Understanding Mileage Reimbursement

If you regularly use your personal vehicle for work purposes, you are permitted to deduct the vehicle expenses from your tax return. You have two options available to you when calculating mileage expenses:

  • You can keep all your receipts when you pay for any services associated with using your car for work purposes. For example, gas, oil, parking, insurance, lease payments , maintenance, repairs, etc.
  • You can simply multiply the number of miles you have driven for work purposes by the IRS standard mileage rate, changes on an annual basis. This approach is referred to as the standard mileage deduction. You can also use this approach to deduct any expenses that you incur while driving for charity, medical, or moving purposes.

Travel allowance is a payment made to an employee to cover accommodation, food, drink or incidental expenses they incur when they travel away from their home overnight in the course of their duties.

Allowances folded into your employee's salary or wages are taxed as salary and wages and tax has to be withheld, unless an exception applies.

You include the amount of the travel allowance in the allowance box on your employee's payment summary.

The exception applies if:

  • you expect your employee to spend all of the travel allowance you pay them on accommodation, food, drink or incidental expenses
  • you show the amount and nature of the travel allowance separately in your accounting records
  • the travel allowance is not for overseas accommodation
  • the amount of travel allowance you pay your employee is less than, or equal to the reasonable travel allowance rate.

If the exception applies, you:

  • don't withhold tax from the travel allowance you pay your employee
  • don't include the amount of the travel allowance in the allowance box on your employee's payment summary
  • only include the allowance on their payslip.

If the first two exception conditions are met but you pay your employee a travel allowance over the reasonable travel allowance rate, you're required to withhold tax from the amount that exceeds the reasonable travel allowance rate. You also need to include the total amount of the travel allowance in the allowance box on your employee's payment summary.

You are always required to withhold tax from a travel allowance for overseas accommodation and include the amount of the travel allowance in the allowance box on your employee's payment summary.

Certain taxpayers can deduct mileage from vehicle use related to business, charity, medical or moving purposes

To take the deduction, taxpayers must meet use requirements and may have to itemize on their returns if claiming certain types of mileage.

For 2024, the IRS' standard mileage rates are $0.67 per mile for business, $0.21 per mile for medical or moving, and $0.14 per mile for charity.

If you drive for your business or plan to rack up some miles while volunteering this year, you might be eligible to deduct some of that mileage on your tax return.

To qualify for this deduction, the miles must have been driven for qualifying business, medical, moving or charity purposes, and you may have to itemize on your return to claim the tax break. Rates are valid for electric, PHEV, gas, and diesel-fueled cars.

For the 2024 tax year (taxes filed in 2025), the IRS standard mileage rates are:

67 cents per mile for business.

14 cents per mile for charity.

21 cents per mile for medical/moving.

If you’re self-employed or work as a contractor, you might be able to deduct the cost of using your car for business purposes. Your tax deduction depends on how you use your vehicle. Commuting to work is generally not deductible mileage, but you may be able to deduct mileage for business-related trips, such as those made to clients, meetings or temporary workplaces [0] Internal Revenue Service . You can also choose whether to deduct standard mileage using the rates above versus actual expense (e.g., repairs, depreciation, gas, and so forth), but you can't deduct both. There are two options for calculating the business deduction for the use of your vehicle.

1. Standard mileage deduction

This is the most straightforward way of calculating your driving expense: simply multiply the number of business miles by the IRS mileage rate. However, you’ll need to keep a record of your business-related mileage.

To use the standard IRS mileage deduction method, you must own or lease the car. But the rules for business mileage deductions can be complex, especially if you use lots of vehicles for business. IRS standard mileage rate for volunteering and charitable activities

If you use your car to help a charity or to go somewhere to volunteer, the mileage can be deductible. You can deduct parking fees and tolls as well.

If you don’t want to deduct your mileage, you can deduct your unreimbursed out-of-pocket expenses, such as gas and oil. However, the expenses have to relate directly to using your car to give services to a charitable organization. IRS standard mileage rate for medical

If you used your car for medical reasons, you may be able to deduct the mileage. "Medical reasons" include:

Driving to the doctor, hospital or other medical facility.

Driving a child or other person who needs medical care to receive medical care.

Driving to see a mentally ill dependent if the visits are recommended as part of treatment.

You can deduct parking fees and tolls as well.

If you don’t want to deduct your mileage, you can deduct your unreimbursed out-of-pocket expenses, such as gas and oil. However, the expenses have to relate directly to the use of your car for medical purposes. Also, you can't deduct repair and maintenance costs, depreciation or insurance.

