longer appointment time.

Every effort is made to attend to walk in patients with an urgent matter. However in some instances, it will be requested that you make an appointment at a later date and time to accommodate your needs.

Your Rights

If you have a problem we would like to hear about it. Please feel free to talk to your doctor or receptionist. You may prefer to write to us or contact the Clinic Manager, on (08) 9300 0055. We take concerns, suggestions and complaints very seriously and will deal with any matters that come to us. All complaints will be followed up and in writing if requested.

Fees and Billing

Joondalup Drive Medical Centre Sonic HealthPlus is a private billing practice. Bulk-billing is only offered to those 75 years old and on an Aged Pension Concession Card. Children up to 16 years old and those who are on a Centrelink Concession Card will be charged a reduced fee. For more information on our fees, please contact the practice directly. The standard consultation fee during the week is $90.00 [Medicare rebate $41.20]. The standard consultation fee on a Saturday is $120.00 [Medicare rebate $41.20]. A standard Consultation Reduced fee is $65.00 [Medicare rebate $41.20].

Dr Andrew O’Shea

Dr Andrew O’Shea obtained a degree in Immunology, before completing Medical School and graduating as a Doctor in 2003 from Barts and The London School of Medicine and Dentistry. Dr O’Shea has worked in a variety of hospital positions in both the UK and Australia before completing Specialist General Practice training. He has competed further postgraduate qualifications including Fellowship of the Royal Australian College of General Practitioners, Diploma of the Royal College of Obstetricians and Gynaecologists, and Certificate in Skin Cancer, Australasian College of Skin Cancer Medicine.

Dr O’Shea has practiced at Joondalup Drive since 2012. He has been involved with teaching medical students and is an Examiner for the Royal Australian College of General Practitioners. Andrew is experienced in all aspects of General Practice and has a special interest in Paediatrics, Men’s Health, Chronic disease management, Travel Medicine, Occupational Medicine and Workers Compensation. Andrew enjoys spending time with his young family and travelling, which has included Teaching English in China and assisting rural Medical Clinics in South Africa.

Dr Charles McKibbin

Dr Charles McKibbin graduated from Medicine (MBChB) at the University of Dundee in 2005. His undergraduate studies included a bachelor's degree in Molecular and Cellular Biology (BSc(MedSci)) at the University of Glasgow. His postgraduate training was undertaken in the west of Scotland, completing GP training in 2011 (MRCGP). He immigrated to Australia later that year after working and travelling in Ireland and gained Fellowship of the RACGP.

Dr McKibbin has particular interests in general dermatology, skin cancer medicine, cosmetic dermatology, neonatal/infant health, men's health and occupational health. He has completed postgraduate training in skin cancer medicine, aesthetic medicine and general dermatology, holding qualifications from the University of Queensland and Bond University.

His interests outside of medicine include boating to Rottnest Island, caravanning, AFL and travelling whenever possible.

Dr Jade Jagoe-Banks

Dr Jade Jagoe-Banks has been at Joondalup Drive Medical Centre since 2015. In 2010, she completed her medical degree at the University of Western Australia where she graduated with honours.

Dr Jagoe-Banks received her Fellowship with the Royal Australian College of General Practice in 2015. She holds a DRANZCOG qualification, and the year she sat the practical examination, she was awarded the medal for the highest mark in Australia and New Zealand. Dr Jagoe-Banks also holds a Diploma of Child Health.

Dr Jagoe-Banks has a keen interest in Women's Health and Paediatrics, with a special interest in pregnancy. She offers shared care to her patients where she is able to look after their pregnancy until 36 weeks if eligible. In her spare time, Dr Jagoe-Banks is part of a community singing group, and she also enjoys spending time with her young family and her cocker spaniel.

Dr James Buck

Dr James Buck graduated from the University of Southhampton in the UK and has been a GP for 11 years, joining the clinic in 2013. His special areas of interest include chronic disease management, occupational health and paediatrics. James enjoys fishing, swimming and looking after his young family.

Dr John Crawford

Dr John Crawford is the founder of Joondalup Drive clinic. Dr Crawford graduated from the University of Western Australia in 1980 and has been in General Medicine for over 26 years. He has a previous background in respiratory and cardiac medicine and worked for a number of years at Slade Hospital in the UK. His special interests in medicine are dermatology, occupational health & obesity management. John enjoys playing golf and has a keen interest in philosophy, philately and art renaissance history.

Dr Ross Haston

Dr Ross Haston has been with Joondalup Drive since he emigrated from Scotland in February 2012. He graduated the University of Glasgow in 2004 and completed further studies predominantly in Orthopaedics & plastic surgery, gaining membership with the MRCS in 2007. Dr Haston's particular interests within General Practice are skin cancer screening, minor procedures, Orthopaedics & occupational health. When he’s not at work or spending quality time with his young family, Ross enjoys participating in Crossfit, soccer and watching AFL and tennis.

