Entry Requirements and Permits of Belize

REVISED ENTRY REQUIREMENTS AND PERMITS OF BELIZE

1.1 All flights into, from or over the territory of Belize and landing in such territory shall be carried out in accordance with the Belize Civil Aviation Regulations in force.            

1.2 Aircraft landing in or departing from the territory of Belize must first land at or finally depart from the Philip S.W. Goldson International Airport. ICAO Location Indicator MZBZ.

1.3 The intent to enter Belize must be a written request addressed to the Director of Civil Aviation detailing flight itinerary (ies), statement if aircraft desires to conduct internal flights and the area which flights are intended and purpose of the visit. Request or application can be sent as detailed in this document. C ontact details appearing on the website: www.civilaviation.gov.bz can be used.

2. Scheduled flights

2.1 general.

2.1.1 For international scheduled flights operated by foreign airlines, applications shall be made to the Air Transport Licensing Authority (ATLA) in writing using the following address:

2.1.1.2 The applications will be processed in accordance with the Belize Air Transport Licensing of Air Services Regulations.

2.1.2 Applications should be accompanied by authenticated copies of aircraft and flight crew technical documentation including: Air Operators Certificates and Licenses or Permits to operate Public Transport Services issued by the Country of Registry and Copies of Insurance Certificates covering liability for carriage of passengers, luggage and freight and damage to Third Parties for the territory of Belize. Additional documentation will be required as indicated in FORM 1 shown below. These must also be submitted.

2.1.3 The processing of applications may take up to three months for processing but is dependent on the timely submission of documentation by the applicant and publishing in the Belize Government Gazette for three consecutive weeks for any public objection. An air service licence is normally issued thereafter. A fee in accordance with the current Scheme of Charges/Fees will be applicable.

2 .1.4 Services required at the airport level must meet the airport concessionaire requirements.

1. Operation procedures to be observed – including Route Capacity Schedules, Operations Manuals, Route Book and Aircrew, Preparations for flight; such  documents as Fight Pans, Log-books (Aircraft, Engine and Journey), Loadsheet;  Radio apparatus to operate on the required frequencies for the proposed route.

2. Maintenance Manual and Schedule. Information is also required as to where major  overhauls are to be done, the checks on aircraft and engines; and the availability of  adequate spare parts   

3. Traffic Handling

4. The adequacy and competence of the staff to be employed.

2. 2 Carriage of weapons and ammunition for war and D angerous G oods.

No aircraft will be permitted to carry into or out of Belize D angerous G oods except with permission, for which application must be made to the Director of Civil Aviation , in writing. Such carriage must be in compliance with provisions contained in ICAO Document 9284 - Technical Instructions for the safe Transport of Goods by the Air , and other instructions or conditions contained in the permit.

                          

3. Non-scheduled flights (CHARTER FLIGHTS)

3.1 procedures.

3.1.1  If an operator intends to carry out one or more non-scheduled flights(s), in transit across, or making non-traffic stops in, the territory of Belize, it is necessary for the operator to obtain prior permission.

3.1.2    If an operator intends to perform a (series of) non-scheduled flight(s) into Belize for the purpose of taking on or discharging passengers, cargo or mail, it is necessary for the operator to apply to the Director of Civil Aviation, P.O. Box 367, Belize City, Belize, for permission to carry out such operations not less than FORTY-EIGHT hours in advance of the intended landing. The application must include the following information in the order shown here-under :

  • Name of operator and Air Carrier Operating Certificate (AOC);
  • Type of aircraft
  • Nationality and registration marks of the aircraft;
  • Date and time of arrival at and departure from P.S.W. Goldson International Airport including origin;
  • Place or places of embarkation or disembarkation abroad, as the case may be, of passengers and/or freight;
  • Purpose of flight and number of passengers and/or nature and amount of freight; and
  • Type of freight;
  • Name of consignee if it is a cargo flight
  • **Passport details as per table BDCA AIM F-14 FORM shown below in 5.1.3 ( to include CREW AND PASSENGER DETAILS);
  • Name, address and business of charterer, if any.
  • Name of handling agent in Belize, which is compulsory
  • Additional documents which are to include:
  • Certificate of Airworthiness of aircraft
  • Certificate of Registration of aircraft
  • Pilot's License and Pilot's Medical Certificate
  • Insurance documents of aircraft stating coverage for the territory of Belize