Mileage isn’t the only transportation cost you might be able to deduct as a medical expense. IRS Publication 502 has the details. Here’s a big caveat: In general, you can deduct qualified, unreimbursed medical expenses that are more than 7.5% of your adjusted gross income .

If you're deducting mileage for moving, medical or charity purposes, you'll need to itemize on your tax return in order to claim the tax deduction. Itemizing means you’ll need to set aside extra time when preparing your returns to fill tax forms Form 1040 and Schedule A , as well as supporting schedules that feed into those forms.

If you're self-employed, you’ll claim your mileage deduction as a business expense on Schedule C . If you file your taxes online, the software will ask about your mileage during the interview process and calculate the deduction.

This is important because if you’re audited, you may need to show a log of the miles you drove to substantiate your deduction.

There are many ways to track your mileage. Something as simple as keeping a pen and paper in the glove compartment can suffice, but a quick trip to Google or your phone's app store will reveal a variety of tools that can streamline things.

Fixed Travel Allowance 

A fixed travel allowance is a flat rate that is offered to an employee, irrespective of the level of expenses incurred. Employees are responsible for managing their travel expenses and determining how to use the money best to accommodate their needs. It is commonly used with employees for short trips or who travel infrequently. 

Typically, with a fixed allowance, if the employee spends less than the allocated amount, the employee can keep the difference. If the employee spends more, they are responsible for making up the difference. Businesses using fixed travel allowance should work with their tax professional to understand the implications of this practice. 

Daily Travel Allowance 

Also called a per diem, a daily travel allowance is an amount used for each day of travel and can be used for lodging, transportation, meals, and other travel expenses. Typically, a traveler will reconcile the per diem by submitting an expense report and receipts. The traveler will be reimbursed for any expenses they spent in excess and will return money that was unspent. 

Travel Reimbursement 

This travel allowance requires the traveler to submit receipts for actual expenses incurred, which are then reimbursed. This process can be cumbersome and time-consuming for the traveler. If reimbursement is not done in a timely manner, it can be burdensome for the employee, who is essentially lending money to the company. Fortunately, there are technologies available today to simplify this work. 

Mileage Allowance 

This type of allowance pays the employee for miles traveled on business. It is typically used when employees use their own car for business-related travel. Technologies can tracking and  reimbursing for mileage simpler and more accurate. 

Methods for Calculating Travel Allowances 

When using travel allowances as part of a corporate travel program, one key consideration is how the travel allowances are calculated. 

The process often has to consider the distance traveled and the time spent traveling. Here is one way to calculate a travel allowance. 

Location and Days of Travel 

Start by determining the location of the traveler at midnight on each day of travel. A day of travel is defined as a 24-hour period an employee is conducting business while traveling. 

The day of travel ends when the next day starts or they return home from a business trip to their home or office. For example, if an employee leaves for a trip at 4 p.m., the first day of travel is from 4 p.m. that day until 4 p.m. the next. 

Lodging allowances are provided based on whether an employee spends the night in accommodations other than their own home. Typically, lodging allowances are based on the location and the current price rates for various hotel categories, based on company preferences for the level of hotels allowed. 

Unlike with other categories, usually lodging is an either/or determination. Employees are either allowed the lodging allowance or not based on the circumstances of the trip. 

Like with lodging, meal allowances are usually based on the prevailing costs of meals in each location. It assumes that a traveler will have three meals a day. 

Typically, a meal allowance covers both meals and incidentals, such as snacks. Often it is prorated based on the time in any given day a traveler is on the road. 

The meal allowance may also be reduced if there are meals provided as part of the work travel, such as part of a conference registration fee or transportation ticket. 

Managing Travel Allowances 

Managing travel allowances is a complex task. Here are some tips on how to effectively implement and manage a program: 

  • Develop a Clear Policy. Travelers need to understand the specifics in your travel program and how allowances are used. The policy needs to spell out, for example, what expenses are allowed and not allowed and the ways in which allowances are calculated. Transparency is essential to ensure all employees understand how travel expenses are covered 
  • Consider Incidentals. Business travelers face many complexities and challenges. You want a policy that makes it easy for travelers to navigate while on the road. Be sure your policy covers costs that may arise, including parking, fuel, tips, laundry services, printing, internet fees, and luggage check fees 
  • Analyze Data. You need a system in place that collects and reports on travel data to allow you to better understand trends, shifts and challenges. With visibility into your travel program, you can make timely, well-informed decisions 

Developing Travel Allowance Policies and Guidelines 

If your company wants to develop a travel allowance policy, where should you begin? 