Dr Shaun Sinclair

Dr Shaun Sinclair graduated with a Bachelor of Medicine from the University of Western Australia in 2009 and has since worked as a junior medical officer SCGH, PMH. He additionally completed 6 months in emergency medicine in country NSW. Dr Sinclair completed his GP training and attained fellowship in 2015. He has also completed a diploma in Children’s Health. He has a particular focus in men's health and paediatric medicine. Shaun enjoys good food and wine and follows multiple sports including AFL, he also enjoys spending time with his family and his two young children.

Dr Stephanie Van Der Moezel

Dr Stephanie van der Moezel obtained her medical degree from the University of Western Australia in 2013. She then spent her resident years at Sir Charles Gairdner Hospital and Joondalup Health Campus gathering experience in all areas of medicine. 

Dr van der Moezel completed most of her general practice training at Joondalup Drive Medical Centre, starting in 2018. She enjoys all areas of general practice, and values caring for the whole family at any age. Her particular interests are women’s health, children’s health, including pregnancy, the postnatal period, all the way through to caring for adolescents and the challenges that can bring.

Outside of medicine, Dr van der Moezel enjoys spending time outdoors with her family, accumulating cookbooks and trying out new recipes.

Dr Rachel Lim

Dr Rachel Lim completed Bachelor of Medicine and Bachelor of Surgery (MBBS) at the University of Western Australia in 2015 and obtained fellowship with The Royal Australian College of General Practitioners (RACGP) in 2020.  Dr Lim also holds a Diploma of Child Health (DCH). She enjoys all areas of General Practice and has special interests in women's health (Mirena and Implanon insertion and removals), antenatal care, paediatrics, dermatology, and minor procedures.  

 Prior to becoming a GP, Dr Lim worked at a number of hospitals across Western Australia including Sir Charles Gairdner Hospital, Joondalup Health Campus, Kalgoorlie Hospital and has also spent time working in hospice care with Silver Chain.

Dr Robert Chandler

Dr Robert Chandler is a medical graduate of the University of Western Australia. His postgraduate studies include Fellowship of the Royal Australian College of GP, Diploma of Obstetrics RCOG, and Master of Science (Gerontology) at Curtin University.

He has worked as a solo rural GP on the Darling Downs - QLD for 8 years, as a neurosurgical assistant at SJOG Hospital Subiaco, and in areas of Rehabilitation and Aged Care within WA in both hospital and community settings. Dr Chandler most recently worked as a General Practitioner, and the Medical Director of a University Student Health Service.

 Dr Chandler’s clinical interests are in the areas of Chronic disease management, Men’s health, Travel Medicine and Skin screening. Outside of medicine, his other interests include spending time with family, ocean paddling, cycling, trekking, and Junior AFL football.

Dr Ditza Teng

Dr Ditza Teng earned her medical degree from the University of Western Australia, undertaking her internship at Sir Charles Gairdner Hospital and subsequently completing her residency at Joondalup Health Campus. During her residency, she dedicated additional time to working in Paediatrics. Dr Teng has successfully completed the Sydney Child Health Program, obtained a Certificate of Reproductive and Sexual Health, and achieved a dual masters in Public Health and Health Leadership/Management.

Being a mother herself, Dr Teng is passionately committed to assisting other mothers navigate the challenges of parenthood. She provides evidence-based advice and guidance, emphasising the significance of establishing a secure, confidential, and supportive environment for her patients, particularly for adolescents.

Dr Teng's areas of expertise encompass child and adolescent health, reproductive and sexual health, breastfeeding medicine, women's health, and proficiency in Implanon insertion and removal. Her holistic approach to healthcare reflects her dedication to promoting the well-being of her patients throughout their various life stages.

Dr Morgane Davies

Dr Morgane Davies is a female GP Registrar with local training. Her academic journey includes a Bachelor of Science followed by a postgraduate medical degree from UWA. Dr Davies gained valuable experience through several years of service at Fiona Stanley Hospital and, more recently, Perth Children's Hospital. Her focus lies in sexual and reproductive health, women's health, and pediatrics. Dr Davies has successfully completed the Sydney Child Health Program and is currently pursuing a certificate in sexual and reproductive health. Anna Selaru

Anna has been in the medical industry for 15 years and has been managing Joondalup Drive Medical Centre for 10 of those years. Her passions are within General Practice and offering the best service and care to patients from a holistic team approach. Since July 2021 she has also been managing the Sonic HealthPlus Joondalup clinic with a focus on Corporate Health. The vast majority of chronic diseases such as coronary heart disease and diabetes require long-term care plans and treatment for patients. Our doctors at Sonic HealthPlus are equipped to manage the many illnesses and health conditions classified under the broad heading of chronic disease.

Family Medicine

Focusing on a more holistic approach to healthcare, family medicine takes into consideration the continuing and comprehensive health of an individual and their family. We encourage a whole of life view of a patient and their health to encourage care and monitoring of wellbeing, as opposed to consulting with a doctor only when an illness arises.

Health Assessments

Our doctors perform detailed and individualised health assessments to evaluate a patient’s health status and to identify a plan of care. By visiting our website, www.stjohnhealth.com.au , and choosing your preferred practice. This will then lead you to our booking system, where you are able to schedule an appointment. Alternatively, you can call the practice directly and organise an appointment over the phone.