4. Documentary requirements for clearance of aircraft

4.1 It is necessary that the below mentioned aircraft documents be submitted by airline operators for clearance on entry or departure of their aircraft to and from Belize. All documents listed below must follow the ICAO standard format as set forth in the relevant appendices to ICAO Annex 9 (Facilitation) and must be furnished in the English language and duly completed.

4.2 Aircraft documents required (arrival/departure) TOTAL OF NINE

 5. ADDITIONAL ENTRY, TRANSIT AND DEPARTURE OF AIRCRAFT

 5.1. general.

5 .1.1  An Aircraft Clearance Certificate (ACC) must be completed upon landing which will require the stamps of all entry and exit F acilitation agencies at the Philip S. W. Goldson International Airport .

5 .1.2 For local flights the operator must seek permission from the Belize AIS/ARO. Authorization will be given at this office once all requirements are met. Pre-flight briefing will also be given at this office.

5.1.3 BDCA AIM F-14 (REV 1) Form, as shown below, must be filled and submitted prior to entry into Belize. Upon receipt of the application the AIS/ARO Officers will process it and return it with an official Clearance Number. No aircraft must depart towards the Philip S. W. Goldson International Airport unless they have received an official Clearance Number.

6.   Private flights including fixed and rotor wing – helicopters

6.1 advance notification of arrival.

6 .1.1 The information contained in the flight plan is necessary and must be filed at last point of departure. The information REQUIRED is similar to that of Charter Flights but excludes the AOC. A clearance number will subsequently be issued by the Belize AIS/ARO Office .

6 .1.2 It must be ensured that the following original documents for the aircraft and flight crew are submitted well in advance, especially if there are plans to fly internally in Belize. This includes the following:

  • Pilot's Licence and Pilot Medical Certificate
  • Third Party Insurance covering Belizean territory
  • Crew and passenger details as per Table in Form BDCA AIM F-14 (REV 2)
  • Name of handling agent which is optional.

6 .1.4 As to the services of handlers at MZBZ, information can be obtained on Tel: 501 225-2045.

6 .1. 5 Upon arrival , the pilot needs to present the Aircraft Clearance Certificate together with the General Declaration Forms to all Facilitation agencies as indicated, at the Philip S. W. Goldson International Airport ’s arrival hall .

6 .1. 6 Clearance to conduct domestic flights within Belize must be obtained at the Belize AIS/ARO Office. Authorization may be given once all requirements have been met. The pertinent - Aircraft Clearance Certificate will be endorsed by the AIS/ARO Office and must be carried on board the aircraft at all times once domestic flights are being conducted. This Form must be presented to Belizean law enforcement agencies once it is requested.

6.1.7 Ambulance / emergency flights are exempted for the 48 hour application requirement.

8. FLIGHT PLANS.

Flight plans must be filed from last point of departure for entry into belize..

8.1 Flight Plans must also be filed at least two hours prior to departure. The AIS/ARO will only process Flight Plans once all exit requirements including ALL airport fees are paid.

  9. COVID- 19 PROTOCOLS.

9.1 COVID 19 Protocols as established by the Ministry responsible for health in Belize, will be applicable for entry into Belize. These protocols may be revised from time to time and the aviation public is reminded to strictly adhere to these protocols. Such protocols will be contained in the message whenever a flight is cleared to enter Belize.

