Bulgaria – Valid ordinary passport c) Holders of diplomatic, special and official passports GENERAL INFORMATION - Visitors who are not exempt from entry visa must obtain their visas or schedule an appointment with the Turkish Consular offices via Pre-Application System for Turkish Sticker Visa ( www.visa.gov.tr ). The applicants who meet the requirements will be directed by the Pre-Application System for Turkish Sticker Visa to the e-Visa system ( www.evisa.gov.tr ) In those countries where Türkiye does not have a consular representation can also use online scheduling for appointments with the nearest accredited consular office of Türkiye. - In order to avoid inconveniences that may be caused by delays in processing, it is recommended to apply for visas at least one month in advance before the planned travel. - The visas submitted to foreigners do not guarantee absolute rights of entry to Türkiye. - Visa fees are not refundable in cases where applications are rejected - All applicants are required to have a medical insurance that will be valid during their stay in Türkiye. - The length of stay provided by visa or visa exemption cannot exceed 90 days within each 180 days. The regulation of 90 days of stay within the last 180 days is binding for all foreigners that will travel to Türkiye. - It is not possible for foreigners holding two passports to stay in Türkiye for 90 days each with their two different passports within the last 180 days. - In all types of visa applications, Turkish consular offices may issue visas with a maximum duration of stay of 90 days. The foreigners who wish to stay longer than 90 days in Türkiye, should apply for “Short Term Residence Permit” at the Provincial Directorate of Migration Administration in order to extend their residence. - The residence permit of the foreigners will be cancelled if they stay outside Türkiye for longer than 120 days in total during the last year. - For United Nations (UN) Travel Document (Laissez-Passer) holders who have blue UN travel documents, visa exemption with 90 days length of stay within the preceding 180 days may apply during their official visit to Türkiye if they can certify their official assignment. Red UN Travel Document holders, shall be exempt from entry visa and may stay in Türkiye 90 days within the preceding 180 days regardless of their purpose of visit. General visa provisions shall apply for Blue UN travel document holders subject to regulations specified according to their country of origin. - Visa applications for travels except for touristic or trade purposes (work or study etc.) will need to obtain visa through Turkish Representations in the abroad. - Regardless of the visa regime applied towards the citizens of a country, the travel document holders of that country need to obtain visa from Turkish missions beforehand. - Any applicant under the age of 18 must submit official written approvals from both parents. For those applicants who certify that their parents are officially divorced and prove the parent holding their custody as well as for those with one parent deceased, visas may be issued in accordance with their purpose of visit. - The authorization of processing the residence permit applications submitted by the following persons who enter Türkiye availing visa-free regime and without requirement of obtainment of Student Visas lays with Local Immigration Offices (Provincial Directorates of Migration): Foreigners who arrive in Türkiye upon invitations by universities under Turkish Higher Education Board to study at the associate, undergraduate, graduate, post-graduate, Ph. D levels pursuant to international student exchange programs, cultural programs as well as under EU Education and Youth Programs. - For foreigners wishing to enter Türkiye via naval ports with touristic purposes, visa-free entry permits may be issued by the local governorates. These permits shall have a maximum 72 hours duration of stay and will be only valid for sightseeing purposes in the vicinity of naval ports where they entered the country. This practice, as it intends to facilitate entry for those visitors subject to visa, does not entitle visitors to visa. Passports of these visitors are not retained by the border authorities; however, visitors are given "Harbor City Entry Permit" which is required to be returned to the authorities upon their exits. - Any piece of data submitted here may be processed and stored in database accessible to the relevant Turkish authorities in accordance with their respective mandates. Tourist Visa - If an invitation letter is submitted for a Touristic Visa application, it must include the inviting person's TR Identity Number, clear identity, the list of invitees, permanent address, contact number, length and purpose of stay and the affinity with the applicant must be stated in the letter. If the inviting side is an organization or a company, tax registration certificate of the organization will be required. In the invitation letter it is also required for the inviting person/authority to pledge for covering victuals and accommodation expenses and for taking their own responsibility. The applicant is required to have sufficient and/or regular remunerations. Working Visa: - Foreigners lay their applications for work permit through our consular offices in the country of their residence or nationality. - To work in Türkiye, you must apply to the nearest Turkish mission to