We use HotDoc to securely process payment for your appointments in a more convenient way. Various appointment types will require confirmation by requesting your credit card details via an SMS link (HotDoc). Please note that if you are bulk billed, your credit card will not be charged.

You will be prompted to add your payment details at the time of booking your appointment. You will not be charged the full payment until after your consultation.

Consultation charges vary based on the severity of your condition and the length of the consultation.

Extra costs may be incurred for consumables and other services such as skin checks, procedures, iron infusions, worker’s compensation, private and commercial driver’s license. Please discuss this with our friendly receptionists prior to booking.

Bulk billing is when a doctor accepts the Medicare rebate paid by the government as full payment for the service they have delivered.

When the government first introduced Medicare in 1985 the rebate was 85% of the Australian Medical Association (AMA) recommended fee. However successive governments have failed to increase the Medicare rebate in line with inflation, and now the rebate amount is less than half of what the AMA recommended appointment fee is (which has increased yearly in line with inflation). So, when patients are bulk billed, the medical centre receives only $41.20, instead of our standard fee of $80.00 - $90.00 (in line with the recommended AMA schedule).

The graph below reflects the rising ‘cost of healthcare’ compared to ‘Medicare rebate’ since 1985.

The fees generated from patient appointments cover the expenses of running a medical centre, including wages of reception, administration and cleaning staff, building lease, electricity, phones, computer and software fees, insurance etc, all of which have been increasing with inflation. As the gap between rebate increases and cost increase widens, it has become more difficult to maintain a viable business by bulk billing all patients.

Some practices may offer shorter appointments, spend less time with patients and increase the number of appointments per hour. The Medicare rebate is the same whether a patient spends six minutes or 15 minutes with the doctor.

Ever wanted to know more about St John Urgent Care? What do they treat? When should I use Urgent Care? Is this an option as an alternative to the Emergency Department? St John WA’s Urgent Care centres are not Emergency Departments. Instead, they offer care from 8am to 9pm, 7 days a week, for injuries and illnesses that need immediate treatment but aren’t life-threatening. Urgent Care can provide treatment for possible sprains and broken bones, cuts that need stitches or glue, sports injuries, and animal bites.

Call Triple Zero (000) or attend the emergency department for:

  • Heart attack or chest pains
  • Inability to breathe
  • Collapse or seizure or stroke
  • Heavy bleeding
  • Serious head or neck injury
  • Motor vehicle accidents
  • Severe stomach pain
  • Bleeding in pregnancy
  • Serious mental health problems
  • Poisoning or serious allergic reactions

No appointment is required for St John Urgent Care practices. We are a walk-in service only.

Emergency Departments are stressful, busy environments designed for the sickest patients who need lifesaving care or hospital admission.

St John Urgent Care exists to treat patients with minor injuries, wounds, and illnesses and help patients avoid a visit to the Emergency Department. St John Urgent Care has x-ray, plaster casting, crutches, splints, and wound care equipment on-site and is open for extended hours.

If required, our doctors can prescribe medication.

St John Urgent Care is a walk-in service with no appointments, so wait times will vary depending on patient demand.

St John Urgent Care practices are staffed by highly trained doctors, nurse practitioners, and nurses. We take great pride in our staff, employing only the best specialists with the latest knowledge and experience.

St John Urgent Care is not bulk billed due to insufficient increases to Medicare, as the Medicare rebate is unable to cover the costs of running our practices. This means that out-of-pocket fees will apply to all Urgent Care consultations to continue delivering this service. Costs may also be associated with products used, such as moon boots or wrist braces.

It is always advisable to book an appointment so we can allocate enough time to help you. There are occasions when we can accept walk in patients, however patients must be prepared to sit and wait until a dentist becomes free.

We are open Monday – Saturday and will always endeavour to see patients who are experiencing dental pain on the same day within one of our 6 dental clinics.

Your first appointment will require at least an examination and possible x-rays. You will be advised of the cost of your treatment on the day. We do accept all health funds and can process your rebate at the time of payment. We also offer payment plans to help spread the cost of your dental care.

We see children under the Medicare CDBS scheme, otherwise we are a private billing clinic. We do have payment options available for you to spread the cost of your dental treatment. If required, please contact one of our clinics for more information.

We are a General Dental Practice offering family dental services.

We also offer a full range of cosmetic care including full mouth makeovers, dental implants, teeth whitening, wisdom teeth removal and for our nervous patients we also offer sleep dentistry.

Yes we accept all health funds and you can claim your benefit on the spot via our HICAPS facility.  We are a Member Plus partner with HBF which entitles members to one fully covered scale and clean every calendar year and low out of pocket expenses.

If you are unable to attend for a scheduled appointment, we do require 24 hours’ notice to cancel without incurring any charges. This enables us to offer the appointment time to other patients who may be experiencing dental pain. Please contact your clinic to cancel or change your appointment time.