Updated Entry Requirements for Belize (January 2021)

Belize is officially open for tourism, and there’s a handful of entry requirements all travelers should know. Firstly, all arriving passengers to Belize must test negative for COVID-19; either by providing your vaccination records, pre-testing or by testing on arrival. Secondly, all travelers no longer need to download and complete the Belize Health App . Instead, you’ll only need to complete the Customs & Immigrations form provided. Thirdly, all tourists must book with an approved Gold Standard certified accommodation. All inbound passengers will be screened on arrival to Belize with contact-less technology. In addition to undergoing non-invasive temperature checks and observations, passengers may be subject to additional testing depending on screening results. As a reminder, face masks are required to be worn at all times throughout the entire airport process; from deplaning to exiting the airport.

1-2-3 Entry Requirements to Belize

Travelers are no longer required to download and complete the Belize Travel Health app , regardless of nationality. Instead, all arriving guests will only need to complete the Customs & Immigrations form provided to you on your flight to Belize.

Leisurely travelers must also book with a certified Gold Standard Hotel ; travelers must provide reservation confirmation at Immigration.

2. Pre-Travel Testing Requirements

Americans need a passport to travel to Belize and require either immunization—like being fully vaccinated—  or a negative COVID-19 test result to gain entry. Negative results may be by a PCR Test within 96 hours of travel , a Rapid Test within 48 hours of travel , or a Rapid Test on arrival inside the airport clinic for US$50 per person.

Both results will inherently “fast track” your process through the Philip Goldson International Airport upon arrival in Belize City. Although while COVID-19 pre-testing is strongly recommended to travel to Belize, it is also optional. You can still land in the country without one, but you must test negative for COVID-19 to enter.

3. Vacationing Responsibly in Belize

Travelers to Belize should anticipate enhanced health and safety protocols from the time they step off of the plane, including face mask mandates, COVID-19 result verification, social distancing markers, temperature screenings and hand sanitizing stations. These elevated measures will be omnipresent throughout the trip, with hotels and resorts screening guests for COVID-19 symptoms such as fever and sanitizing their luggage on arrival. In addition to frequent cleaning and capacity limits, many properties are offering contactless features such as mobile room keys and paperless check-in and receipts. Seating areas at beaches, pools and restaurants will also be spaced out to allow for social distancing with QR codes replacing physical menus in many cases.

Tourists can also vacation with peace of mind by remaining inside Belize’s Tourism Safe Corridor . To do so, look out for the Tourism Gold Standard seal of approval at tourism sites, gift shops, restaurants, and more.

What if I test positive? 

Visitors who test positive will need to remain in the mandatory quarantine at their Gold Standard hotel; this is at their own expense until cleared as negative. Visitors to Belize must have a passport to enter, valid for at least 30 days after their arrival, and proof of intent to depart the country. Visas are not required for citizens of the United States and its territories, Canada, the United Kingdom and its territories, the European Union, the Caribbean, and Central American countries.

Tourists are given a 30-day stay, after which a Belize Visitor’s Permit Extension can be applied for in one-month increments for up to six months. There is no entry fee for Belize but there is a mandatory departure fee . The fee will differ based on whether you leave Belize through its international airport or land borders with Guatemala or Mexico.

COVID-19 travel requirements for Belize

As of July 12, 2022, Belize has removed its COVID-19 guidelines and restrictions for foreign tourists.

All public health measures at Belize’s land and sea entry points are no longer required. This includes needing proof of a COVID-19 vaccination or negative test result, having to purchase the Belize Travel Health Insurance , wearing masks indoors, and any curfew mandates.

However, tourists are still recommended to stay at certified gold standard hotels or vacation rentals and to purchase the Belize Travel Health Insurance. The insurance costs US-$18 and it covers up to $50,000 in COVID-19-related medical expenses and up to $2,000 for lodging expenses.

Non-visa nationals

Except for a few countries, most individuals don’t require a tourist visa to visit Belize. Here is a list of countries and territories that don’t need a visa for entry:

  • European Union Member States (EU)
  • Caribbean Community Member States (CARICOM)
  • United States of America & Territories
  • South Africa
  • Switzerland

Commonwealth citizens

Most Commonwealth citizens don’t require a visa to enter Belize with the EXCEPTION of a few countries. They include:

  • West African Countries

There is no entry fee for Belize. However, there is a departure tax that is used for infrastructure development, airport/ border maintenance or expansion, and national conservation efforts.