obtain work permit and visa. Your passport, visa application form and a letter from your employer are the necessary documents for your application. Other documents should be submitted to the Turkish Ministry of Labor and Social Security (MLSS) by your employer within ten working days after your application. - Work Permit Applications are concluded positively or negatively by the Ministry of Labor and Social Security. Work Permits have equivalence to residence permits. Thus, should a working permit is approved by the Ministry, the foreigner is charged an Entry Visa Fee, Work Permit Certificate Fee and Residence Fee by the Turkish consular offices. Since Work Permit Card substitute residence permit in Türkiye, "Work Annotated Visa" issued by these offices can only be used for entrance and for 90 days at maximum. - You may find the list of those documents in the MLSS’s website ( http://www.csgb.gov.tr ). Applications are finalized by the MLSS within thirty days at the latest. Right after your arrival in Türkiye (before starting to work), you should be registered at the local police department within one month to obtain the necessary residence permit. - Work permit is granted to foreigners who will work in Free Zones in our country by the Ministry of Economy, to those to work in units under Ministry of Culture and Tourism by the mentioned Ministry and to foreign national personnel to work in universities by the Higher Education Board. Internship Visa / Work Permit Exemption: - Applicants need to obtain a work permit from the Ministry of Labor and Social Security pursuant to the Law numbered 4817 for private internship applications outside the provisions set forth in the Article 55 "Work Permit Exemption" title of Law Enforcement Regulation about Working Permits of Foreigners. - Article 55 of the Law Enforcement Regulation on Working Permits of Foreigners no. 4817 regulating working permit exemptions, the extent and the lengths of time the foreigners are exempt from working permit are stated. Those who meet the requirements below do not need to obtain a work permit. (1) Without prejudice to the provisions set out in specific laws and on condition that the foreigner and the employer fulfill their obligations resulting from other laws; a) The persons exempted from work visa under the bilateral or multilateral agreements to which Türkiye is a signatory party, b) the foreigners holding permanent residences abroad and wishing to visit Türkiye temporarily with purposes of scientific studies, cultural and artistic activities for a period shorter than a month and with the aim of sporting activities for a period less than four months, c) For the purpose of installation, maintenance and repair of machinery and equipment imported to Türkiye, providing training for their utilization or transporting of defective equipment from Türkiye and provided that they do not exceed the total stay of three months within a year as of the date of entry into Türkiye and verify this condition with the documents that they will submit, the ones coming to Türkiye, ç) For the purpose of training in the use of goods and services exported from or imported to Türkiye and provided that they do not exceed three months totally within a year as of the date of entry into Türkiye and verify this condition thanks to the documents that they will submit, the ones in Türkiye d) Being an entertainer, performer and etc. in charge at fair and circuses which are going to carry out activities outside the borders of certificated tourism establishments and provided that they do not exceed six months as of the date of entry into Türkiye and verify this condition with the documents that they will submit, the ones in Türkiye e) On condition that it does not exceed two years and it will be limited to the period of study, the foreigners coming to state institutions and organizations together with the universities so as to enhance their information and good manners by verifying their state via the documents that they will submit, f) Persons who notified the Turkish authorities on the fact that they will provide important services and contributions socio-cultural and technological fields and educational fields within a period not exceeding six months. g) Persons visiting Türkiye under the programs of the Center for European Union Education and Youth Programs (National Agency), ğ) The foreigners to go on a training under the framework of international trainee programs sanctioned by the Higher Education Board, the Ministry of Interior and the Ministry of Foreign Affairs. h) The foreigners who are the representatives of tour operators coming to Türkiye on condition that the term of contract does not exceed eight months, ı) During the contracts of other athletes, trainers, football players whose requests are approved by Turkish Football Federation or General Directorate of Youth and Sports i) By the bilateral protocols signed under the Rule no. I/10 of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, the foreign seafarers serving on vessels which have received " Conformity Approval Certificate" from the related administration and is registered in Turkish International Ship Registry Law and operate outside the cabotage line, j) Foreign experts employed in the projects that are conducted within the scope of Türkiye-European Union Financial Cooperation Programs are not in need of obtaining a work visa during their term of