Important information

If you’re enrolled in Medicare you’re eligible for the Extended Medicare Safety Net (EMSN). Once your out-of-pocket medical expenses reach the threshold (below) in a calendar year,  Medicare will cover up to 80% of any further out-of-pocket expenses  you have for out-of-hospital medical services that are subsidised under the MBS. You don’t need to register if you are an individual with no dependants. Medicare keeps a tally of all your out of pocket expenses and gap amounts. If you are part of a family or couple you will need to register online – that way you will reach the threshold sooner. You only have to register once.

Billing FAQs

We accept Credit and Debit cards. We do not accept cash. Payment must be made during your home visit.

The Pay Doctor via Claimant (PDVC) scheme allows Medicare rebates to be paid directly to your doctor via a cheque issued by Medicare.

During your home visit, your doctor will ask you to sign an authority form to request your Medicare rebate(s). You will be issued a cheque by Medicare which you must then forward to Perth Home GP so your doctor can be paid.

We are not able to receive funds from Medicare by electronic transfer, as regulations prevent us from doing so as we are not bulk billing for our home visit services.

We require 12 hours notice for cancellation of a home visit or telehealth appointment or a missed consultation fee of $50 is payable.

You will not be able to book with our service in the future until the payment is made.

The reasons why in-hours visit fees are higher is because:

  • We only charge you a callout fee and fund the rest of the visit from Medicare
  • Medicare rebates available to patients for after hours consults are significantly higher than for in-hours consults.
  • Given doctors receive less remuneration from rebates for daytime visits we must charge a higher callout fee to cover costs.

Higher Medicare rebates are available in the after hours period for patients with unexpected illnesses (that cannot wait to be reviewed until the next in-hours period). It is for this reason that we are able to offer reduced callout fees after hours.

Medicare regulations prevent us from billing urgent items if patients are booked prior to the onset of the current after hours period. This is why we must wait until the after hours period before accepting bookings.

Some patients will be eligible to claim medicare rebates for Telehealth.

In order to claim a Medicare rebate for Telehealth you will need to meet one of the following criteria:

  • Have had a face to face consultation with Perth Home GP in the previous 12 months.
  • Children under the age of 12 months
  • People who are homeless
  • Patients receiving an urgent after-hours (unsociable hours) service (e.g the consultation occurs between 11pm and 7am and is deemed urgent by the consulting doctor).
  • Patients of medical practitioners at an Aboriginal Medical Service or an Aboriginal Community Controlled Health Service
  • People isolating because of a COVID-related State or Territory public health order, or in COVID-19 quarantine because of a State or Territory public health order.

If you do not meet the above criteria at the time of the consultation you are not allowed to claim a Medicare rebate.

The Edith Cowan University Health Service - Joondalup Campus is a private service providing general practice and nursing care for the students and staff of Edith Cowan University, Edith Cowan College and the nearby North Metro TAFE.

A broad range of general practitioner and nursing services are available Monday to Friday 8.30am to 4.30pm.

BILLING POLICY

~ Australian resident ECU students with a Medicare card will be bulk billed. Please bring your current Medicare card and any Commonwealth Concession Cards such as Health Care Card or Pension Card to each appointment.

~ International ECU students with OSHC Medibank, AHM, BUPA or ALLIANZ cover will be direct billed to their private insurance fund*. Please bring your current membership details to each appointment.

~ International ECU students with other OSHC or visitors health insurance are charged a discounted fee starting at $42 and are required to pay on the day. A receipt will be issued for you to claim any health insurance rebates*.

~ Private patients (non-students, general public and ECU staff) are charged a PRIVATE FEE starting at $90.00 and are required to pay on the day. A Medicare rebate is usually available if you hold a current Medicare card.

~ Please Note: We do not bulk bill Health Care Card or Pension Card holders unless you are a current ECU STUDENT ONLY.

Each year, parents in the United States adopt more than 5,000 children from all over the world. Adopting a child is a wonderful and exciting event for families. The health of the child who has been adopted is one of many issues that parents need to address during the process of intercountry adoption, also known as international adoption.

Children born in other areas of the world may have different health problems from those of children raised in the United States. Children may have been exposed to vaccine-preventable diseases that are rare in the United States. Some children are adopted from countries with high rates of diseases, such as tuberculosis, hepatitis, and HIV/AIDS. For all these reasons, knowing as much as possible about a child's health will help parents get the right treatment and care for their child. Ensuring that children who have been adopted are healthy will also help prevent the spread of disease in families and communities in the United States.

Be Prepared‎

Before you travel overseas to bring your child home.

CDC recommends that you try to collect health information about your child who has been adopted before you travel to bring him or her home. Any available medical and vaccination records should be shared and discussed with your medical provider here in the United States so that they can be better prepared once your child arrives.

Many vaccine-preventable diseases are more common in the countries of origin of children who have been adopted from other countries. Therefore, family members traveling to pick up the child, as well as close contacts of the child in the United States (e.g., other family members, babysitters) should make sure they are fully vaccinated according to the recommendations of the Advisory Committee on Immunization Practices (ACIP). CDC's Travelers' Health homepage has more information on vaccines you may need and other healthy travel tips.