The policy should be rooted in a broader travel policy which should consider the following: 

  • Scope. What aspects of business travel will your policy cover? 
  • Coverage. Determine which elements of travel the policy will cover, such as air travel, lodging, meals, incidentals, and ground transportation 
  • Reimbursement Types. Will your company use travel allowances and, if so, which types? 
  • Participation. How will policies be determined? Be sure to include staff from human resources, finance, and departments that frequently travel, in determining the policy 
  • Safety. Be sure your policy provides protection for employees while they are traveling  
  • Expense Reporting. Develop tools or adopt that will be used for the reporting of travel expenses, with an emphasis on scalability, technology integration, and ease of use

Transport Allowance is an allowance a company or employer provides to employees to compensate for their travel from their residence to the workplace. It is a type of special allowance. Like other allowances, transport allowance is a part of CTC and has fixed pay.

As the employee’s income tax computation is done by their employers for tax deduction purposes, salaried taxpayers may or may not be very concerned about their salary structuring and details of various kinds of allowances and exemptions available to them even before arriving at gross total income. However, understanding allowances and exemptions provided on such allowances is also significant for tax planning. This helps them choose the right CTC structure and lawfully claim the tax benefit to which they are entitled. Additionally the availability of the exemption depends on the tax regime chosen by the taxpayer.

This article will discuss one such allowance, i.e., transport allowance and its tax provisions.

What is Transport Allowance?

Transport allowance could mean allowance provided for the purpose of transport from residence to the place of work . However, transport allowance under Section 10(14) of Income-tax Act,1961 read with rule 2BB of Income-tax rules can be either of the following:

  • Allowance granted to an employee to meet his expenditure for the purpose of commuting between his place of residence and office/place of duty

Transport allowance is taxable in the hands of the employee since it is added to their gross salaries. However, employees can claim tax exemption for transport allowance as per the exemption limit.

Quantum of Exemption

Section 10(14) read with Rule 2BB provides for transport allowance exemption. The amount of exemption is as follows:

Changes by Finance Act, 2018

From the financial year 2018-2019, the tax exemption for medical and transport allowances has been merged. The Income Tax Department introduced a standard deduction in place of transport and medical allowance. From the financial year 2019-2020, the standard deduction is Rs 50,000, which covers the transport and medical allowance.  

Thus, employees can claim the deduction of Rs 50,000 while filing their ITR without producing any bills or documents. Employers will consider the standard deduction to compute the net taxable salary while calculating the TDS. This change shall take effect from the financial year 2018-19. Accordingly, no separate transport allowance of Rs 1,600 per month is available to employees other than physically challenged employees and employees of a transport business.   The limit of Rs 40,000 has been increased to Rs 50,000 in the Interim Budget 2019. Difference Between Transport Allowance and Conveyance Allowance

A transport allowance is an allowance given to meet commuting expenses between the place of residence and office or to meet the personal expenditure of an employee of a transport business.

A conveyance allowance is an allowance granted to meet the expenditure on conveyance in the performance of office duty.

Transport allowance is fully taxable for all employees in both regimes. However it is exempt under both tax regimes to the extent of 3,200 per month for the employees who are physically challenged such as blind/deaf/dumb or orthopedically handicapped with disability of lower extremities. C onveyance allowance is exempt from tax only to the extent of actual expenditure incurred.

Let us derive the taxable income of an employee for the FY 2017-18, FY 2018-19, FY 2019-20 and onwards.

Let us look the same illustration for an employee who is specially abled.

Transport Allowance Under the New Tax Regime 

From the FY 2020-21, the government introduced the new tax regime for individual and HUF taxpayers under section 115BAC. In the new tax regime, there are flat tax rates and no deductions or exemptions. For example, an individual opting for the new tax regime cannot claim exemptions for HRA and others. Also, the individual cannot claim deductions for any tax-saving investments. However, the new tax regime allows an individual to claim the following tax-exempt allowances:

  • Allowance by the employer to meet the cost of travel on tour or transfer. It includes an allowance towards the cost of travel, such as airfare, rail fare and other transportation costs.
  • Any allowance by the employer to meet the ordinary daily charges incurred by an employee on account of absence from the usual place of duty. The allowance should be in respect of the tour or for the period of the journey in connection with a transfer. The allowance includes expenses an employee incurs for food and other daily costs while travelling.  
  • Allowance to meet conveyance expense incurred while performing duties of an office or employment of profit. However, in this case, the employer should not provide a free conveyance to the employee. The allowance includes travelling expenses an employee incurs while performing official duties.