office. - Within the scope of article 55, residence permits of the foreigners coming to Türkiye are given as “Short Term" residence permits by Provincial Directorate of Migration Administration. Exemption periods cannot be extended, the foreigners under this provision can make use of exemption rules only once within one calendar year. However, it is required that it must have been three months as of the expiry date of the residence permit granted to the foreigner with the same purpose in order to exercise this right. In case of the need of working longer than the exemption period allows, the foreigner has to obtain a work visa through the Ministry of Labor and Social Security. Tour Operator Representative Visa - The foreign representatives of tour operators, are exempted from obtaining a work visa for their duties for up to eight months. The applications of the foreigners asking for a residence permit from Provincial Directorate of Migration as the representatives of tour operators are processed under rules regulating touristic visits. Transportation Visa - The foreigners applying for visa for transportation may be given a multiple entry visa valid for one year in case they submit the required documents. - Visa regime for truck drivers of a country may differ from the overall visa regime effective for citizens of that particular country. For further information, please contact the nearest Turkish mission. The Personnel Assigned for Foreign Religious Foundations - The personnel employed officially in foreign religious foundations in Türkiye - Work permits of the foreigners employed in religious foundations are under the framework of exceptional condition. Applications of permission are made via our Ministry and residence permits are issued by the Ministry of Internal Affairs so that they can work in our country. Archaeological Excavation, Exploration, Documentary Purpose Visas - Foreigners who will shoot a documentary film conduct a research or an archeological excavation should get a special permission from the Turkish authorities in advance. - It is necessary that the one should enter Türkiye by obtaining a relevant visa via our foreign representatives for excavation and research. - The foreigners to come to our country for the purpose of movie and documentary shooting should obtain a permit document from the Ministry of Culture and Tourism, Directorate General of Cinema and the provincial Governorate. - One can directly apply to the related institutions for scientific researches, sound track recording, filming documentaries and movies, photo shooting to be carried out on archeological, historical, geological, sociological and natural issues in Türkiye, on land, in the air, at sea, at river and at lake. Depending on your nationality, you can stay in Turkey for 30 to 90 days, with visa requirements also contingent upon nationality.
Regardless of visa requirements, however, the maximum period of stay remains the same across the board.
The current law and regulations dictate that you cannot stay in Turkey continuously for more than your visa duration within 180 days.
It doesn’t matter if you have come:
- on an e-tourist visa (which you can apply for through https://www.evisa.gov.tr/en/ and obtain electronically for trade or tourism purposes only),
- on a visa (issued by Turkish missions or at the port of entry and for work/studying etc.)
- or by visa waiver/exemption,
WHAT CONSTITUTES AS OVERSTAYING?
Overstaying can be classified into 3 three categories:
- You have breached the 90-in-180 rule,
- You have exceeded the time issued on your visa, or
- You had forgotten to renew your residence permit before its time was up.
The legal repercussions for overstaying in Turkey are regulated by Turkish Passport law 5682, which could ban you from re-entering the country for a certain period, lead to you being deported immediately and make you pay an administrative fine.
“Counting back” the days.
To check whether your stay in Turkey has not exceeded 90 days in the previous 180 days, you need to “ count back ” 180 days. If your total time has not yet reached 90, then you can continue to stay the number of days left.
Example: Today is November 29, 2020. To see if you have exceeded your 90-in-180 days, you must go back to June 2, 2020. Then examine your entry and exit stamps on your passport, to sum up the total number of days you have spent in Turkey on and after June 2. It should be less than 90.
The number of times you have entered or exited the country is not essential unless you have a single entry visa.
Suppose you have reached the 90-day limit on your 180-day visa and you leave Turkey. In that case, you will be granted entry on one condition: if you pledge in writing (taahhütname) to apply for a residence permit within 10 days of your arrival. When you re-enter, you will also be asked to fill in a conditional entry (şartlı giriş) form by border personnel.
I want to stay in Turkey longer than my visa allows. Can I extend my visa?
Unfortunately, you cannot extend or renew your visa in Turkey because of the 90-in-180 rule. You must leave the country, stay abroad for 3 months and then return.
But when you want to stay in Turkey longer, for example, a year, and stay continuously, but you don’t want to move here permanently, you will need to apply to the nearest Provincial Directorate of Migration Management for a short-term residence permit. (Here are the documents you will need.)