Overseas Medical Exam Process

The medical examination process for your child who has been adopted begins overseas with a visit to a panel physician . A panel physician is a Department of State-designated medical doctor who performs medical exams overseas for immigrants (including children who have been adopted from other countries), refugees, and migrants coming into the United States. Panel physicians, who are located in many countries in the world, must refer to CDC guidelines (technical instructions) on medical exams.

The purpose of the overseas medical exam is to identify applicants, including children who have been adopted, with Class A conditions . Children with these conditions must be treated or get a waiver before they can get a visa to come to the United States.

The visa medical exam differs from a normal physical that you may be used to. The visa medical exam includes:

  • a physical exam
  • a series of vaccines
  • a screening for tuberculosis/TB (skin test/chest x-ray examination)
  • a blood test for syphilis (not routinely done for children under 15 unless there is reason to suspect infection)

Once the medical exam is completed, the panel physician will give you a sealed packet containing the medical exam forms. When you arrive in the United States, give the sealed packet to the Customs and Border Protection (CBP) officer. The CBP officer is an immigration official who will process your paperwork when you first enter the United States.

During the medical exam , you should ask for an extra copy of the medical exam forms and give them to your child's medical provider in the United States. Children should also receive a medical exam once they enter the United States.

Vaccinations

Vaccinations are an important part of the overseas medical examination. The Immigration and Nationality Act requires that all immigrant visa applicants, including children who have been adopted, show proof of having received certain vaccinations named in the law, as well as others recommended by the Advisory Committee on Immunization Practices, before they may be granted an immigrant visa. Vaccination requirements depend on the age of your child. The age-appropriate vaccinations your child may require can be found in the vaccination schedules for children. Some children who have been adopted can receive an affidavit to have their vaccinations delayed until after they arrive in the United States. Children who receive an affidavit must receive the required vaccines once they arrive in the United States. For more information, please see the affidavit .

Finding a Medical Provider in the United States

Once you have brought your child into the United States, you need to find a medical provider with whom you feel comfortable taking your child for medical care. CDC encourages parents to schedule their child’s medical visit within a few weeks of arrival. Your child’s first medical visit in the United States will be more detailed than his or her visa medical exam. Since the visa medical exam only screens for certain diseases, it may not give you a complete picture of your child’s health. The first U.S. medical exam will help you find out about any other health issues your child may have and allow for timely treatment, if needed.

During your child’s first medical visit in the U.S., the doctor may

  • Check growth and development
  • Test hearing and vision
  • Screen for these diseases, if needed:
  • Hepatitis B
  • Illnesses caused by parasites
  • Tuberculosis

Your child must also get vaccines if he or she did not receive them overseas. Parents are required to get their children vaccinated within 30 days of arrival.

Your child's medical provider may also want to learn about your child's medical history. If you have any forms or papers with details about your child's medical background, bring them to the first visit.

If you are looking for a medical provider, you may want to consider pediatricians who focus on treating children who have been adopted from other countries. They tend to have more experience with medical conditions seen in children adopted overseas.

Class A Conditions

Class A conditions are illnesses of public health significance that prohibit a person from entering the United States. Many children who have been adopted come from countries where Class A conditions are more common than in the United States.

The Class A condition that is most relevant for children who have been adopted from other countries is tuberculosis (TB). TB is a disease that is caused by bacteria which are spread from person to person through the air. Tuberculosis is considered infectious (active) when the TB bacteria overcome the defenses of the body and begin to multiply. People with active TB can spread TB bacteria to others. Most TB can be treated with antibiotics.

Waiver Process

In certain instances, waivers can be granted so that a child with a Class A condition can enter the United States. A waiver request may also be filed on religious or moral grounds (for vaccinations only). CDC's role in the waiver process is only to review and provide an opinion. The final decision to approve or deny a waiver is made by U.S. Citizenship and Immigration Services (USCIS) in the Department of Homeland Security (DHS).

Here is the process to apply for a waiver :

  • If a child is found to have a Class A condition, parents should talk to the panel physician and the U.S. Consulate to find out if it is possible to get a waiver.

You cannot apply for a waiver before the child is found to have an inadmissible condition. Thus, all tests must be completed and read by the panel physician before a class can be assigned.

  • Parents will have to complete a waiver request form ( Form I-601 ) with USCIS.

Finding a U.S. doctor or health-care provider is a vital step in the waiver process.‎

  • The panel physician will send the child's medical forms to the U.S. Consulate (American Embassy).
  • The I-601 will be sent to USCIS, and then USCIS will send the I-601 to CDC for review.
  • CDC will check the I-601 and medical forms to make sure they are correct and complete.
  • CDC will then provide an opinion to USCIS about the case.
  • USCIS will make the final decision to approve or deny the waiver. This decision will be reported to the U.S. Consulate and CDC.
  • USCIS will tell the parents whether the waiver was granted. If the waiver is granted, the child will receive a visa.

  • To ensure that children receive proper medical screening overseas, so they can receive timely treatment and care
  • To provide information to parents so they can understand their children's health conditions
  • To communicate with adoption organizations and physicians treating children
  • To encourage safe and healthy travel for parents going overseas to adopt children
  • To respond to disease outbreaks in children who have been adopted
  • To work with countries and partners to streamline the visa medical examination process while maintaining the quality of medical exams

In the Kharkiv region, where Ukrainian soldiers are fighting to hold back two Russian fronts, operators man drones from a trench.