Belize’s airport exit fee is US$73.50 for tourists and BZ$35 for Belizean citizens or residents. At land borders, the fee is US$20 for tourists only.

As of July 12, 2022, Belize has removed all public health measures at its points of entry (land and sea). Travelers do not need a vaccination card/ immunization record or need to provide a COVID-19 test. Masks, curfew, and health insurance rules have also been lifted.

Previously, staying at a Gold Standard Hotel was mandatory. This is no longer the case – tourists are just recommended to stay there. However, by now, most Belize hotels and vacation rentals (over 95%) have gone through the country’s Gold Standard hotel program.

Tourists can stay for up to 30 days in Belize. For those that desire to stay for longer than one month, a Visitor’s Permit Extension , which is given in one-month increments, is required. Visitor permits can be obtained from Belize immigration offices throughout the country at a fee of US-$100.00 for every extended period of 30 days for up to six months.

When entering Belize, international tourists must have proof of their intent to depart Belize, such as a return ticket or onward ticket ( e.g. airline ticket, pre-purchased bus ticket, or proof of passage on a cruise ship). This includes having a valid passport for no less than 30 days after the intended period of stay.

Along with a passport, children under 18 years must have a notarized letter of parental consent if they are traveling without one or both of their parents.

Pets must be accompanied by a veterinary certificate issued by a vet from the country of origin and an import permit from the Belize Agricultural Health Authority ( BAHA ).

Visitors driving or boating into Belize must secure a temporary importation permit at their point of entry from Mexico or Guatemala. Vehicle/vessel permits are valid for 30 days and must be extended every 30 days.

One of the best aspects of having dual citizenship is that you can use it to your advantage when it comes to immigration requirements. So use the passport that allows you to travel more freely .

Belizeans that have dual citizenship should use their Belize passport to enter and depart Belize so as to avoid any hassle or potential tourist fees.

Yes, there is a large ex-pat community in Belize, in particular in the islands and coastal towns. To stay in Belize long-term, visitors must go through the process of acquiring permanent residency. To be eligible to apply for permanent residence, individuals must stay in Belize for one year and have continuously paid legal residence fees.

Any small non-commercial sea vessels entering Belize must follow certain protocols.

Ships’ documents may be submitted at the Authority’s Headquarters during normal working hours from Monday – Friday for ships that are scheduled to enter on weekends and holidays at our Main Headquarters. Arrangements must be made by 4:00 pm of the preceding workdays for services.

Numbers 1, 2, 3, and 4 listed above are to be submitted in paper form in duplicates or triplicates as requires for proper authentication.

Upon boarding, only documents listed below are to be provided to Boarding Officers of the Belize Port Authority:

Entry requirements

This advice reflects the UK government’s understanding of current rules for people travelling on a full ‘British citizen’ passport from the UK, for the most common types of travel. 

The authorities in Belize set and enforce entry rules. If you’re not sure how these requirements apply to you, contact the Belize High Commission in the UK . 

COVID-19 rules 

There are no COVID-19 testing or vaccination requirements for travellers entering Belize.  

Passport validity requirements 

To enter Belize, your passport must have an ‘expiry date’ more than 3 months after the date you arrive. Some airlines may refuse entry if the expiry date is not more than 6 months after the date you arrive.  

Check with your travel provider to make sure your passport and other travel documents meet their requirements. Renew your passport if you need to.  

You will be denied entry if you do not have a valid travel document or try to use a passport that has been reported lost or stolen. 

Visa requirements 

You do not need a visa to enter Belize. On arrival, you will be allowed to stay in Belize for 30 days.  

If you want to extend your stay, it will cost 200 Belize dollars for each additional 30 days. You should go to the nearest office of the Belize Immigration and Nationality Department and request a new stamp.  

Departure tax 

If you leave Belize by land, or by water crossing to Guatemala or Mexico, you must pay a departure tax of 40 Belize dollars or 20 US dollars at the border. If leaving by air, the tax is usually included in the airfare.  