You will be asked to give proof of your address, which will require a long-term rental contract, as well as evidence of financial resources enough to cover your stay in Turkey.
If you overstay the duration of your visa or residence permit, you will be considered unlawful in and of yourself and will be required to pay a fine as a form of punishment. This figure is roughly determined by doubling the cost of an annual residency permit, which is then used as the basis for the calculation.
Foreign nationals may also be required to pay resident permit card costs and single-entry visa fees in some nations. The amount punished, however, is normally determined by your country and length of stay.

Be aware that there will be an additional cost of TL 160 if you apply for a residence permit within the last ten days. If it has been more than ten days, you are required to leave the country and obtain a new travel visa before you can enter again.
If you refuse to pay or cannot at that time, you will be banned from entering Turkey for up to 5 years. The shortest ban is three months for overstays of up to 90 days, six months for exceeding your stay by 3 to 6 months, and so on.
If your overstay does not exceed 10 days, or if Turkish officials have not yet acted to deport you (or not notified you of such a decision), you will not be banned from re-entering, considering that you pay the fine.
Extraordinary situations and COVID-19
Scenario A: Your residence permit as an exchange student expired over ten days ago. You plan to go back to your home country for a short while, but you will be coming back soon. Do you apply for a new visa? Can you come back immediately?
If you pay your fine for overstaying, you will not be banned from re-entering Turkey. Considering the expiration of your residence permit, however, you should stay abroad for at least three months to be able to re-enter without any issues.
If you can’t wait that period or re-enter within the same day, you’ll be given conditional entry and be required to apply for a residence permit within ten days of your date of arrival. must

Extension Of Turkish Tourist Residence Permit
A touristic residence permit is permission to live in Turkey for up to 2 years and is eligible for renewal. It is issued to individuals who wish to stay for the purpose of tourism, whose children will enroll in elementary school, people searching for jobs, or those wanting to set up a Turkish company and generate employment. Who should apply for Turkish tourist residence?
Every person who moves to Turkey intending to stay in the country for more than three months needs to get a Turkey Residence Permit upon arrival. If you don't have it, your stay in Turkey will be considered illegal.

Residence permits are issued separately for each applicant depending on their purpose of staying for 60 days.
Important points to know:

The applicant must have a passport or an equivalent document for more than 60 days than the residence permit period.

Residence permits can be extended by the government with a newly issued document.
Extension applications have to be made 60 days before the residence permit expires.
What are the conditions for extending tourist residence in Turkey?
The temporary resident status expires after submitting the application for an extension, but before receiving a decision on the application. You can remain in Turkey under an ‘implied status’ (the law implies you are a temporary resident) and this status lasts until Immigration, Refugees and Citizenship Turkey (IRCC) decides on your new permit application.

Who cannot apply for a Turkey tourist visa online?
The Ministry of Foreign Affairs of the Republic of Türkiye launched Electronic Visa (e-Visa) Application System was launched in 2013 to allow people traveling to Türkiye to easily obtain their e-Visas online in approximately 3 minutes. The applicants can receive their visa after they fill in the required information about their identity, passport, and travel dates and submit the visa fee online.
The e-visa is only valid when the purpose of travel is tourism or business. For other purposes like work and study, visas are provided by Turkish Embassies or Consulates. How to extend Turkish tourist residence?

Who Can Come?
Only visa applicants with scheduled appointments and parents of minor children are allowed to enter the Consular Section. Caregivers for disabled or medically infirmed applicants should contact the Consular Section for entrance permission. Other non-applicants, including translators, are not permitted to join the interview.
Note: The U.S. Embassy in Ankara conducts interviews in English, Turkish, Farsi, and Arabic. The U.S. Consulate General in Istanbul offers interviews in English and Turkish. Applicants from outside of Türkiye may apply for visas in Türkiye. However, language difficulties and interviewing officers’ unfamiliarity with local conditions in other countries may make it more difficult in Türkiye to demonstrate qualifications for a visa than in the applicant’s home district or at a post designated for an applicant’s visa request.

Do I need an appointment?
Applicants who meet the criteria below and would like to apply to renew their prior U.S. visas might not have to appear in-person for a visa interview.