Russia has said it has expelled British defence attache Adrian Coghill in retaliation for the UK's announcement it was kicking out his Russian counterpart last week. 

Mr Coghill was reportedly called to the Russian embassy, where he was told of his expulsion. 

The Russian foreign ministry called Britain's actions "unfriendly"and "anti-Russian" and said retaliatory measures from Moscow will not end here. 

"The initiators of the escalation will be informed about further retaliatory steps," the ministry said. 

On 8 May, Britain announced that it would expel the Russian defence attache, remove diplomatic status from some properties and limit the length of Russian diplomatic visas in response to what Home Secretary James Cleverly called Moscow's "malign activity". 

Volodymyr Zelenskyy has said all they need is two Patriot systems and to stop Russia from occupying the Kharkiv region.

Speaking to ABC News during a visit to the embattled region, the Ukrainian president said the country "cannot afford to lose Kharkiv" and "needs help now" to save it from occupation. 

"The situation is very serious," Mr Zelenskyy said.

Moscow launched a fresh incursion across the border into Kharkiv last Friday, forcing 8,000 people to flee their homes.

It comes after the announcement of a further $2bn in US aid  - on top of the $61bn already promised.

US secretary of state Antony Blinken said yesterday that Washington is "focused" on sending Patriot missile systems and other forms of critical air defence to Ukraine.

The Patriot, is a surface-to-air missile defence system and considered one of the most advanced air defence systems in the US.

Earlier this month, Germany also pledged an additional Patriot battery, while Spain said it will deliver anti-aircraft Patriot missiles.

A Russian activist living in exile in Georgia has sounded alarm over a bill dubbed "the Russian law".

Over the past month, thousands of Georgian protesters have taken to the streets to voice their opposition to a draft law on "foreign agents". 

Critics call it a copycat of Russian legislation that has been wielded for more than a decade to target critics of Vladimir Putin's Kremlin. 

If it passes, charities receiving at least 20% of their funding from abroad will have to register with the government as "foreign agents" and submit onerous financial reports.

Grigory Sverdlin, 43, was himself branded a "foreign agent" by the Russian government last September in connection with a non-profit he runs from Georgia advising Russian men on how to avoid military conscription.

"Georgia has just adopted the same 'foreign agents act' using the very same arguments. It is quite obvious that this act will be used to oppress dissidents," he told Reuters.

"I think a lot of people in Georgia want to move along a different path - they want to move towards European integration."

The Georgian government says the law - which cleared parliament on Tuesday and now heads to Georgia's president for review - is needed to ensure transparency in the foreign financing of non-profit organisations. 

The Kremlin has denied any association with the bill. 

Back in China, and Vladimir Putin is continuing his state visit, hosted by Chinese leader Xi Jinping.

He laid a wreath at the Monument to the People's Heroes at Tiananmen Square in Beijing.

Then he attended a gala event celebrating the 75th anniversary of diplomatic relations forged between the former Soviet Union and the Peoples Republic of China, which was established following a civil war in 1949.

There's obviously a great deal of symbolism to this visit.

The banquet, the tea ceremony, the walk in the park - Xi and Putin are closer than ever, and they want the world to see it.

Their message is that it's time for a new global order, that isn't dominated by the West.

The Kremlin also wants to tell those watching back home that Russia isn't alone. That it no longer needs Europe.

But the primary aim for Putin here is more pragmatic. It's about the economy.

The war in Ukraine has left Russia isolated from Western markets, and it needs China to keep it afloat.

So far, Beijing's been more than happy to buy discounted Russian energy, which has proved a lifeline for Moscow.

A tidal wave of Chinese goods has come the other way, which has kept the shelves stocked for consumers and softened the impact of sanctions.

For now, Russia's economy is growing. It's forecast to expand more than 3% this year. But for how much longer?

There are labour shortages in key sectors, like oil and gas. The losses on the frontline have exacerbated a demographic crisis, and the brain-drain that followed the invasion has affected the quality of the workforce.

What's more, the war is fast turning into a money pit for Moscow. Defence spending is projected to reach nearly 9% of GDP this year.

That explains the recent reshuffle of Putin's top team, in which he replaced his defence minister with an economist.

He wants to ensure Russia can continue to afford the war for as long as it takes.

And that's where China comes in.

The delegation accompanying Putin speaks volumes: both new and old defence ministers, his finance minister, central bank governor, oil bosses and oligarchs, and more.

Putin will be pushing for more support for Russia's war economy. The West will be scrutinising what form that support takes.

Vladimir Putin and Xi Jinping announced their new "new era" strategic partnership agreement in a statement topping 7,000 words. 

Earlier, we took you through the key points regarding the Ukraine war (see our 10.52am post), but there were other important sections regarding international relations.

Following are the key points:

Ukraine war: "The Russian side positively assesses China's objective and unbiased position on the Ukrainian issue."