In the case of an employee who is blind, deaf and dumb, or orthopedically handicapped, with a disability of lower extremities can claim transport allowance to meet expenditure on commuting between residence and the place of duty. The benefit is up to Rs 3,200 per month. The same would be fully taxable in the case of an employee with no disabilities.

How to Claim Transport Allowance While Filing Income Tax Return for an employee who is specially abled ?

Usually, employers take care of the tax exemption on transport allowance while deducting TDS from the paycheck. In such cases, employees have to enter the amount mentioned in Form 16 part B in the ‘Income from Salary’ column of their ITR Form .

But when an employer has given a tax benefit on transport allowance or forgotten to give the tax benefit in Form 16 , you can claim tax exemption by following the below process:

  • Check the CTC structure from the salary slip.
  • Check whether the amount of transport allowance is part of the CTC.
  • If the amount in the CTC structure is less than Rs 3,200 per month, the entire travel allowance would be tax-free.
  • If the amount in the CTC structure is more than Rs 3,200 per month, the tax-free amount would only be Rs 3,200 per month.

Understanding Leave Travel Allowance

The Leave Travel Allowance or Leave Travel Concession is the facility by the employer to enable employees on leave to travel from their place of work to any destination within the country. The name Leave Travel Allowance implies the employee should be on leave during the period of traveling to claim the allowance.

Employers use the quantum of LTA while structuring the annual package or the CTC. It enables the employee to avail of the tax benefits under relevant sections of the Income Tax Act. The corporate travel manager needs awareness of the mandatory requirements to help employees claim tax exemption.

The deductions for tax exemptions cover travel expenses for the round trip. These do not apply to other expenses like boarding, sightseeing, or shopping. One should ensure the traveling expenses do not exceed the Leave Travel Allowance. If the expenditure for traveling is less than the LTA amount, then the remaining amount becomes part of the employee’s taxable income.

Conditions for claiming LTA

Leave Travel Allowance has two obvious requirements: leave and travel. The employee must be on leave during the travel as the aim is to facilitate a break from the official work. Benefits of the Leave Travel Allowance may not be available to all employees in the organization.

The employer has the prerogative to provide the facility to employees by considering employee grades and pay scales. Confirming the pay structure is advisable to know whether the employee is eligible for the Leave Travel Concession. Travel managers should inform the date to claim LTA TO all eligible employees to help them plan travel and submit relevant documents to the finance department.

One can claim the economy fare of an LCC (Low-cost carrier) if traveling by air. LTA also applies to rail journeys. First class AC fare for the shortest route of train travel is permissible to avail tax exemption through LTA.

One may also claim tax exemption for travel by other modes like road transport. The expenses should be equivalent to or lesser than the first class AC fare of the train. Though travel expenses by all modes of travel are acceptable for tax benefits, the employee must produce valid journey tickets or receipts. A spouse, children, siblings, and dependent parents can accompany the employee for LTA travel. The tax exemption is only available for two children.

Factors to consider for LTA calculation

One must find out when to claim Leave Travel Assistance before knowing how to calculate Leave Travel Allowance in salary. Tax breaks for LTA travel expenses are available twice in the four years’ block to eligible employees. The system of block years began in 1986. The current block is 2022 -2025. The employee may claim the tax exemption in the next block if they cannot undertake travel with leave during the current block as the tax break carries forward to the next block. The employee who did not avail of tax exemption during the block of 2018-2021 is eligible to claim the same by availing of LTA in the current block. They are also eligible for claiming tax breaks for the current block of 2022-2025.

Let us understand how to calculate travel allowance to avail tax benefits. An employee can only claim tax-benefits for actual travel expenses by the shortest route. The employee qualifies to claim the entire LTA amount for tax benefit if the actual travel expenses are the same as the LTA amount.

One can claim the amount of Rs 5000/- by submitting documents to prove travel expenses if the LTA amount as per CTC is Rs 5000/-. Travel expenses of Rs 4000/- will add Rs 1000/- to the total taxable income as the employee can only claim tax benefits for Rs 4000/-. Employees opting for the new tax regime are not eligible to claim a tax break.

When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.

After you use the estimator

Use your estimate to change your tax withholding amount on Form W-4. Or keep the same amount.

To change your tax withholding amount:

  • Enter your new tax withholding amount on Form W-4, Employee's Withholding Certificate
  • Ask your employer if they use an automated system to submit Form W-4
  • Submit or give Form W-4 to your employer

To keep your same tax withholding amount:

  • You don't need to do anything at this time.
  • Check your withholding again when needed and each year with the Estimator. This helps you make sure the amount withheld works for your circumstance.