All applicants must create an account on usvisa-info.com and pay the visa application fee. The system will then ask a series of questions. Based on the information the applicant provides, the system will determine if the applicant qualifies for a personal appearance waiver.
For applicants who do qualify for a personal appearance waiver, please note that such visas take approximately 4-6 weeks to process after they are received by the Consular Section due to reduced staffing. Once your passport is mailed to our office, we will not be able to locate your passport until your visa application has been processed. Carefully review the documents required for your visa class below. Submitting additional documentation will result in significant delays.
Note: E1/E2 visas are not eligible to renew by mail.
Who may qualify for the personal appearance waiver?
Applicants under the age of 14
- One of the parents must have a valid U.S. B1/B2 visa
Applicants over the age of 79
- Applicant must turn 80 by the time of application.
- Note: Nationals or dual nationals of Cuba, Iran, Iraq, Libya, North Korea, Somalia, Sudan, Syria, Venezuela, and Yemen must appear in-person for an interview, regardless of age.
Applicants who meet the criteria below and would like to renew their prior U.S. visas may not need an in-person interview when they apply for a visa:
- Applicants must be Turkish citizens or residents of Türkiye
- Nationals or dual nationals of Cuba, Iraq, Iran, Libya, North Korea, Somalia, Syria, and Yemen require an in-person interview.
- The previous visa must have been issued to you when you were age 14 or older, and you have provided 10-finger digital fingerprints.
- The previous visa must be currently valid or have expired within the last 48 months
- Bio data must not have changed (name, place of birth, and date of birth)

What is the administrative processing system?
Some refused visa applications may require further administrative processing. When administrative processing is required, the consular officer will inform the applicant at the end of the interview. The duration of the administrative processing will vary based on the individual circumstances of each case. Except in cases of emergency travel (i.e. serious illnesses, injuries, or deaths in your immediate family), before making inquiries about status of administrative processing, applicants should wait at least 180 days from the date of interview or submission of supplemental documents, whichever is later. Please Read Carefully
The United States Immigration and Nationality Act requires that non-immigrant visa applicants in most categories demonstrate sufficiently strong family, social and economic ties to their place of residences. Therefore, in addition to the above, the consular officer may ask to see supporting documents explaining the purpose of the trip and the applicant’s situation in his/her place of residence. Applicants may choose to bring supporting documents that substantiate the purpose of the trip to the United States and the intention to return to the country of permanent residence after a temporary visit. You should be prepared to present evidence of your ties as necessary.
Supporting documents to substantiate your ties may include some of the following documents: Proof of employment such as employee identification card, letter of employment; proof of income such as salary statement, bank account/books; proof of ownership of a business or property; evidence of your company’s overall financial status and/or tax liability; payroll records showing personnel employed, bank statements showing deposits and withdrawals; annual income/loss statements and net worth statements. Please do not show your credit cards because we do not consider them as financial assets.
Third-country nationals must have their birth certificates/ID card (shenasname for Iranian nationals), marriage certificates if applicable, and evidence of military service or military exemption for males 18 and over with them at the time of visa interview.
An applicant intending to travel for science or technology-related purposes (such as conferences, training, research, equipment negotiation or purchase, etc.) should bring a copy of his/her CV or resume, complete list of publications, an invitation letter from the U.S. organization and any other documentation specifically related to his/her travel purpose.
Supporting documents for visa applicants travelling to the U.S. for medical purposes:
Medical evaluation report from U.S. physician and/or report about procedures that are to be performed. The report should state a specific appointment date, estimated treatment period, physician, hospital, and estimated treatment cost in the United States.
- Proof of pre-payment for the procedures that are to be performed (such as original receipts from each of the billing medical providers).
- Medical report stating diagnosis from applicant’s physician.
- Financial documents demonstrating ability to pay for medical expenses.
- For foreign officials, a report from the Board of Health or Ministry of Health and allowance proof.
Please provide original documents and English translations. However, presentation of such documents will not ensure the issuance of a visa. Approval of a visa application is ultimately determined by a consular officer in accordance with the Immigration and Nationality Act at the time of the interview.