China "supports the efforts of the Russian side to ensure security and stability, national development and prosperity, sovereignty and territorial integrity, and opposes outside interference in Russia's internal affairs."

United States: Russia and China have serious concerns at "US attempts to violate the strategic balance", including the development of high-precision non-nuclear weapons for potential "decapitation" strikes, and plans to deploy ground-based missiles in the Asia-Pacific and European regions.

North Korea:  "The parties oppose the actions of intimidation in the military sphere carried out by the United States and its allies, which provoke further confrontation with the DPRK."

Anti-Putin Russian paramilitary soldiers have joined Ukrainian troops on the new frontier in northeastern Ukraine.

The Freedom of Russia Legion are attempting to shore up Kyiv's defence against the unrelenting Russian incursion, launched across the border on Friday.

Its deputy commander, Maksimilian Andronikov, who is also known by his call sign, Caesar, said Russia's fighters had become more innovative.

"They've learned the lessons of the war, they're using rather intelligent tactics," he said.

In particular, Russia has been expending relatively cheap Soviet-era bombs by packing several hundred kilograms into planes and hammering frontline towns and infantry positions.

"The situation is difficult, the intensity is very high, there is fighting almost every 10 minutes," said a Legion mortarman from under a hat and face covering, identifying himself only by his call sign, Winnie.

"It's an unbelievable meat grinder that they're still [sending] their people into," Winnie said, describing Russian losses as Moscow's infantry tries to storm deeper into Ukraine.

Mr Andronikov said the Russian forces have fewer vehicles than before, but have the manpower and artillery advantage.

He blasted the limits placed by some Ukrainian allies on the use of their weapons to strike Russia, saying they limited Kyiv's ability to fight back where front lines are only few miles from Russian territory.

Context: The Freedom of Russia legion gained name-recognition in the war after they claimed responsibility for raids into the Belgorod and Kursk regions of Russia.

Russia launched its newest border incursion with the goal of capturing two specific settlements, a Russian-installed official said, quoted by RIA state news agency.

The village of Lyptsi, located 19 miles north of Kharkiv city, where Volodymyr Zelenskyy is currently visiting, and the town of Vovchansk, 30 miles further east, where combat has reportedly been fiercest.

"The most important city, which is now on the verge of complete liberation, is undoubtedly Vovchansk," said Vitaly Ganchev, a Russian-installed official in Ukraine.

"Next is the settlement of Lyptsi - our guys are already on the outskirts. Work is beginning to liberate it, aviation and artillery are working constantly, they do not stop," he said. 

Ahead of talks between Vladimir Putin and Xi Jinping, the two leaders were seen being tailed by two officials carrying bags.

Pictures and videos of the pair prompted social media speculation that the leaders were showing off their nations' so-called "nuclear footballs" - potentially as part of some form of signalling to the West.

However, Sky News military analyst Professor Michael Clarke said it was "unlikely" the bags being carried by officials walking behind the Chinese and Russian presidents contained the tools necessary for ordering a nuclear strike.

"The people carrying the nuclear briefcases, or nuclear footballs, as they are often known, will generally seek to remain as unobtrusive as possible," he said.

"We certainly can't rule out the idea that it could be part of some kind of clumsy gesture, but there are other more likely explanations.

"For example, the two leaders obviously do not share the same language, so they will always have translators close by - and it could well just be officials carrying documents that will be needed for their meetings.

"The other thing to note is that while Putin has certainly been known to engage in thinly veiled nuclear threats, the Chinese are far less keen on that kind of rhetoric, so it would seem quite unlikely that they would want to get involved in that kind of crude signalling."

Russia's nuclear briefcase is traditionally carried by a naval officer. Known as the "Cheget" (named after Mount Cheget in the Caucasus Mountains), the briefcase is rarely filmed.

Last year, footage was shown of Mr Putin in Beijing accompanied by uniformed officers carrying the device.

BEIJING — Russian President Vladimir Putin thanked Chinese leader Xi Jinping Thursday for China’s proposals on ending the war in Ukraine, which have been rejected by Ukraine and its Western supporters as largely following the Kremlin’s line.

At their summit, Putin and Xi reaffirmed a “no-limits” partnership that has grown deeper as both countries face deepening tensions with the West, and criticized U.S. military alliances in Asia and the Pacific region.

Putin’s two-day state visit to one of his strongest allies comes as his country’s forces are pressing an offensive in northeastern Ukraine’s Kharkiv region in the most significant border incursion since the full-scale invasion began on Feb. 24, 2022.

China claims to take a neutral position in the conflict, but it has backed Moscow’s contentions that Russia was provoked into attacking Ukraine by the West, and continues to supply Russia with key components that Moscow needs for its productions of weapons.

A joint statement after Putin and Xi met said that both sides believe that for “a sustainable settlement of the Ukrainian crisis, it is necessary to eliminate its root causes.”

Russia has said that the war was sparked not only by the threat posed to Russia by Ukraine and its backers but as necessary to wipe out alleged Nazism in Ukraine.

The Kremlin has repeatedly sought to link Ukraine’s leaders to Nazism, even though the country has a democratically elected Jewish president who lost relatives in the Holocaust, and despite the aim of many Ukrainians to strengthen the country’s democracy, reduce corruption and move closer to the West.

