You can use this online service to submit application for entry for visit/transit in the Hong Kong Special Administrative Region (HKSAR).

This online service is not applicable to extension of stay application of visitor. If required, you may apply via this website .

A. Applicant

Please note that in the online application process, the applicant and sponsor will be required to fill in an online application form and sign to confirm that all information given in the online application form is correct, complete and true. If the applicant is under the age of 16 (child applicant), the online application form must be signed by his/her parent or legal guardian.

All visitors to Hong Kong must have a passport that is valid for at least six months, counting from the date of departure for Hong Kong. Nationals of about 170 countries and territories may visit Hong Kong visa-free for a period ranging from 7 to 180 days. Please note that our office does not handle visa applications, nor are we involved in the vetting process of visa applications. All applications are processed by Hong Kong’s Immigration Department directly. We encourage you to use its convenient online portal to submit applications. Our office’s jurisdiction covers Singapore, Vietnam, Laos and India. If you are living in a place other than these 4 countries, please contact the relevant Economic and Trade Office covering your city here .

Check the following table for the travel documents you need:

1. For Hong Kong/Macao Residents holding “Mainland Travel Permits” (港澳居民來往內地通行證,俗稱回鄉證), if the expiry dates of their permits fall within the period from January 1, 2020 to December 30, 2023, the validity of such permits will be extended to December 31, 2023. They can use such permits to go through normal cross-boundary inspection procedures for travelling to and from the Mainland. After entering the Mainland, they may apply for renewal of permits at the exit and entry administration departments of public security authorities at the county level or above in Mainland China. Meanwhile, China Travel Service (Hong Kong) Limited (中旅社) has also implemented different measures to facilitate renewals. Hong Kong and Macao residents holding expiring Mainland Travel Permits need not rush back to Hong Kong to renew their permits. For details, please read this press release .

2. Effective from 26 October 2023, foreign staff of companies registered in Hong Kong can apply for “multiple‑entry visas” for entry into the Mainland China with validity up to two years from the Chinese Visa Application Service Center in Hong Kong as well as priority processing, upon presentation of proof of employment in Hong Kong-registered companies (e.g. letter from the company and staff card). Non-Chinese Hong Kong Permanent Residents can apply for “multiple‑entry visas” valid for up to five years. For details please read this page or contact the centre here .

Next, head to the Chinese Embassy (Address: 150 Tanglin Road, Singapore 247969) and bring along a photocopy of your Hong Kong SAR passport and proof of arrival in Singapore (eg. Immigration & Checkpoints Authority’s email) to apply for a document which is necessary for exiting Singapore.

Hong Kong has a plan to stem its COVID brain drain. Here’s how its new visa stacks up to Singapore for high-earning expats

Expat familes depart Hong Kong's Chek Lap Kok international airport on March 6, 2022. The new visa seek to stem a brain drain following Hong Kong’s slow reopening of its international borders, with many foreigners leaving the city for alternative locations.

Hong Kong is overhauling visa rules to attract foreign talent as it battles with rival finance hubs like Singapore for talent following nearly three years of pandemic isolation.

Chief Executive John Lee said in his maiden policy address that the city will grant a two-year visa to high earners who earned at least HK$2.5 million ($318,480) in the past year, as well as for graduates from the top-ranked universities. The city will also suspend the annual quota of its current program for skilled talent and extend the limit of stay for non-local graduates from one to two years. 

The moves seek to stem a  brain drain  following Hong Kong’s slow reopening of its international borders, with many foreigners leaving the city for alternative locations like Singapore, which has relaxed Covid restrictions much faster.

Singapore in August announced its own long-term  work visas  to ease a tight labor market, targeted toward foreigners earning S$360,000 ($253,530) annually.

For some, Hong Kong’s visa changes are sorely needed. 

The new policy “is even better and more aggressive than Singapore’s talent policy — it’s stronger and more flexible,” said Ricky Chiu, chairman and chief executive officer of PHASE Scientific International Limited, a biotech firm that has struggled to find experienced candidates to help handle a Covid testing-induced boom. “This is a very sincere policy change from before.”

“If you really want to win in this talent acquisition war, then you really need to have a policy that is more favorable than your competitors,” he added.

Document of Identity issued by Hong Kong Special Administrative Region

You will need a visa to enter Singapore if you are holding the Document of Identity issued by Hong Kong Special Administrative Region.

You will need to provide original documents and official translations (for documents in languages other than English), as well as copies of the documents for ICA to retain.

ICA accepts:

  • Translations provided by the embassy of the country that issued the document
  • Translations produced by a notary public in Singapore or the country that issued the document
  • Privately created translations attested by the embassy of the country that issued the document, or notarised by a notary public in Singapore or the country that issued the document.

ICA does not endorse any private translation companies or entities. Insufficient documentation may result in non-acceptance of your application. You may be required to provide additional documents to support your application.

To apply for an entry visa for business or social visits, you will need the following documents:

  • Duly completed Form 14A  (PDF, 202KB) signed by you. Your visa application shall be made based on the information declared in this form. ICA may request for the form to be submitted.
  • Your recent passport-sized colour photograph taken within the last three months. Please see Photo Guidelines  for information on photo requirements.
  • A photocopy of your passport biodata page (valid for at least six months from the date of your entry into Singapore) 

Additional supporting documents (e.g., Form V39A  (PDF, 192KB) (Letter of Introduction for Visa Application (LOI)) may be required on a case-by-case basis.

Applying in Singapore Your visa application can be submitted online using the e-Service  through a strategic partner or a local contact in Singapore.

You are advised to apply for an entry visa within 30 days prior to arrival in Singapore.

Applying at a Singapore Overseas Mission Your visa application can be submitted at the nearest Singapore Overseas Mission  or through its authorised visa agent.

A S$30 non-refundable processing fee is payable online using a Visa or MasterCard credit/debit card.

Your visa application will be processed within three working days (excluding the day of submission). Some applications may take longer to process.