When you have a major life change

Budget 2024: Salary components, allowances that can reduce taxpayers' outgoing tax

The centre provides various benefits as part of the salary package that can reduce your tax burden, such as house rent allowance (hra), leave travel concession (ltc), children's education allowance, and others, all covered under section 10 of the income tax act..

Section 10 of the Income Tax Act is vital for salaried employees, encompassing a broad spectrum of allowances provided to them.

Income Tax: Salaried employees can benefit from many financial benefits offered to them in the form of allowances to reduce their tax burden. Allowances are offered on a monthly basis and must be claimed when filing an income tax return (ITR). The Centre offers many such allowances, which are part of the salary structure. These are House Rent Allowance (HRA), Leave Travel Concession or Assistance (LTC or LTA), Children's Education Allowance, and others, which are all under Section 10 of the Income Tax Act. Opting for these deductions and exemptions can reduce one's tax burden substantially. 

We can note here that there is a difference between deductions and exemptions. Tax deductions reduce taxable income by subtracting allowable expenses. In India, common deductions cover health insurance, home loans, education loans, and charitable donations. 

Tax exemptions also cut down your taxable income by excluding a set amount from the total income. In India, allowances like  house rent allowance (HRA), travel allowance, and leave travel allowance (LTA) are available to reduce the outgoing tax. 

1. House Rent Allowance under Sec. 10(13A) 

Employers provide House Rent Allowance (HRA) as a component of your CTC to assist in meeting expenses for rented housing. Salaried individuals who live in a rented house can claim tax exemption on HRA. 

The amount of exemption shall be lower of the following: 

The total amount of HRA received 

> 40 per cent of salary (Basic salary + Dearness Allowance) for non-metro cities; 50 per cent, if the house is situated in Mumbai, Calcutta, Delhi, or Chennai.  > Excess of rent paid annually over 10 per cent of annual salary (Basic salary + DA)  > Salary = Basic + DA (if part of retirement benefit) + Turnover based Commission

> Fully Taxable, if HRA is received by an employee who is living in his own house or if he does not pay any rent  > It is mandatory for employees to report the PAN of the landlord to the employer if the rent paid is more than Rs 100,000.

Leave Travel Allowance (LTA)/Leave Travel Concession (LTC) is a particular exemption that can help salaried taxpayers cut down their tax burden. LTA can be claimed for any two years in a block of four calendar years. It is to be noted that the LTA exemption is not available for those who choose the new tax regime.

The cost of traveling to India for leisure purposes can be claimed as a tax-free expense by an employee. In order to qualify for this concession, employees must take a leave of absence and travel anywhere within India. The employer would cover the cost of fare, based on the total salary package, as a tax-free allowance. The mode of travel can be anything: railway, air, or public transport.  Only domestic travel is considered for exemption, i.e., travel within India. No international travel is covered under LTA/LTC. Valid Proof of travel is essential to claim the exemption.

Education Allowance for children

Section 80C of the Income Tax Act allows you to deduct up to Rs 1.5 lakh from your taxable income for school or college fees. Other components of fees, like development fees and transport fees, are not eligible for deduction under Section 80C. An annual deduction can be claimed on the tuition fees of two children. 

The deduction can only be claimed by one parent. Adopted child's school fees are also valid for this deduction. The maximum deduction limit is Rs 1.50 lakh per year. It is to be noted that the total deduction under Sections 80C, 80CCC, 80CCD limited to Rs 1,50,000.  This deduction is allowed for any university, college, school or other educational institution situated in India. International colleges are not included under this. 

Pension amount

As per Section 10(10A), the pension amount has certain tax exemptions for government and non-government employees. For government employees, if they receive a lump sum amount as commuted pension instead of monthly payments, the entire amount is exempt from tax. However, this exemption only applies to the commuted pension, not the monthly pension.

For non-government employees, the exemption for commuted pension varies based on whether they receive gratuity or not:

If a non-government employee receives gratuity along with the commuted pension, one-third of the total commuted pension amount is exempt from tax.

If a non-government employee does not receive gratuity, half of the total commuted pension amount is exempt from tax.

Capital gains exemption    As per Section 10(37), individuals or Hindu Undivided Families (HUFs) can prevent from paying capital gains tax when their agricultural land in an urban area is compulsorily acquired, and they receive compensation on or after April 1, 2004. This exemption applies if the taxpayer (or their parents, in the case of an individual) used the land for agricultural purposes for at least 2 years before the transfer.