It wasn’t clear if the joint statement’s wording meant China was explicitly endorsing the Russian allegation of Nazi influence in Ukraine.

But the statement also noted that “The two sides pointed out that it is necessary to carry out education on the correct historical perspective, protect the world’s anti-fascist memorial facilities, and protect them from desecration or destruction, and severely condemn the glorification of or even attempts to revive Nazism and militarism.” That echoes Russia’s persistent contention that Western countries downplay the Red Army’s role in defeating Nazi Germany.

China proposed a broadly worded peace plan in 2023, calling for a cease-fire and for direct talks between Moscow and Kyiv. But the plan was rejected by both Ukraine and the West for failing to call for Russia to leave occupied parts of Ukraine.

The largely symbolic visit stressed partnership between two countries who both face challenges in their relationship with the U.S. and Europe.

“Both sides want to show that despite what is happening globally, despite the pressure that both sides are facing from the U.S., both sides are not about to turn their backs on each other anytime soon,” said Hoo Tiang Boon, a professor who researches Chinese foreign policy at Singapore’s Nanyang Technological University.

While both leaders said they were seeking an end to the war in Ukraine, they offered no new proposals in their public remarks Thursday afternoon.

“China hopes for the early return of Europe to peace and stability and will continue to play a constructive role toward this,” Xi said, speaking alongside Putin.

His words were an echo of what China said last year when it first offered a broad plan for peace outlining general principles for ending the war in Ukraine.

Putin said he will inform the Chinese leader in detail about “the situation in Ukraine,” and said “we appreciate the initiative of our Chinese colleagues and friends to regulate the situation.” He added that the two planned to engage in further foreign policy discussions at an informal meeting later Thursday.

After Russia’s newest offensive in Ukraine last week, the war has entered a critical stage, as Ukraine’s depleted military waits for new supplies of anti-aircraft missiles and artillery shells from the United States after months of delay.

The joint statement from China and Russia also criticized U.S. foreign policy at length, hitting out at U.S.-formed alliances, which the statement called a “Cold War mentality.”

“Both sides expressed serious concern about the consequences caused to the strategic stability of the Asia-Pacific region by AUKUS,” according to the statement, referring to the acronym for Australia, the United Kingdom and the United States.

China and Russia also accused the U.S. of deploying land-based intermediate range missile systems in the Asia-Pacific under the pretext of joint exercises with allies. They said that the U.S. actions in Asia were “changing the balance of power”and “endangering the security of all countries in the region.”

Thursday’s meeting was yet another affirmation of the friendly “no limits” relationship they signed in 2022, just before Russia launched its full-scale invasion of Ukraine.

Since then, Russia has become increasingly economically dependent on China as Western sanctions cut its access to much of the international trading system. China’s increased trade with Russia, totaling $240 billion last year, has helped the country mitigate some of the worst blowback from sanctions.

Moscow has diverted the bulk of its energy exports to China and relied on Chinese companies for importing high-tech components for Russian military industries to circumvent Western sanctions.

“I and President Putin agree, we should actively look for convergence points of the interests of both countries, to develop each’s advantages, and deepen integration of interests, realizing each others’ achievements,” Xi said.

In their meeting, Xi congratulated Putin on his election to a fifth term in office and celebrated the 75th anniversary of diplomatic relations forged between the former Soviet Union and the People’s Republic of China, which was established following a civil war in 1949. Putin faced no credible opposition in the presidential race, and, like Xi, hasn’t laid out any plans for any potential successors.

On the eve of the visit, Putin said in an interview with Chinese media that the Kremlin is prepared to negotiate over the conflict in Ukraine.

“We are open to a dialogue on Ukraine, but such negotiations must take into account the interests of all countries involved in the conflict, including ours,” Putin was quoted as saying by the official Xinhua News Agency.

Putin said a Chinese proposal made in 2023, which Ukraine and the West rejected, could “lay the groundwork for a political and diplomatic process that would take into account Russia’s security concerns and contribute to achieving a long-term and sustainable peace.”

Ukrainian President Volodymyr Zelenskyy has said any negotiations must include a restoration of Ukraine’s territorial integrity, the withdrawal of Russian troops, the release of all prisoners, a tribunal for those responsible for the aggression and security guarantees for Ukraine.

Putin has blamed the West for the failure of negotiations in the opening weeks of the war, and praised China’s peace plan.

Russia-China military ties have also strengthened during the war in Ukraine. They have held a series of joint war games in recent years, including naval drills and patrols by long-range bombers over the Sea of Japan and the East China Sea. Russian and Chinese ground forces also have deployed to the other country’s territory for joint drills.

China remains a major market for Russian military, while also massively expanding its domestic defensive industries, including building aircraft carriers and nuclear submarines.

Putin has previously said that Russia has been sharing highly sensitive military technologies with China that helped significantly bolster its defense capability. In October 2019, he mentioned that Russia was helping China to develop an early warning system to spot ballistic missile launches — a system involving ground-based radar and satellites that only Russia and the U.S. possessed.