Travelling with children 

Children aged 17 and under who are travelling on their own, or with an adult who is not their parent, must carry a notarised letter to prove parental responsibility, or consent to travel from the parent or guardian. Children travelling with one parent must also have a notarised letter of authority from the other parent giving consent for travel.

Customs rules 

There are strict rules about goods you can take into or out of Belize. You must declare anything that may be prohibited or subject to tax or duty. Items that need to be declared will be listed on the customs declaration form. Contact the Belize Customs and Excise Administration for more information.  

Any COVID-19 tests brought into the country are likely to be confiscated if found.

Ships’ Documentation:

Ships’ documents may be submitted at the Authority’s Headquarters during normal working hours from Monday-Friday for ships that are scheduled to enter on weekends and holidays at our Main Headquarters. Arrangements must be made by 4:00 pm of the preceding work days for services.

Effective 1 April, 2019:

BELIZE – Foreign Authorization – Requirements and Procedure

To support the viability of intercountry adoption as an option for permanency for children in Belize, the Office of Children’s Issues and the U.S. Embassy in Belmopan sought information from the Belizean Central Authority regarding its legal requirements for the authorization of adoption service providers (ASP), pursuant to Article 12 of the Hague Adoption Convention.

Belize ratified the Convention on December 20, 2005, and the Convention came into force on April 1, 2006.

The Department of Human Services (DHS), the Belize Central Authority, explained that foreign providers are not permitted to conduct work on intercountry adoption in Belize and all activity must be handled by DHS.  Local attorneys work with the Department of Human Services to facilitate the legal aspects of the adoption, but all paperwork for intercountry adoptions must go through DHS. Therefore, there is no process for authorizing a foreign ASP in Belize.

Be sure to have all the necessary documentation ready because Belize Immigration is the first department you need to clear before Customs.

We have compiled some need to know information before entering the country at Phillip Goldson International Airport.

Belize entry / exit requirements.

All visitors must have a passport valid beyond their planned departure date. No visas are required for citizens of the United States for tourist visits of up to 30 days, but they must have proof of their intent to depart Belize (such as onward or return air tickets) and proof of sufficient funds to maintain themselves in Belize. Visitors for purposes other than tourism, or who wish to stay longer than 30 days, must obtain visas.

All tourists and non-Belizean citizens are required to pay an exit fee of approximately US$40 (this fee may be included in your airline ticket, please check with your airline before your trip). Belize allows visitors a maximum of one month’s stay in the country before Belize Immigration requires an extension in one-month increments obtained from Belize Immigration offices throughout the country. No specific immunizations are required for visitors to Belize.

Visitors travelling with minor children may be asked by immigration officials to show Birth certificates for each child.  When children are not traveling with both parents, immigration officials often request signed documentation to establish the children are traveling with the permission of both parents.  Such documentation may include notarized letters from the parent(s), custody or adoption papers, and death certificates in situations where one or both parents are deceased.

All passengers arriving and departing Belize through PGIA must be properly documented.

  • Completed Embarkation Form on arrival
  • Completed Disembarkation Form on departure
  • Valid Passport
  • Return ticket to country of origin (non-residents)
  • Valid visa for countries from which visa is required
  • Present at least US$60.00 per day for the duration of stay
  • Satisfy Immigration Officers of specific address or hotel reservation

CARICOM citizens who are Secretariat Members can travel on special travel documents.

Belize Customs

The Belize Customs Department conducts an inspection of incoming passengers’ luggage and collects the requisite taxes and/or import duties where applicable. There are two categories of passengers:  passengers with items to declare and passengers carrying items that are duty-free, thus nothing to declare.

  • Items for declaration should have an invoice and should be listed on the Customs Declaration Form
  • One Form may be filled out for family members traveling together and where children are under 18 years of age
  • Passengers over 18 years need to complete their own Declaration Form
  • Passengers are required to possess a valid passport along with Customs Declaration Form and relevant receipts where applicable
  • Items attracting tax or duty may be paid for in cash, VISA and MASTER cards, or certified cheques

What do I need