Emergency Visa Requests
The U.S. Embassies and Consulates are operating with reduced capacity and currently have only limited resources available to process visa applications. While they plan on increasing the number of applications processed and visa interview appointments as soon as possible, there is likely to be a significant wait time for these services due to a substantial backlog. Information on wait times for residents of Turkey can be found here , and the wait time for applicants who are not residents of Turkey is currently 132 days.
If you need to request an emergency visa appointment, log into your account at the official U.S. Department of State Visa Appointment Service site ( https://ais.usvisa-info.com ) and schedule the first available appointment, then select “Request Expedite” under “Group Actions” and detail the emergency (e.g. medical crisis or similar humanitarian circumstance compelling urgent and unexpected travel).
Again, please be aware that we have a very limited number of emergency visa appointment slots. If we approve your request for an expedited appointment, we will schedule you for the first slot available. Once your appointment has been scheduled no changes can be made. The estimated wait time to receive a nonimmigrant visa interview appointment at a U.S. embassy or consulate and is based on workload and staffing and can vary from week to week. The information provided is an estimate and does not guarantee the availability of an appointment.
Wait Time for Interview Waiver
Wait times for applicants eligible for Interview Waiver are applicable only for locations where applicants schedule appointments to submit their passport and any required documents to a U.S. embassy or consulate. The wait time estimate does not account for the time required for a consular officer to adjudicate the application nor mailing time of passports or other documents. Refer to the website of the Embassy or Consulate Visa Section where you will apply to determine your eligibility for Interview Waiver and for instructions for submitting a nonimmigrant visa application. Note that applicants must be a national or resident of the country where they are applying to be eligible to apply via Interview Waiver.
Qualifications for an Expedited Interview Appointment
Consular sections overseas may be able to expedite your interview date if there is an urgent, unforeseen situation such as a funeral, medical emergency, or school start date. The process to request an expedited nonimmigrant visa interview varies by location. You should refer to the instructions on the website of the Embassy or Consulate Visa Section where you will interview, or on their online appointment scheduling site. You will need to provide proof of the need for an earlier appointment.
In all cases : You must first submit the online visa application form (DS-160), pay the application fee, and schedule the first available interview appointment. Only at this point will a consular section consider your request for an expedited appointment.
Note: Travel for the purpose of attending weddings and graduation ceremonies, assisting pregnant relatives, participating in an annual business/academic/professional conference, or enjoying last-minute tourism does not qualify for expedited appointments. For such travel, please schedule a regular visa appointment well in advance.
These estimates do not include time required for administrative processing, which may affect some applications. When administrative processing is required, the timing will vary based on individual circumstances of each case.
There are only two possible outcomes for U.S. visa applications. The consular officer will either issue or refuse the visa. If a visa applicant has not established that he or she is eligible for a visa, the consular officer must refuse that application. However, some refused visa applications may require further administrative processing. When administrative processing is required, the consular officer will inform the applicant at the end of the interview. The duration of the administrative processing will vary based on the individual circumstances of each case. At the conclusion of the administrative processing period, the consular officer might conclude that an applicant is now qualified for the visa for which he or she applied. The officer may also conclude that the applicant remains ineligible for a visa. Visa applicants are reminded to apply early for their visas, well in advance of the anticipated travel date.
Important Notice: Except in cases of emergency travel (i.e. serious illnesses, injuries, or deaths in your immediate family), before making inquiries about status of administrative processing, applicants should wait at least 180 days from the date of interview or submission of supplemental documents, whichever is later.

China expanded its visa-free transit policy on Friday to include citizens from Norway for a 72/144-hour stay, bringing the total number of applicable countries to 54.
Citizens from the 54 countries are exempted from visa requirements during transit for 72 or 144 hours when heading for a third nation, said the National Immigration Administration (NIA).
They are allowed to engage in short-term activities such as travel and business visits during the visa-free stay, it added.
Currently, a 72-hour visa-free transit policy is applied in the cities of Changsha, Guilin and Harbin, while international travelers are allowed to transit in 20 cities, including Beijing, Tianjin and Shijiazhuang, up to 144 hours visa-free.
The move aims to serve high-standard opening up, facilitate the mobility of Chinese and foreign nationals and promote international exchanges, according to the NIA.
Since its inception in January 2013, more than 500,000 foreigners traveled through China under the visa-free policy.
